1. Executive Summary

Overview

TransLink is in the process of upgrading seven key SkyTrain stations and exchanges along the Expo Line to ensure the

rapid transit system will meet the needs of passengers and the region for years to come. The projects are supported by

the federal government’s New Building Canada Fund, the provincial government and TransLink.

SkyTrain station and transit exchange upgrades are prioritized by the stations with the greatest need for accessibility

and capacity improvements and are consistent with the Provincial Transit Plan and Expo Line Upgrade Strategy.

The Expo Line stations to be upgraded include:

1. Main Street–Science World

2. Metrotown

3. Commercial—Broadway (Phase II upgrades)

4. New Westminster

5. Scott Road

6. Surrey Central

7. Joyce–Collingwood

The upgrades at the Joyce–Collingwood Station and Exchange will enhance accessibility, increase safety and comfort, and

provide for greater platform capacity. The upgrades will also extend the useful life of the station by an additional 25 years.

From November 25, 2014 through December 15, 2014 TransLink sought feedback in-person and online through a

stakeholder meeting and public engagement which included an open house at the station and online engagement.

All feedback is considered as advice by TransLink’s design team as the station design is refined. This report provides

details of the stakeholder and public engagement activities and the results of those activities.

On November 25, 2014, TransLink invited stakeholders from the Joyce–Collingwood community to participate in a

workshop related to the station upgrades which will begin in the summer of 2015. Stakeholders were also given an

opportunity to provide their feedback regarding the long-term vision/BC Parkway integration.

Upgrades to the existing Joyce–Collingwood east station house include:

• New elevators and escalators in the east stationhouse.

• Improved station design with better lighting and visibility.

• New secure parking area for bicycles.

Subject to funding, the long-term vision/BC Parkway integration will further improve the east and west station houses

in a variety of ways, including:

• New bus pick-up areas adjacent to the east stationhouse that provide a larger passenger waiting space and new

bus shelters.

• New pedestrian and bicycle path on the north side of the east and west stationhouses that connects to the

BC Parkway.

• New bus lay over area at the east stationhouse.

• Upgrades to the existing elevator and escalator in the west stationhouse.

• Improved station design and lighting.

At the November 25, 2014 workshop, the project manager shared an overview of the project identifying project

funding, images of the new station design, and information about the proposed project schedule. Following the

presentation, stakeholders participated in two small group discussions. The first small group discussion focused on

the east station house and asked stakeholders to provide their feedback about the upgrades:

• What do you think the look and feel of the plaza should be?

In the second small group discussion, stakeholders were asked to provide their feedback on the long-term vision and

BC Parkway integration:

• What should the design team consider to improve the bike path?

• What should the design team consider to improve the pedestrian path?

• What should the design team consider to improve the passenger waiting area?

Valuable feedback was gathered from all the stakeholders for all four questions.

In the week following the stakeholder workshop, TransLink held a public open house at Joyce–Collingwood

Station under the guideway at the east side of the station. The same information shared through PowerPoint at the

stakeholder meeting was presented on display boards at the open house. Everyone attending the open house was

encouraged to provide comments using the forms at the open house or online.

Prior to the December engagement, TransLink held two stakeholder workshops on April 30 and May 6, 2014, to gather

input regarding the proposed upgrades. During both workshops feedback related to the new station design was gathered

from stakeholders and residents in the immediate community. Both reports are posted online at

Engagement Objectives

Stakeholder and public engagement was designed to provide an update on the project since the last stakeholder

engagement and gather feedback about the east station house and long-term upgrades/BC Parkway integration. All

comments received will be considered as advice by TransLink’s design team as the station and exchange design is refined.

The engagement objectives were to:

1. Maintain ongoing communication with stakeholders and members of the public who are directly impacted by the

construction.

2. Share the following information about the project with key stakeholders, residents and transit users:

• information about the six other station upgrades

• project funding sources

• station capacity, accessibility, security improvements

• before and after images of the station upgrades

• integration of the new station design into the community

• upgrades to the east station house

• west station house and transit exchange long-term upgrades

• BC Parkway integration

• proposed construction timeline

3. Gather feedback on the look and feel of the east station house plaza.

4. Solicit feedback on the long-term vision of Joyce–Collingwood Station.

Stakeholder and Public Notification

TransLink informed key stakeholders about the workshop through the following direct means:

• email invitations were sent to stakeholders

• phone invitations were made to stakeholders

• information was distributed to the area MLA’s constituency office

A variety of communication activities were implemented to inform stakeholders, residents, and transit users of the

public engagement process and encourage them to get involved and provide their feedback. During the engagement

process, the Community Relations Coordinator’s contact information was available at the stakeholder meeting, open

house and online to directly respond to all questions related to the project.

