SOCIAL AND ECONOMIC IMPACT ASSESSMENTS

Economic impact study of Separation@Source and Food for Waste: Kayamandi was appointed to assist Jeffares and Green in the determination and collection of waste management information and baseline data for the City of Johannesburg. The study entailed the evaluation of a number of international and local case studies relating to waste separation and food garden initiatives, and as part of the study, various interviews, surveys and discussions were held with buyback centres/waste collection cooperatives, informal waste reclaimers and households in some of the pilot areas where the initiatives have been rolled out with the aim of determining the socio-economic impact of Separation@Source and Food for Waste in the City of Johannesburg.

Atteridgeville corridor socio-economic impact: Kayamandi was appointed to compile a socio-economic comparitive analysis of the western leg of the Tshwane Rapid Transit system for the Inner City of Pretoria to Atteridgeville (Line 3). The entailed to inform the decision of whether Atteridgeville is a possible TRT destination from a socio-economic perspective, given that the area is already well served by rail, metro bus and minibus taxi and to determine which route, from two alternatives, is preferred from a socio-economic perspective. In order to identify the socio-economic need and desirability of such a route, an in-depth analysis was conducted through not only studying the expert studies and case studies, but also through gathering opinions and demographics through a set of structured questions and socio-economic surveys for businesses, residents and commuters within the affected study area.

Tshwane BRT route impacts: Kayamandi was appointed to undertake a socio-economic screening for the proposed TRT Line 2A along Nana Sita Street towards Hatfield, and Line 2B along Lynnwood and Atterbury Road towards Menlyn Shopping Centre. The screening was undertaken to gain a greater understanding of how the proposed Bus Rapid Transit (BRT) would influence the surrounding area and society, as well as to provide motivation and answers to socio-economic

concerns that interested and affected parties might have. Anticipated socio-economic impacts were classified according to significance and associated period of the impact.

Midrand shell Economic Impact Assessment: Kayamandi was appointed to conduct an economic impact assessment for the proposed Midrand Shell Filling Station. This entailed an socio-economic overview as well as a filling station demand and supply analysis through qualitative interviews with existing filling station in the area, as well as doing a vehicle count of vehicles visiting the existing filling stations within the area. The economic impact analysis included management and mitigation actions.

Tshwane Operation Reclaim economic impact: Kayamand undertook an economic impact assessment of Tshwane Operation Road Reclaim in order to quantify the economic impacts resultant from the proposed traffic restrictions on local and regional economies. As part of the economic impact assessment, a review of local and international case studies on the economic effects of decreased vehicular traffic from road closures and/or pedestrianisation was undertaken. A analysis of the property market was also undertaken. In order to identify key economic effects, issues and trends to be brought about by the proposed traffic restrictions, the property market assessment included the undertaking of: a building audit; business audit; survey with affected business owners and businesses already impacted by road closures in the area; observation and photography of vehicle and pedestrian movement patterns in order to observe in and outbound passing traffic, pedestrian movements, hourly patterns and daily variations, etc; and surveys with commuters to determine amongst others frequency of visit, income and expenditure profile, purchase power and disposable income, etc. This study provides a qualitative and quantitative assessment of potential change in capacity of the market to sustain the proposed traffic restrictions.

Dinokeng Cradle Tourism Impact Upgrade: Kayamandi has been appointed to conduct quantitative tourism and investment research and limited tourism modelling to update trends in the Cradle of Humankind World Heritage Site and Dinokeng GGDA (Gauteng Growth and DEvelopment Agency) projects with respect to the tourism industries, as well as to compare them with the scenarios developed by the 2008 study. The main objectives of the study was to analyse the trends emerging in the study areas and relate the findings to trends observed in the rest of the country and globally, update the socio-economic profile of the study areas to 2009, 2010, and 2011 statistics, update the developed economic model for the study areas with information simulated through trends of economic significance, the 2008 baseline figures and scenarios for 2010 and 2015 and run the economic model and quantify the contribution of the tourism industry to the local Gross Domestic Product per Region and employment.

