The most important buildings inBesakih Temple are Padma Tigashrines (Padmasana). They are lo-cated in the complex of PenataranAgung Temple. Those shrines con-sist of three buildings in the formof Padmasana, standing on a singlealtar.

Meanwhile, the development ofBesakih Temple and other SadKahyangan temples are based on thePadma-mandala conception or lotusflower with multi-layered strands(Catur Lawa and Astadala). BesakihTemple is sari padma mandala or

padma bhuwana. Gelap Temple,Kiduling Kerteg Temple, UlunKulkul Temple and BatumadegTemple are the Catur Lawa. Mean-while, Lempuyang Temple, GoaLawah Temple, Andakasa Temple,Uluwatu Temple, Batukaru Temple,Mangu Temple, and Batur Templeare the Astadala. Those temples arehighly sanctified and become asingle unity. The temples themselvesserve as the center of sanctity andsafety for Hindu devotees.

In the meantime, a lecturer ofHindu Dharma Institute of Denpasar(IHDN), Ketut Wiana, said thatBesakih temple served as the up-stream of Bali or Bali Rajya.Besakih Temple served as the heador the soul of the Island of Bali. Itwas in accordance with the locationof Besakih Temple in northeasternof Bali. Northeast was the directionof the rising sun along with its raysas one of the forces of nature cre-ated by God became the source oflife on earth. Besakih Temple alsoserved as the upstream of varioustemples in Bali.

Wiana added, in the PadmasanaTiga God was worshiped as SangHyang Tri Purusha— Three mani-festations of God as the soul of theuniverse. Tri means three andpurusha means soul. God as the TriPurusha is the supreme soul of thethree layers of universe namely bhurloka (the lowest sphere), bhuvahloka (central sphere) and svah loka

(upper sphere). God as ruler of thelower sphere was called Shiva orIshvara. As the soul of the middle ofnature, God was called Shiva andSadha Shiva and as the supreme soulof the upper sphere, God was calledParama Shiva or Parameshvara.

The rightmost Padma shrine wasthe abode of Lord Parama Shiva,namely God as the soul of SvahLoka. The shrine was usually deco-rated with black clothes because thehighest sphere (svah-loka) was un-attainable by sunlight so it was black.Padma shrine located in the middlewas symbol of the veneration to LordSadha Shiva. Clothing worn by thepadma shrine was white. It repre-sented the color of ether. Meanwhile,the leftmost padma shrine was sym-bol of worship to Shiva, the God asthe soul of Bhur Loka embellishedwith red clothes. It was in Bhur Lokathe Lord put His creations in theform of stavira (plants), janggama(animals) and humans. On that ac-count, Padma Tiga shrines weremeans of worshipping God as thesoul of the Tri Loka (Bhur Loka,Bhuvah Loka and Svah Loka).Therefore, in the rwa-bhineda (el-ementary dualism) conception,Besakih Temple served as Purusha(universal cosmic male), while BaturTemple as Prakriti (the Mother Na-ture).

According to Wiana, the blackattire on Padma Tiga shrines wasnot the symbol of the Lord Vishnu,but Parama Shiva. In Rig-VedaMantra was stated the existence ofAlmighty God including the uni-verse was a quarter sections only.The rest was outside of the universe.Existence outside the universe wasvery dark, because it was notreached by sunlight. God was also

omnipresent outside the dark uni-verse. God as Supreme Soul whowas present outside the universewas called Parama Shiva. ParamaShiva was in the state of NirgunaBrahman or without properties.Human being was impossible todescribe the attributes of the GodAlmighty. Meanwhile, Padmasanalocated in the center, dressed inwhite-yellow was symbol of God inthe state of Saguna Brahman. Itmeant that God had shown abstractfeatures to create a sacred and pros-perous life. Then, white symbolizedpurity and yellow symbolized wel-fare. In the meantime, the red clothof the leftmost Padmasana did notsymbolize the Lord Brahma. Thered color depicted the existence ofGod in the state of activity for Utpati(generating), Stithi (operating) andPralina (decomposing). In this re-gard, Lord Shiva manifested intoTrinity.

