Former Mayor and longtime resident Francis Peck recognized several faces in the above photo, recalling names like Dundas, Crowder, Mattice, Pettepice, Harris and Lewis. “I believe it burned down,” she said of the packinghouse’s ultimate fate. “Keremeos once had three packing houses and a cannery,” Peck recalled, “ my first job was in a packing house, for 30 cents an hour.” Peck recalls working conditions as being quite primitive, with outdoor plumbing, and no heat in the building housing the packing lines. “I remember ladies with their feet in boxes, filled with newspaper, or whatever, to try and keep their feet warm,” she said, “the train would pull up alongside the packing house and wait for us to finish packing.     Keremeos council reconsidered a motion made at a previous council meeting during the Monday, March 3 regular meeting of council.

    A resolution bound for the Union of BC Municipalities re-questing the UBCM to petition the province over 911 dialing protocols in hotel and motel telephone net-works was brought before council for reconsideration.

    The motions main proponent, Councillor Arlow voiced second thoughts on the matter, requesting the motion be brought back for councils reconsideration. This time council turned down the resolution unanimously.

    Staff updated council with re-spect to the villages Climate Ac-tion Revenue Incentive Program (CARIP) report.

    The conditional grant is depen-dent upon the village compiling an annual carbon tax calculation. The grant is equivalent to the amount of carbon taxes paid out by the vil-lage. Last year the grant was worth $1,092.42 to Keremeos.

    Staff advised council time spent compiling the report cost more

    than the grant was worth. Council received the staff report

    for information purposes, Mayor Bauer noting the program was a money maker for the province, not for small communities.

    Council deliberated two pro-posed capital projects - a dog park within the village and an electric vehicle plug in.

    Staff advised a dog park would cost approximately $10,000 to set up, using village property behind Sixth Avenue, between Fourth and Fifth Street. Mayor Bauer spoke against the project, citing increased liabilities for the village, noise fac-tors and a lack of need for such a facility in the community.

    Councillors Cowling and Thiel-mann disagreed, arguing for further investigation and public consul-tation. Council agreed to solicit residents within 100 metres of the proposed park in order to further assess public opinion.

    Council agreed to lobby MLA Linda Larson for grant funding to provide an electric vehicle charg-ing facility, which staff calculated would cost up to $7,500. A full charge would

    take up to six hours, with cost of electricity ranging from $2 to $4 per charge.

    The tourist infocentre parking lot was suggested as a location for the facility, which might generate village revenue from motorists stopping for a few hours to use vil-lage services while their vehicle was being recharged.

    Council passed a motion to pre-approve Victory Hall washroom upgrades.

    The good neighbour bylaw came before council once again, this time for further scrutiny with regard to references over use of bows in the village. Some minor wording regarding bow types was requested (compound bows were specified), resulting in council rescinding third reading of the bylaw to make the necessary amendments at second reading.

    No apparent oversight for funded position

    Crime Stoppers Regional Coordinator Al Sis-mey attracted the attention of Regional District Okanagan Similkameen Board of Directors as well as regional media last week.

    Sismey discussed his apprehensions over potential changes to the program after a previ-ous one on one discussion with RCMP Super-intendent Kevin Hewco about the role Crime Stoppers plays in the region.

    Sismey feared Hewcos plans would bring the programs operation more closely under the operating wing of the RCMP - at least that was what Sismey claimed.

    But later in the discussion, Sismey admitted that Hewco felt that, based on a work load of 400 tips annually, the Crime Stoppers Coordina-tors job really wasnt a full time position.

    The position is funded by the regional district to the tune of $65,000 annually. Up until now, it would appear that there has been very little oversight by the regional district as to whether they were getting their moneys worth or not.

    Former RCMP detachment commanders have apparently failed to raise the issue, as have past regional boards, so now that Super-intendent Hewco has opened the can of worms, maybe its time for some scrutinization of the position by those who are footing the bill - the regional district.

    There are communities in the regional district who have been asking for programs like Speed Watch - Area D Director Tom Siddon has expressed a desire to see such a program on Lakehill Road in Kaleden, for instance.