AIDC off-grid options economic impact: Kayamandi was appointed to conduct an economic impact assessment for an Enterprise Development Programme: “Off the Grid” Energy Solutions project, on behalf of the Automotive Industry Development Centre (AIDC) to investigate the impact of installing solar powered geysers and lighting on two distressed and previously disadvantaged communities in the City of Tshwane Metropolitan Municipality (Nellmapius and Ga-Rankuwa). A total of 66 households were surveyed as part of this study.

Naledi station social and economic basic assessment: Undertook a socio-economic basic assessment for the proposed intersite precinct in Naledi, Soweto on behalf of Iliso Consulting. The station incorporates mixed use buildings, informal trading stalls, a dome taxi-city intermodal station, etc. The socio-economic basic assessment entailed undertaking a site visit, delineation of the study area, a brief socio-economic description of the property and the surrounding environment, an evaluation of the socio-economic need for the proposed activity including short-term, long-term, and no-go alternatives, a description and assessment of significance of socio-economic issues/impacts identified and potential impacts of the proposed project on these aspects. The assessment accounted for the planning, design, construction, and operation phases of the project. Ranking of options and identification of best socio-economic option was also undertaken as well as a description of socio-economic management and mitigation measures.

Department of Human Settlements Job Creation Potential of Outcome 8 Targets: Kayamandi was appointed by the National Department of Human Settlements to determine the job creation potential of Human Settlements targets as encapsulated in Outcome 8 delivery targets, namely ‘Sustainable Human Settlements and improved quality of household life’, which is focused on the following four outputs: accelerated delivery of shelter (housing) opportunities, access to basic services, more efficient land utilization, and improved (Residential) Property Market. The main research question entailed “what it’s the job creation potential of outcome 8 targets as a subset of a broader delivery strategy?” Based on various capital parameters, quantification of the direct, indirect and induced job creation potential of reaching Outcome 8 targets by 2014 was undertaken by way of Social Accounting Matrix (SAM) modeling.

Bethlehem retail impact: Kayamandi was appointed by Strategic Environmental Focus (SEF) (Pty) Ltd to undertake a Economic Impact Assessment for the proposed retail establishment, on behalf of Abland (Pty) Ltd. The purpose of this assessment is to analyse all the factors in order to provide an unbiased assessment of the potential economic impacts of the proposed retail development of Goble’s Folly in Bethlehem. Economic Impact of Government Housing Programmes: Kayamandi are appointed by the National Department of Human Settlements to undertake a study to determine the Economic Impacts of the Government Housing Delivery Programmes since 1994. To date, many programmes have been selected and run without clear vision of potential positive,

as well as negative impacts; while certain decisions have been made that do not always maximise socio-economic benefits which could be derived from the Departments expenditure. The purpose of this study, was to initiate the practice of evaluating all impacts derived from the Departments expenditure in order to maximise the economic impact. The study was thus focused on the degree of how all government housing programmes and the investment and delivery over the past fifteen years have assisted in achieving: intended outcomes, economic impact on the economy, and transformation and meaningful participation of the poor in the mainstream economy. A total of 798 questionnaires were completed with provincial and local municipal housing departments, contractors and housing beneficiaries

Haylon Hill Refuse Site EIA: Pikitup (Pty) Ltd, the waste management utility owned by the City of Johannesburg Metropolitan Municipality (CJMM), have identified the need to undertake the appropriate environmental process for the proposed planning, construction and operation of the Haylon Hill Garden Refuse site, in order to serve the surrounding areas garden refuse disposal needs. Kayamandi has been commissioned by Jeffares and Green to determine the socio-economic impact of the garden refuse site from a socio-economic point of view. This impact assessment formed part of the Environmental Basic Assessment in support of the environmental requirements or a waste license for the proposed project.

