Last summer, the Wilkinsburg Community Development Corporation (WCDC) applied for Main Street Program designation through the PA Department of Community & Economic Development and PA Downtown Center’s Main Street Program. In January, the WCDC learned that Wilkinsburg was accepted into this prestigious program!
“We are thrilled to have been selected for Main Street Program designation by the PA Department of Community & Economic Development and the PA Downtown Center. The WCDC was formed in 2008 to revitalize our business district, and we have been following the Main Street Approach from the beginning.

owners, community stakeholders, and government officials, the Wilkinsburg Business District has made tremendous progress,” WCDC Executive Director, Tracey Evans, said.
Acceptance into the Main Street Program will provide Wilkinsburg with more financial and technical resources. For example, Wilkinsburg businesses located within the designated downtown area will be eligible to apply for Enterprise Zone Tax Credits through the Neighborhood Assistance Program (NAP); Wilkinsburg will be eligible to apply for and receive façade grants and other funding; and Wilkinsburg stakeholders will be able to network and collaborate with other Pennsylvania Regional Main Street grantees, among other benefits.
Through the state’s Neighborhood Partnership Program (NPP), the WCDC was able to prepare for this designation by hiring a full-time Economic Development Coordinator last spring to oversee the program and ensure its success.
“This award is an excellent beginning to 2015; we have a number of exciting projects including restoration of the Wilkinsburg Train Station, plans for the former Penn-Lincoln Hotel site, and campaigns to promote and support our

The Borough is sporting new street signs thanks to a provision in the capital planning budget. The new signs are in compliance with federal guidelines (which requires upper and lower case letters). The Borough Engineer and DPW conducted field verification to determine which signs were in need of replacement.

Wilkinsburg Arts and Civic Design Commission meets Thusday, February 19, from 6:30 - 8 p.m—as it does on the third Thursday of every month. This month there will be a presentation from Penn State University on the Wood St. and South Ave. parklet.

Be a Good Neighbor
In the event of snow and ice, Wilkinsburg residents are
required by Borough Code to remove, or have removed, any
snow and/or ice accumulation on their sidewalks within 24 hours of
the end of the snow event.
For years, a Welcome to Wilkinsburg sign greeted travelers heading southeast on Penn Avenue as they approached.
In 2014, the sign was hit not once, but twice, by errant drivers, damaging the sign beyond repair. But every cloud has a silver lining, and Wilkinsburg is taking the opportunity to make lemonade from lemons!
With $13,850 in insurance proceeds, the Borough and Wilkinsburg Community Development Corporation (WCDC) set out to plan a gateway sign that would not only welcome travelers through the Borough, but also make a statement about who we are as a community.
With support from the Office of Public Art, a group of artists, residents, and business owners joined with representatives from the Borough and WCDC to begin a process to replace the sign.
Artists submitted letters of intent and artist statements to the committee, and, on October 27, the group met to review these, and narrow the field down to several artists who would be interviewed by the group. Responses were received from nine artists, including four Borough residents,
who work in a variety of media, including stone, metal, paints, poetry, and stained glass.
The committee was able to narrow the field to three artists who were invited to be interviewed on January 6. At that meeting, the three finalists presented concepts based on what the gateway sign might look like. The concepts were fairly diverse, and included plexiglass, steel, photographs, and the use of light as a design element, but in
the end, one artist’s concept stood out.The community has an opportunity
to meet the selected artist, and hear more about the vision for the new gateway sign at an upcoming community meeting on Thursday, February 19 at 6 p.m. in the 2nd floor Council Chambers at 605 Ross Avenue.

This spring, the WCDC seeks to place a referendum on the primary election ballot, allowing restaurants in Wilkinsburg to apply for and receive liquor licenses from the Commonwealth of Pennsylvania. Wilkinsburg has been dry since 1870.
After federal prohibition was repealed in 1933, Pennsylvania law made liquor sales a local option. The residents of Wilkinsburg voted 7,657 to 4,610 to outlaw the sale of liquor licenses in the Borough, and Wilkinsburg remains dry today.
Meanwhile, in neighboring communities, including East Liberty and Braddock, many large-scale development projects have taken place in the past couple years. Much of this development relates to planned and newly established restaurants, hotels, and venues that sell liquor and draw more customers from throughout the Pittsburgh region.
Because of this, the WCDC Board of Directors voted to pursue the liquor license referendum, which was supported

The Board believes restaurant liquor licenses will attract new businesses to Wilkinsburg and increase investment in the area, providing

In addition to attracting new
businesses to Wilkinsburg, existing Wilkinsburg establishments, including Salvatore’s Pizza House and Biddle’s Escape, have expressed interest in acquiring liquor licenses once they are legally able to do so.
“Prohibiting liquor licenses hurts Wilkinsburg,” Biddle’s Escape owner and Wilkinsburg resident, Joe Davis, said. “Residents can easily go a few blocks away to a neighboring community, like Swissvale or the city, to enjoy a beer or glass of wine. We need to make this an option in Wilkinsburg, too.”

PHDA Offers Grant Program for First-Time Home Buyers
Wilkinsburg-based Pittsburgh Housing Development Association, Inc. (PHDA, Inc.) recently secured funding from the Wells Fargo Housing Foundation to support the First-Time Home Buyers Subsidy Grant Program for an additional year. The program assists eligible first-time home buyers with down payments and/or closing costs.
The grant will be available in early 2015 and will be dispersed through an application process. To be eligible, applicants must be a first-time home buyer, meet income eligibility guidelines, and complete a certified Home Counseling Program. The plans to renovate the historical Falconhurst apartments are part of a larger project that will restore housing and create new housing in the historic Hamnett Place neighborhood of Wilkinsburg.
The project is being spearheaded by the Landmarks Development Corporation (LDC), a for-profit subsidiary of the Pittsburgh History & Landmarks Foundation (PHLF) and will create 33 new affordable housing units.
This is in addition to the 27 units that were created by the renovation of the Cresent building and the Wilson house in 2010-2011. According to PHLF’s latest newsletter, all those units are fully occupied.
Built in 1904 as the Star Apartments, the Falconhurst at 724 Kelly Avenue is the keystone to the new LDC $10.5 million restoration project. It will house eighteen apartments.

of architecture that is rare,” said LDC President Michael Sriprasert. “The turn-of the-century arch in this contiguous line of buildings on a curved road is very interesting.”
Recently, a wall has been knocked down at the Falconhurst property. Sriprasert said that this was to desconstruct a problematic sidewall and that the goal is still to restore everything.
In addition to the Falconhurst, the following properties will be renovated: 608 Mulberry Street (three family apartments); ; 520 Jeanette Street (two family apartments); 855 Rebecca Avenue (brick building with wrought-iron balconies and eight apartments). In the vacant lot at 604-06 Mulberry Street, two new townhouses will be built.
The entire project is scheduled to be 19 months of construction and will begin in the fall. Right now, plans and financing are being finalized.
Sriprasert is encouraged that this project will respect and preserve historic
character while providing convenient and affordable housing. “We have a great group of historic preservation-minded people, including the construction team.”
With this new development, PHLF’s investment in Wilkinsburg will exceed $23 million.
The Pittsburgh Symphony Orchestra collaborates with local residents and organizations to perform an annual concert at Wilkinsburg High School, and all proceeds from the concert go to the music programs in the Wilkinsburg School District. More information about ticketing and this year’s concert will be available on the Pittsburgh Symphony Orchestra website in spring 2015.
