*Registration will be located just inside the atrium of the Ramada *Late registrations and walk-ins are always welcome. Transportation Participants need to provide their own transportation to courses not held at the Ramada. Lodging A block of rooms has been reserved at the Ramada, 420 SE 6th Ave., Topeka, KS at the rate of $83 for double or single occupancy. It includes a hot breakfast. Dr. Burton A. Clark – Keynote Speaker

Dr. Burton A. Clark, EFO has been in the fire service for 46 years, he was a firefighter in Washington, DC, Assistant Fire Chief in Laurel, Maryland, the Management Science Program Chair at the National Fire Academy, an Operations Chief during national disasters and emergencies for the DHS/FEMA, an Expert Technical Reviewer for the CDC National Institute for Occupational Safety and Health, Fire Fighter Fatality Investigation and Prevention Program, and a visiting scholar at Johns Hopkins University Center for Injury Research and Policy.

He serves on the doctoral research faculty at Oklahoma State, Benedictine, Grand Canyon, and Fielding universities. In addition, he conducts lectures, workshops, and strategic planning for various educational and governmental organizations.

Burt has a BS is in Business Administration from Strayer University, MA in Curriculum & Instruction from Catholic University, and Ed.D. in Adult Education from Nova Southeastern University. He has served on 17 doctoral dissertation committees. He studied fire science at Montgomery College with Professor Frank Brannigan, Emergency Management at the Emergency Management Institute, National Security at the National Defense University, and is a graduate of the National Fire Academy Executive Fire Officer Program. He is a nationally certified Fire Officer Four, Chief Fire Officer Designee for nine years, and Eagle Scout Mentor. Burt writes, lectures, and teaches fire service research, safety, culture, and professional development worldwide. He is married to Carolyn Smith-Clark a National Fire Academy instructor. They have six children, 14 grandchildren, and two great grandchildren. His first book is, I can’t save you, but I’ll die trying: The American fire culture. This presentation is a journey through Dr. Clark’s fire service career from the first step in the fire station to his fare well at the National Fire Academy over four decades latter. The audience is taken on a rollercoaster ride filled with information, experiences, learning, laughter, tears, and joy. Burt is trying to help illuminate your personal and professional lives. Participants come to value their lives and the people and experienced they have with new meaning.

24 hours worth of EMS Core Components – NEW ACS / Chest Pain / EKG Application Donna Connell, EMS Tech Max Occupancy: 24 Class Length: 1 hour Day: Thursday PM This class will focus on appropriate treatment of acute coronary syndrome and chest pain. It will also include demonstration of application of EKG leads including 4-lead/12-lead/15-lead. It will also include a short tissue lab to examine the anatomy and functionality of heart tissue. This class will be worth one (1) hour of EMS CEU under CV: ACS/Chest Pain; CV: 4-Lead/12-Lead EKG application. ALS Airway Management EMS Tech Max Occupancy: 18 Class Length: 2 hours Day: Saturday PM This class will focus on difficult airways, use of rescue airways, and Drug Facilitated Intubations. This class will be worth two (2) hours of EMS CE under ARV: ALS Airway Management.

Altered Mental Status EMS Tech Max Occupancy: Class Length: 2 hours Day: Saturday PM This class focuses on recognition and treatment for various causes of AMS in the prehospital setting. This class will be worth two (2) hours of EMS CE under Med: Altered Mental Status.

Atchison Chemical Spill Event EMS Tech Max Occupancy: Class Length: 2 hours Day: Sunday AM This presentation will be a dynamic and interactive case review. We'll focus on the medical components of a recent hazmat incident that taxed fire, EMS and hospital resources with over 150 patients. This class will be worth two (2) hours of EMS CE under OPS: Communications; Haz-Mat; MCI/Triage; Vehicle Ops/Transport Considerations.

Behavioral Emergencies & Altered Mental Status EMS Tech Max Occupancy: Class Length: 1 hour Day: Friday AM This class focuses on understanding and treatment of common causes of behavioral conditions seen in the field. This class will be worth one (1) hour EMS CEU under Med: Respiratory Emergencies.