    Working with Superintendent Hewcos recommendations, this might be an ideal op-portunity for the regional district to find a way to provide such extra police services within the present budget.

    An alliance of business groups opposed to the new Multi Material BC recy-cling system are demand-ing the province halt the planned May 19 launch and go back to the drawing board.

    MMBC, an industry stewardship group, is poised to take responsibil-ity for curbside blue box collection with more containers and material types collected than before while charging businesses for the recycling of the packaging and paper they generate.

    But its been in a bitter fight with small business groups that complain they are set to pay punishingly high fees, which will then be passed on to consumers.

    The battle took a new turn Monday, when the Canadian Federation of Independent Business and eight other associations launched a campaign in B.C. newspapers and online at rethinkitbc.ca to amplify the pressure on Victoria.

    director Mike Klassen pre-dicted job losses and some business closures as a result of the MMBC regulations. This is public policy run amok, he said. We are asking British Columbians to talk to the B.C. govern-ment to push the pause button on its reckless and red tape-laden program.

    B.C. Agriculture Coun-cil vice-chair Stan Vander Waal said farmers cant readily stop packaging strawberries and blueber-ries in plastic clamshells, because retailers insist thats what consumers want.

    We have to wear the cost, he said, adding MMBC fees will cost his Chilliwack farm $60,000 to $100,000 a year. It goes directly against growing agriculture.

    Canadian Newspaper Association chairman Peter Kvarnstrom, who is publisher of a paper in Sechelt, warned the new system will be catastroph-ic to B.C. community and daily newspapers, resulting in job losses in an already challenged industry and reduced service to com-munities.

    The opposition groups say they support the aim of the program to make generators of packaging pay to recycle it but they dispute the fees and say multinational consumer goods firms like Unilever and Walmart control MMBC and are manipu-lating it to their benefit, not that of local businesses.

    Most of the fees for container waste are double or even quadruple what businesses in Ontario pay to a similar agency.

    Newspapers say they face a $14-million-a-year bite out of their operations because of the 20 cents per kilogram they will pay on newsprint, compared to less than half a penny in Ontario.

    They contend a high proportion of newsprint is already recycled in B.C. through blue boxes.

    Kvarnstrom said newspapers are consider-ing options to create their own newsprint collection system a move that could also deprive MMBC of newsprint revenue and undermine the programs viability.

    Magazine industry reps

    also warned small B.C. magazines will pay not only for their own paper recycling, but will also ef-fectively subsidize big U.S. magazines like Harpers or Vogue that will be exempt from MMBC fees on magazines mailed into B.C.

    Printers predict some orders will shift to presses in the U.S. or Alberta to skirt the fees, costing jobs in B.C.

    MMBC managing di-rector Allen Langdon said MMBCs higher fees are because they fully finance the program and ensure service for multi-family apartments and rural depots, in contrast to On-tarios more limited focus on single-family homes.

    He said B.C.s successful container deposit system also means theres less recyclable material left here for container stewards to collect and sell, so fees have to be higher to cover the system costs.

    Langdon said no business is forced to join MMBC, adding groups like the newspaper industry are free to develop their own system.

    Grade 7 student James Watts is one of many Similkameen Elementary students who are taking ad-vantage of a reading program that recently stimulated a huge spike in interest amongst elementary students.     Elementary classes at Similkameen Elementary Secondary School went on a reading blitz on Friday, February 28, coming up with some impressive reading re-sults.

    The school is the only one in District 53 that uses Accel-erated Reader software from Renaissance Learning, an American based educational software company.

    AR encourages substan-tial differentiated reading practice, based on each stu-dents independent reading level, and helps teachers set personalized goals for each student.The program helps guide students to books dif-ficult enough to keep them challenged, but not so difficult to cause frustration.

    In addition, AR helps teachers monitor students vocabulary growth, literacy skills development, and other reading skills.