Meanwhile, within the complexof Besakih Temple, the manifesta-tion of God as Lord Brahma wasworshiped at the Kiduling KretegTemple, Lod Vishnu at BatumadegTemple and the Lord Ishvara atGelap Temple. At the level ofPadma Bhuwana temple, LordVishnu was worshiped at BaturTemple symbolizing the ruling godsin the north. Lord Ishvara was wor-shiped in the Lempuyang Templesymbolizing the ruling gods in aneasterly direction and Lord Brahmawas worshiped at the AndakasaTemple symbolizing the ruling godsin the south direction. In the mean-time, at the level of customary vil-lage or desa pakraman, the Trinitygods were revered at three villagetemples known as Kahyangan Tigatemples. (08)

clared Jemberana as an endemicarea of rabies disease in dog. Itwas known after Jembrana Re-gency sent 10 samples of dog’sbrain on last July 23 throughJemberana Agricultural, Forestryand Maritime Services for labo-ratory testing. In fact, based on

Flood disaster experienced byDenpasar residents deserves to getthe attention from all componentsof society. The more serious conditioneven afflicted one of the residentsof Jalan Kebo Iwa, Gang Citarum,West Denpasar, namely NengahKari. His kamulan taksu shrineswere eroded by the flood. As con-sequence, no single unit of hisshrines was left. Four units of hissacred shrines were destroyed bythe floods. Besides, his kitchen andbathroom also collapsed anderoded by the water of BuanaRiver.

In response to these events, theranks of Denpasar Municipalityimmediately held a meeting led bythe Secretary of Denpasar Munici-pality AA Rai Iswara with otherrelevant agencies. In the meeting,related agencies were required totake strategic measures to providean emergency action in handlingthe disaster.

The Head of Denpasar PublicWorks, I Ketut Winarta, met in hisoffice, last Friday (Jul 30), said thehandling of floods in Denpasar hadbeen carried out in synergy withother relevant agencies. Moreover,the river area belonged to the author-ity of provincial government. On thataccount, his party would remain tomake coordination with its superior.However, in the near future there hadbeen a program to make sewerage

At least, this floodprevention project would need 15hectares of land. In the meantime, theland used for the retarding basin de-velopment project located in the vi-cinity Subak Dadas, Jalan GunungSoputan, Padang Sambian Kelod wasentirely the property right of commu-nity. “That’s why we still encounteran obstacle in the matter of land,” saidWinarta.

The idea on the making of retard-ing basin, Winarta added, actuallyhad been initiated within the past fewyears. In following up of the plan,Bali Province would help finance theland acquisition used for parking lotof the water since it would cover tworegencies. If 15 hectares of land avail-able, possibly it would be divided intofive hectares each to Bali Province,Badung Regency and Denpasar City.Burden of the land acquisition wasfully delivered to regional govern-ments, while all constructions re-quired would be helped by WorkingUnit of Housing and Settlement De-velopment (P2P), Department ofPublic Works through the funds ofthe national budget.

“We hope that this developmentcould be realized. However, it needstime and understanding of the com-munity because retarding basinplanned to be built will provide tre-mendous benefits, not only for han-dling floods, but also supporting theraw water of Municipality Water-works (PDAM) and recharge area ofthe city,” he said. PANAMA CITY – A jailed U.S. man has admitted killing five other Americans so he could takeover their businesses and other properties in a Panamanian resort area, a government prosecutorsaid Saturday.

PREPARATION:1. Combine peanuts, garlic, chilies and kencur in a

food processor and puree, or grind coarsely in a stonemortar.

2. Place in heavy sauce pan with coconut milk, sweetsoy sauce and lime leaves. Bring to boil, reduce heatand simmer uncovered, stirring frequently to prevent thesauce from sticking, for 15 minutes.

Others: 1 pc salam leaf, 1 tbsp palm oil and ½ tspsalt.

Method:· Cleanse thoroughly the river snail and cherry

potato and drain.· Pre-heat the palm oil on the frying pan. Stir-

fry the ground spices until smelling fragrant. Addsome water and wait until boiling.

· Put the cherry potato and river snail togetherinto the pan. Add salt, salam leaf and please waituntil the cherry potato is cooked.

Having well developed socialorganization and cultural life beforethe arrival of Hinduism, have led theBalinese people successfully modi-fied the new elements in accordancewith their characters and became thenew one beared Balinese identity.

The wellknown king of Bali is acouple royal named king Udayanaand his wife Gunapryadharmapati(c.10 century A.D), then succeededby their families. During the ancienthistory of Bali, a number of templeswere built nearly in the whole island.In these temple several kinds of his-torical remains were preserved e.g.statues, inscriptions etc. As the fol-lower of Hinduism, Balinese peopleregard the temples including the re-mains in them as sacred monumentsfor worshiping the Hindu pantheons,the local deities and the ancestor’sspirit as well. This religious functionwas the responsibility of the Balinesepeople for keeping the monuments inwell conditions and the welfare of theliving society.