Blood borne Pathogens / Communicable Diseases EMS Tech Max Occupancy: Class Length: 2 hours Day: Saturday AM This class meets the requirements for OSHA bloodborne pathogens training and provides a review of emerging communicable diseases seen in the field. BLS Airway Skills Donna Connell, EMS Tech Max Occupancy: 24 Class Length: 1 hour Day: Thursday PM This class will focus on skill technique with the use of supraglottic advanced airways with practical use of contrived settings with manikins and a tissue lab. This class will be worth one (1) hour of EMS CEU under ARV: BLS Airway Management. Cardiac Arrest Donna Connell, EMS Tech Max Occupancy: Class Length: 1 hour Days: Thursday PM This class will focus on team management of the cardiac arrest patient, employing the skills learned throughout the afternoon. This class will be worth one (1) hour EMS CEU under CV: Cardiac Arrest. CNS Injuries / Hemorrhage Control w/Transport Considerations EMS Tech Max Occupancy: 18 Class Length: 1 hour Days: Saturday AM This class will focus on stabilization and treatment of possible CNS injuries and a review of the trauma systems available for appropriate transport decision-making skills. General Pharmacology Donna Connell, EMS Tech Max Occupancy: Class Length: 2 hours Day: Sunday AM This course will include discussion and practical application of medications for various cardiac, medical, and respiratory emergencies. Hesston Active Shooter Event Mark Willis, EMS Tech Max Occupancy: Class Length: 2 hours Day: Friday AM Newton Fire/EMS Chief Mark Willis was among the first to arrive at the Excel plant in Hesston on February 25th. In spite of multiple previous experiences responding to and managing mass casualty incidents, he immediately realized this event would require a non-traditional management strategy in order for patients to survive. In this presentation Mark reviews the Hesston mass shooting response, and discusses strategies and actions to help us prepare for future mass violence events. This class will be worth two (2) hours EMS CEU under OPS: MCI Management/Triage; OPS: Vehicle Ops; OPS: Communications. OB Emergencies & Managing the Neonate Patient EMS Tech Max Occupancy: 24 Class Length: 2 hour Day: Friday PM This class will focus on common obstetrical emergencies encountered in the field and the appropriate management for these special patients. This class will be worth two (2) hours EMS CEU under Med: OB/Neonatal Emergencies.

Respiratory Emergencies EMS Tech Max Occupancy: 24 Class Length: 1 hour Day: Friday AM This class focuses on treatment options for the most common causes of respiratory emergencies seen in the field. This class will be worth one (1) hour EMS CEU under Med: Respiratory Emergencies. Shock Management EMS Tech Max Occupancy: Class Length: 1 hour Day: Friday PM This class will focus on early recognition of the physiological signs and symptoms of shock and the appropriate treatment for it. This class will be worth one (1) hour EMS CEU under TR: Shock Management; TR: Hemorrhage Control.

Soft Tissue / Musuloskeletal Injuries w/Transport Considerations EMS Tech Max Occupancy: Class Length: 1 hour Day: Saturday AM This class will focus on stabilization and treatment of soft tissue and musculoskeletal injuries and a review of the trauma systems available for appropriate transport decision-making skills. Stroke EMS Tech Max Occupancy: Class Length: 1 hour Day: Friday PM This class will focus on treatment for this time critical diagnosis while also considering appropriate transport considerations. This class will be worth one (1) EMS CEU under CV: Stroke.

Ventilation & Oxygenation EMS Tech Max Occupancy: 18 Class Length: 1 hour Day: Thursday PM This class will explore the anatomy and physiology of the respiratory system with a focus on improved understanding and improved skill techniques for establishing adequate ventilation and oxygenation. This class will be worth one (1) hour of EMS CEU under ARV: Ventilation/Oxygenation.

ACLS Con Olson, EMS Tech Max Occupancy: 24 Class Length: 16 hrs. Days: Friday & Saturday ACLS - is an advanced, instructor-led classroom course that highlights the importance of team dynamics and communication, systems of care and immediate post-cardiac-arrest care. It also covers airway management and related pharmacology. In this course, skills are taught in large, group sessions and small, group learning and testing stations where case-based scenarios are presented. Active Shooter for EMS Personnel Shawn Moreland, Salina Police Dept. & Pat Hulteen, Salina Fire Department Max Occupancy: 18 Class Length: 4 hours Day: Wednesday AM The participant should be able to describe the actions needed when responding to an active shooter incident in order to save the most victims possible. Upon completion of the class, the participant should be able to put the plan in to place in their own Operating Guidelines of their service to be able to respond to an active shooter event. Topics discussed, casualty collection points, egress, suggested operations plans, overview of mass trauma care utilizing triage.

