DENPASAR - Two Australian drug smugglers on death rowin Indonesia launched a final appeal against their sentenceson Friday, seeking to have them reduced to 20-year jail terms.

Sukumaran and Chan were con-victed over an attempt in 2005 tosmuggle 8.3 kilograms (18 pounds)of heroin into Australia from theIndonesian holiday island of Bali.

Five other “Bali Nine” members— Martin Stephens, MatthewNorman, Si Yi Chen, MichaelCzugaj and Thanh Nguyen — areserving life sentences.

Lubis said that the judges shouldtake into consideration the two con-victs’ contribution in teaching fel-low inmates at Kerobokan prison inDenpasar.

Aside from eradicating poverty, theunemployment problems should besearched for its solutions. In that con-text, the spirit of philanthropy shouldbe developed in years to come. It wasrevealed by Deputy Head of Bali HouseIda Bagus Putu Sukarta and a lecturerof the Hindu University of Indonesia(Unhi) Denpasar, Wayan Budi Utama,last Friday (Aug 13).

Ida Bagus Sukarta added that theproblems faced by community like pov-erty needed finding its solutions by en-hancing the economic improvementprograms targeting the regions of pov-erty. Commemoration of the 65th Anni-versary of the RI denoted a right mo-ment to make the program more strate-gic to improve the fate of the poor. Theproblems faced by society should beresolved as good as possible so peoplecould be truly “independent” economi-cally. In other words, with the freedomof community from economic issues,poverty and unemployment in Balicould be minimized. “Celebration of theIndependence Day is an important mo-ment to restructure the life of the na-tion and state heading for the better onethan in the previous years, based on theconcept of Tri Kaya Parisudha andother values of indigenous wisdom ofBali,” said Ida Bagus Sukarta. A number of foreign tourists enjoying holidays on the Padangbai Beach, Karangasem, com-plained related to dirty beach within the past few days. It was kindled by trashes scatteringaround the beach because such condition made tourists uncomfortable when they were sunbath-ing or enjoying marine attraction.

Aris Suyasa added that the pilingtrashes on the Padangbai Beach werealso caused by condition as the coastalarea was in the form of gulf. Addition-ally, trashes were also taken by thewinds and ocean currents to Padangbai,and finally they were hard to go outbecause the condition of the bay shore.

When asked if there was no effort

to mobilize local residents throughmutual assistance for cleaning thetrashes, Aris Suyasa said to have con-ducted monthly trash cleanup under thesea, coastal area and on land. Suchmutual assistance involved the stake-holders (those having interests in thesanitation of Padangbai area), such asthe circles of hotels and diving guides.

The underwater trashes werecleaned by a group of volunteers con-sisting of fishermen and diving tour-ism practitioners. Divers cleaned upthose trashes, especially plastic trashescaught in the coral reefs. Even, thecleanup was done until outside thePadangbai Cove like the Blue Lagoon.

Meanwhile, local residents and stu-dents that could not dive, they cleanedup trashes on the beach. Then, atten-dants of clean up service of the villagewere assigned to clean the trashes eachafternoon around the Padangbai Vil-lage. The village itself had two atten-dants of clean up service. “We hire twosweepers and paid them at IDR 300,000each per month taken from the villagefunds,” he said. (kmb18/013)

Archeological protectionthrough maintenance, preserva-tion and conservation, eventhrough reconstruction as well,has turned to be an internationalproblem not only today, but actu-ally in the future. Such matterswere indicated by the activities ofUNESCO as an international in-stitution, who concerned with themost important of world culturalheritage e.g. archeological re-mains. UNESCO have done a lotof excellent work, which need areasonable budgets, expert, equip-ment etc. and the best example isthe safeguarding of Brobudurtemple. As the UNESCO member,our governments are concernedand responsible to protect ourmonuments for our national inter-est, such as Brobudur temple.