    Part of the program also involves students taking an

    AR quiz in order to assess the students level of comphre-hension, offering more than 150,000 quizzes of five types on both fiction and nonfic-tion titles.

    Fridays reading day was based on a Renaissance Learning initiatve, the goal being to have readers in the program meet five million quizzes in one day.

    It wasnt until after SESS registered for the initiative that instructor Rick Johnson found out that Canadian schools could not contribute to the testing totals.

    It meant we werent eli-gible for any prizes, he said, but in the end they fell shy of their goal, with a total of 4,987, 949.

    Guess they should have included us Canadians.

    Classes from SESS par-ticipated throughout the day in varying degrees in the program, with students sub-mitting a total of 800 quizzes, (passing 769), for an 86 per cent comprehension level.

    We had 130 students read 4. 5 million words on Friday,

    said grade seven teacher Rick Johnson. Some of the stu-dents who hadnt yet done a quiz did four or five on that day alone.

    An extra level of com-petitiveness was added with each students successful test resulting in points for their house league team. Points awarded to each student were related to the size and diffi-culty of the work being read by the student.

    Johnson said the exer-cise appeared to have really boosted students appetites for reading, noting that even normally reluctant readers were totally jazzed by the event.

    While it was disappoint-ing to hear that our totals might not contribute to the overall event, our own event was positive and will definite-ly be something we consider doing again.

    The Accelerated Reader is part of our reading program. It gives students a wider range of choice in what they read, without sacrificing account-ability, Johnson said.

    The number five ranked Sparks beat 12 seeded Lang-ley Christian and fourth

    seed Mulgrave from North Vancouver, but lost to the eventual tournament winner, Immaculata.

    In the game for third place, the Sparks lost to Cedars Christian from Prince George by 14 points.

    Their season ended with a win/loss record of 21-8.

    Madison Terbasket was named to the second allstar team.

    The SESS senior boys bas-ketball team finished ninth overall at their provincial tournament, held in Langley last week. Jesse Vissia was named to the first all star team.

    Upwards of 30 members of the Keremos Senior Centre Society gathered for the societys annual general meeting on March 5.

    Elections for executive took place, with few candi-dates offering to throw their hat in the ring.

    Noting the Seniors Centre wasnt alone in member apathy, Gary Billon, who conducted the election, ad-vised the membership if they wished to see change, they needed to step forward.

    All I hear are complaints, Billon said, they are minor but theyre still there.

    Alex Fomenko was acclaimed President, as was Vice President Pat McBride. Candidates for secretary were more reluctant in stepping up, but eventually Claire Car-leton offered to let her name stand - to which someone mirthfully responded, If youre standing, why are you sitting down?

    Treasurer Pearl Seired was elected by acclamation as well.

    What are you running for? one member of the audience could be heard quietly asking another. The hills, came the reply.

    Two representatives of the membership at large - John Borke and Bonnie Burns - were also selected (acclama-tion) to represent the society body as a whole.

    The craft ladies offered two cheques - one to the so-ciety in the order of $1,000, and one to Orchard Haven in the amount of $500.

    Keremeos Mayor Manfred Bauer was also in at-tendance.

    RCMP detachment Commander Mike Gallagher was

    on hand to discuss the rash of criminal activities that took place in the village over the winter months.

    He assured the society that police presence in the community was available 24 hours a day, noting that the recent apprehension of a prolific offender took place only after police examined theft reports and adjusted their schedules to be in the area during periods of the day when criminal activity statistically presented itself.

    If you call us, well be there, he assured the member-ship. He noted that the handful of people responsible for a majority of the criminal activities were either in jail, banned from the community or otherwise institu-tionalized.

    Gallagher had some anti - crime advice for the seniors, urging residents to mark their valuables so they could be easiliy detected in the event of theft.

    No one identifies their prop-erty, he told the society, put a mark on your items, no matter how small, or how valuable, and dont leave valuables in your car where they can be seen. He said that Keremeos was a safe com-munity, but residents needed to take a minimum of precautions in order to discourage oppor-tunists.