ATHENS - Disaster has struck Greece’s crucial tourism in-dustry at the peak of a summer season badly needed by its re-cession-hit economy with a national fuel shortage compound-ing weeks of on-off work unrest.

A strike wave against austerity policies, a violent Mayprotest in which three people died in a firebombed bank andunionist action targeting cruise ships and flights have made fora calamitous season, operators say.

And additional disruption caused to tens of thousands oftravellers by the fuel holdup caused by a trucker walkout couldnot have come at a worse time for a sector which makes upnearly a fifth of the troubled Greek economy.

“The situation is absurd... we face a barrage of cancella-tions,” said Andreas Andreadis, chairman of the PanhellenicHotel Confederation. The strike came as thousands of Greeksembarked on vacation with many of them unsure whether theywould be able to return.

“I’m going to the island of Lefkada but I don’t knowwhether I’ll be back, maybe I’ll have to leave my car behind,”said one motorist filling up at a gas station.

A broad range of businesses from tourism car rentals tofruit growers were badly hit by the trucker protest which beganlast Sunday against plans by the government to liberalise thetightly-controlled freight sector.

The truckers on Friday decided to maintain their protest,ignoring warnings by the government that strikers who con-tinue to defy the law would be prosecuted and that their operat-ing licenses could be forfeit.

The authorities were forced to use military vehicles andpetrol station trucks to alleviate the shortage but supplies wereunlikely to return to full capacity before Monday.

The truckers say that boosting competition in the freightsector by reducing new licence charges is unfair to existing op-erators who have already paid high start-up fees running up to300,000 euros (391,000 dollars).

The plan is part of a reform programme that the govern-ment committed to in May in exchange for a 110-billion-euro(143-billion-dollar) bailout loan from the International Mon-etary Fund and European Union to stave off debt default.

The country’s leading unions have staged six generalstrikes and several protests since the start of the year againstwage and pension cuts ordered by the Socialist governmentwhich came close to bankruptcy earlier this year.

The main Greek port of Piraeus that links the mainlandwith islands popular with holidaymakers has also been repeat-edly blockaded by protesters this year while a work-to-rule ac-tion by air traffic controllers in late July caused widespread flightdelays.

With its back against the wall, the Greek government inJune promised to compensate travellers stranded in the countryby labour unrest.

But officials have so far given no details on the level ofcompensation nor how it would be paid.

“The present situation is turning into a disaster for thecountry, the economy and tourism,” the association of Greektourism entreprises (SETE) said in a statement this week.

The fuel shortage was discouraging tourists fromneighbouring Bulgaria, Macedonia, Romania and Serbia fromdriving to Greece, SETE added.

Before the fuel trouble struck, Greek hotels faced a three-percent fall in bookings and a drop in proceeds of 10-12 per-cent, Andreadis said.

“A fall of one percent in tourism proceeds corresponds to200 million euros in lost income for the country and 1,000 joblosses,” he told Flash Radio.

“And this is the worst showing in Europe, all our com-petitors including eurozone countries such as Spain and Portu-gal have increased their proceeds this year.”

Yi Gang, a vice-governor of the People’sBank of China and also the head of the StateAdministration of Foreign Exchange (SAFE),did not explain how he had arrived at the fig-ures, according to the comments posted onthe SAFE website.

“China is actually now already the world’ssecond-largest economy,” Yi said in an in-terview with China Reform magazine.

China has powered out of the global crisison the back of a stimulus package worth 586billion dollars and state-backed bank lending,with its economy growing 10.3 percent in thesecond quarter and 11.1 percent in the first half.

China’s gross domestic product in the firstsix moths stood at 17.284 trillion yuan, ac-cording to the National Bureau of Statistics.That comes to 2.5324 trillion dollars, usingthe central bank’s average monthly exchangerates.

WASHINGTON - The IMF on Friday lowered its 2011growth forecast for the Spanish economy to 0.6 percent fromthe 0.9 percent it foresaw in April and warned the recovery“is likely to be weak and fragile.”

“The particular challenges facing Spain will likely makethe recovery slower and more fragile than in the euro area,”the IMF said in its latest report on the country’s economy.

