Staff Report PC17-039-PP Panda Express – primary plat
Docket PC17-039-PP – Primary Plat – Panda Express. The petitioner is requesting approval of a Primary Plat for
Panda Express. The subject property will be a 2,216sqft lot (0.83 acres) located within the northeast corner of the
existing parking lot of Lowes Home Improvement located at 6711 Whitestown Parkway. The property is zoned PUD. The
Technical Advisory Committee (TAC) reviewed the plans on 9/12/2017. The petitioner and project engineer are NORR
LLC and property owner is Lowes Home Centers, INC
History o Lowes Home Improvement was approved by Boone CO Plan Commission in 2008.
Proposed Development The proposed lot will be developed as a 2,216 sqft Panda Express Restaurant with associated parking lot and drive-thru.
The restaurant will be open during lunch and dinner hours. Access to the site will be via a shared drive through the
Lowes Parking lot with access to Whitestown Parkway.
Compliance The proposed primary plat is in compliance with the standards of the Whitestown Unified Development Ordinance as
well as conforms to standards outlined in Anson PUD.
Technical Advisory Committee Comments All TAC Comments have been addressed.
Staff Recommendation Staff recommends that the WPC approve Docket PC17-039-PP the primary plat.
