ESTABLISH IMPAIRMENT USING COGNITIVE SCIENCE
Why is cognition an important component, when looking at impairment?
▪ Cognition encompasses how a person understands the world and acts in it
▪ It is the set of mental abilities or processes that are part of nearly every human action while we are awake. Cognitive abilities are brain-based skills we need to carry out any task
▪ In the event that a person’s cognitive skills have been compromised (regardless of the cause), there is an increased likelihood of the person concerned being unable to complete a task correctly, which could put their life and the lives of others at risk
Using driving as a proxy to “safety sensitive” performance
Compelling evidence exists in support of the notion that Cannabis, like alcohol and like opioids, can impair skills required for safe driving
The required cognitive skills and capacities for safe driving include:
▪ alertness, attention, concentration, coordination, reaction time, memory, ability to multi-task, perceptual abilities, thought processing, judgment, and insight
The cognitive skills required for safety-sensitive work tasks overlap to varying degrees with those required to safely operate a vehicle
Driving can be viewed as a proxy for determination of levels of impairment for other safety-sensitive duties