Modderfontein mixed-use impact: Kayamandi was appointed by SEF, to provide an unbiased assessment of the potential economic impacts of the proposed development of the West Lake View mixed used development (hereafter referred to as the West Lake View Development). The study entailed defining and describing the receiving environment (footprint, local and regional) from an economic perspective, and identify, analyse and in detail assessing the opportunities and constraints arising from or potentially limiting the proposed new development. The potential economic benefits of the proposed new development in order to ensure maximum benefit to the local community and associated structures was also assessed as well as the development impact of the proposed mixed used development on the economy of the local area, which will form an important component for establishing the overall feasibility of the project. The final report presents the potential gains and losses (benefits and disadvantages) that would arise as a result of the implementation of this project.

Mulilo Power station land use and tourism impact scoping: Undertook land use and tourism impacts scoping, as part of the environmental impact assessment process for the proposed Mulilo Coal Fired Power station and associated infrastructure as well as the associated transmission lines and substation, which is to be located near the town of Musina in the Limpopo Province, South Africa.

Economic impact of Rainbow Junction mixed-use impact: Kayamandi was commissioned by Strategic Environmental Focus (S.E.F) to determine the regional and local economic impacts of the proposed Rainbow Junction Mixed Land Use Development. As part of the study a socio-economic benefit analysis of the open space was also completed. The study serves as a basis for determining the economic impact of the proposed development and includes: the nature and extent of the receiving environment from an economic perspective such as the local and regional markets for residential, commercial, industrial, retail, and other land uses. The study also determine supply factors of the proposed development such as assessing the nature of the existing developments in the market area; identifying and assessing other developments in the area, and determining the nature and extent of existing and potential developments. The e ultimate goal of this study was to assess the economic impact of the proposed development. As such it deals with both the economic impact and the social desirability in terms of the open space of the project.

Economic Impact Assessment Cradle City Mixed-Use Development: Amari Land (Pty) Ltd is proposing to develop a mixed-use development in Lanseria to be known as Cradle City. Kayamandi was commissioned by Strategic Environmental Focus (Pty) Ltd to determine the economic impact assessment of the proposed development. In order to determine the potential economic impact, a base profile of the study area was compiled, an analysis of property markets was undertaken, and quantification of the possible economic impacts followed. The identified impacts were assessed in terms of nature, extent, duration, intensity, frequency of occurrence, probability, and legal requirements (where applicable). Emphasis was placed on identifying all positive and negative economic impacts on the immediately affected community, as well as other surrounding areas impacted upon. Management measures were included.

Dinokeng Cradle Tourism Impact of supporting facilities and services: Kayamandi was appointed for the undertaking of research for the Cradle of Humankind World Heritage Site and Dinokeng Blue IQ projects on the supply of facilities and services in both destinations and limited tourism modeling, on behalf of the Gauteng Provincial Government. The study was initiated by the Gauteng Provincial Government with the main aim of understanding the impact of tourism attractions, in the destinations of the Cradle of Humankind World Heritage Site and Dinokeng Blue IQ projects, on the supporting facilities and services and identifying existing and future gaps in terms of the supply of facilities and services. The main purpose of the study was also to assist the Provincial Government in making informed decisions with regard to future investments in the aforementioned Blue IQ projects. The study outcomes thus served as a decision aiding tool for the Provincial Government. The study entailed: assessing trends in the regional economy with regards to the impact of the tourism attractions on supporting facilities and services, develop a database of all facilities and services for both destinations; categorise and index these facilities and services by locality/region and type; identifying gaps in the supply of facilities and services; quantify the contribution of all facilities and services to the regional GDP; assessing trends, in particular average rate of growth in the property prices, within the project areas and compare with regional trends in the property market; projecting future trends in the tourism sector, facilities and services, and property sector over the next decade with an indication of key factors which

may affect changes; and model the tourism economy of the project areas for a 5, 10 and 20 year period, including the impact of the recession and global warming on long haul travel.

SANRAL EIA socio-economic impact: SANRAL intends to undertake the appropriate environmental process for the proposed construction of the PWV3 running through Pampoennek in the Magaliesberg near the Hartebeespoort Dam in the North-West Province of South Africa. Kayamandi was commissioned by Jeffares and Green to determine the social, socio-economic and economic impacts of the proposed road, which is to be in support of the environmental and economic authorisation for the proposed project.

