We hear a lot about Energy Star these days, but what does it really mean? Since it’s one of the Joint Base San Antonio Energy Policy requirements when choosing new or replacing old equipment and appliances, I decided to do a little research and fi nd out.

First, I searched the Internet – pro-found, huh? Google came up with 917 million results, the fi rst noncommercial one being the Energy Star home page. It told me Energy Star “is a government-backed program helping businesses and individuals protect the environment through superior energy effi ciency.” That sounded logical. Next was sorting through the choices for more informa-tion: Find Energy Star Products, En-ergy Star Qualifi ed, About Energy Star, Federal Tax Credits, Rebate Finder, and Buildings and Plants.

“About Energy Star” contained a lot of back-patting on how much money the program has saved us in home and business, and how much it has pro-tected the environment. But I wanted to know more about what it means if a product has an Energy Star label on it, so I clicked on “Energy Star Qualifi ed.” Here I learned these products must meet the following “key guiding prin-ciples” to earn the coveted label:

• Product categories must contribute signifi cant energy savings nationwide.

• Qualifi ed products must deliver the features and performance demanded by consumers, in addition to increased energy effi ciency.

• If the qualifi ed product costs more than a conventional, less-effi cient coun-

terpart, purchasers will recover their investment in increased energy effi -ciency through utility bill savings, within a reasonable period of time.

• Energy effi ciency can be achieved through broadly available, nonpropri-etary technologies offered by more than one manufacturer.

• Product energy consumption and performance can be measured and verifi ed with testing.

• Labeling would effectively dif-ferentiate products and be visible for purchasers.

Now knowing the criteria for a product to get the Energy Star label, I sought an example – a new copier for the offi ce. Under “Find Energy Star Products” on the home page, I found a categorized product listing, and under

“Business and Government,” and “Im-aging Equipment” was a list of copi-ers and fax machines, which can be downloaded in either Microsoft Excel or PDF format. I took it one step fur-ther to see if the machine I normally use was listed. After a little searching, because it’s on the multi-functional de-vice worksheet rather than the copier, I found that it was an Energy Star product. Eureka, it worked!

So, the next time you buy equipment for your offi ce, remember you’re re-quired to choose from the Energy Star-approved listing. But also remember it’s a good idea to check this list when buying home appliances and that even if the purchase price appears a little higher than some other brands, you’ll save money over the long haul.

Lt. Col. Rick Stoffel, 99th Flying Train-ing Squadron instructor pilot, recently surpassed 5,000 flight hours in the T-1A Jayhawk.

Stoffel began his career in the KC-10, flying in support of a variety of op-erations over places like Somalia and the Balkans. But for the past 15 years, he’s forged Air Force instructor pilots in the T-1A. “This vast experience has made him a top-tier instructor as well as a mentor for incoming instructor pi-lots,” Lt. Col. Gavin Marks, 99th FTS commander, said.

Five thousand flight hours is a sig-nificant milestone in the Air Force and is even more noteworthy and rare in a single airframe. Though Stoffel in-sists it’s “just another number” to him, Marks emphasized the impressiveness of such a feat.

“Five thousand hours gives him a tremendous amount of experience to fall back on,” he said about Stoffel’s knowledge of the mission and the aircraft.

“He knows every maneuver cold and can explain it in such a way that even the most challenged students

find difficult to not understand,” Marks said. “He can tailor how he presents information to any student, and this is directly related to his im-mense experience in Air Education and Training Command and the T-1A community.”

Regardless of the aircraft or time spent in the air, Stoffel maintains the most im-portant part of aviation, and what got him to the 5,000-hour mark is adherence to the fundamentals of aviation: “aviate, navigate, communicate.”

Described as a “by-the-book” pi-lot who epitomizes flight discipline by Marks, Stoffel firmly believes it is this fundamental maxim of prioritization that keeps pilots flying safely.

“Most of the errors I’ve seen boil down to, ‘did they fly the airplane?’ Step No. 1.”

Stoffel reaching the 5,000-hour also highlights the importance of Total Force Integration. Though he may fly with the 99th FTS, Stoffel is actually a part of the 39th Flying Training Squadron – a reserve squadron at Joint Base San Antonio-Randolph.

Reservists are essential to the mission on a daily basis and Stof-fel’s achievement is evidence of that, Marks said. “It is a testament to the

fact that ‘total force’ does work.”Through Total Force Integration and

a universal commitment to success, the 99th is able to accomplish its mission with no sacrifice of quality.

