The challenge

• Forge and misuse of the European Disabled Badge: Fake badges, incorrect parking in reserved spaces, misuse of genuine badges...

• Lack of information: o For public transport: routes, accessible means,

travel planning, real-time information,…

o For private transport: location and availability of parking spaces, access to restricted areas,...

• Lack of incorporation of ICT solutions in the provision of accessibility and mobility services

Goals

• Reduction of fraud by demonstrating the use of an ICT-enhanced European Parking Badge for mobility impaired people , both on the basis of physical (smartcards) - and virtual access right tokens –i.e. e-access through mobile devices.

• Proposal of specific multimodal navigation solutions for elderly and disabled people, using open data hubs and pre-existing toolsets that will be populated and exploited with specific information – e.g. elevators located near sub-way stations.

Methodology • Preparation phase. Including:

o Definition of users’ needs and requirements

o System requirements in terms of functionality, usability and accessibility.

o Development of use cases and scenarios.

o Conceptual design sessions

o Development, adaptation and integration of applications and services

• Small-scale pilot:

o Technology testing

o Usability and accessibility tests with users

• Large-scale demonstration phase: deployment of SIMON under real conditions in pilot cities: Madrid, Lisbon, Parma and Reading.

• Road map for deployment, including transferability, scalability and recommendations on standardization.

Validation. Small-scale pilot: global assessment of usefulness and usability

• SIMON Mobile: Test with 30 disabled users and relatives. Information received about:

o Usefulness and usability

o Support required for performing tasks

o Level of effort and frustration

o Identification of advantages, limitations and improvements

• SIMON CONTROLS: Test with selected parking controllers

• Deployment of SIMON services and applications in Madrid, Lisbon, Parma and Reading in real conditions.

Conclussions

• Development and integration of apps and services for mobility and parking, based on three pillars:

o Needs of users, professionals and service providers (cities)

o Flexibility of use and implementation (use cases and scenarios)

o Adaptation to the existing infrastructure at each city

• Implementation of three large scale pilots in Madrid, Lisbon, Parma and Reading

• During the final stage of the project, results will be assessed to build a Road Map for deployment based on the Social Impact of the results. The European Commission has asked for an specific report to promote the adoption of a new blue badge and parking regulation
