TfNSW - Operating Model
Asset Standards Authority / Warren Centre IP30 Panel | 4
ASA – beyond standards to whole of life assurance
• “Making it clearer and simpler” – for Transport Cluster – for Supply Chain
• Collaborating and supporting TfNSW to be an informed and efficient asset owner
– whole of life assurance – asset management – standards – risk based decision making
• Facilitate increased private sector participation and capability
• Transport Values and Customer focus
Asset Standards Authority / Warren Centre IP30 Panel | 5
Assurance – a set of structured and planned activities conducted through the asset life cycle providing progressive justified confidence that
objectives are being achieved and the asset is or will be fit for purpose

The ASA - Providing TfNSW with assurance…….
• Engineering decisions • Deployment of TfNSW protocols • Obligations to the owner • Enabling O&M efficiencies and • Industry service providers effectiveness

Controlling the risk
ASA Authorisation
• Organisational Systems
• Capability against scope
• Documented and deployed systems and tools
Contract Controls
• Finance • Contractual
mechanisms
Project Controls
• Time • Cost • Scope • Quality
Delivery Team
• Appropriate delivery structure
• Appropriate delivery competence
• AEOs are accountable for assuring their engineering services
• Status is “activated” through a contract

Key Take-Aways….. • Asset management and optimisation is not easy……..
• The operating model and a consistent accountability by all parties acrossthe asset lifecycle is key
• Assurance is at the centre of the value proposition - TfNSW is deploying anumber of assurance techniques under its obligations as an asset owner
• Configuration management is critical to effective asset stewardship and the management of asset decision making
• The AEO model is one method of assurance and is a vehicle to effect adistinct improvement in the accountability relationship between owner andservice provider
• Engagement is critical - Maturity in this space is evolving in the multi-modal transport environment
