Media Monitoring Report The Election Campaign (17 August – 15 September, 2005)

• The total amount of airtime dedicated to the candidates increased from an average of about

five minutes during the first two weeks of the election campaign to an average of eight minutes per day per broadcaster during the whole of the campaign (see chart below). The raise was mainly due to the Sponsored Advertisement Program which counted for at least half of the amount of airtime dedicated to the candidates.

DAY • Out of the total amount of airtime dedicated to candidates, one quarter was given to the

candidates to Provincial Councils. Out of that quarter, 11% was given to female candidates. Out of the total amount of airtime dedicated to the candidates to Wolesi Jirga, 17% was given to female candidates. In general, out of the overall amount of airtime dedicated to candidates, 16% was dedicated to cover female candidates.

• The request made by the Media Commission to the broadcasters not to give journalists running as candidate additional opportunities to be on air was successfully implemented. For example, Ms. Zakia Zaki, manager of Radio Sada-e-Sulh from Parwan province, was no longer on air after the notification by the Media Commission. Additionally, Ms. Noorzia Atmer, who is a presenter working on the state-owned RTA Nangarhar Radio, was no longer on air since 27 August until the end of the election campaign.

• No violation of the JEMB Decision regarding paid advertisements on the printed media was found on the monitored printed outlets.

• In general, out of all the monitored media outlets, no explicit hate speech was found.
