Paddy and other crops grow well inMyanmar due to favourable conditions. Usingadvanced methods and high-yield strains ofcrops, Myanmar can boost exportation of itsagricultural produce.

In agricultural farming, boosting per acreyield has become at the forefront. So, farmershave to use chemical fertilizers apart frompesticides in order to boost agriculturalproduction to meet the supply.

Use of limited amounts of chemicals andpesticides in a fixed period is not harmful to thehealth of consumers. Now, there are manycases in which fruits of some species are sprayedwith chemical liquid to be more attractive, tothe detriment of the health of consumers.

So, the people are paying more attention toorganic fruit and vegetables. Farmers andproducers are trying to deliver nutritious andorganic fruit and foodstuff.

NAY PYI TAW, 31 Jan — Summonedby the State Peace and DevelopmentCouncil, the first regular session of thePyithu Hluttaw was convened at thePyithu Hluttaw Building here today.

According to the agenda 10 of thesession, the elected representatives forthe Pyithu Hluttaw took out the proposalforms from the MC to choose thecandidate for the Speaker of the PyithuHluttaw, filled in the forms andpresented them to the chairman of thefirst regular session.

The number of proposal formstook out for the candidate for theSpeaker was two and the number ofproposal forms presented back to thechairman of the first session was two.

U Thein Sein, an electedrepresentative from the ZabuthiriConstituency proposed Thura U ShweMann of Zeyathiri Constituency forthe Speaker and U Aung Thaung of theTaungtha Constituency seconded thenomination while U Thaung, an electedrepresentative from the MawlaikConstituency proposed U Mahn MaungMaung Nyan, an elected representativefrom the Pantanaw Constituency, forthe Speaker and U Maung Oo, anelected representative from thePhaungpyin Constituency seconded

Thura U Shwe Mann, U Nanda Kyaw Swar elected as Speaker,Dy Speaker of the Pyithu Hluttaw respectively in accordance with the

provisions in the Chapter-V of the Pyithu Hluttaw Bylawsthe candidacy.

Afterwards, the chairmanannounced the names of the candidatesfor the Speaker. There were twocandidates for the Speaker. As therewere two candidates for the Speaker,the elected representatives cast secretballots for the Speaker.

Afterwards, votes cast by theelected representatives for the twocandidates were compiled inaccordance with the form-4 and thenumber of votes cast in favour of eachcandidate was compiled in accordancewith the form-5.

Thura U Shwe Mann won 376 voteswhile U Mahn Maung Maung Nyanobtained 30 votes, and the chairmanannounced that Thura U Shwe Mannwas elected as the Speaker of the PyithuHluttaw.

According the agenda 11 of thefirst regular session, the choosing theDeputy Speaker was put to vote inaccordance with the rules andregulations for choosing the Speaker.U Kyaw Hsan, an elected representativefrom the Pale Constituency proposed UNanda Kyaw Swar, an electedrepresentative from the DagonConstituency, for the Deputy Speakerand U Thaung, an elected representative

from the Kyaukse Constituencyseconded the candidacy. Dr Sai KyawOhn, an elected representative fromthe Namkham Constituency proposedU Nelson (a) U Hsaung Hsi, an electedrepresentative from the KyaukmeConstituency, for the Deputy Speakerand U Sai Hla Kyaw, an electedrepresentative from the LangkhoConstituency seconded the candidacy.U Tun Aung Kyaw, an electedrepresentative from the PonnagyunConstituency, proposed U Nelson (a)U Hsaung Hsi, an elected representativefrom the Kyaukme Constituency, forthe Deputy Speaker and U Aung KyawZan, an elected representative fromthe Pauktaw Constituency secondedthe candidacy. U Kyaw Myint (a) UPho Toke, an elected representativefrom the Moemeik Constituency,proposed U Mahn Maung MaungNyan, from the PantanawConstituency, for the Deputy Speakerand U Kyaw Myint, an electedrepresentative from the NawnghkioConstituency seconded the candidacy.There were three candidates proposedfor the Deputy Speaker.

