INFORMATION TO CANDIDATES

The material assembled in this package provides you with the information necessary for submitting an application for the position of Probationary Firefighter and outlines the stages in the Town’s recruitment process.

Please ensure that you read all the information carefully.

Applications will be received in confidence. All required documentation must be submitted in hardcopy and be received no later than 1600 hours on March 25, 2016.

MISSION STATEMENT

The primary mission of the Midland Fire Department is to provide a range of programs to protect the lives and property of the inhabitants of Midland from the adverse effect of fires, sudden medical emergencies or exposure to dangerous conditions created by persons or nature.

FIRE DEPARTMENT PROFILE

Midland Fire Department is a composite fire department led by a Fire Chief and Deputy Fire Chief. Additional personnel consist of 12 career and 20 volunteer firefighters. Volunteer firefighters and off-duty career firefighters are notified of an alarm via a paging system.

Fire Department headquarters is located at 550 Bayshore Drive and houses all departmental operations and the following apparatus.

SUMMARY OF FIREFIGHTER DUTIES, RESPONSIBILITIES AND WORKING CONDITIONS

The Fire Department provides 24 hour a day 7 days a week fire suppression, rescue, and emergency medical assist services to the community. Firefighters are also involved in fire prevention, public fire safety education, fire apparatus and equipment maintenance, and fire station maintenance activities. Firefighters work shifts which necessitates working nights, through weekends and on holidays.

Firefighting involves the saving of life and property through the suppression and prevention of fires and by providing emergency and rescue services.

A firefighter must fully realize and accept the responsibility of being a firefighter and shall perform to the best of their ability the duties assigned.

A firefighter shall remember that he/she is in the eyes of the public while on duty, and shall conduct themselves in a professional, compassionate and sensitive manner at all times.

A firefighter shall refrain from using offensive statements or language at the emergency scene, in and around the fire stations and when on duty in public.

A firefighter shall respond promptly and efficiently to alarms, obey the orders of the officer in charge, share in the work that is required at emergency scenes, around the fire stations and when otherwise on duty.

A firefighter is responsible for rapidly and efficiently performing various duties under emergency conditions frequently involving considerable risk.

A firefighter’s tasks include routine duties in the maintenance of firefighting equipment and property, carrying out of specific orders and directions as received from a superior officer in the normal course of maintenance duties and firefighting.

A firefighter must be committed to continuous training in fire suppression, prevention and emergency aid procedures.

Due to reasons of safety, facial hair that may affect the integrity of the face piece seal of self-contained breathing apparatus, i.e. beards and sideburns, is not permitted.

SELECTION PROCESS

The selection process will consist of the following components; application, occupation specific fitness appraisal, written testing, interview(s), medical examination, driving record and vulnerable sector screening review.

Stage 1: Application

Prerequisites

In order to be considered for a firefighting position applicants must meet the following eligibility criteria.

Be legally entitled to work in Canada. Be able to understand and communicate clearly in oral and written English under

stressful situations. Have achieved an Ontario Secondary School Diploma (OSSD) or academic

equivalent. Have a minimum 20/30 uncorrected and unaided vision acuity with colour, depth and

peripheral vision safe for the occupation of firefighter. Excellent hearing without the use of artificial aids. Have a valid class DZ driver’s license. Have valid First Aid and CPR certificates. Have no criminal record for any offence with occupational relevance, subject to

approval. All applicants are required to submit the following documentation along with a Town of

Midland Application for Position of Firefighter Form (included) and a personal résumé.

1. An official transcript indicating successful completion of a Community College Endorsed Pre-Service Firefighter Training and Education Program and a letter from the OFM Testing Unit indicating success on the Provincial Fire Service Test, or

An Ontario Fire College, Firefighter Certificate of Achievement, or Firefighter Certificate of Equivalency; or

Proof of successful completion of a NFPA 1001; Firefighter I and II from an accredited institution; and

2. Ontario Fire College, Certificate of Achievement indicating successful completion of the Pumper Operations Course, or

Proof of successful completion of an equivalent program or training, subject to approval; and

3 Valid Candidate Testing Services Certificate through the Ontario Association of Fire Chiefs all stages.

Applications will be reviewed with priority being given to those applicants who demonstrate the following:

Member of a municipal fire department Current Canadian Red Cross First Aid First Responder and CPR Certificates Other language skills i.e. French, Sign

A review of applications will be conducted and selected applicants will have the opportunity to advance to Stage 2 of the selection process.

Stage 2: Interview

Applicants advancing to Stage 2 of the selection process will be invited to participate in an interview process. Notification of the date, time and location of the interview process will be provided to the selected applicants.

The applicants will be evaluated through personal and behavioural type interview questions which shall be conducted by a panel which may include the Fire Chief, Deputy Fire Chief, Human Resources Manager and/or other representatives.

Selected applicants will have the opportunity to advance to Stage 3 of the selection process.

Stage 3: Final Selection

The selection of candidates is based on, pre-requisites, qualifications, suitability, and the ability to perform the roles and responsibilities of a Firefighter in the Town of Midland as determined by the results of the recruitment process. Applicants selected for final consideration will be required to:

Undergo and pass a medical examination which includes, but is not limited to a comprehensive review of past and present medical history; an electrocardiogram; blood work; urinalysis; chest x-ray; audiogram and pulmonary function test; a physical examination related to firefighter duties and a test of eyesight and colour vision. All costs associated with this requirement are the sole responsibility of the applicant, and

Provide an original Province of Ontario driver’s abstract, current to within 30 days of the date of the job offer showing not more than five (5) demerit points, no unpaid fines and no occurrences of occupational relevance. (Out-of-Province candidates will be required to provide a driver’s abstract from the Province of Ontario and the province, territory or state from which their license has been transferred.) All costs associated with this requirement are the sole responsibility of the applicant, and

Provide a certificate of vulnerable sector screening and criminal records check completed by the applicant’s local police service. All costs associated with this requirement are the sole responsibility of the applicant.

The successful applicant will be selected and contacted with an offer of employment with Town of Midland Fire Department. Upon verbal acceptance, written confirmation will be forwarded providing a start date. All new employees are required to successfully complete a Department orientation and training program(s).
