At this point, lightning appears to be the most reasonable explanation for the blazes, which began shortly before 2 p.m. Thurs- day afternoon. A storm cell that brought thunder, lightning and about a 15 minute downpour set the fire department in motion to the first call, which was easily identified as a lightning strike, on the upper elevation of a mountain in the Ashnola valley. Forestry officials were called to contend with that blaze, but shortly after members returned to the firehall, a second call out had the KDVFD responding to a brush fire in the Willis Ranch Road area, at approximately 3:45 p.m. The fire was burning in scrap brush, tree limbs and tall grass alongside a fenced off farmers field. Fire crews were still at work when the third call came for a fire in the T.L. Timber log yard in Cawston. There, firefighters were faced with a large log deck that was fully ablaze. T.L. Timber had a crew already working the fire, as nearby neighbours and other community members saw the smoke and jumped in to help. “It was a real community effort,” said T.L.Timber Operations Manager Clayton Hillman. He said the fire began in a small log deck adjacent to a larger one. He had just returned from a road trip and was sitting down to supper around 5 p.m. when a pass- ing motorist stopped to tell him of the fire. “I can’t say enough about the response we had,” Hillman said, “Neighbours, staff and friends, our logging company staff, our own staff, everyone stepped forward to help.” In spite of the initial efforts, the fire even- tually spread to three log decks.     It was a storm of very short duration, but the brief thundershower that swept down the Lower Similkameen valley on Thursday afternoon, June 12, kept the Keremeos and District Volunteer Fire Department scram-bling to keep up with three res.

    At this point, lightning appears to be the most reasonable explanation for the blazes, which began shortly before 2 p.m. Thurs-day afternoon. A storm cell that brought thunder, lightning and about a 15 minute downpour set the re department in motion to the rst call, which was easily identi ed as a lightning strike, on the upper elevation of a mountain in the Ashnola valley.

    hoses, pumps, access to Keremeos Creek (adjacent to the property) - but it was a slow job. The fire had gotten into the middle of the decks, and they all had to be pulled apart, each log given a good soaking.

    Hilman called the incident most bizarre, as neither he nor his fam-ily saw lightning or heard thunder anytime prior to notification of the fire. The decks were located in the centre of the yard, roughly 30 - 40 metres from the highway, and no one had been working in that vicinity all afternoon.

    Friday morning, it appeared to be business as usual, the exception being a rather disorderly yard that employees were busy cleaning up. A large majority of the log decks involved in the blaze appear to be losses at this point, Hilman said, not-ing that losses were still being assessed.

    The Keremeos fire department had all available personnel suited up Thursday evening. A truck and

    several personnel from Osoyoos were also called in to provide mutual aid. Later in the evening, as crews gained an upper hand, a small mop up crew returned to the Willis Ranch Road area to finish up there.

    The Keremeos fire department has been dealing with some unusual in-stances of coincidental calls in recent months.

    In late November last year, through February of this year, the department responded to a seeming epidemic of structure fires. Later in February, a string of motor vehicle accidents occurred. Finally, in the past two

    weeks, the department has answered four calls for lightning related fires, a circumstance that, while not unprecedented, is unusual.

    Keremeos Village Council ap-proved a request from the Seniors Centre for a letter of support relating to a grant application to the New Horizons for Seniors Pro-gram. The Senior Centre Society would like to extend the entrance-way cover at the front of their building.

    Kars Under the K requested councils permission to hold the Collector Car Appreciation tour at Memorial Park on July 19. Kars also asked for some minor services to be performed by the village, including allowance of parking of cars on the grass, use of traffic

    cones, and unlocked washrooms in the tourist infocentre.

    The office of the Auditor Gener-al for Local Government informed council an audit would be taking place this year with the Regional District Okanagan Similkameen re-garding the local governments role in ensuring clean drinking water. The audits are not all encompass-ing, generally focussing on a par-ticular issue of local government.

    Chief Administrative Office Laurie Taylor provided informa-tion to council regarding gas tax funding.

    She told council the Community Works Fund, (a non application based fund that provides money twice annually to all local govern-ments) will provide $537,968 to the village over the next five years, at a rate of approximately $105,000 each year.

    A new Strategic Priorities Fund has been created out of the previ-ously known General Strategic Pri-orities Fund, the Innovations Fund

    and the Regionally Significant Projects Fund. Funding grants are probably not going to be approved until late fall this year.

