Docket PC17-024-SP and PC17-025-DP The Shoppes at Whitestown Secondary Plat and

Development Plan - The petitioner is requesting approval of a Secondary Plat and a Development Plan to

be known as The Shoppes at Whitestown. The subject property is currently zoned PUD and is

approximately 33.11 acres. This property is located at the North end of Perry Worth Road, West of Main

Street. The petitioner is RealtyLink Development and the property owner is Duke Construction Limited.

History Anson Development was approved by the Boone County Commissioners on August 6, 2004 and the

Boone County Area Plan Commission on July 14, 2004 to be zoned as a PUD, Ordinance # 2004-10.

This area has been master planned for drainage and utilities- the petitioner is requesting development of the site.

The petitioner and developer held a resident meeting 5/3/2017.

The Plan Commission sent the CP and PP to the Review Committee to meet at their May 8th meeting.

o The Review Committee reviewed and discussed at their meeting 5/31/2017 and has given a favorable recommendation back to the Plan Commission.

The Plan Commission approved the CP and PP at their June 12, 2017 meeting.

Proposed Development The Shoppes at Whitestown is a 33.011 acre proposed retail/commercial project that is proposing two (2)

large buildings. The west building containing 164,520 square feet and the east building containing 103,020

square feet. The project will be located on Parcel E-1 of the Anson Development Phase 1 South Revision

10 plat document. The west building is currently proposed to be split into ten tenant areas ranging from

2,500 up to 55,000 square feet. The east building is currently proposed to be split into nine tenant areas

ranging from 2,500 up to 25,000 square feet. The overall development will be subdivided into eight (8)

parcels; two (2) main parcels, with seven (7) outparcels.

Along with the building and on-site construction, a proposed new roundabout is proposed at the main

entrance to the project near the intersection of New Perry Worth Road and Mills Drive.

Proposed Plans The Secondary Plat is shown below:

Compliance The proposed concept plan is designated and zoned to comply with the Anson PUD and Whitestown UDO.

The proposed plans exceed the Anson PUD and Whitestown UDO standards.

Staff Comments PREVIOUS APPROVALS: The Review Committee met on 5/31/2017 and gave a favorable recommendation back to the Plan Commission to approve Realty Link Concept and Primary Plat at this time with the contingency that revisions based on resident, Plan Commission, and the Review Committee input be reflected on the Secondary and Development Plan submittal. The Review Committee and Commission Members requested a traffic analysis to be done at the main intersection of the development at Perry Worth and Mills Drive. There were concerns of stacked traffic due to the light at Perry Worth Road and Whitestown Parkway. The traffic analysis came back to say that a roundabout is the best use at this intersection in combination with timing of the light at Perry Worth and Whitestown Parkway. Below is a diagram of the proposed roundabout at this intersection:

The Review Committee had also requested closing and fencing off the boulevard park/play area to restrict traffic and collisions with children playing at the park. This has been reflected on the development plan.

Staff Recommendation Staff recommends that the Plan Commission approve Dockets PC17-024-SP and PC17-025-DP known as Shoppes at Whitestown.