AFG Grant Writing Linda Davis Max Occupancy: 24 Class Length: 4 hrs. Day: Saturday AM The goal of the workshop is to increase the number of competitive AFG applications/awards by enhancing attendee’s application planning & development process. This class will provide AFG grant preparation tips, tools and resources to improve competitive grant writing skills from pre-planning to computer scoring. It also enhances narrative development and narrative evaluation skills through the review of actual submitted narratives. Objectives: Increase the number of competitive grants by:

• Relating knowledge of the AFG programs/priorities to project development. • Enhancing application planning. • Providing Computer scoring tips • Highlighting support resources. • Relating project narrative development to program priorities and questions used in computer scoring. • Providing narrative writing tips. • Learning to objectively evaluate your narrative.

American Fire Culture Past, Present, Future - NEW Dr. Burton Clark, EFO Max Occupancy: 50 Class Length: 4 hours Day: Thursday PM The American fire culture has been a manual fire protection model based on six underlying assumptions, or DNA genes: fast, close, wet, risk, injury and death. To survive in the 21st century, fire service leadership must change our cultural paradigm to automatic fire protection that does not accept fire loss. This session will help you develop strategies to address key issues in reducing the number of firefighter and civilian fire deaths. Auto Extrication Holmatro Max Occupancy: 20 Class Length: 16 hrs. Days: Saturday & Sunday This course is two days of hands on exercises showing the latest techniques that can be used on the latest types of vehicles. All phases of extrication from rollovers to side impacts will be demonstrated.

Prerequisite: All participants need to bring PPE and eye protection to participate in hands-on exercises.

Basic Cause and Origin for Company Officer

IAAI Max Occupancy: 32 Class Length: 16 hrs. Days: Friday & Saturday The course expectations are to provide some basic cause and origin info for the initial company officer. It will address what they need to know to determine cause and origin and then what is the point they need to call an investigator in and what assistance they can provide to you. Basic FF Skills - Skills Trailer KSFFA Max Occupancy: 30 Class Length: 8 hrs. Day: Saturday This course is intended for all ranges of firefighters. It is geared towards the novice, but is useful for the seasoned firefighter as well. Ventilation skills, SCBA skills, forcible entry, and hose deployments are all part of this 8 hour class. 4 different stations will allow students a chance to participate in all the different skills. Full PPE with SCBA is required for this class. Basic Response to Active Shooter – NEW (2 Class Times Available) Eric Voss, KSFFA Max Occupancy: 20 Class Length: 4 hrs. Day: Friday AM & Friday PM Basic Search and Rescue – NEW KSFFA Max Occupancy: 20 Class Length: 4 hrs. Day: Friday AM Whether you’re brand new to the fire service or you are a seasoned veteran, the basics of search and rescue are skills that can always be improved. Firefighters will learn to work as teams and perform search in limited visibility as well as limited space areas. Techniques for civilian search as well as firefighter down search will be covered. Full PPE and SCBA is required. Basic Ventilation – NEW KSFFA Max Occupancy: 20 Class Length: 4 hrs. Day: Friday PM Ventilation on the fireground is one of the most important initial tasks that an incident commander must get completed. Improper or poorly timed ventilation can cause major issues for interior crews and occupants. In this session, you will see how to perform vertical ventilation and proper techniques for timing ventilation operations as well as horizontal ventilation techniques. Full PPE and SCBA is required.

Downed Powerlines (2 Class Times Available) Westar Energy Max Occupancy: 24 Class Length: 4 hrs. Days: Friday AM & Friday PM Westar Energy will have classroom and an outside demonstrations that show the power and deadly consequences when electricity is under estimated. As a fire fighter this is a must know information. Actual transformer props with 17,000 volts demonstrated will make you a believer.

Drone Operations and First Responders Jim Bodenheimer Max Occupancy: 32 Class Length: 4 hrs. Day: Saturday PM This class will discuss utilizing drones in fire operations and cover the FAA rules and regulations for drone operations. It will also cover recommended standard operating procedures (SOP/SOG) for department operations as well as talking about how to present drones to the public in a positive light. Fire Boards/City Council Responsibilities to the Fire Service Jim Bodenheimer Max Occupancy: 24 Class Length: 4 hrs. Day: Friday PM This class is focused on city council and fire board members as well as senior fire department leadership. It explores the following questions: What do members of Fire Boards and City Councils need to know about fire protection and their fire departments? We will discuss strategies to provide the best protection possible, what a good working relationship entails, and the statutory duties of Fire Boards and City Councils for the various forms of fire protection in Kansas?

