    For the year 2007.

    Schedule of Rates effective from 01-06-2007

    Preface:

    1.0 The last revision of SR for labour was given effect from 01-05-2005 and for Materials from 01-12-2005.

    2.0 MESCOM in its O.M No. AGM(A)/ AO(A)/ AAO(A)/ F-1039/ 21504-513, dated 05-03-2007

    constituted a Committee comprising of the following members to study and revise the SR-2005

    and submit a proposal for the year 2007.

    i. Director (Technical) - Chairman

    ii. Superintending Engineer (Ele) (Proc) - Member, Convener

    iii. Superintending Engineer (Ele) (Tech) - Member

    iv. Chief Engineer (Electy), Mangalore Zone - Member

    v. Executive Engineer (Civil) - Member

    vi. Executive Engineer (Purchase) - Member

    vii. Accounts Officer (I/A), O&M Division, Mangalore - Member

    3.0 The assistance of two retired Executive Engineers is also taken to prepare the report which is

    verified by Technical and Accounts Committees formed for this purpose vide T.O O.M No:

    MESCOM/SEE(P)/EE(W)/ 2007-08/217-221, dated 04-04-2007.

    3.1 Now the revised SR for Materials and Labour have been prepared on the following basis:

    a) In respect of materials which have been procured by MESCOM during the year 2006-07 and the purchase order includes the PV clause, the PO rate updated upto February

    2007 is proposed.

    b) In respect of materials, which have not been procured during 2006-07, the prevailing SR updated using the relevant PV and proposed, IEEMA price indices of April 2005 and

    February 2007 are considered.

    c) In respect of materials, which have not been procured and have no PV formula, the market rates obtained from the manufacturers/dealers is proposed.

    d) In respect of some of the MS items like cross arms, clamps etc. the actual manufacturing cost has been worked out based on the cost of raw materials and labour charges as there

    was a large difference in the prices obtained from the above methods.

    e) For materials like 250kVA and 500kVA Distribution transformer and 11 KV UG cable, which have not been procured, by MESCOM and the rates worked out through

    application of relevant PV, but is observed to differ largely with the current market

  • rates, the schedule of rates of BESCOM and KPTCL, which were revised, recently have

    been proposed.

    f) In respect of some of the items for which application of both MESCOM and BESCOM SR rates is possible, the rate, which is nearer to the market rate, has been adopted.

    g) The BESCOM/KPTCL rates have been proposed for some of the new items and the

    existing items for which the PV formula is not available as the above SRs were revised

    recently.

    3.2 The Labour charges of SR-2007 is based on Labour Index. Hence labour rates were increased by

    11%.

    4.0 The proposed Schedule of Rates (SR-2007) for Materials and Labour have been approved in the 22nd Board Meeting held on 11-05-2007. The SR-2007 will come into effect from 01-06-2007.

    The following general guidelines may please be kept in view:

    1) Squirrel ACSR (2 ACSR) conductor shall not be used for any new works and in accordance with B.O. No. B19/6723/95-96/21.6.2000 of KEB.

    2) Minimum Size of the conductor to be used for all new 11KV lines shall be Rabbit ACSR only.

    3) The Average span for new 11 KV lines in Urban areas shall be 40 Mtrs. instead of the present 67 Mtrs. in Rural areas the average span length shall be 50 Mtrs. instead of the present 85 Mtrs. The cost sheets have been worked out based on the above concepts.

    4) Minimum size of the conductor to be used for all new L.T lines shall be Rabbit ACSR only in urban areas and Weasel Conductor in Rural areas.

    5) For attending to the BREAK DOWN works for speedy restoration of Power supply payment of 25% more Labour charges than specified in the SR is continued.

    6) Material code number for almost all materials have been provided in the SR and the same has to be used while preparation on the estimate.

    7) All the field officers and inspecting officers should ensure that the materials used shall conform to the relevant ISI specifications and the works executed are in accordance with the approved drawings/stipulated norms. The UG cable/PVC wires used for the work shall carry ISI markings.

    8) Guy set includes Anchor Rod, Turn buckle, Guy wire, Strain insulator, Guy clamp with Bolts, Nuts and Washer.

    9) As per Government electrical inspectorate order No. CEG/D/T/13306/ 86-87 dated:17-12-1986 E.G Stirrups shall be used in the following locations:-

    a) Within the town / village limits.

    b) In the factory premises.

    10) Provision for ACSR conductor includes sag at 1.5% and conductor accessories at 3% have been given separately in the cost data sheet.

  • 11) Provision for inspectorate charge shall be made as a separate item in the estimate as per the rates that are inforce. The rate of inspectorate charges that are inforce is provided in the SR.

    12) For short lines less than 1 Km the estimates shall be prepared for actual requirement of the

    materials.

    13) If concreting of poles is required separate provision has to be made in the estimate the rates for

    which have being provided in the SR.

    14) All transformers upto and inclusive of 25 KVA capacity are to be provided with GOS and HG fuse

    units.

    15) As per Board No. KEB/308/3/(82-83) dated:25-02-1993 of KEB and as per the decision of

    Technical Committee meeting held on 25-06-1993, 25/63/100 KVA transformer shall be provided

    with LT protection kit. Transformers with 250 KVA capacity and above shall be provided LT

    distribution with MCCB. In city limits transformers with 100 KVA capacity shall be provided with

    LT distribution box with MCB the rate for which has been furnished in the SR.

    16) The LECs carrying out works on labour contract basis are authorised to purchase small items such

    as Bolts and Nuts at SR rates where ever the execution of the work is held up due to non

    availability of such materials provided the cost of such purchase is limited to 3% of the estimated

    quantity.

    17) If the scrap value of the cable proposed to be released is less than the sum of estimated labour for

    such release, Depreciated value of the cable, road cutting charges payable to BMP and other civic

    bodies than the releasing of the cable need not be resorted to. Otherwise the releasing work has to

    be taken up as per the prevailing rates in SR.

    18) The rates for new materials such as Metering Box, LT Capacitor etc., have been provided in the

    SR.

    19) Cost data sheets for erection of 25, 63 & 100 KVA DT on single pole 9.0 Mtr. RCC structure,

    250 KVA on 11 Mtr. Spun pole structure, Installing RLMU for 15/25/63/100 KVA

    Transformer, Compact RMUs, 11 KV and LT AB Cable, 11/0.43 KV Packaged Sub-stations

    & LT capacitors to Distribution Transformers have been worked out and included in the SR

    for easy reference.

    20) Commonly used spares for conventional RMUs and for 11 KV GOS have been incorporated

    in the new SR.

    21) Relevant drawing have been incorporated in this new SR for easy reference.

    22) Labour charges for releasing of materials shall be at 90% of the cost of erection.

    23) The following additional components have to be included while preparing estimates for

    APDRP/Distribution works which are executed on turnkey basis:-

  • a) Service tax @ 12.36% on labour cost. b) IDC (Interest During Construction) @ 5% on materials + labour cost.

    c) Transportation cost from Stores to Site @ 2% on materials cost.

    d) Watch and ward cost @ 1% on material cost.

    e) Insurance charges @ 1% on material cost against theft & accidents.

    f) Performance guarantee and loss of interest on margin money for Bank Guarantee (BG) @ 2.5% of the value of BG.

    g) Statutory charges as per actuals (For Inspectorate, Civic body etc.,)

    h) Compensation cost as per approved norms for tree cutting, crop insurance etc.

    24) In estimates to be executed on Labour contract basis provision for Provident Fund @ 12% and ESI (at the prevailing rates wherever applicable) on Total Labour cost shall be included in the estimate as a separate item.