Based on the developmentof archaeological studies and therelated studies especially in fieldof archaeological protection, nowsuch problems is a technical mat-ter and besed on scientific consid-eration. Facing such problem ,Indonesian government have donea number of works e.g the safe-guarding of borobudur tample {incooperation with {UNESCO},Prambanan tample ,Demakmosque, and other tamples in Balinamely Pura Besakih ,PuraMengening , Pura Pegulingan ,Pura Taman Sari etc. In this case,our government as one of theASEAN countries have carriedout a coordinate programmersthrough SPAFA (Sub project ofarchaeology and fine art) to findout the effective ways and meansdealing with the problems of ar-chaeological protection .

Discussing the archaeo-logical protection in Bali, it shouldbe remembered that Bali, even avery small island, but has a lot ofarchaeological monuments, whichmost of them belonged to livingmonuments. Among them are anumber of Hindu tample, spreatednearly in the whole island, as wellas Hindu stastues , inscription etc.As the holy monuments for Ba-linese society, so the Balinesehave the responsibility to take caretheir monuments as their religiousfunction Officially, archaeologicalprotection in Bali is done by BaliOffice for Preservation of ar-chaeological and Historical Heri-tage (Kantor Bali Suaka pening-gelang Sejarah dan PurbakalaBali) in coordialnation and corpo-ration with the local governmentand local people as well. This of-fice have done a lot of archaeo-logical reconstruction, but not yetcovered the whole of them, be-cause of the limited budgets etc.

High dropout rates seem to have become a classical problem for the education field in Bali.Based on recent data collected by Bali Post from the Bali Education Agency (Disdikpora), lastFriday (Aug 13), Bali in fact retained 1,898 dropout students for elementary education, juniorhigh, senior high and vocational high school. The rate collected by the end of 2009 in fact boostedif compared to the number of dropouts in 2008 amounted to 1,613 people. In other words, theincrease of dropouts throughout Bali Province within the past year reached 285 students.

Meanwhile, to counteract the in-creasing rate of dropouts in the level of

senior high/ vocational high school, hesaid, the Bali Provincial Governmenthad allocated a budget worth IDR57.29 billion more. Such a fund wouldbe disbursed for all senior high andvocational high schools belonging tostate/private school in Bali in the formof Operational Support of Education(BOP) to 76,771 high school studentsand 53,180 vocational high school stu-dents in Bali. In details, every studentof senior high school (SMA) was allo-cated IDR 400,000 per year, while vo-cational high school (SMK) studentsgot IDR 500,000 per year.

“With the imbursement of BOP,Bali Provincial Government hoped allpeople of Bali at least can be educatedup to senior high/vocational highschool eligibly because of the educa-tion cost has been subsidized by gov-ernment. Especially for students fromthe level of elementary, junior high andsenior high/vocational high schoolcoming from poor families, Bali Pro-vincial Government also provides sub-sidies for education in the form ofscholarships to poor students,” he as-serted. According to him, the destructionof undersea nature along the NusaDua area was not too severe. Nev-ertheless, the efforts to reducetrashes washed away from the estu-aries required continuous move-ment, especially the wider commu-nity participating in the clean upservices. (par)

it is really a collective description of an indefinite numberof slightly differing dishes. You can vary the trimmingsand garnishes to suit your taste; but even the mostelaborate Nasi Goreng is quick to make. It is aparticularly good luncheon dish.

Boil the rice a good long time before you intend to fryit; you can fry freshly boiled rice, but the Nasi Gorengwill be better if the boiled rice is allowed to cool. Twohours is a satisfactory interval. Leaving the rice to coolovernight, however, gives less good results-the rice hastime to go dry and stale. An important point to note hereis that rice for Nasi Goreng must be cooked with theleast possible quantity of water; this prevents it frombecoming too soft. For 1 cup of rice, use 1 cup of water.Assuming you have now got your cool, boiled rice,proceed like this: slice the shallots or onion, seed andslice the chilli (or pound the shallots and chilli together ina mortar). Heat the oil in a wok; it makes no difference,by the way, whether you use oil, fat, or butter. Saute theshallots and chilli for a minute or so, and season withsalt, soya sauce, and tomato ketchup. Put in all the rice,and stir it continuously until it is well heated: this will take5 to 8 minutes. WASHINGTON - The IMF askedMalaysia Friday to take “decisive”action on reforms under a model pro-gram aimed at revamping a controver-sial four-decade-old affirmative actionpolicy.