    Taylor further informed council engineering design work on the villages downtown water supply main replacement project was pro-gressing. The project is estimated at 1.6 million dollars and involves installation of a new water main in the alleys on both sides of Seventh Avenue to service the area between Fourth and Eighth Streets. Taylor asked council to identify the proj-ect as its number one priority for application for funding under the Strategic Priority Fund.

    Taylor also informed council Ministry of Transportation and Infrastructure approval had been given to the village to use a portion of ministry right of way for the village dog park. She said work on the park had already started with staff ordering fence. She expected the park to be operational by early summer.

    The school year may well be over, as negotiations (to date) failed to resolve the latest labour dispute be-tween teachers and the Province of British Columbia.

    Teachers on the picket line at Similkameen Elemen-tary Secondary School, last week were of the opinion that failure to resolve the impasse over the weekend would mean a long,drawn out strike that would end in back to work legislation.

    So begins the task, from both sides, of winning hearts and minds of the public in order to win the battle of public opinion.

    What we arent as certain we will see are hard facts upon which we can base an informed opinion.

    We know, for instance, how the students have been squeezed in this dispute, to the point now where gradu-ating students are being cheated out of at least part of the formal experience of this rite of passage.

    We also are sure the provincial government is basing its contractual offerings on increases that are commen-surate to those offered to other sectors of the provincial government, in an effort to control escalating costs and rein in the provincial deficit.

    We also know there are issues of class size and composition that need to be addressed, if not through financial, then philisophical means. Although this has been touted by many as the main issue in this strike, it doesnt appear to have been the stumbling block in this weekends final negotiations. It appeared to be more about money than anything else.

    Opinions about teachers salaries are subjective. We certainly cant say definitively what constitutes reasonable pay for a teacher, but in forming an opinion, Similkameen taxpayers might find the following link useful:

    Contained in the pages of these lists are some hard facts taxpayers most likely wont be hearing about as the battle for our hearts and minds gets underway.

    Liberal is becoming one of the most ill-defined words in Canadian politics.

    Here in B.C., a Liberal is a Conservative, or at least a fiscal conservative, bent on balancing budgets and battling big unions to force them to recognize todays world of low growth and low inflation.

    In Ottawa, a Liberal is currently whatever Justin Trudeau wakes up and decides. One day hes a libertarian who wants to legalize marijuana, and the next hes in touch with his inner Taliban, issuing a moral edict on abortion.

    In Ontario, Premier Kathleen Wynne saved her gut-shot Liberal govern-ment by limping to the left of the NDP, promising to spend lots more borrowed money and build lots of transit.

    This is in a have-not province with an operating deficit that is currently run-ning north of $12 billion. For comparison purposes,

    B.C.s deficit swelled briefly beyond $3 billion in 2009, and the books stayed in the red until last year as the B.C. Liberals repaid a $1.6 billion HST transfer allow-ance to Ottawa.

    You think B.C.s energy policy is a disaster? Check out Ontario, where the cops are still investigating the $1 billion cancellation of plans to construct two natural gas-fired power plants before the 2011 elec-tion. The gas plants were to stabilize erratic output from wind and solar power, a European-style climate change gesture that involved Ontario ratepay-ers giving a huge subsidy to Korean tech giant Sam-sung.

    The Ontario Liberals clung to power in part by promising a provincial pension scheme on the same scale as the Canada Pension Plan.

    B.C. has a similar pen-sion program in the works, to be offered to the two thirds of small business and self-employed people who dont have a group

    plan with their employer. Ours would, of course, be voluntary.

    Not so in Ontario, where large and small businesses will be required to cough up half of the required pension payments.

    The Ontario model is dumb on several levels. It is to be imposed just as the baby boom retire-ment wave breaks across Canadas most populous province, increasing risk that the pension pool may run dry. And it sticks small business with a new payroll tax in a province that has lost much of its traditional manufacturing base and needs to innovate.

    Heres the funny part, if you dont live in On-tario. Wynne tabled her spending-spree, deficit-be-damned budget in an effort to convince the NDP to keep propping up the Lib-eral minority government and avoid an election.

    Instead, she won a majority and now has to implement her pie-in-the-sky promises. Ontario is bracing for a downgrade

    in its credit rating based on the election result, and is about to go into province-wide bargaining with public service unions who want their share from the Liberal money tree.

    Ontario Progressive Conservative leader Tim Hudak ran on a plan that sounded similar to the one presented by Christy Clark in 2013: hold the line on spending, balance the budget, reduce the size of government, stimulate job creation. Hudak was rejected for a second time, and resigned the leadership on election night.