Buzzer BlogA buzzer post on December 2, 2014 provided details about the open house and a link to the online feedback form on

the project webpage.

Invitation to Community Groups and Key StakeholdersA personal email was sent directly to 56 stakeholders who were involved in the previous round of engagement. The

email invited them to the stakeholder meeting at the Collingwood Neighbourhood House on November 25, 2014. For a

Street TeamOn the day of the open house at Joyce–Collingwood SkyTrain Station close to 1,500 invitation cards were given to

transit users by street teams between 2:30 – 6:30 pm. For a copy of the invitation card, see Appendix E.

Mail Drop1,499 addresses identified by the City of Vancouver within the immediate vicinity of the station were mailed invitation

cards.

Project WebpageA comprehensive project webpage provided online participants with copies of the display boards used at the

stakeholder meeting and open house. Participants were able to provide comments using the same form used at the

stakeholder meeting and open house. The short project URL was www.translink.ca/joyce.

2. Stakeholder Workshop Overview

Background

On November 25, 2014, TransLink held a stakeholder workshop to gather feedback about the east station house

upgrades and the long-term vision/BC Parkway integration. Comments were provided in-person at the workshop and

through the completed feedback forms.

ChallengeJoyce–Collingwood station and exchange serves a high-density, mixed-use neighbourhood and is an important bus

transfer location. It is the fourth busiest SkyTrain Station outside of downtown Vancouver. It currently serves 30,000

SkyTrain trips and 12,000 bus trips per day. By 2041, approximately 7,000 people are expected to use the station

during the peak hours of the day.

PurposeThe upgrades will increase capacity and accessibility and provide opportunities to improve customer safety and

comfort inside the station. The project includes:

• A new elevator and two new escalators in the east station house.

• Improved station design with better lighting and visibility.

• New secure bicycle parking area.

Planning began in 2013 to identify what improvements are most needed at the station. The project is expected to be

complete by 2016.

Stakeholder Workshop Objectives

The stakeholder workshop aimed to:

• Inform businesses, and key representatives from the community about the station upgrade features and project

timeline.

• Build awareness about why the upgrades are necessary and the expected benefits once the project is complete

(increased capacity, accessibility, customer safety and comfort).

• Obtain comments about viable refinements to the preliminary conceptual design features.

• Gather feedback regarding the long-term vision/BC Parkway integration.

Notification To Stakeholder GroupsKey stakeholders that participated in the previous round of engagement were invited through a personal email and

phone call from the TransLink Community Relations Coordinator to attend the November 25, 2014 workshop. For a

complete list of stakeholders that were contacted, see appendix A.

Corporate ContactContact information for the project’s Community Relations Coordinator was provided at the stakeholder workshop,

posted on the project webpage, and was also included in the invitations for anyone having specific questions about

the project.

Engagement MethodsThe format of the stakeholder workshop included a PowerPoint presentation from the project manager followed by

a question and answer period. After the question and answer period, stakeholders were invited to participate in two

small group discussions focusing on the east station house and long-term vision/BC Parkway integration.

The project manager and a planner facilitated the group discussions centred on two aerial overview maps, the first

showing the east station house upgrades and the second showing the long-term vision/ BC Parkway integration.

Stakeholders were asked to provide feedback on the east station house upgrades:

• What do you think the look and feel of the plaza should be?

For the long-term vision/ BC Parkway integration, stakeholders were asked:

• What should the design team consider to improve the bike path?

• What should the design team consider to improve the pedestrian path?

• What should the design team consider to improve the passenger waiting area?

All comments and ideas were captured on post it notes and placed on the aerial maps of each option. After the

workshop all comments were captured in the official meeting minutes.

TransLink held one stakeholder workshop in this second round of engagement.

The stakeholder workshop began with a presentation about the station and exchange upgrades from the project

manager facilitated by the Senior Advisor. After the presentation, stakeholders were invited to participate in two group

discussions. The first discussion focused on the aesthetic appeal of the east station house. For the second discussion,

stakeholders were asked to share comments related to the bike path, pedestrian path, and passenger waiting area.

All comments were captured by a note taker and stakeholders were asked to fill in a feedback form at the end of the

workshop.

