Besakih Temple has already beenvery famous around the globe. Thetemple situated at the Village ofBesakih, Rendang subdistrict,Karangasem Regency poses a complexof large temples consisting of 86 unitsof temple groups. The groups are di-vided into 18 public temples, 4 units ofCatur Lawa temples, 11 Padharmantemples, 6 non-Padharman temples, 29units of clan (dadia) temple, 7 templeshaving relation to clan temple and 11units of temple excluding that group. All of these temple groups were notbuilt all at once, but gradually. Whenwas Besakih Temple built? What kindsof temples are becoming integral partswith the Besakih Temple?

According to a lecturer of the HinduUniversity of Indonesia (Unhi)Denpasar, IB Dharmika, BesakihTemple was estimated to have beenbuilt by the King Wira Dalem KesariWarmadewa (913 AD) and then con-tinued by King Sri Kesari UdayanaWarmadewa having the spouseGunapriya Dharmapatni (ca. 1007 AD).Rapid advancement and developmentoccurred during the days of King DalemWaturenggong where the sage MpuKuturan and Danghyang Nirarthaplayed important role in this regard.

Dharmika added that BesakihTemple generally functioned as a sanc-tum for Hindu devotees to invokesafety. The temple was also a unifier ofthe community. “Besakih Templeserves a sanctum for the Hindus to in-voke safety. Similarly, it serves as aunifying agent of the devotees,” he said.

Meanwhile, he added that PenataranAgung was the biggest out of the 18groups in the Besakih Temple. Othertemples belonging to public templescomprised the Peninjoan Temple,Pengubengan Temple, Tirtha PingitTemple, Batu Madeg Temple, GelapTemple, Kiduling Kreteg Temple,Basukian Temple, Hyang HaluhTemple, Banua Kawan Temple,Merajan Kanginan Temple, Goa RajaTemple, Merajan Selonding Temple,Ulun Kulkul Temple, Bangun SaktiTemple, Manik Mas Temple,Pesimpangan Temple, Dalem PuriTemple, Ratu Pasek Temple, RatuPande Temple, Ratu PenyarikanTemple and Ratu Dukuh Temple.

Dharmika also observed that atBesakih Temple laid the Tirtha Templeconsisting of 14 units. Of course, thesetemples should also be known by devo-tees. Various endeavors to improve the competence of the Indonesian workers should continue tobe carried out. It is not free from the threat of “invasion” of foreign workers getting more andmore serious.

Wirawibawa said the developmentof the global era increasingly ex-panded the opportunities for foreignworkers or expatriates to work in In-donesia. Such condition automati-cally narrowed the vacancies formore ‘native’ workers and it clearlybecame a threat and challenge.

Furthermore he added that inyears to come the expatriates wereexpected to be replaced by the na-tives to Indonesia. However, thequality of human resources of thisnation had to be increased. “Pursu-ant to the Act No. 10/2009 everyworker is required to have standardcompetency. Hopefully, it could beimplemented accordingly. This isone of the efforts to improve ourhuman resources,” he said.

In the seminar was also men-

tioned a number of added values thathad to be reserved in order to im-prove the quality of human re-sources. Among them, there wereforeign language acquisition andmastery of information technology.

Meanwhile, in relation to govern-ment regulations, Subagia explainedthat foreign workers could not belimited. Moreover, Indonesia hadmade agreements with several coun-tries to conduct cooperation activi-ties. He said that the number of In-donesian workers was not restrictedto work in other countries.

Most importantly, according toSubagia, the number of foreign work-ers would no more a threat to Indo-nesia, but a challenge. It was the chal-lenge to spur the quality improvementon our human resources. (ded)

Tax of tourism sector ranks the third in Balirevenue,” Zulfikar said in the midstof meeting on the government ac-counting standard composer for theASEAN member countries in Kuta.

According to him, marketingpractices undertaken by a number ofvillas through the Internet made thedata untraceable. It constituted oneof the causes of tax revenue fromtourism sector remained low.

“We are also committing enu-meration of foreigners having a Tem-porary Resident Permit (KITAS) viaNgurah Rai Airport ImmigrationOffice, Sisingamangaraja andDenpasar. I suspect the foreignersare impossible to utilize their KITASjust for a vacation, but also for thepurpose of opening a business,” hesaid.

