Course Description
Overview
Emergency planners and responders throughout the US have long recognized the need to prepare for and respond to emergency events. Such events can result from intentional acts (such as bombings; hostage situations; biological, chemical, and nuclear attacks; and arson), natural occurrences (such as hurricanes, tornadoes, disease outbreaks, range/forest fires, and floods), or accidental events (such as chemical spills, explosions, train derailments, and structure fires). These emergency situations can occur at virtually any location in the country. In the face of such threats, the US Government has expanded its support for initiatives to prepare local, state, and federal emergency services personnel to respond to such incidents. Efficient mitigation actions depend on effective planning efforts of all types of response agencies. Congress has recognized the need for federal programs to assist local and state jurisdictions with preparations to protect human lives, property, and the environment when these events happen. The US Department of Homeland Security (DHS), through the Training and Education Division, is supporting several major initiatives to improve the capability of emergency services agencies to respond to emergency situations. The National Center for Biomedical Research and Training (NCBRT)/Academy of Counter-Terrorist Education (ACE) at Louisiana State University (LSU) developed the Introduction to the Computer-Aided Management of Emergency Operations (CAMEO) Suite course to provide performance-level training to emergency response personnel, principally by training representatives of local and state agencies who respond to such crises. Many jurisdictions are challenged to find funding and resources to acquire computer software designed to effectively manage the vast amounts of data required for quality emergency planning efforts. The CAMEO Suite provides an effective tool to manage information for all types of emergency situations; it is a free, public domain collection of software applications developed by the US Environmental Protection Agency (EPA), the National Oceanic and Atmospheric Administration (NOAA), the US Bureau of the Census, and the US Geological Survey (USGS). There is a critical need in the United States to ensure that local and state agencies can:
• Ensure the capability of agencies to plan for and respond effectively to all types of emergency situations
• Collect all relevant information concerning hazards in the local community, including information required to coordinate and execute an effective initial response
• Explain and report relevant information concerning incidents to dispatchers and supervisors in a complete, accurate, and timely manner
• Manage response infrastructure information within a geographic information system (GIS) and database application environment

• Understand information needs for chemical incidents to protect the public from death or injury caused by chemical hazards
• Utilize information at the community level for first responder planning and response operations (law enforcement, fire, medical, and other emergency services personnel)
• Explain the type of data needed by local and state officials interested in preparing, reviewing, or updating local emergency response plans
The Introduction to the CAMEO Suite course, developed by the Louisiana State University (LSU) National Center for Biomedical Research and Training (NCBRT), is a major initiative supported by the US Department of Homeland Security (DHS).

Scope
This performance-level course provides training on the fundamental elements of the CAMEO Suite of programs as they relate to emergency situations. As such, it includes detailed technical information and hands-on practice of critical elements of the CAMEO system and its associated programs (CAMEO Chemicals, CAMEOfm, ALOHA, and MARPLOT). To better understand how the programs interface, participants are provided opportunities to practice key procedures that allow users to enhance planning and response activities associated with community risks. These exercises clarify the connections between the programs and how they can enhance emergency planning and response activities.
Target Audience
The usefulness of the CAMEO Suite extends far beyond hazardous material spill response. As such, the target audience typically includes all types of emergency response personnel including fire, law enforcement, emergency medical technicians, public health officials, hazardous materials (HazMat) professionals, public safety communications representatives, public works officials, and emergency managers. Others who will benefit from CAMEO training include those involved with emergency situations such as security personnel, corrections officers, hospital officials, Red Cross volunteers, chemical plant staff, and other local, state, and federal employees associated with emergency planning and response. It is helpful if course participants have basic knowledge of computer operations and terminology.

Prerequisites
There are no prerequisites for attending this course; however, basic personal computer (PC) skills and knowledge are required, and familiarity with databases, spreadsheets, and digital mapping is preferred. To enroll in this course, participants must be US citizens and must possess or obtain a FEMA student identification number (SID).
Course Length
This course is designed for presentation over three days, four for Train-the-Trainer. Beginning and ending time for instruction can be adjusted to accommodate local requirements at the training location. However, the schedule should permit one 10-minute break approximately every hour and a one-hour lunch break. Total instructional time is 24 hours for 12 standard modules with eight additional hours of instruction for Train-the-Trainer deliveries.