CRG economic impact: Kayamandi was commissioned by Strategic Environmental Focus (S.E.F) to determine the regional and local economic impacts of the proposed Central Rand Gold South Africa (Pty) Ltd’s mining project both for the proposed construction, and operational component of the project. The economic impact assessment by Kayamandi formed part of the Environmental Impact Assessment (EIA) and Environmental Management Program (EMP) for Central Rand Gold South AFrica (CRG-SA) to obtain a mining right to mine gold and associated minerals in areas of the Central Rand Goldfield in Johannesburg.

Groot Letaba River Water Development Project EIA: Kayamandi was appointed as part of a consortium by Iliso Consulting to undertake an economic impact assessment on behalf of the Department of Water Affairs and Forestry (DWAF) to investigate the environmental feasibility of raising the Tzaneen Dam, the construction of a storage dam in the Groot Letaba River and associated bulk water infrastructure (water treatment, pipelines, pump stations, off-takes and reservoirs) in the Limpopo province.

Impact Study of Liquor Trade in the Eastern Cape: Kayamandi was appointed by the Eastern Cape Liquor Board to undertake a study on the impact of liquor in the Eastern Cape. The study looks broadly at the sector’s segmentation, sales and international trade performance, industry concentration and key products, employment characteristics, the potential for SMMEs as well as some of the key challenges facing the sector going forward.

Social Impact Assessment of the Rand Show Road link: Kayamandi was part of a consortium commissioned by Strategic Environmental Focus to undertake a social impact study of the Rand show road. This social impact assessment provided baseline information on the provincial, regional and local context, possible impacts of the road and measures to enhance positive impacts and mitigate or manage the negative impacts

ECONOMIC ANALYSIS AND DEVELOPMENT

Buffalo city SMME development strategy: Kayamandi was appointed to develop and integrated SMME development strategy for Buffalo City Metropolitan Municipality. This included identifying interventions required for a more effective growth and development regime through providing a comprehensive and detailed situational analysis of SMMEs in Buffalo City Metropolitan Municipality and to develop a strategy with clear objectives with short to long term priorities and to develop a monitoring and evaluation plan.

Capricorn GDS value-adding: Kayamandi was appointed by Mafmath Consulting to assist them with adding value to the GDS strategy for Capricorn District Municipality. Kayamandi compiled the key challenges, opportunities, objectives, priorities and interventions for each of the following key strategic levers: infrastructure development, social, community, education & skills development, economic growth and development, and good governance. Support with visioning and scenario development and growth was also provided.

Human Settlements Job Creation Model: The National Department of Human Settlements has appointed Kayamandi to update the calculation of jobs created during the delivery of human settlements. This study forms part of a national drive towards quantifying jobs created from national outcome based programmes. The Department of Human Settlements needs to provide feedback on a quarterly basis by Province as well as nationally with regard to the employment created during the delivery of Human Settlements. To enable this, and simultaneously avoid the situation of compelling contractors to complete lengthy questionnaires on a monthly basis, Kayamandi designed a job creation model of human settlement delivery. The model is based on averages and thus entaled on the ground data capturing of housing subsidy projects in all 9 provinces with either recently completed or currently active projects.

Greater Tubatse Business Audit: Kayamandi was appointed to undertake an audit of business enterprises in the Greater Tubatse Local Municipality. Surveys were conducted with all businesses (formal and informal) in the municipal area (urban and rural) to obtain comprehensive and up-to-date data on the state of enterprises in the municipality. Through the surveys, key trends, needs and issues faced by enterprises were identified to inform an understanding of the economic environment and opportunities for investment. An integrated potential analysis was undertaken which entailed amongst others identifying key focus areas for intervention. The information gathered was packaged in a user-friendly menu-driven database.