The International Monetary Fund’s growth forecast forEurope’s fifth-largest economy for next year was lower thanthe 1.3 percent expansion predicted by the Spanish govern-ment, which is under pressure to close its public deficit.

The IMF listed a deflating property bubble, a “dysfunc-tional” labor market, heavy private sector indebtedness, weakcompetitiveness, “anemic” productivity growth and a “bank-ing sector with pockets of weakness” as the challenges facedby the Spanish economy.

“Not only does each factor pose a challenge by itself,but, together, they may create a vicious cycle of negative feed-back,” the IMF said in the report.

“The central scenario is one of a long and gradual ad-justment of the various imbalances in the economy.”

Spain scraped out of recession during the first quarterwhen it expanded by 0.1 percent from the previous quarterand the government expects it will expand by 0.3 percent thisyear.

The IMF predicts the Spanish economy will contract by0.4 percent this year. It forecasts growth of 1.7 percent in 2012and of 1.9 percent in both 2013 and 2014 and of 1.8 percent in2015.

The cutbacks include a freeze on pensions and a five-percent pay cut for civil servants.

The government has also adopted an overhaul of thelabour market that will make it easier and cheaper for em-ployers to dismiss workers in an effort to fight an unemploy-ment rate that has hit 20 percent.

Socialist Prime Minister Jose Luis Rodriguez Zapaterohas also announced plans to raise the country’s retirement ageto 67 from 65.

Daniel said if the austerity measures are complementedby a reform of the pension system, “this will put Spain’s pub-lic finances on a sustainable path.”

But although well aware his situ-ation is far from ideal, he is upbeatthat McLaren can fight back – andwill get a boost whatever the FIAdoes on the flexi-wing controversy.

“I don’t feel it [the championship]falling away from us,” said Hamilton.“If we continue for the rest of theseason and we are more than one sec-ond behind, then inevitably it is go-ing to be very hard for us to win thechampionship. “But I think Martin[Whitmarsh, team principal] hasmade it clear that something will besorted or made clear [on front wings],so we can either change our approachor someone else changes their ap-proach.”

Hamilton says his desire to suc-ceed now is just as strong as it wasearlier in the season – and is unmovedby news that a number of bookmak-ers have now installed SebastianVettel as favourite for the title.

“My determination is as high as itcould be,” he said. “I am pushing ashard as I can with the team - it is thesame for me and Martin and every-one in the team. We want to win thechampionship, it doesn’t matter if abookie says we won’t or someoneelse says we will. We will do every-thing we can and everything in our

“I think we can still have a goodrace. It is tough starting so far be-hind Lewis, he is the guy leadingthe championship from myself, andfinishing behind Lewis would hurtmy championship hopes at thispoint of the season, that is obvious.

VITALY Petrov plans to ban-ish thoughts about his Formula 1future until the end of the season- despite an impressive perfor-mance in Hungary boosting hischances of remaining at Renaultnext year. The Russianoutqualified team-mate RobertKubica for the first time this sea-son to grab seventh on the gridfor the Hungarian Grand Prix -and set his sights on adding morepoints to his tally.

And with Renault bosses hav-ing asked for Petrov to deliverexactly what he has produced inrecent races, the Russian said hehad no doubts how competitive hewould be at the Hungaroring.

Petrov not thinking about future“I knew I would be quick here

because I know this track,” he said.“When you know this track, you justneed to learn the set-up to be drivingin F1, but the rest is fine. So I knew Iwould be quick here. “But about thefuture? I don’t want to say anythingabout that. I will just wait until theend of the year and then we will see.”

Petrov reckoned he had the poten-tial to go even faster in qualifying,but still says he takes some satisfac-tion from starting ahead of his team-mate.

“It was still possible to be quickerbut anyway we are quite happy, thecar is in top 10 so this is the mostimportant thing,” he explained. “Tostart ahead of Robert means some-

thing, but not a lot “The most im-portant thing is that I am happywith the car, happy with my re-sults and happy with things aroundme that have happened. When yousit in the car you never think youmust beat this guy or somebodyelse, you just do you work.”

Petrov said his target for therace is to finish in the top 10 – andmore importantly not make anymistakes. “First of all it will be adifficult first corner because it isvery tight,” he said. “Then, justwho is doing the best tactics willwin. You always want to finish inthe top ten and do a clear racewithout some mistakes, withoutproblems. This is the target.”