Engagement Participation

Fourteen people participated in the stakeholder workshop on November 25, 2014. For a complete list of organizations

invited to the workshop, see appendix A.

Stakeholder Workshop Feedback Form

After the small group discussions, stakeholders were encouraged to complete a feedback form to gather further comments.

The feedback form gave stakeholders an opportunity to share their comments about the engagement process, whether

they received enough information to provide feedback, and share specific comments about the long-term vision/

BC Parkway integration. Additional questions focused on how stakeholders were informed about the workshop and

the method they would prefer to be kept informed about the station upgrades.

Stakeholder Workshop Feedback

The following key themes emerged at the stakeholder workshop.

East station house upgrades – 16 total responses:

SafetySeven participants identified safety concerns such as: increased safety for pedestrians at crosswalks, increased

visibility, enhanced lighting, improved signage, and moving the bus stop closer to the station.

Lighting and Signage/Way FindingSeven participants requested enhanced lighting at crosswalks, pathways, bus shelters and enhanced signage

including tactile surfacing and providing clear pathways (removing obstacles) for the visually impaired.

Shelters for bus stopsFour participants identified the need for bus stop shelters.

Garbage CansOne participant requested garbage cans in the plaza.

Public WashroomsOne participant requested public washrooms.

Long-term vision/BC Parkway integration – 35 total responses:

Enhanced ConnectivitySeventeen participants requested increased connectivity related to vehicle traffic flows specifically asking the City

of Vancouver to look at the viability of the traffic signals under the guide way and the proximity to the next traffic

signal. Suggestions to provide parking spaces for Car2go were shared. Comments about closing the north-west

laneway or making it one-way to improve overall vehicle traffic movements in the area were noted.

Increased connectivity was requested to improve pedestrian movements including a suggestion to widen

the sidewalk. Increased lighting and clear separation between cyclists and pedestrians along pathways were

requested.

Signage/Way FindingEight participants requested increased signage/way finding and suggested way finding signs both inside and

outside of the station. Community bulletin boards were suggested and to ensure that trees do not block sight lines.

Public Art – Local ArtistsFour participants suggested using local artists to assist with way finding signs; and that public art be incorporated

into the Plaza. Adding planters to the Plaza area was mentioned.

Lighting Four participants requested increased/enhanced lighting in the area both for pedestrians, cyclists and to the

waiting area. Suggestions were provided to consider lighting the bike path all the way to Boundary Road.

Shelter at Bus StopTwo participants requested that shelters at bus stops be installed.

Pedestrian CrossingFeedback regarding the necessity to pay careful attention to the design of the intersection at the north-west

station entrance specifically for individuals with visual impairments crossing the bus and bike path was shared.

Consultation MaterialConsultation material was developed according to the technical work to date to support the stakeholders in learning

about the upgrades. The consultation material provided at each workshop included:

• PowerPoint presentation. See Appendix C for a copy of the presentation

• large table diagrams of east station house upgrades and long-term vision/BC Parkway integration

• stakeholder workshop feedback form

• contact form

3. Public Engagement Overview

Public Engagement Objectives

The open house was held to:

• Inform station and exchange customers, area residents, businesses, and representatives from the community

about the station upgrade features and project timeline.

• Build awareness about why the upgrades are necessary and the expected benefits once the project is complete

(increased capacity, accessibility, customer safety and comfort).

• Obtain comments about viable refinements to the preliminary conceptual design features.

• Gather feedback regarding the long-term vision/BC Parkway integration.

Invitation CardThe City of Vancouver provided TransLink with a mailing list of all residents and businesses in the community that

were required to be informed about the open house. 1,499 invitation cards were distributed by mail and in person

to commercial and residential buildings directly adjacent to the station by Canada Post Unaddressed Admail. The

geographic boundaries of the area covered included:

• North to Wellington Avenue

• South to Euclid Avenue

• West to Rupert Street

• East to Ruby Street

Engagement MethodsInformation about the station upgrades was shared with transit users, the public and stakeholders at an open house

which took place directly under the Joyce–Collingwood station guide way.

The format of the open house included display boards sharing the information previously shared with stakeholders

through PowerPoint. Feedback forms were available to gather further comments at the open house. Staff from

TransLink and the City of Vancouver were at the open house to answer any questions about the project.

5. What TransLink Heard

The facilitated stakeholder workshop resulted in 51 comments on the project. In addition, 10 completed stakeholder

workshop feedback forms were submitted. One stakeholder submitted their feedback by email after the meeting. It

is important to note that participants at the stakeholder workshop and respondents to the open house and online

feedback form may have not answered every question.