West Rand Marketing and Investment Strategy: The focus of the marketing and investment strategy is on the collation, alignment and adding of value in terms of the economic development potential and investment opportunities in the area. The following aspects were considered in delivering the marketing and investment strategy: promoting the WRDM’s Investment and trade potential, unlocking public and private sector investment, highlight investment opportunities per economic sector and packaging investment projects for investment marketing, develop practical and action orientated sectoral implementation strategies to promote such projects to potential investors for pro-active investment initiatives. A separate business investment guide was also compiled containing packaged investment opportunities for potential investors which can be utilised by to entice investors to do business in the area.

West Rand Growth and Development Strategy: Kayamandi embarked on a process to compile a comprehensive Growth and Development Strategy for the district. The strategy provide a detailed development profile which entails a description of the physical, economic, social and policy environment of the West Rand District Municipality (WRDM), the vision and mission, and a detailed description of the various strategic priorities and the required measures to ensure growth and development in the district. The key strategic priorities of the WRDM are: spatial integration, physical infrastructure, economic development, environmental management, social development, and governance. A summit was also hosted as part of the study.

North West Business Investment Climate: This study, entailed the undertaking of a business/investment climate study in the North West province (NWP) on behalf of the Department of Economic Development and Tourism (DEDT) and Invest North West (INW). The evaluation of local economic enterprises, in order to determine lurking economic problems before such problems cause the local economy to decline forms the basis of the study. The study relies on up to date, primary information. Therefore, 454 businesses were surveyed to identify problem and opportunity areas and to have updated information on the business investment climate in the North West Province (per sector: agriculture, mining, manufacturing, retail, tourism) in order to have a foundation for the development of an effective businesses retention and expansion strategy.

Mopani Economic baseline data study: Mopani District Municipality appointed Kayamandi to conduct a business baseline survey of key business in the District. Mopani District municipality is faced by restricted and outdated data on the key businesses in its area of jurisdiction, which is insufficient for accurate economic development and planning purposes. This study entailed providing an adequate and updated understanding of the latest most up to date economic profile including GDP, turnover and employment generation per sector, in the Mopani District per municipality. This study entailed conducting primary research in order to have more accurate baseline information for future planning processes and to compile an up-to-date and comprehensive view of the key business environment in Mopani District. This study also entailed identify the current status of the biggest and medium player s(formal businesses) within the economic sectors per municipality in the Mopani District, determining the annual turnover, employment and contribution to the Gross Domestic Product (GDP) of the key businesses; and determining the key import and export markets of the key businesses in the District.

RoodePoort Business District: Economic Vision and Strategy Development: The City of Johannesburg has recognised the Roodeport Central Business District (the “CBD”) as a strategically positioned area that has the potential to become one of the region’s most vibrant commercial districts. Changes in the mining industry have irreparably impacted the area’s viability and sustainability and the vitality of the CBD continues to be threatened by various factors that have converged to impact negatively on economic growth and development in the area. The factors that are depressing the vitality of the CBD include loss of employment resulting from industry change, transportation, informal housing development, poor business and industry planning and a lack of a viable and sustainable plan for regenerating the area. Kayamandi have subsequently been appointed to develop a feasible plan for growth and development in the CBD. The overall aim is to facilitate the regeneration of the Roodeport CBD and ensure that its economic potential is tapped through advocating a change in approach to economic regeneration.

Lesedi Early Warning System: Kayamandi undertook an applied LED study for the Lesedi Local Municipality. It was proposed that the EWS study be based on the model for regular systematic surveys of a sample of businesses and agricultural holdings. The need for the project arises from the fact that various businesses in the Lesedi Metropolitan area are experiencing problems with respect to sustainability in a declining regional economy. This manifests in high retrenchments, which exacerbate the already high levels of unemployment, poverty and social inequalities. The Early Warning System (EWS) was designed in such a way to flag potential problem areas, which should be targeted for pro-active intervention.

Greater Kliptown Development Project: Kayamandi was appointed by JDA to draw up a Economic Development Framework for the Greater Kliptown Development Project for the Johannesburg Development Agency (JDA) and this involves undertaking more than 1000 surveys, business plans for the development of the community centre (arts and crafts business plan, development of reeds project, and the development of a community restaurant), as well as 3 business plans for key identified economic projects (namely business support centre, chicken farming metal works and welding) and key economic strategies for economic development of the Greater Kliptown.