Fire Fighter Rehab Shane Pearson, KSFFA Max Occupancy: 32 Class Length: 4 hrs. Day: Thursday PM What is firefighter rehabilitation? An intervention designed to mitigate against the physical, physiological, and emotional stress of fire fighting in order to sustain a member’s energy, improve performance, and decrease the likelihood of on-scene injury or death. What is firefighter rehabilitation? An intervention designed to mitigate against the physical, physiological, and emotional stress of fire fighting in order to sustain a member’s energy, improve performance, and decrease the likelihood of on-scene injury or death. The program identifies key elements for effective firefighter rehabilitation at incident scenes and training exercises, including: relief from environmental conditions, rest and recovery, temperature regulation, hydration, calorie and electrolyte replacement, medical monitoring, member accountability and tracking systems, and release for return to duty.

FRA Workshop John Boyd Max Occupancy: 60 Class Length: 4 hrs. Day: Thursday PM This class will cover the ABC’s of running your local FRA and what items it can be used for. Also, a synopsis of annual reporting requirements and information needed for the redetermination process will be covered. Class is taught by Kansas Insurance Department staff. This FRA training class has been developed by the Kansas Insurance Department to assist Firefighter Relief Associations in administering their local program in accordance with statutory and regulatory requirements. It also, outlines the procedures necessary to maintain a Relief Association in compliance with the provisions of the Relief Act. This in an in-depth training class that covers all aspects of the Firefighter Relief Act program and is set up for all members of the FRA. The topics include:

• FRA Program Totals • Receipts • FRA Expenditures • Investments • FRA Distribution Status

• General FRA Information • New Handbook • Insurance • Annuities • Complying with the Relief Act • Kansas Open Records/Meetings Act • FRA Online Program • Electronic Financial Statement Submissions • Redetermination Procedure Handling Propane Emergencies KFRTI & KSFFA Max Occupancy: 24 Class Length: 8 hrs. Day: Saturday This course provides students’ knowledge and skills necessary for handling LP-Gas and propane emergency incidents. Students learn LP-Gas properties, propane storage & transportation, and LP-Gas incident assessment. Strategy and tactics are also covered and demonstrated by allowing students to participate in different live-fire training evolutions. Participants must furnish full PPE, including SCBA and fit test verification. Participants must attend the Handling Propane Emergencies-Classroom portion of the class prior to participation in the hands-on training.

Healthcare Provider CPR/Pit Crew Con Olson & Michelle Morris, EMS Tech Max Occupancy: 32 Class Length: 4 hrs. Day: Wednesday PM This educational offering will update attendees with the 2015 AHA curriculum. This class will be worth four (4) hours of EMS CEU’s in CV: Cardiac Arrest; Med: Respiratory Emergencies.

We will review basic Honor Guard drills & skills, inspection, facing movements, saluting, marching, posting and retrieving of the colors, as well as posting, changing and retrieving of casket guards and final salute. If time allows, we will also review casket team operations, flag team operations, and bell ceremony. *please wear your Honor Guard, Class A or nicest uniform and shoes you have for class*

Incident Response to Terrorist Bombings Errin Mahan, Cpl., EM Coordinator Shawnee County Sheriff’s Office Max Occupancy: 24 Class Length: 4 hrs. Day: Saturday PM This awareness level course is designed to communicate basic information concerning explosive and incendiary devices that could be used as terrorist weapons. Presentations are designed to familiarize participants with types of terrorist groups and potential targets of those groups in U.S. communities. Terms and concepts associated with energetic materials are defined; common explosive materials and devices are described; along with discussion of the potential destructive power of explosive devices in typical community settings. Safe and effective awareness level response procedures in scenarios involving terrorist use of energetic materials are also discussed. Days: Saturday & Sunday This 2-day seminar is the second part of a blended learning format for Fire Instructor 1 training offered by KF&RTI. No student will be admitted to this seminar without a successful completion of the online portion (defined as Part 1 of the training). Day: Friday AM In this class you will learn about ISO’s Public Protection Classification (PPC) program, the system which ISO uses to review the firefighting capabilities of nearly 48,000 fire protection areas across the United States. The primary focus will be on the newly implemented revisions to the Fire Suppression Rating Schedule (FSRS), the manual used for collecting and processing data for those evaluations.

Propane Emergencies - KS Propane Marketers KS Propane Marketers Max Occupancy: 24 Class Length: 4 hours Day: Friday AM “Propane Emergencies” training, which has earned the Award of Excellence from the American Society of Association Executives, was developed for the emergency response community and the propane industry in cooperation with the National Propane gas Association, with funding from the Propane Education & Research Council. This training will include viewing a Propane Emergencies DVD, produced by the Emergency Film Group and a presentation by Dennis Cruise to review various types of propane containers, stress the importance of being prepared to handle a propane emergency, discusses firefighting tactics and general emergency response procedures as well as the importance of working with your local emergency personnel in the event of an incident or accident. Presenter Dennis Cruise, from Charlottesville, Virginia, is employed by the Virginia Propane Gas Association as an Outreach Coordinator. He has been conducting safety related training and education for over 30 years to propane industry members, law enforcement and fire protection agencies.