A summary of the comments provided during the facilitated stakeholder workshop is attached in the meeting minutes,

Online and In-Person Feedback Form

From December 1 through 15, 2014, a feedback form was available online and in paper form. The same form was

offered to stakeholders on November 25, 2014 to gather their feedback following the meeting. A combined total of 52

feedback forms were submitted. It is important to note that respondents may not have answered every question, and

that no measures were taken to ensure an individual did not fill out more than one feedback form.

The purpose of the stakeholder meeting was to inform neighbours, businesses and customers about: The station upgrades and project timeline; Why these upgrades are necessary and important; and How to stay informed about the project from design through to project

completion. Roundtable self-introductions were undertaken.

2. STATION DESIGN PRESENTATION – Bill Orr Participants received a power point presentation reviewing the proposed station upgrades.

2.1 Questions and Answers

A: TransLink: Yes, we had one (stakeholder meeting) in April and one in May (2014).

Q: Participant: Is the bus going to go around there? A: TransLink: Yes, but there is no bus loop in the near term however in the long-

term there will be a bus loop. Q: Participant: Are all the upgrades happening in the east? A: TransLink: Correct. C: Participant: If TransLink doesn’t complete all of the projects that it has applied

for funding for then who will pay for it? The taxpayer will.

Q: Participant: Long-term being? A: TransLink: The east station house upgrades are fully funded and this one is not

fully funded and that is part of the long-term vision and will be completed when funding comes.

Q: Participant: With respect to the work that is contemplated for the first phase of

the project - is lighting at cross walks or streets planned? A: TransLink: No. C: City of Vancouver: There will be an additional crosswalk just east of the lane

connecting to the station entry to address the jaywalking concern. As part of this we will also be looking at lighting from Joyce to Gaston and that will be assessed.

Q: Participant: Will there be changes to service during construction? A: TransLink: I don’t know that answer but we are hoping there won’t be any

changes. It is not likely to be as invasive as other projects we have seen. Q: Participant: Is nothing being done to improve accessibility to the west side?

Specifically, my concerns are around the high pedestrian and traffic congestion and it is an impractical use of that space.

A: TransLink: The long-term intention is to move to two station houses and we know that it is very crowded at the present time however it is not a failing condition but increases in capacity would make the bus loop on the east side a safety concern.

C: Participant: It is a safety concern right now and that light should be fixed by the City of Vancouver which is sort down in the underbelly of the tracks and if that was improved it would improve that condition. What do I mean, take it out so vehicular traffic can’t use it. It is the vehicular traffic that makes it dangerous.

At this point participants moved into discussion at their group tables.

Parkway improvements should be considered as part of East Station House improvements – will improve safety of laneway – many pedestrians use lane to access two towers behind CNIB – safety now for cars parking on corner for pickup/drop off/Tim Horton’s

Shelters for all Bus stops 28, 27, 26 Laneways accessing onto Joyce north of the station a key concern. If 25 story to

be built at 5050 Joyce this will be an even bigger concern. Shelter for #28 Integration of technology – wi-fi station, charging station, internet café, touch

4. GROUP DISCUSSION SUMMARY – Report out by the Facilitators at each table

Long-term Vision – that the lighting for the area be sufficient for safety - adequate lighting, soft landscaping into area with as much as possible, wi-fi hotspot, and information for people coming to the station to know when the next train will be coming.

Plaza – important to reduce obstacles for the visually impaired, organize elements and implement tactile way finding for the visually impaired and add garbage cans.

Long-term and things beyond the control of the project – there are conflicts with the north west corner (pedestrians, cyclists, buses and cars) and the importance of further design to reduce conflict was emphasized; two intersections were identified that are so close together it is confusing and need to be redesigned to make it clearer for both pedestrians and vehicles; safety and design in the area was emphasized to ensure that trees don’t block sight lines; that the areas be light and there was a suggestion to extend the lighting to Boundary Road. The last comments were around areas identified in red on the map and a request to look at movements on the street to make those movements safe for cars, buses and pedestrians.

5. WRAP UP AND NEXT STEPS

Feedback forms were circulated and participants were encouraged to complete the forms before leaving the meeting.

There will be further consultation in spring 2015 or early summer 2015. On December 1, 2014 an Open House will be held between 2:30 p.m. – 6:30 p.m.

Everyone was encouraged to attend. 6. CLOSURE