Malaysian Prime Minister NajibRazak announced in March a “NewEconomic Model” or NEM, aimed atreforming elements of the policyfavouring the country’s majority eth-nic Malays in a bid to boost economiccompetitiveness.

Details of the reform program, in-cluding its timing, have not been an-nounced yet.

The Washington-based Interna-tional Monetary Fund said Friday itwas looking forward to the NEM’srollout.

In a report after annual consulta-tions between the IMF executive boardand the Malaysian government, thefund acknowledged the “ambitious vi-sion” of Najib’s administration for afar-reaching economic transformationover the longer term.

The board directors “agreed that thecomprehensive structural reformagenda, at the heart of the New Eco-nomic Model, holds out promise offaster and inclusive growth,” the re-port said.

“Directors looked forward to a de-cisive effort and sustained momentumin implementing this agenda,” it said.

They also called for an “effectivecommunication strategy” to forge“broad public support” for these ef-forts.

“Further gradual liberalization ofproduct and labor markets will helpexploit policy complementarities, en-courage private investment and har-ness the benefits of reform,” the re-port said.

The Federal Open MarketCommittee’s decision Tuesday tomaintain rates at zero to 0.25 per-cent, a policy adopted since De-cember 2008, was adding to uncer-tainty over US economic recoveryprospects, said Thomas Hoenig,president of the Federal ReserveBank of Kansas City.

“As much as I want short-termimprovement, I am mindful of pos-sible longer-term consequences ofzero interest rates and further eas-ing actions,” Hoenig said at a com-munity gathering in Nebraskastate.

“Zero rates during a period ofmodest growth are a dangerousgamble,” he said.

Hoenig is the only one of theFOMC’s 10 members who has atall its meetings this year votedagainst the decision to keep inter-est rates extraordinarily low for an“extended period.”

NEW YORK – Acclaimed US jazz singer Abbey Lincoln, who wasalso a dedicated civil rights activist, has died at the age of 80, her familysaid. Lincoln died Saturday in a nursing home in New York, accordingEvelyn Mason, her niece.

Thescientists at the University ofReims say pouring bubbly at aslant, as you would a beer, pre-serves more of the tiny gas bubblesthat improve the drink’s flavor andaromas.

The study — “On the Losses ofDissolved CO2 During Cham-pagne Serving” — appears thisweek in the Journal of Agriculturaland Food Chemistry, a U.S. publi-cation.

The researchers say they lookedat two ways of pouring Cham-pagne: the “traditional” method,with the liquid poured vertically tohit the bottom of the Champagneflute; and the “beer-like way,” ex-ecuted by tilting the glass and gen-tly sliding in the Champagne.

They say the study matters notjust to Champagne drinkers but toglassmakers. They note that theindustry is researching a “new gen-eration” of Champagne glassesspecially designed to control therelease of carbon dioxide, the gasthat gives the drink its sparkle.

The researchers used bottles of2008 vintage from CooperativeNogent l’Abbesse to examine howthe two methods of pouring af-fected the release of CO2.

They said they used two waysto measure the amount of CO2 ineach pouring, and tested bottleschilled to varying degrees. the re-sult: Champagne poured like beerretained more gas than Champagnepoured to create a head of“mousse,” or foam. BRNO, Czech Republic - Spanish rider Jorge Lorenzo re-corded his seventh MotoGp victory of the season here on Sun-day riding his Yamaha to glory in the Czech Grand Prix.

Elias - who took the Gresini team’s 100thpodium today - is now 55 points ahead of newnearest rival Iannone, with Luthi down to third.

Home star Karel Abraham, who will movewith his team to MotoGP next year on a sixthsatellite Ducati, was not able to start the race af-ter his accident in qualifying.