“They are infused into daily opera-

tions,” Marks said of his Reservist wing-men. “We couldn’t do our job without them. Our Reservists are a backbone of our unit. You can’t manufacture guys like Rick (Stoffel), he provides my school-house instant credibility.”

Military service members and families who want a Joint Base San Antonio quality-of-life issue ad-dressed have an opportunity, through Oct. 19, to submit their concern for this year’s JBSA Armed Forces Action Plan.

Their submissions will be the focus of the Armed Forces Action Plan Conference scheduled for 8 a.m.-4 p.m. Nov. 13-16 at the Dodd Field Chapel, Bldg. 1721, at JBSA-Fort Sam Houston.

“The Armed Forces Action Plan is designed to make improvements to the lives of service mem-bers, families, retirees and Department of Defense civilians,” Kathleen Moree, AFAP coordinator, said. “From the thousands of issues submitted to AFAP

around the world, about 90 percent have been re-tained at the local level to have changes made to installation programs and services.”

Since 1983, 691 issues have entered the process, resulting in 128 legislative changes, 179 policy changes and 200 improved programs and services.

“AFAP is a powerful tool that creates an informa-tional loop between the global military family and its leadership” Moree said. “Information provided through the process gives commanders and lead-ers insight into current satisfaction detractors and quality-of-life needs.”

Originally known as the Army Family Action Plan, the now-Armed Forces Action Plan serves the members of all branches who make up the San Antonio community, and representatives of each

branch are invited to participate in the process of enriching the quality of life for members of their community.

“Each AFAP success story originated as an idea someone decided to pursue,” Moree said. “If anyone has an idea on a policy item that could be changed, a quality-of-life service that could be improved or any other particular service, now is the time to make it known and suggest a solution.”

An increase in customers at Joint Base San Antonio-Randolph’s tax center is the exact opposite from other tax centers Air Force-wide. The upward trend for filing taxes on-line shouldn’t be an issue, according to LaMarr Queen, Randolph Tax Center coordinator. In fact, the customer base has increased for three years straight.

The bottom line for him is he’s going to need more help.

“It’s amazing how we keep increasing our numbers year after year,” Queen said. “We processed 1,645 re-turns in 2010; 1,719 returns in 2011; and 1,773 returns in 2012,” saving Randolph community members more than $340,000 in preparation fees and securing more than $3.3 million in tax refunds last year.

Being properly prepared for the upcoming sea-son means Queen will add volunteers to the tax center cadre.

Volunteers can be active duty, civilian employees, retirees, or their dependents.

If someone wishes to volunteer but does not have a Common Access Card, he should contact Queen as soon as possible.

Queen said increased security on Air Force networks has increased the wait to get a CAC, which volunteers need to perform a tax preparation.

Volunteers need not worry about having prior experi-ence filing taxes; the tax center offers training to teach new volunteers how to perform varying tax returns.

Free Internal Revenue Service-provided training for tax center representatives is scheduled for Dec. 3-7 at Randolph.

“The course will teach volunteers specific tax law and how to prepare tax returns involving a wide array of specific tax issues,” Queen said.

Once trained, “Volunteer Income Tax Assistance rep-resentatives are encouraged to assist clients by pulling at least one four-hour shift per week at the Randolph Tax Center,” Queen said. “However, volunteers won’t have to necessarily come to the tax center to prepare someone’s

taxes. They will be able to set their own schedules for clients and operate from any Internet-connected com-puter in their duty sections or at home.”

Long-time tax center volunteer, David Searcy, Headquarters Air Education and Training Command training pipeline manager, said the increase in the center’s tax filings is “the result of Queen being ac-commodating with the volunteers he has and work-ing with their schedules.”

Searcy recognized the learning process to help others as the ultimate benefit of becoming a VITA representative.

“The first thing that happens (as a volunteer) is you learn, in the most basic way, how to properly file your own taxes,” he said. “This in turn not only helps you, but also your family, friends and even people in the office with whom you work.”

Master Sgt. Melissa O’Kane, the 902nd Mission Support Group law office superintendent, said she agrees that the tax center volunteers make a big difference.

Volunteers make an impact on the lives of people in the JBSA community, she said, whether it’s helping someone save money for a vacation or to pay for school.

As the military drawdown continues over the next four to fi ve years, Defense De-partment offi cials estimate 250,000 active-duty, Guard and Reserve service mem-bers will leave the military per year through normal separations, with each ser-vice conducting additional mandatory separations.

Joint Base San Antonio-Randolph Airmen who are included in this demographic were among the fi rst military members to benefi t from the White House-mandated Tran-sition Assistance Program re-design here Sept. 28.