    B.C. voters now have three years to see how the Ontario version of Liberal government plays out, compared to the B.C. Liberal version.

    For us, much depends on resource development, including forest products, natural gas and other trade with Asia.

    If all goes well here, B.C. can continue to send transfer payments to the fantasyland of Ontario.

    The regional district board abandoned a parks establish-ment bylaw for Electoral Area G on June 5, only to approve first, second and third readings for another.

    The original bylaw was created in 2007, but Area G resi-dents did not wish to pay additional taxes to establish a com-munity park service in the electoral area at the time. The bylaw received three readings by the board, but had to be abandoned after the provincial ministry refused to recognize it, as the bylaw never carried with it a tax requisition.

    Area G Director Angelique Wood introduced the new bylaw to the board in order to potentially offer residents of Hedley and Olalla recreational and cultural opportunities within their communities. The new bylaw will still need pro-vincial and taxpayer approval thorugh a referendum or the alternate approval process.

    In speaking to the matter, Wood told the board that a num-ber of Area G parks were presently under consideration by residents of the area, but there was currently no mechanism to create a service area for them. Wood also noted there was currently no requisition attached to the new bylaw, but there would be an amount put forward soon.

    Another minor rock slide on Highway 3 between Keremeos and Hedley damaged two vehicles.

    Around 2:30 p.m. Friday, June 13, two motorists vehicles were damaged after encountering rocks that had tumbled on to the highway right of way. One vehicle suffered tire damage, the other a damaged transmission.

    More rocks reportedly came down Friday evening but no dam-age was reported.

    The rocks came down on the highway slightly to the west of the end of an earthen berm that was placed on the highway last Janu-ary, after an initial slide damaged two vehicles and closed the road for four days.

    A previous slide closed the road overnight on May 4. Both Fridays slide and the May 4 slide occurred during heavier than normal rain events.

    Keremeos RCMP answered 359 calls for service in the first quarter of 2014, up 30 per cent from a year ago.

    Break and enters were up 200 per cent over last year, totalling 18 for the period.

    Assaults, theft from vehicles, mischief and disturbance calls were also up signifi-cantly over the same period last year.

    Drug charges (1) and impaired driving charges (2) were a couple of bright spots for the RCMP during the quarter.

    No chronic offenders were identified in the Keremeos detachment area during the first quarter.

    Crime Stoppers received five tips in Keremeos and area during the first three months of 2014.

    The Keremeos detachment engages in an inter-agency approach when focusing on prolific and priority offenders within the detachment boundaries. The detach-ment maintains a prolific offender file list-ing all offenders with conditions. Curfew checks are conducted on a regular basis and crime analyst reports are used to target high crime areas. Currently, Keremeos RCMP are in the process of implementing a loitering bylaw to address residents and business concerns with regards to seasonal workers.

    being helpful. (Letter to the Editor, June 12 Park edito-rial doesnt help in understanding park debate.)

    Where is half the land that can be sold to develop-ers? You cannot develop crown land since the Home-stead act was repealed several years ago and you

    cannot develop private land that is in the ALR, never mind the fact that natives would have to approve it as well. Your statements are not only misleading, they are simply not true.

    Editor:Re: Farmland fate a test for parties For Tom Fletcher, a fan of the recent ALR bill,

    only a flood of exclusions of prime agricultural land might make the concerns about it at least partially true. Short of the flood, it seems any bad effect from the weakened Agricultural Land Commission Act is nothing.

    Fortunately, the bill spurred wide pro-ALR action. The efforts to stop the bill to kill the ALR (at least for consultation) were also a means to boost the critical mass of aware citizens for the next stage, which is now.

    Awareness matters. We saw that in Richmond a few

    years ago when a fellow who publicly wanted a high-profile property out of the ALR almost got onto the Agricultural Land Commission panel to decide on it. Of course, the ALC is a tribunal, and like a court it is meant to start with evidence, not decisions.

    Until the recent bill kneecapped the commission, current chair Richard Bullock was modernizing the ALC methods for quality assurance and efficiency, minimizing mistakes. Now the changes to the ALC Act have disabled much of the progress and worse. With vigilance, the harm can be limited.

    GearUp4CF is 1,200 kilometres of determination and hope

    On Saturday, June 21, over one hundred family members and friends of Canadians with cystic fibrosis (CF) will GearUp4CF and participate in a one, two, or nine day bike ride to raise funds in support of life-giving CF research. Twenty-two cyclists are already registered to ride for nine days (1,200 km) from Van-couver to Banff, climbing nine mountain summits to a final altitude of 8,100 m.