RR Emergency Response & HazMat Awareness - NEW Lane Sekavec & Derek Lampkin, BNSF Railway Max Occupancy: 24 Class Length: 8 hours Day: Friday BNSF RAILWAY in conjunction with TransCAER® (Transportation Community Awareness and Emergency Response) offers a FREE railroad familiarization course for community emergency responders. The course is taught from a rail industry perspective. This is to ensure that participants receive a better understanding of the hazardous materials regulations that apply to land transportation and in particular, to the railroad industry. This 4 hour course consists of two sections, a class room presentation and a hands-on section working with valves and appurtenances from railroad tank cars.

Participants will learn it takes more than a few firefighters standing around a tarp to rescue a downed firefighter. Rebranding your Fire Department Jim Bodenheimer Max Occupancy: 24 Class Length: 4 hrs. Day: Friday AM Let’s face it; many departments are having difficulty bringing in quality Firefighters. Whether your members are proud of their department or not speaks volumes about it. What kind of support do you receive from the community? A department that the community scorns and belittles receives less support in many ways and the Firefighters feel the negativity most of all. Social pressures will cause good volunteers to fall away and others to avoid contact with a department with a negative reputation. If there has been an accident or incident which put your department in a bad light, it can take years to recover. Turmoil in the leadership can destroy morale from within. This class is focused on developing a plan for improving your department’s image; how to identify strengths and weaknesses in order to build on what is good and remove the flaws that Firefighters and the community focus upon, how to reach out to young men and women in order to recruit quality Firefighters. We’ll discuss what works and what doesn’t, what cultural changes to focus on, how perception can become reality, and a timeline for positive change. Already have a positive image? What is your plan for maintaining that? Rural Water Supply – NEW KSFFA Max Occupancy: 24 Class Length: 8 hrs. Day: Saturday Water supply in the rural setting can be a challenge. Learn different methods of acquiring water as well as learning the specifics on water hauling, fire stream flow rates and tying them all together. Students will get a class portion on figuring needed fire flow rates and basics in hydraulics, then a chance to put it into application with some real world water shuttling and porta tank operations. PPE is required for the class.

Day: Saturday AM Responder awareness of threats, risks and hazards are what we are tasked with and required to work around are difficult enough, but in addition to the hostile events around the country towards first and emergency responders are things that also need our attention. Threats are found in our everyday life and usually right under our noses. Complacently, routine and familiarity can cloud our situational awareness. In this class, learn the multi discipline effort to make for safe, quick clearance of traffic incidents while making it safer for all responders including law enforcement, EMS, highway workers, and tow operators. Day: Friday AM Verbal Judo Training is an opportunity for organizations and departments to learn life changing skills to prevent potential conflicts from escalating out of control. It is critical that any and all organizations with direct client contact, whether it be police working the streets, teachers in the class room, first responders, customer service, utility workers or management positions, have the tools they need to increase positive outcomes. When personnel are tactically trained, the environment in which they work improves and threat of conflict, violence and litigation is greatly reduced. Verbal Judo benefits are not just limited to the workplace but extend to one’s personal life by having necessary skills to deal with difficult situations that can arise at home as well as in your personal life. Situational Awareness in today’s environment can be a life safety issue, much different from yesteryear. Wildland Firefighter w/NWCG certification Jason Hartman, Kansas Forestry Service Max Occupancy: 24 Class Length: 8 hrs. Day: Friday This introductory wildland firefighter course is designed to train firefighters on the hands-on techniques for using wildland firing devices, hand tools, water delivery systems, and emergency personal protective devices. This can be a stand-alone one day field class without NWCG certification or can be combined with an online portion in order to receive NWCG S130/S190 certification, often referred to as the “Red Card” certification. If completing the online portion then in addition to the hands-on information described above, you will be introduced to and gain knowledge of the basic incident management organization, firefighting techniques, suppression equipment, safety, strategy/tactics along with fire behavior, and establish an awareness of human performance issues that impact fire line job performance. Students need to bring: Gloves, Sturdy leather boots, Eye protection, Fire resistant (i.e. Nomex) or all natural fiber clothing (cotton, silk, wool etc.) NO SYTHETIC CLOTHING, Dress for the weather, if it is raining or cold we will still be outside. Students who want to take the physical fitness “pack” test will need to provide their own 45lb pack or vest, athletic attire, and appropriate shoes.