One compact disc (CD) that includes the CAMEO Suite, sample maps used during the course, and sample data from a local community. The CD will also include CAMEO Suite user manuals.
Access to a power outlet directly or using extension cords. (Participants will be allowed bring their own portable printer and use during the class.)
One laptop computer running a minimum of Windows 98 or Windows XP (color screen) with available disk space to accommodate the CAMEO programs (400 megabytes [MB] of space) and at least 128 MB of random access memory (RAM)
Host-Provided The host agency will be required to provide the following classroom and logistical needs:
• 30-person classroom (for 30 participants plus instructional support personnel), environmentally controlled (heating, ventilation, and air conditioning [HVAC]).
• Three additional tables for display materials and as a projector surface • Two easels and easel pads with markers • Audiovisual equipment: projection screen or area in classroom for projection • Eight power outlets in the classroom for audiovisual components and computers used by
the instructional support personnel and participants during the course • Instructor access the day before the class start date for classroom setup • Adequate Internet wi-fi access for all attendees to access maps and other systems
through CAMEO programs • Adequate security to prevent having to reset the classroom daily • Adequate participant and instructor parking
Testing and Certification
Participants will be given two tests—a pre-test administered during the first module (prior to instruction) and a post-test administered during the last module after completion of instruction. Each test will include one or more items designed to assess mastery of the module enabling learning objectives. Successful performance on the post-test (i.e., scoring 70% or better or 80% if Train-the-Trainer) will be recognized by issuance of a Certificate of Completion. Unsuccessful performance on the post-test will be reflected by issuance of a Letter of Attendance that recognizes the individual’s presence during the instruction. Re-tests are available upon request. As a part of each instructional module, participants will be asked to several exercises that are designed to assess mastery of each module objective. If participants successfully complete each of these module activities, they will receive a Certificate of Completion that recognizes their capability to participants’ agencies. The post-test is scenario-based, and specific performance criteria are included in this plan of instruction. A score of at least 80% is required to receive a Certificate of Completion. In addition, instructors determine participants’ achievement of affective goals by evaluating their individual completion of workshop modules and activities. Active participation and successful execution of these module activities (tests) will be accepted as achievement of these goals.

Scope Statement CAMEO Chemicals is a tool designed for people involved in hazardous material incident response and planning. This tool is part of the CAMEO software suite, and it is available as a website, mobile website, and as a downloadable version that you can run on your own computer. This module introduces CAMEO Chemicals and Reactivity Prediction tool operations, informs participants on the information found in each, and instructs participants on methods of locating and interpreting the data.

Module 3: CAMEOfm Facilities, Contacts, and Chemicals in Inventory Modules
Scope Statement The Emergency Planning and Community Right-to-Know Act (EPCRA) of 1986 requires all facilities housing hazardous substances to submit annual Tier II Chemical Inventory Reports. These Tier II reports, submitted to the state and county government, Local Emergency Planning Committee (LEPC), and local fire department, describe each hazard, including the amount stored and its on-site location. Many state agencies have Tier II report data available in a format ready for direct import into the CAMEOfm software. In this module, participants will import local Tier II reports into CAMEOfm and examine the information to create reports on facilities, contacts, and chemical inventories.

Scope Statement This module provides instruction on basic MARPLOT operations. The MARPLOT map viewer contains Internet links to Google and MapQuest Basemap files, various web mapping services (WMS), and specific GIS map files that are imported by the user.

Module 6: Searching for Objects and Creating Special Map Features
Scope Statement MARPLOT mapping software allows users to interface with other mapping applications and to import and export files. Participants will learn MARPLOT Search operations to access information related to map objects and to use operations to create special map objects.

Module 9: ALOHA Operations for Flammables
Scope Statement In this module, participants model a flammable substance using the ALOHA Direct and Tank source options. Participants gain insight into model operations and discuss limitations associated with model source options, input choices, and model output analyses. The Gas Pipeline source and its limitations are briefly discussed. Effective use of ALOHA requires extensive training and a thorough grasp of model limitations, assumptions, and operations. This course provides an introduction to basic ALOHA operations, and this overview alone is not sufficient training for users to operate ALOHA during a chemical incident.

Module 11: Testing and Evaluation
Scope Statement In this module, participants complete an objectives-based post-test. They must score a 70% or greater (80% for train-the-trainer participants) to receive a Certificate of Completion. Participants who do not achieve a passing score can re-test. (They may also request a Certificate of Attendance as documentation of class attendance.) Participants also complete a course evaluation form and provide feedback about the course instruction, content, and materials.