    Mayor Bauer reviewed plans for the policing of transients this summer, noting farmworkers would not be allowed to camp in the former campground area, or along the dike this year.

    Trades students from Similkameen Elementary Secondary School scored some impressive results at a recent competition in Kelowna.

    Parmeet Brar and Brody Porter finished with a gold medal in Skills Canada Region-al Competition that took place in Kelowna on the weekend of March 8-9.

    Colton Lagace and Mikka Kangas came away with a bronze medal in gravity cars.

    Jagdeep Sumal had a gold medal finish in the auto tech category, while Chance Wabnegger took a silver medal in construc-

    tion.SESS fielded 13 competitors, helping

    School District 53 to win gold in every competition.

    The South Okanagan and Similkameen will be well represented provincially, said Career Education Coordinator and Tech-nology Education Teacher Boyd Turnbull.

    The gold medalists will be going to Ab-botsford to compete in the provincials on April 9.

    If successful there, they will go to nation-als in Toronto.

    A first place finish in the nationals will see the road take an international turn, as the next stage in competition are the worlds in Brazil.

    Crime Stoppers Coordinator Al Sismey delivered a year end report to the regional district board at the March 9 regular board meeting.

    Under questioning by Penticton Director Gary Litke, Sismey admitted the Crime Stoppers program was at risk over the possibility of having Crime Stoppers linked to a crime prevention program run by police.

    All of you must understand what the program is all about, Sismey told the Protective Services Committee, we are not an arm of the police. We need to stand alone in order to gain the confidence of the public that their tips will truly be anonymous.

    Sismey insisted that any move to have the Crime Stoppers program run off the corner of a police desk would be doomed to failure. He went on to add that he hadnt had sufficient time to explain to Penticton RCMP Super-intendent Kevin Hewco how much time his position as Regional Crime

    Stoppers Coordinator entailed, noting that Hewco felt the position wasnt a full time job.

    Litke noted to date there has been no consultation between the RCMP and the regional district with respect to any changes to the program.The regional district currently funds Sismeys wages through a budgeted line item in general government in the amount of $65,000.

    It was pointed out Superintendent Hewco was also scheduled to make an appearance before the board at an upcoming meeting.

    Much of this discussion is hy-pothetical since the police have not yet spoken to us about it, noted one director.

    Members of the board tended to agree that Crime Stoppers, which fielded 400 tips last year, should remain an entity at arms length from the police. Oliver Director Ron Hovanes suggested a pre-meeting with Superintendent Hewco might be in order, adding that the board respected the work of Crime Stoppers.

    RCMP Superintendent Kevin Hew-co responded to the controversy on Monday, March 10, telling the Review that he has no intention of jeopardizing the Crime Stoppers program.

    Ive been conducting a review of operations, and I believe the same dol-lars can deliver even more services to the regional district, programs such as Block Watch, Citizens on Patrol, and Speed Watch, he said.

    Im not talking about changing Crime Stoppers or how it operates with respect to the police. I want to enhance the program.

    Hewco plans to meet with the region-al district at next weeks board meeting.

    Keremeos currently pays 1.12 per cent of the Crime Stoppers wage costs borne by the regional district, or $730.92, while Area B and Area G contributes .66 per cent ($429.47) and 1.49 per cent ($969.62) respectively.

    In the Keremeos detachment, 10 tips were reported to Crime Stoppers be-tween December 2003 and December 2007, and 17 tips were reported between December 2008 and December 2013.

    Crime Stoppers serves the whole regional district. The organization is governed by a board of volunteer direc-tors who meet on a monthly basis to set policy, decide on tip rewards and deal with the operation of the organization.

    Sismeys position as regional coordi-nator between the program, media and the police is funded soley through the regional district.

    The organization itself receives no government funding and needs to raise between $20,000 - $30,000 dollars an-nually to pay the day to day operating costs, which includes such things as the lease/upkeep on the vehicle, tip answer-ing service, liability insurance, rewards, training for volunteers and a small amount for office supplies, equipment (computers etc) software program, etc.