“The TAP redesign pi-lot program started here in July,” Peggy Rayfi eld, Air Force Personnel Center chief of transition operations, said. “We just completed our second itera-tion here before it goes live across about 75 Air Force locations and to every other U.S. military base.”

In total, the program will go live across about 250 military locations worldwide through the end of No-vember.

The transition redesign was ini-tiated to comply with the Veterans Opportunity to Work (VOW) to Hire Heroes Act of 2011, and TAP pilots were conducted incrementally at seven military locations nationwide, Randolph being the one Air Force location.

The original TAP was designed as an end-of-career-driven event that consisted of a pre-separation counseling, voluntary attendance at a Department of Labor employ-ment workshop and voluntary Veterans’ Administration briefi ngs for some service members. The only mandatory portion was pre-separation counseling, and the individual services added to this menu of preparatory efforts.

The redesigned TAP offers stan-dardized curriculums with stan-dardized learning objectives to

give all service members a more equal footing as they enter civil-ian life.

“Since the early ‘90s, the TAP has been all about employment,” Rayfi eld said. “We really focused on educating members for their job search. But the redesigned TAP is evolving into a much more comprehensive program in which the member will be able to choose from different tracks – the en-hanced employment track, small business and entrepreneurial skills track, a vo-tech track which is licensure and certifi cation, or an education track if they want to go back to school.”

Using a phased approach, the redesigned TAP will continually be adapted and expanded, rolling out the added tracks through fi s-cal 2013 and implementing a Mili-tary Life Cycle Transition through fi scal 2014, she added.

“The Military Life Cycle Transi-tion is a program that will allow us to reach service members at high points in their career,” Rayfi eld said. “We’ll literally start training them for transition from the time they come into the Air Force – through acces-sioning – and then primarily during

(professional military education), meaning we’ll ping them over and over again to be thinking about what they’ll want to do when they leave the Air Force.”

Since the July pi-lot, about 150 people have been through Randolph’s rede-signed TAP.

“The feedback we’ve received from people who’ve been through the redesign here so far is that they feel very involved,” Thomas Badman, 902nd Force Support Squadron Airman and Family Readi-ness Center chief, said. “They’ve done exercises and experi-

enced signifi cant interaction, fol-lowing an adult learning style.”

Members retiring from service may initiate their transition process two years prior to leaving the mili-tary, and those separating may start one year prior. Civilians losing their job due to Base Realignment and Closure actions are also eligible to participate.

“While spouses are not required to participate, we strongly encour-age them to,” Rayfi eld said. “Spouses will often hear things and ask ques-tions that don’t necessarily occur to the member. They also care about some different things than the mem-ber does, so this is their opportunity to use the TAP to pursue their own post-military life plan.”

Ultimately, the intent of the re-designed TAP is to reduce veteran unemployment levels to the greatest extent possible.

“A military member’s transition back into civilian life is a criti-cal change, and I believe the new program better prepares them to make that transition,” Badman said. “These people have done a great service to their country. We owe this to them.”

New commander takes command at Air Force Recruiting Service

Brig. Gen. John P. Horner took command of Air Force Re-cruiting Service from Brig. Gen. Balan Ayyar in a ceremony at Joint Base San Antonio-Randolph Thursday.

Horner was previously Surveillance and Reconnaissance Capabilities director of intelligence at the Pentagon.

The Air Force Recruiting Service comprises more than 2,600 Airmen and civilians in more than 1,200 recruit-ing offi ces across the United States and abroad. Horner is responsible for all enlisted accessions and a variety of of-fi cer accession programs. AFRS also manages all strategic marketing for the U.S. Air Force.

It’s estimated Air Force families move on average every 2.9 years, so it’s no surprise that the frequency of perma-nent changes of station can profoundly impact military children, especially in the area of education.

Fortunately, trained professionals who help families cope with educational challenges can be found on installations throughout the armed forces.

The school liaison officer serves as a link between military families and schools, advocating for the educational needs of children during these frequent periods of transition.

“I am here to equip parents to be the best advocate they can be for their child’s education by providing infor-mation and referral services,” Wan-da Cooper, Joint Base San Antonio-Randolph school liaison officer, said. “My job is to level the playing field for military children when it comes to their education, be it academic or extracurricular involvement.”

Cooper, who has served as Ran-dolph’s full-time SLO for almost two years, said educating administrators, counselors and teachers at public, private and charter schools is an im-portant part of her job.