Another problem was that thehotel operations owned by foreign-ers, but the land owned by nativelandowners. As a result, Zulfikarthen recognized that within this re-lation the landowners working as

employee became the cause of lowtax revenue collected from this sec-tor.

In responding to this condition, the Head of Bali Regional Office ofDirectorate General of Tax Serviceshad asked the House of Representa-tives to amend the Act governing theGeneral Rules and Taxation Proce-dures (KUP) so that electronic datacould be included as supporting dataof the tax collection.

“We’ve met Commission 11 ofthe House of Representatives to pro-pose in order the Act of KUP couldbe amended so that electronic datawould be mentioned in the Act. Atthe moment, electronic data have notbeen included in supporting the datain stipulating the outstanding data,”he explained. His party also addedthat tax revenue in Bali until August2 had reached IDR 1.74 trillion, orcovered 47.79 percent of the targetset up at the amount of IDR 3.64 tril-lion. (par)

Spotlighting Labor Party rifts thathave battered Gillard since she be-came Australia’s first woman leaderafter ousting Kevin Rudd in abackroom coup six weeks ago,Abbott touted his own party’s unity, fiscal prudence and experience ingovernment.

“I am asking for your support toend the waste, to pay back the debt,to stop the big new taxes, to stop theboats and to help struggling fami-lies,” he told ecstatic supporters.

SEOUL, South Korea – South Korean President Lee Myung-baknamed a former provincial governor as his new prime minister onSunday as part of a Cabinet reshuffle.

little decision-making power.Lee also replaced the ministers of

culture, agriculture, health and wel-fare, employment and labor, and aspecial minister handling politicalaffairs.

The reshuffle came less than twoweeks after Lee’s ruling Grand Na-tional Party won parliamentary by-elections which were seen as a ref-erendum on public support for thepresident.

It also came amid tension withNorth Korea over large South Koreannaval drills off the west coast, includ-ing spots near the two countries’ dis-puted sea border.

The exercises, which end Mon-day, were aimed at strengtheningSouth Korea’s ability to counter anyNorth Korean provocations follow-ing the March sinking of a SouthKorean warship that killed 46 sail-ors.

North Korea — which has deniedinvolvement in the sinking —warned last week it would “counterthe reckless naval firing projected bythe group of traitors with strongphysical retaliation” and advisedcivilian ships to stay away from themaritime border.

South Korea’s Joint Chiefs ofStaff said no unusual military activ-ity has been detected in the North.

Seoul has said it will launch moremilitary exercises with the UnitedStates on Aug. 16 following jointnaval drills last month in waters offSouth Korea’s east coast.

Labor’s record of “all talk but noaction.”

“Let’s bury an era of gutless spinand give our country a fresh start, where politicians say what theymean and do what they say,” he saidin a speech analysts said was shorton vision.

Abbott, a devoutly Catholic fit-ness fanatic often dubbed the “MadMonk,” has been tipped by fouropinion polls in the past week totopple Gillard.

A rank outsider when the cam-paign began three weeks ago, hispopularity has soared as the singleatheist Gillard was battered by anavalanche of damaging body blowsthat have overshadowed her bid towin her own mandate to rule.

A day after her attempt to burythe hatchet with Rudd went awrywhen photos revealed visible ten-sions between the two, Abbott capi-talised on the rift that has seen

Gillard’s campaign descend intowhat he branded a “soap opera”.

“Why give the Labor Party a sec-ond chance when it wouldn’t giveits own leader one?” he said, point-edly drawing attention to Rudd’sruthless ouster.

As Abbott spoke, Rudd hit thecampaign trail in a Brisbane shop-ping mall, with the awkward taskof reviving support for Labor andthe woman who deposed him.

Outlining his plans for his firstthree months in office, Abbottlargely repeated already-stated po-sitions, but announced one new mea-sure aimed at appealing to votersworried about immigrant arrivals.

He pledged prison terms of atleast 10 years for repeat peoplesmugglers, highlighting the fact that150 boats carrying 7,000 peoplehave arrived on Australia’s shoressince Rudd won power three yearsago.

SAN FRANCISCO – Califor-nia Gov. Arnold Schwarzenegger, who twice vetoed legislation thatwould have legalized same-sexmarriage, has surprised gay rightssupporters by urging a federaljudge to allow gay couples to re-sume marrying in the state with-out further delay.