Assessment of the Water Requirement of Future Economic Development in the Dilokong Corridor and Environs:

The objective of the study is to determine and review current and future water requirements, resulting from the mining of the mineral resources in the area and the water requirements of possible secondary industries and services brought about by mining developments. This includes undertaking an assessment of other economic activities consequent upon higher mining output. The underlying economic principle is that additional mining output will have a multiplier effect in the economy of the study area, resulting in a higher demand for water. These derived economic activities include manufacturing activities (secondary industries) but also linkages with all commercial activities, inclusive of tourism. With increased economic activities (primary mining exploration and derived activities) impacting on employment opportunities, urban and rural domestic demand for water will also be affected. To account for this, emphasis is being placed on existing urban concentrations and commuting patterns between places of employment and residence.

DEMOGRAPHIC AND ECONOMIC MODELLING

Tshwane housing typology demand model: Kayamandi was appointed by the Financial and Fiscal Commission (FFC) to undertake a Housing Typology Demand Model. The study entailed developing a suitable model to determine the type of housing demanded over time per location while accommodating new growth, understanding the housing demand ladder, and recommending how current funding could be reviewed to respond to effective housing demand. On the qualitative side, 544 household surveys were undertaken within the City of Tshwane (as case study) to understand the residential market better and to test residential aspirations. On the quantitative side, a housing demand model was developed. The model uses a number of variables including demographic characteristics such household size, migration, and also differing household income levels. The model, developed in excel, accounts for population growth as well as households location, tenure, and typology mix choices. The model is a blend of economic theory, mathematics, and information about the structure of the residential market that is constructed in a quantitative socio-economic model.

Job creation forecasting model of Human Settlements Delivery: Kayamandi was appointed by the National Department of Human Settlements to develop a model to forecast job creation in human settlements delivery. The main research question entailed: ‘What rate of delivery is required so that we can constantly meet the human settlements needs (both current and future) and what job creation potential can be delivered by the new rate of delivery?’. In order to project the rate of housing delivery, a user-friendly model was developed which is based on four scenarios of population and economic growth, namely: low economic and high population growth, low economic and low population growth, high economic and high population growth, and high economic and low population growth. The model developed allows for the following inputs per annum, namely: population and economic growth, housing backlog and delivery, land requirements of sustainable settlements, and human settlements capital expenditure. The model provides the following outputs/result: housing delivery rate (including backlogs), land requirements, housing capital expenditure, and job creation. The input–output model utilising the Social Accounting Matrix (SAM), was utilised to analyse the job creation impacts.

Mamusa demographic modelling: Kwezi V3 engineers as part of its planning processes for Bulk Water Supply to the Greater Mamusa Area seeked to determine accurate population demographics for Mamusa Local Municipality, in order to, as accurately as possible, determine the future water requirements. Kayamandi was appointed to undertake a brief verification of the population and growth figures which were previously projected on a broader area as part of the Water Reconciliation Strategies for all towns in the Central Region. The verification undertaken was based on limited discussions with District and Municipal officials and comparison of all national databases and local population reports and data. The main objective of this demographic study was to verify the current and forecasted population figures in Mamusa local municipality based on secondary data and discussions with key roleplayers.

Eskom Witbank Masterplan: Kayamandi developed an economic and demographic scenario model to provide realistic future interpretations of growth that were provided in a format of land use in hectares per development per sub-place per period for 20-30 years. The model takes into account historical trends as well as future scenarios developed around: HIV/AIDS pandemic and associated effects on population and economic growth, natural population growth trends, migration (domestic, international and illegal), economic sectoral growth, future growth areas and nodes, and spatial initiatives. The work undertaken entailed the following studies: land use study, demographic study, economic study, spatial forecast: large and small power users, forecast sensitivity, and analysis. The studies entailed examining what is currently taking place and then undertook various future scenarios and growth analysis for each of the different land uses based on the expected size of the growth. The results of these are then represented spatially taking into account environmental limitations or development constraints. Future spatial representation of demographic, economic and physical components of all the land uses was then undertaken. The following spatial plans are developed from the data produced for the Eskom studies in order to produce a map of all the combined developments: existing urban areas, industrial, reallocation of households, new developments, areas of growth, densification, subsidy housing, additional households demand, population growth, commercial, and land availability. Kayamandi undertook these studies for the following Electricity Master Plans: Empangeni FSA, West Coast FSA, Witbank FSA, Sandton, Joburg South, Brits, and Margate.