“A lot of schools aren’t aware of the issues the military child faces, such as frequent moves,” she said. “A mili-tary child may change schools six to nine times between kindergarten and 12th grade.”

She said schools need to be in-formed that military children move often and they have a parent or par-ents who are subject to deployment, which poses additional problems.

Cooper is one of four school liaison officers for JBSA.

“We work to cover 23 school districts with more than 20,000 federally con-nected students,” she said. “We go out and network with local school superin-tendents, counseling staffs and teach-ers. We assist and train them on issues relating to the military child.”

In addition to the social challenge of making new friends, a military child in a new school may encounter

a host of academic and extracurric-ular issues, from placement in edu-cational programs to eligibility for teams and school organizations.

“For example, consider a child who moves into a new district his senior year of high school,” Cooper said. “Graduation requirements are different from state to state, so we help connect the sending school with the receiving school.

“If a student enrolls in a Texas high school as a senior, but doesn’t meet the state’s graduation re-quirements, that student may be able to receive a diploma from the sending school,” she said. “I con-tact counselors from both schools to try to work out an academic plan that will be in the best interest of the child.”

Cooper said another example of how schools can accommodate mil-itary children involved a girl who had missed cheerleader tryouts at a particular school in the spring be-cause her family had not yet moved. She was allowed to submit a video-tape of her skills when she enrolled in that school in the fall, and she was named to the team.

A document that addresses the educational challenges of military families is the Interstate Compact on Educational Opportunity for Military Children, Cooper said. Developed by the Council of State Governments’ National Center for Interstate Com-pacts, the Department of Defense, national associations, federal and state officials, departments of edu-cation, school administrators and military families, the compact pro-vides for the uniform treatment of military children transferring be-tween school districts and states, addressing myriad issues.

“We educate schools on the com-pact, and that helps them resolve issues,” she said.

Cooper, whose husband is a re-tired master sergeant, is personally aware of the educational challenges of military families. Her two chil-dren attended numerous schools during his military career.

“My daughter attended three high schools – in Japan, Kansas and

Texas,” she said.Cooper said it’s important SLOs

immerse themselves in their com-munities, so she tries “to put a face to her position.” She said she at-tends school board meetings fre-quently and serves on a panel that recommends candidates for the Randolph Field Independent School District Board of Trustees.

She also partners with Deloitte Consulting Services, which pro-vides scholarships for the Close Up Foundation’s education program that brings high school students to Washington, D.C., to learn more about the democratic process.

tutor who earned her master’s de-grees in counseling and psychology, Cooper said she “has a passion for military children, first-hand expe-rience about how military children feel and knowledge of the obstacles military children face every time they move.”

She said she strives to empower par-ents to play a greater role in their chil-dren’s education.

“I give parents information so they can be the best advocate for their child’s success,” Cooper said.

Since 1981, National Night Out events have been coor-dinated to bring community members together for family fun and education about fighting drugs and crime in their neighborhoods. Normally observed the first Tuesday of August, NNO events have been scheduled for Oct. 2 for the last two years, due to extreme summer heat here. This year’s Joint Base San Antonio-Randolph NNO took place near the housing area on North Park Street. Participants benefitted from attractions such as a secu-rity forces crime prevention tips booth, McGruff the Crime Dog and a patrol car display. The 902nd Force Support Squadron provided children’s activities like three-legged races, a football throw, baseball throw and an obstacle course. Sparky the Fire Dog also attended with a fire truck display from the 902nd Civil Engineer Squadron Fire Emer-gency Services. To complement the visual displays at the event, there was also food, cotton candy, snow cones, beverages, a disc jockey and a live band provided by Hunt Housing.

The 359th Medical Group at Joint Base San An-tonio-Randolph has expanded its drug formulary to better serve its customers and match the formularies at the other JBSA locations.

“Since the beginning of summer, we’ve made an ef-fort to expand our formulary to what they have at the Wilford Hall Ambulatory Surgical Center and San Anto-nio Military Medical Center pharmacies,” Capt. Timothy Weigle, 359th Medical Support Squadron clinic phar-macy offi cer in charge, said. “We don’t necessarily have all of these medications in stock, but we will order any we don’t have and get them to our customers in the next day or two, as long as they are in the formulary at WHASC and SAMMC.”

Weigle said the 359th MDG, which operates the clinic and exchange pharmacies, works in tandem with the other JBSA medical treatment facilities “so that we have the most uniform medication availability possible, except for certain restricted items.”