    On June 21st, the one hundred - plus riders will leave Crescent Beach and arrive in Chilliwack in the early afternoon. On June 22, they will continue from

    Chilliwack to Manning Park, arriving late in the afternoon and staying at Manning Park Resort. June 23, day three, the riders will leave around 8 a.m. and continue on to Osoyoos. Keremeos residents can expect to see the entourage pass through the village sometime in mid to late afternoon.

    This years nine-day ride has some very inspirational riders.

    It would be so amazing if we could get people from the community out cheering on the riders. It would really give them a boost as they continue their challenging ride to Banff, said Sharon Bates, committee mem-ber for GearUp4CF.

    The 2013 Annual Municipal Report for the Village of Keremeos is now available for public inspection.     The past weekend was an ideal time for families to head up to Yellow Lake, as the 15th Annual Family Fishing Weekend took place in conjunction with Fathers Day weekend. Families were able to fish without a licence, making it the ideal way to enjoy Fathers Day weekend outdoors.

    Family Fishing Weekend is an annual opportunity to fish B.C.s lakes, rivers, and streams for free, compliments of the Minis-try of Forests, Lands and Natural Resource Operations. Regulations still apply and details are posted at www.fishing.gov.bc.ca.

    The Family Fishing Society of BC was established in 2001 to encourage new anglers as well as promote and coordinate Family Fishing Weekend and other angling initiatives targeted toward families and young people. 2014 marks the 15th year of this licence-free fishing weekend.

    Fishing events were held across the Thompson-Okanagan at Hallamore Lake in Clearwater, Kelly Lake in Clinton, Jewel Lake in Greenwood, Walloper Lake in Kamloops, Okanagan Lake and Lamby-Bear Lake in Kelowna, Kentucky - Alleyne Lakes in Merritt, Chain Lake in Princeton, Shuswap Lake in Salmon Arm, and Shan-non Lake in Westbank.

    Nelson Tallio is in his third year as a volunteer with the Keremeos and District Volunteer Fire Department.

    I always wanted to do this work, he said, joining the RCMP was my rst choice, but when that didnt pan out, I saw joining the re department as a way to provide service to the community.

    Tallio saw an ad for openings on the re department in the newspaper and de-cided to give it a try. He was one of three who saw that ad and signed up.

    I love the work, he said, Im very satis ed with the way things turned out.

    Nelson, who works for the Lower Similkameen Indian Band, is available to respond to most incidents, as he spends much of the week in the village.

    Its a great learning experience, he said, Weve got a great crew. There are so many opportunities for training, and now were getting certi ed, which is even better.

    Tallio believes his presence on the re department also provides a role model for his kids.Both of my kids want to join the depart-ment, he said, adding that he is the rst aboriginal member of the KDVFD.

    Thats helped improve communication between the department and the band. His knowledge of band property is also help-

    ful to the department when responding to calls.

    I like to learn, Tallio said, and the re department has provided me with a great opportunity to learn new things.

    Emma Merritt joined the Keremeos and District Volunteer Fire Department in No-vember of 2011. She is now a fully trained, regular member, at 18 years of age.

    Its my favourite thing, she said en-thusiastically. Merritt recently completed an Emergency Medical Responders course, and is providing leadership for the depart-ment for their medical emergency callouts.

    Merritt has been involved in all types of calls during her years with Keremeos, and understands how to handle her emotions and reactions to unpleasant calls.

    We prepare ourselves before we get on scene, she said, I understand we are there for a reason, and do what I can.

    Bill Tallio ful lls a life long passion to help the community during his service on the Keremeos and District Volunteer Fire Department.

    The 62 year old is fellow re ghter Nel-son Tallios father. He signed on one and a half years ago after a suggestion from his son.

    Its been awesome, he said of his expe-rience, Ive learned a lot of stuff I never had the opportunity to learn before.

    Bill had been a re department volunteer in previous years, but has found his time with the KDVFD a whole new experi-ence, with the department focussed not only on re ghting, but auto extrication and rescuing techniques.

    Its new and exciting to me - there are so many to learn from here. The team is very good, helpful, he said.

    Bill works at the Lower Similkameen Indian Band of ce, and lives in Cawston. He nds that he can answer most calls, although he doesnt always make the rst truck.

    I like the fact that we are helping the community, he said, I think that we are role models for everyone in the commu-nity - thats really important. Maybe we can help to start a new mindset regarding volunteerism.