Vaal Gamagara pipeline demographic projections: Kayamandi was involved with the demographic projections which entailed refining, updating and extending information relating to economic growth and population size of the following water users in the identified towns/areas: households, mining, industries and services, and government development initiatives. This study entailed obtaining a detailed indication of private sector initiatives such as growth of existing and/or start up of major industry developments like mines. Existing and proposed strategic water users were consulted in order to obtain future plans of both existing and proposed developments in terms of timing, size and water requirements. Public and private economic growth initiatives were taken into consideration to determine the future potential growth per town/settlement and identify new potential development areas. The latest available secondary demographic data was also ground truthed (tested on the ground for reliability and accuracy), refined, confirmed and updated by reviewing the latest municipal documents (IDPs, SDFs, LEDs, Housing Sector plans, etc), meeting with the LMs to obtain latest development plans, existing and proposed development applications, future growth areas, subsidy housing plans (Provincial and municipal), and housing plans of mines. In addition, limited on the ground settlement surveys were undertaken. Growth scenarios for the study area were then refined.

Taung Dam Water Utilisation Feasibility Study: Kayamandi was appointed by the Department of Water Affairs and Forestry (DWAF) to compile updated demographic status quo and the development of a demographic model that provides demographic projections at 5-year intervals up until 2030 for Greater Taung, Naledi, and Phokwane Local Municipalities. All demographic base data was obtained to compile up-to-date quantitative demographic profile of the study area in terms of population size and age, household size and composition, income and expenditure, education, employment, urbanisation trends, etc. Key incumbents from various public service organisations were also consulted to augment information on current social trends relevant to the study from their respective professional perspectives. The development of a demographic model followed the updated demographic profile.

MINING SECTOR DEVELOPMENT

CRG economic impact: Kayamandi have been commissioned by Strategic Environmental Focus (S.E.F) to determine the regional and local economic impacts of the proposed Central Rand Gold South Africa (Pty) Ltd’s mining project both for the proposed construction, and operational component of the project. The economic impact assessment by Kayamandi formed part of the Environmental Impact Assessment (EIA) and Environmental Management Program (EMP) for Central Rand Gold South AFrica (CRG-SA) to obtain a mining right to mine gold and associated minerals in areas of the Central Rand Goldfield in Johannesburg.

Lepelle Nkumpi Slate slab production: As part of the Lepelle Nkumpi LED Plan, Kayamandi developed a feasibility for the establishment of a local black owned small-scale slate extraction plant in Lebowakgomo..

Bushbuckridge Stone Crushing Feasibility and Implementation: Kayamandi was appointed by the Bushbuckridge Local Municipality to identify high priority economic projects and undertake five feasibility studies. The crushed natural stone is one such project. The intention of this project is to establish small-scale mining operations involved in the process of stone crushing for use in the construction industry. The areas between Hluvukani, Athol and Ludlow are areas with the greatest potential for locating the pilot project, subject to a specialist investigation. The proposed location for the pilot project covers the following villages: Athol, Hluvukani, Claire, Eglington, and Ludlow. A steering committee has been established, which would serve as the community representatives during the implementation phase.