Restricted drugs are prescription medications that require special handling, administration or monitoring and are used to treat chronic, often costly, illnesses such as cancer, hepatitis C and various skin conditions.

“While we seek to have fully uniform formularies

with all JBSA (military treatment facilities) there are some items that may have pre-scribing restrictions in place,” Weigle said. “These restrictions are usually related to certain medical specialties such as dermatology or pain manage-ment. If a patient is prescribed a restricted medication from a spe-cialist, he will need to have that prescription fi lled by a pharmacy at that facility, be it the WHASC or SAMMC.”

Weigle said new drugs will con-tinue to be added on a periodic basis.

“If a new drug is chosen for inclu-sion by JBSA’s Joint Pharmacy and Therapeutic Com-mittee, it becomes available here,” he said.

Weigle said last year’s remodeling of the exchange pharmacy has made the workfl ow more effi cient. This has enabled the staff to fi ll an increasing number of prescriptions without an increase in waiting times or sacrifi cing patient safety.

The number of prescriptions fi lled at both pharma-cies increased from 316,322 in fi scal 2010 to 354,232 in fi scal 2011, a 12-percent increase.

“We had never hit 30,000 pre-scriptions in a single month until January 2011,” he said. “This cal-endar year, only one month has been under 32,000. There’s been

steady growth over the last decade, but it’s been remarkable over the last 18 months.”

Weigle said with the closing of fi scal 2012, the Randolph pharmacies hit a new record for prescriptions fi lled with 391,366, another 11-percent increase from fi scal 2011.

He also said the expanded formulary is facilitating the growth of the pharma-cies, making it more cost-effective for

customers and the Air Force.“Filling prescriptions on base, as opposed to fi lling

at a retail pharmacy, is a more cost-effective option for everyone involved,” he said. “While patients fi ll-ing at retail pharmacies pay a co-pay on every pre-scription fi lled and are limited to 30-day supplies of their medication, patients who fi ll on base incur no costs and may receive 90-day supplies. Additionally, the government saves between 25 and 60 percent on average per prescription due to advantageous pricing on medications.”

The Joint Base San Antonio-Lackland men’s varsity basketball team fell to JB-SA-Fort Sam Houston, 92-80, in a pre-season game Oct. 3 at the Chaparral Fit-ness Center at JBSA-Lackland.

Five Lackland players scored in double digits in the loss. Guard Deandre Snow and forward/guard Maurice Jenkins Day each scored 15 points, guard Steve Con-stantin racked up 11 points, and for-wards Ty Moore and Darrell Davis each had 10.

Behind at the half 38-37, the Lackland offense shifted momentum its way to start the second half and took a game-high nine-point lead six minutes into the period.

But then the wheels started to come off for Lackland as Fort Sam chipped away at the lead to narrow its defi cit to two with 10 minutes left in the game.

A layup from guard Curtis Dilworth gave Fort Sam its fi rst lead since intermission at 67-66. Lackland stayed within striking distance, but ultimately, Fort Sam’s rapid drives through the paint made a differ-ence.

With the game tied at 73-73, Fort Sam went on a decisive 16-5 run in the last fi ve minutes of play. The run was highlighted by a costly Lackland turnover less than a minute into the game-changing run that enabled Fort Sam to keep the momentum going in its direction.

The last of Dilworth’s 19 points on a game-ending layup produced the fi nal score and Fort Sam’s largest lead in the contest.

The two teams had been on an even keel before Fort Sam’s decisive double-digit run with fi ve minutes to play.

Fort Sam coach Delvin Maston liked the way his team bounced back from its subpar performance for the majority of the game to earn the win.

“We settled down and started knock-ing down a few shots,” Maston said. “We stopped settling for long shots and started pushing the ball into the paint.

“Once we started driving more to the point, our outside shots started fl owing, too,” he added.

Lackland coach Larus Martin said giv-ing up second-chance shots and turn-

ing the ball over, along with Fort Sam’s three-point shot execution, led to his team’s downfall.

“Second shots and three-point plays kept us from winning this game,” Martin said. “We didn’t execute well down the stretch, had crucial turnovers at the wrong time and gave up too many easy baskets.”

Martin said the team needs to improve its defense, rebounding and cut down on

turnovers.“We need to help each other out on de-

fense and take care of the ball down the stretch,” he said.

The loss drops Lackland to 1-2 in the preseason. Lackland opens the regular season Nov. 3 against McConnell Air Force Base, Kan., at 2 p.m. and Holloman Air Force Base, N.M., at 6 p.m. at the Warhawk Fitness Center.