Lawyers for Schwarzenegger,Attorney General Jerry Brown, two gay couples and the city ofSan Francisco all filed legal mo-tions Friday asking Chief U.S.Distr ict Court Judge VaughnWalker to implement his rulingstriking California’s voter-ap-proved same-sex marriage ban asunconstitutional.

“The Administration believesthe public interest is best servedby permitting the court’s judg-ment to go into effect, thereby re-storing the right of same-sexcouples to marry in California,”the Republican governor’s law-yers said on his behalf. “Doing sois consistent with California’slong history of treating all peopleand their relationships with equaldignity and respect.”

BEIJING – Rubble-strewn floodwaters tore through a remote corner of northwestern China onSunday, smashing buildings, overturning cars and killing at least 127 people.

in the province was at least 127,with about 2,000 people missing.Power, water and communicationswere cut in affected areas in thesouthern part of the province, about one-third of whose residentsare ethnic Tibetan, and it was notknown how many of the missingwere in danger or simply out ofcontact.

The devastation was worsenedby the blockage of the river up-stream, which created a 2-mile (3-kilometer)-long lake that overfilledand sent massive waves of mud, rocks and water crashing down onthe town, ripping houses from theirfoundations and tearing six-storyapartment buildings in half.

Explosive experts were flyingto the scene by helicopter to de-molish the blockage and safelyrelease potential flood waters.Tents, boxed meals and medicalsupplies were being rushed to thearea, where more rain was forecastthrough Wednesday.

CCTV said 45,000 people hadbeen evacuated, but the region’sremote, mountainous location washampering the emergency re-sponse. Heavy equipment couldnot be brought along the narrowaccess roads, forcing rescuers torely on shovels, picks and buck-

CCTV reported Premier WenJiabao was had flown toJiuzhaigou in neighboringSichuan province and was head-ing to the disaster area to overseerescue work.

The Lanzhou Military AreaCommand in the provincial capi-tal dispatched 2,400 soldiers tohelp with rescue efforts. Morethan 1,000 firefighters and mili-tia members from the surroundingarea were also being sent to aidrelief efforts, Xinhua said.

It was unclear when the judgewould decide whether to grant astay that would prevent marriagelicenses from being issued to gaycouples during the appeals pro-cess.

Balinese people have an expression used to stateimprobable condition. They use the condition of taillessquail. For instance, if they have no money and want tobuy something luxurious or expensive, they will say “Iwill buy expensive X when the quail has a tail.” Quail is awild bird and it’s difficult to encounter its nest. However, today it has been cultivated widely for commercialneeds. As a result, it will be easy to obtain its egg, eitherat traditional market or stalls nearby.

If you used to taste the delicacy of chicken or duckegg, it’s time to try the small quail egg. Though it looksminimalist, it can offer you great delicacy. Coated withspiced-flour, it definitely becomes a luscious side dish.

Ingredient: 10 quail eggs, 3 tbsp starch flour, 3 tbspwheat flour, 6 tbsp rice flour and 1 sachet of spicedflour, some ½ glass of water

Spices: 3 cloves garlic (sublimated), ½ tsp coriander,½ tsp salt, 1 large chili (sliced thinly), appropriate palmoil to fry

Method:• Boil the quail eggs until cooked and peel away

its shell.• All flours are mix together and add a small

amount of water gradually. Attempt not to be too thick ortoo watery. Mix the spices into the flour batter thoroughlyand then put the quail eggs into the batter.

• Pre-heat the frying that has contained palm oil.Take the quail egg one by one that has been coated byflour batter and fry.

• Fry them until cooked or its color turnsbrownish. Take out and serve on platter. (BTN/punia)

Apart from being a tourist at-traction, Kuta Beach is also anatural habitat for sea turtles tolay their eggs. Every year, he continued, moreand more turtles are landed alongthe beach of Kuta. We, then, iso-lated them as we ever done be-fore. However, it was not safebecause the eggs are swept awayby a large wave that came sud-denly. Based on this experience,in 2005, the turtles came againand then we made a tub enclosurefor eggs. GENEVA - China’s high savingsrate is expected to fall substantially incoming years as its workforce shrinks, the population ages and social securityspending increases, a BIS report shows.

In research published by the Bankfor International Settlements on the“myth and reality” of China’s savingsrate, Ma Guonan and Wang Yi foundthat the Asian giant needs its popula-tion to spend more in order to sustainrapid economic growth in comingyears.

