第二节. 船舶证书及文件

2.1 船舶是否失去了保持船级的条件或其他法定要求的条件? 这句话意思是: “船舶是否存在有关船级的问题”及“船舶是否

存有有关船舶结构或船体结构的完整性或有关严重的机械问题的备

忘或建议记录”假如有关船级的问题到规定的日期没有解决,则船

舶将丧失船级。

记录保持船级的条件, 满足上述标准的备忘录或建议, 及其详细

描述和日期。对最近船级社在船所检验的项目/状况应进行检查,记

录签发日期。

对船极社的有关双层底凹陷记录应引起特别注意, 在这种情况

下,如果认为需要,记录凹陷的范围及为阻止凹陷进一步发展所采

取的措施。

第三节. 船员管理

1.对驾驶员与水手的值班组合的方法应予以说明,对驾驶员与水手之间的沟通与配合应进行评估。每班

应分工协作,共同维护船舶安全与效力。 2.所有的高级船员都应持有与其职务相对应的、主管机关认可的职务证书, 该证书每 5 年重新换发一次 (STCW 公约 1/11 和 A. 1/11) 3.船员证书应用签发该证书国家的官方文字签发,同时,还应对应译成英文. (STCW 公约 VI(2)条) 4.假如高级船员的证书不是由船舶船旗国主管机关签发,那么,应对该证书进行备签(或签发另一独立的

文件)以示船旗国主管机关对其认可. 假如有文件表明船舶对此已提出申请,主管机关也可允许该船船员

第四节. 航行

1.应对船公司制定的有关航行、训练及驾驶台操作程序、方针进行评价。应对已建立的驾驶台管理、航

次计划制定程序、船舶操作的专业运用及航海实践是否满足国际规则的要求进行检查。驾驶台手册及航

行程序应包括有关航行的总则及一般要求,驾驶台组织、值班、仪器、引航、到、离港程序等。 2.假如能有机会随船航行一会,便可对以上方针、程序及驾驶台组织管理进行评价,否则,检查官可能

与船长、驾驶员进行相互交谈,从谈话内容中也可探明船舶有关方针、程序等的理解与执行情况。 3.确知船员对下列情况所可能产生的危险已经清楚:

对船舶受各种外力影响后船舶航行特性的不充分的理解,特别是船舶航行时的尾倾及相互作用。

驾驶台组织不良、助航仪器的使用不当及个人原因;

一个考虑不充分的航次计划

值班时,精力不集中. 4.高度警惕对于船舶安全操纵是至关重要的。船舶值班人员必须集中精力。 5.助航仪器必须处于随时可用状态。有缺陷的助航仪器可能导致污染海洋的船舶碰撞或搁浅,在航行中,

If mooring wire tails are used they should be of a material with high breaking strength such as braided or plaited (not tree strand construction) nylon. The size of rope selected should be capable of easy handling, while at same time being of sufficient quality to ensure that the tail has a dry breaking strength at least 25% greater than the associated wire. Dry nylon rope is slightly stronger than polyester, but wet nylon loses strength much faster under cyclic loading than polyester, and for this reason nylon tails should have at least 37% more strength than the associated wire to allow for the reduction in wet strength. Polypropylene rope should not be used for mooring wire tails. (MEG. 6.2.7 and 6.3.1.2)

If is recommended that all fairleads used during STS transfer operations are of an enclosed type. This Section contains gas­specific questions which are additional to those contained elsewhere in the VIQ.

In answering the questions below, note that: the mandatory IGC Code applies only to those vessels the keel of which was laid on or after 1 st July 1986; the mandatory GC Code applies to vessel delivered after 30 th June 1980 (different dates apply for the

building contract ­31 st October 1976, or keel laid ­ 31 st December 1976); and the non­mandatory EGC Code applies to those vessels delivered on or before the 31 st Oct. 1976; The IGC and GC Codes were amended during their lfetime, and vessels built before those amendments came

into force do not necessary have to comply with those amendments.

Gas carriers are also required to have a Noxious Liquids Certificate when carrying dual­code cargoes (Diethyl ether, Ethylene oxide/Propylene oxide mixtures with an E­o content of not more than 30% Isoprene, Isopropylamine, Monoethymine, Pentances, Pentene, Propylene oside, Vinyl ethyl ether and Vinylidene chloride).

Gas carriers carrying oil carriage, which are regulated under Annex 1, are required to hold an IOPP Certificate with a From B which identifies the ship as a product carrier. The SOLAS Safety Quipment Certificate should also identify the vessel as a tanker engaged in the trade of carrying oil other than crude oil;

Relevant cargoes are those which do not contain heavy components likely to remain in the tanks after a ventilation procedure, and will typically be Light naphtha, Jetfuel (also called Turbofuel white or White cut gasoline), Mogas, Natural gasoline, Condensate, Pentane, and Casinghead gasoline.

Pressure relief valves should be set and sealed by a competent authority acceptable to the Administration and a record of this action, including the values of set pressure, should be retained on board the ship.