Mopani Small Scale Illmenite Mining Feasibility Study: Mining is one of the primary activities in the Mopani District, although the full potential of this sector has not yet been exploited, especially when considering small-scale mining practices and techniques. As part of the Mopani LED a feasibility for small-scale mining was established within the Mopani District, with the primary focus of organising previously disadvantaged miners into a vibrant association for the facilitation of training, funding and, entrance into the mining industry. The study entailed determining the feasibility of small-scale mining of

Ilmenite. The project proved to be feasible based on its anticipated impacts on the enhancement of skills, poverty alleviation, rural development, economic growth and development through income generation and employment creation. The appropriate management body was included in the feasibility as well as all capital and cash-flow analysis. A detail implementation plan was also designed.

ENERGY AIDC off-grid options economic impact: Kayamandi was appointed to conduct an economic impact assessment for an

Enterprise Development Programme: “Off the Grid” Energy Solutions project, on behalf of the Automotive Industry Development Centre (AIDC) to investigate the impact of installing solar powered geysers and lighting on two distressed and previously disadvantaged communities in the City of Tshwane Metropolitan Municipality (Nellmapius and Ga-Rankuwa). A total of 66 households were surveyed as part of this study.

Eskom Witbank Masterplan: Kayamandi developed an economic and demographic scenario model to provide realistic future interpretations of growth that were provided in a format of land use in hectares per development per sub-place per period for 20-30 years. The model takes into account historical trends as well as future scenarios developed around: HIV/AIDS pandemic and associated effects on population and economic growth, natural population growth trends, migration (domestic, international and illegal), economic sectoral growth, future growth areas and nodes, and spatial initiatives. The work undertaken entailed the following studies: land use study, demographic study, economic study, spatial forecast: large and small power users, forecast sensitivity, and analysis. The studies entailed examining what is currently taking place and then undertook various future scenarios and growth analysis for each of the different land uses based on the expected size of the growth. The results of these are then represented spatially taking into account environmental limitations or development constraints. Future spatial representation of demographic, economic and physical components of all the land uses was then undertaken. The following spatial plans are developed from the data produced for the Eskom studies in order to produce a map of all the combined developments: existing urban areas, industrial, reallocation of households, new developments, areas of growth, densification, subsidy housing, additional households demand, population growth, commercial, and land availability. Kayamandi undertook these studies for the following Electricity Master Plans: Empangeni FSA, West Coast FSA, Witbank FSA, Sandton, Joburg South, Brits, and Margate.

Mulilo Power station land use and tourism impact scoping: Undertook land use and tourism impacts scoping, as part of the environmental impact assessment process for the proposed Mulilo Coal Fired Power station and associated infrastructure as well as the associated transmission lines and substation, which is to be located near the town of Musina in the Limpopo Province, South Africa.

PERSONNEL Scientific Aquatic Services S. Van Staden Aquatic Ecologist M.Sc (Environmental Management) B.Sc. Hons (Aquatic Health) B.Sc. (Zoology and Geography) Stephen van Staden completed an undergraduate degree in zoology, Geography and Environmental Management at RAU. On completion of this degree he undertook an honours course in Aquatic health through the zoology department at RAU. In 2002 he began a Masters degree in environmental management where he did his mini dissertation in the field of aquatic resource management through the use of habitat and biotic indices, also at RAU. At the same time Stephen began building a career by first working at an environmental consultancy specialising in town planning developments after which he moved to a larger firm in late 2002. From 2002 to the end of 2003 he managed the monitoring division and acted as a specialist consultant on water resource management issues and other environmental processes and applications. In late 2003 Stephen started consulting as an independent environmental scientist specialising in water resource management. He soon began diversifying into other fields wetland and lacustrne studies as well as terrestrial ecological assessments. Stephen is registered by SARHP as a competent biomonitoring specialist and is also registered as a Professional Natural Scientist with the South African Council for Natural Scientific Professions. Key Experience: Key experience gained through her involvement in a number of aquatic assessments throughout South Africa, southern Africa, West Africa and Central Africa. Studies include the SASS, IHAS, IHIA and FAII protocols. Stephen has also played a large role in developing the Resource Quality Objectives for the Harbeepoort Dam as well as the catchment of the Crocodile River upstream of the dam. Stephen has also overseen numerous terrestrial ecological assessments