The researchers, who were writingin their personal capacity, also rejectclaims that Chinese state firms havebeen benefiting from high savingsthanks to exchange rate distortions andsubsidies designed to drive economicgrowth.

They point out that “lessadvantaged” and more efficient firmshave been the ones posting the greatestgains in earnings in recent years ratherthan state-owned companies.

China’s gross national savingssoared from 39.2 percent of output in1990 to 53.2 percent in 2008, far higherthan the United States, which saved just12.2 percent in 2008.

Even compared to other Asian gi-ants — Japan with 27 percent in 2007and India with 33.6 percent in 2008 —China’s share of savings as a percent-age of gross domestic product (GDP)is significantly larger.

Nonetheless, the population and so-cial trends that have underpinnedChina’s growth and savings rates arelikely tail off significantly over the nextdecade, the two Chinese researchersargued.

The frugal Chinese have come un-der fire from critics who claim thatBeijing fuelled a credit bubble in theWest by investing these savings abroad, especially in the United States.

Chinese holdings in US Treasurybonds reached 900.2 billion dollars inApril, making it the biggest holder ofsuch investments.

In the wake of the global slump,

Some 131,000 jobs were lost andthe unemployment rate remained stuckat 9.5 percent last month, officials said,as federal and local governmentsslashed jobs.

The private sector was unable tooffset a massive government layoff of143,000 census-takers, with firms cre-ating only a modest 71,000 jobs.

The figures were seen as yet an-other sign that the US economic re-covery is stagnating, and that the jobsmarket may take years to get back onits feet.

“The current pace of employmentis too slow to replace the more thaneight million jobs lost in the recession— not in the next year or two, perhapseven not in the next five years,” saidBart van Ark, chief economist of TheConference Board, a business researchfirm.

“It’s unlikely that industries such asconstruction and manufacturing willever return to pre-recession employ-ment levels.”

Analysts had predicted the ranks ofworking Americans would shrink by87,000 in July, pushing the unemploy-ment rate up to 9.6 percent.

Revisions to June figures also com-pounded the angst. The Labor Depart-

WASHINGTON - The US economy shed more jobs than expected in July, the Labor Depart-ment said Friday, heightening fears that the world’s largest economy will take years to fully re-cover from a crippling recession.

ment said 221,000 jobs had been lostversus the 125,000 earlier reported.

That piled pressure on PresidentBarack Obama to prove his economicpolicies are working ahead of Novem-ber midterm elections.

Speaking at a Washington sign-makers plant, Obama pointed to thedistance the private sector has traveledsince the depths of the recession.

“The fact is we’ve added privatesector jobs every month this year, in-stead of losing them, as we did for thefirst seven months of last year. That’sa good sign.”

But “the road to recovery doesn’tfollow a straight line,” he admitted.“Some sectors bounce back faster thanothers.”

Obama’s opponents leaped on thedata as evidence that massive eco-nomic stimulus spending had notworked.

“President Obama’s economic poli-cies have failed to create sustainablejob growth,” said Republican NationalCommittee chairman Michael Steele.

On Wall Street, markets reactedgloomily, with major stock indicestrading down heavily.

The Dow Jones Industrial Averagefell 160 points after the announcement

but later pared loses to finish the daydown 21 points.

For months investors have anx-iously awaited any clue of where theeconomy is headed, with data fre-quently providing a confused snapshot.

That trend appears to have contin-ued, leaving Obama and policy mak-ers facing tough choices aboutwhether new crisis measures areneeded.

The Federal Reserve’s rate-settingpanel meets on Tuesday, when it isexpected to ponder restarting stimu-lus policies.

But most analysts agree the cen-tral bank will shy away from any newmeasures unless absolutely necessary,to avoid using one of their few remain-ing policy levers.

“The central bank’s problem nowis that any additional monetary stimu-lus will require unconventional meth-ods,” said Ryan Sweet of Moody’sEconomy.com. “The cost and benefittrade-off of these are unclear.”

But Friday’s report prompted callsfor the Fed to keep record low inter-est rates.

“The Fed should remain dovish,”said analysts at Societe Generale.

China’s savings rate to dropin coming decade

world leaders and economists havebeen asking China to spend more, ratherthan pin its economic growth on ex-ports to the West, in order to help ad-dress world trade imbalances.