As there were three candidates forthe Deputy Speaker, the electedrepresentatives cast secrete ballots for

representatives for the three candidateswere compiled in accordance with theform-4 and the number of votes cast infavour of each candidate was compiledin accordance with the form-5.

U Nanda Kyaw Swar won 368 voteswhile U Nelson (a) U Hsaung Hsiobtained 45 votes and U Mahn MaungMaung Nyan got 15 votes.

Therefore, the chairperson of thefirst session of the Pyithu Hluttawannounced that U Nanda Kyaw Swarwas elected as the Deputy Speaker.

Afterwards, the Speaker and DeputySpeaker sworn in by the chairman as theSpeaker and Deputy Speaker and signedthe statement of allegiance in the presenceof the elected representatives.

U Htay Oo, the chairperson of thefirst regular session of the Pyithu Hluttawhanded over the duty to Speaker ThuraU Shwe Mann. Speaker Thura U ShweMann received the duty and extendedgreetings.

The electing of the Speaker and theDeputy Speaker of the Pyithu Hluttawwas elected in accordance with theprovisions in the Chapter-V of the PyithuHluttaw Bylaws.

Among theHluttaw representatives,there might be only a fewpersons who witnessedthe parliamentary systemexercised in the post-in-dependence period.

In retrospect, the1947 constitution mani-fests parliamentary prin-ciples in the Chapter VI.Procedures and bylawson parliament of theUnion of Myanmar andChamber of Nationalitieswere promulgatedaccording to that consti-tution, and they came intoforce on 1 April 1952.

Legislative prin-ciples are also stated inthe Chapter (IV) of theState Constitution ofthe Republic of the Un-ion of Myanmar that wasapproved with the sup-port of the great majorityof the people in May2008.

Article (443) of

that constitution pre-scribes that the StatePeace and DevelopmentCouncil is responsible forpreparatory work to bringthe constitution into op-eration. So, the StatePeace and DevelopmentCouncil prescribed lawsand bylaws on respectivehluttaws on 21 October2010 for ensuring con-venience in holdinghluttaw sessions. So,without these laws andbylaws, we should havefaced great difficulty inlaunching the hluttaw.

We can noticethat the State Peace andDevelopment Councilnot only promulgatedrelated laws but alsomade all arrangementswith farsightedness andgoodwill for the comfortand convenience ofhluttaw delegates such asvery grand Hluttawbuildings and facilities.

Therefore, Iwould like to say thatPyidaungsu Hluttaw isvery grateful to the StatePeace and DevelopmentCouncil for that.Esteemed Hluttawrepresentatives,

U Khin Aung Myint elected as Amyotha Hluttaw Speaker,U Mya Nyein elected as Deputy Speakerwas nominated for theSpeaker by U Zaw MyintPe of Constituency No.5 of Mandalay Regionand U Khin Maung Yifrom Constituency No.6 of Ayeyawady Regionseconded the candidacy.

Next, the Chairmancollected the proposalsand announced the listsof the names of candi-dates with Form No. 3.As U Khin Aung Myintwas the only nomineefor the Speaker, thesession chairman an-nounced that U KhinAung Myint from Con-stituency No. 8 ofMandalay Region waselected as AmyothaHluttaw Speaker.

Four drown when boatcapsizes in Missouri

KANSAS CITY, 31 Jan—A 62-year-old man whomay have plunged into the frigid waters of theNiangua River in southwest Missouri to save threefriends died shortly thereafter, authorities said onSunday.

Although there were no witnesses to the event,evidence suggests Doyle “Pete” Cowin died whileresponding to the capsizing of a 12-foot boat around10:30 pm Friday night. Two shot dead in violentattack in front of courthouse

ISTANBUL, 31 Jan—Two people were shotdead in an attack in front of the Bakirkoycourthouse in Istanbul on Monday.

Eylem Gundogdu and her father AliHaydar Kocintar were shot in a taxi afterexiting the courthouse.

Both of them were wounded in bodyand rushed to hospital by taxi.

The daughter died on spot, while theman died in hospital.

They had earlier attended a hearing of acase at the 6th Criminal Court.

Eylem Gundogdu’s husband is in prisonfor murder.