Ma, a BIS economist and Wang, who is from the Chinese central bank, note however that the current savingstrend by Chinese households will notlast.

The swelling working population inrecent years has boosted savings in re-cent years, they note.

In addition, large-scale corporaterestructuring between 1995 and 2005increased job uncertainty, forcing work-ers to set aside more money in case theywere fired. The lack of a social safetynet also pushed workers to make “pre-cautionary savings.”

Beyond households, governmentsavings have also been increasing intandem, as more is being set aside tomeet pension needs which are expectedto rise significantly as the populationages.

However, these trends are expectedto be reversed in coming years.

“It is reasonable to assume that thelarge-scale labour retrenchment ob-served during 1995 to 2008 is by andlarge been behind us,” say the research-ers.

In addition, China is expected toenter into a phase of “accelerated popu-lation ageing within a decade.” Thismeans that the workforce will decline, leading to a fall in overall income andtherefore savings. At the same time, in-frastructure spending is expected tocontinue, in order to provide for theageing population and the urbanisationof the country.

“Taken together, a key implicationfrom these medium-term forces is thatChina’s saving rate is likely to plateaubefore long and may ease off notice-ably from the current 53 percent or evenhigher levels over the next 10 years.

“The marked U-shaped experienceof China’s saving rate over the past 25years also suggests that the prospectiveChinese saving rate can fall meaning-fully in the years ahead.”

CAPE CANAVERAL, Fla. – Apair of space station astronauts hadto hammer loose a stuck connectorduring an urgent spacewalk to re-store a crucial cooling system Sat-urday, then an ammonia leak eruptedand hampered the entire repair ef-fort.

Despite making one of the long-est spacewalks ever, DouglasWheelock and Tracy CaldwellDyson had to give up trying to re-move a broken ammonia pump andretreat inside.

3rd spacewalk needed to restore cooling systemwon’t be attempted until Wednesdayat the earliest. Engineers huddled fol-lowing Saturday’s eight-hour, three-minute effort — the sixth longestspacewalk ever — to consider theiroptions.

“We will get through this prob-lem,” said space station program man-ager Mike Suffredini. “The challengeis to get through this problem beforethe next problem hits the other cool-ing system.”

The pump failure knocked out halfof the space station’s cooling systemlast weekend, leaving the orbiting labwith only one good cooling loop.Another breakdown could leave thestation in a precarious situation. Fromthe start, NASA described the repairwork as some of the most challeng-ing ever attempted at the 220-mile-high complex.

The latest trouble struck halfway

through Saturday’s spacewalk.Wheelock and Caldwell Dysoncould not get one of the four pres-surized ammonia hoses to come offthe disabled pump. “Wow. Thatthing is not budging,” Wheelocktold Mission Control.

A bit of ammonia coolant leakedout as the spacewalkers struggledwith the connections. Wheelocksaid the escaping ammonia re-sembled tiny snowflakes.

Lagging well behind by thispoint, the spacewalkers managed toremove three of the four hoses.Wheelock tried once more to dis-connect the balky line, banging thejammed button with a special tool.It worked. Mission Control eruptedin applause. “Awesome,” MissionControl radioed. But the exuber-ance was dampened by a stream ofescaping ammonia.

VANCOUVER, Canada – At least one fish species can adapt in just three generations to survive a sharpchange in temperature, researchers said in a study on the fastest rate of evolution ever recorded in wildanimals. “Our study is the first to experimentally show that certain species in the wild could adapt toclimate change very rapidly,” said Friday lead researcher Rowan Barrett.

Proceedings of the Royal Society B.The findings suggest at least some

animals may be able to change quicklyenough to survive predicted climatechange. Virtually all climate researchin peer-reviewed science journals pre-dicts global temperatures will gradu-ally rise by several degrees in comingdecades, accompanied by swings ofextreme cold and heat.

“But just because we’ve seen alarge evolutionary response, thatdoesn’t mean a natural population canadapt to climate change with no con-sequences,” Barrett told AFP Thurs-day. About 95 per cent of the fish popu-

lation died during the three-year study, with only five per cent developing atolerance for cold,” he said.

“We have to be happy with whatwe have done to-date,” mused the 23-time grand prix-winner as he preparesfor the resumption of hostilities at theend of the month. “We have had somegood races and some disappointingraces as well, but overall we are in aposition in the championship nowwhere we are very close to the lead-ers.
