Update 11.01.2017
• A revision to the Go-Live date for the I-SEM to the 23rd May 2018
• I-SEM Market Trials will run from Dec 2017- May 2018

ESB Networks I-SEM Programme – Price Effecting Units : Update
From the Last IGG on 02.11.2016:
FR
Update 11.01.2017 – 5 Supplier Units have now moved to become Price Effecting with a decision
on the remaining 2 to follow shortly by SEM-O
A new Market Trial Working Group will be established by the I-SEM Project in March to look at
the preparation phase of Market Trials and the development of detailed supporting
documentation. We will provide feedback on this through the IGG as it becomes available.
25 esbnetworks.ie
• As discussed at the last IGG we looked for your feedback around the 2 questions listed below
We are considering drafting a new Market Trials WP12 to accommodate Participant GU registration
changes being requested specifically for Market Trials
Q1 Would you see any need for this , and would you use it
We are considering drafting a new Market Trials WP14 purely as part of the Unscripted Market Trials
to accommodate Non Participant Generator Arrangements changes being requested specifically for
Market Trials
Q2 Would you see any need for this , and would you use it
Update 11.01.2017
ESBN received comments from Suppliers showing an interest in both. Therefore ESBN will
raise a new DR to update both WP12 & WP14 and bring them to the May IGG / ReMCoWG.
ESB Networks I-SEM Programme – IGG Action 1024
26 esbnetworks.ie
Action 1024 – Further Information
ESBN Response to a specific Supplier query -
A Supplier may wish to participate in the I-SEM Project’s Market Trial.
If that Supplier wants to have different De Minimis NPGEN arrangements reflected in the data that
MRSO aggregate for Market Trials as against that which is aggregated as business as normal , then
they will need a way to communicate that to the ESB Networks I-SEM programme team (WP14 is the
mechanism for Production)
The Supplier may want to have their Retail Market test EMMA hooked up to get the Retail Market
Messages that will flow from the Market Trials test environment (viz 59x and 34x series of messages)
If the Supplier needs a different WP12 arrangement for Participant Generators for the Market Trials
than that which is catered for as business as normal, then they will need a way to communicate that to
the ESB Networks I-SEM programme team (WP12 is the mechanism for Production)
Based on Supplier feedback so far to IGG Action 1024, we are planning on bringing a DR to the Retail
Market in Q2/2017 to allow for arrangements specifically for Market Trial, for each of WP12 & WP14
Therefore, when you are working through your Registration requirements for I-SEM project’s Market
Trials you can consider the information above, and if you find you need to set up something different
for Market Trials than what is in Live Production, you will be able to let us know and we will reflect
these changes.
27 esbnetworks.ie
Action 1024 – Further Information
ESBN Response to a specific Supplier query -
Q - Can ESBN provide clarity as to whether they will be able to accommodate a
situation whereby a Generation Unit is registered with one supplier in SEM but
with another supplier in ISEM? Will the systems be able to accommodate the
varying parties during the resettlement period until SEM is completely shut down?
A - It will be possible to accommodate a situation whereby a Non Participant
Generation Unit is registered with one supplier in SEM up until the final
resettlement of the SEM and with another supplier in ISEM.
28 esbnetworks.ie
ESB Networks I-SEM Programme – Other Information
ESBN Response to a specific Supplier query -
Q - SEM-O have proposed that there would be a freeze on market registration for 3
months before ISEM go-live.
Is it likely this freeze extend to the registration of export arrangements for Non
Participant generators?
A – This will not impact on the Non Participant generators as this is a retail market
function and at the moment ring-fenced from any I-SEM changes.
However if this was to change we would inform the retail market through the usual
supplier forum, the IGG.
Thank You

DR1184 – Cooling Off for CoS (Status Update)
Suppliers have raised a number of queries in relation to this DR.
The latest version of this DR details scenarios relating to CoS with CoLE.
Also included in this version of the DR are details of an alternative Objection
Reason Code which could be used instead of Objection Reason Code SE.
Objection Reason Code ME was used for Debt Flagging in the past.
However, this is no longer required and is infrequently used. As ME is now
available it may be a better option. Suppliers feedback on this is welcome.
Suppliers are asked to review and submit any queries to RMDS.
This DR shall be available for Approval at the next Forum.

MCR1185 –Small Supplier Categorisation(1/2)
Currently the structure of the Small Supplier category does not facilitate
the business model of a Supplier having a small number of sites but
energy usage greater than 10MW power at peak demand.
The proposal is to change the current categorisation and assurance
approach within the Small Supplier category
the threshold of < 200 sites registered will continue to be part of the
criteria in qualifying and operating as a Small Supplier in the Retail
Market at all times
the threshold of 10MW power supplied at peak demand will not
apply as criteria where a Supplier indicates that their model is one
which is a small number of customers but where there will be greater
than 10MW power at peak demand.
11th January, 2017 35
MCR1185 – Small Supplier Categorisation(2/2)
The assurance body will determine the assurance assessment required for
each Small Supplier entering the Retail Market based on the segment(s)
the Supplier is entering and their Business model.
The Scope of Change to Design Documentation relates to amendments to
the Market Assurance and Market Entry Documentation.

Average Assurance Completion & Effective in the Market Time Frame
• The graph shows the average time taken by New Entrants during
2014 -2016 in each category to complete their assurance and
become effective in the market .
• There was an increase in time frame for both assurance and
becoming effective in the market for the Large Supplier category
during 2015/2016 as a result of the TIBCO Upgrade programme
taking place during this time
• The large difference in time from the assurance completion to the
effective date for Self Suppliers, and DSU is a result of the time
duration for the completion of the Wholesale aspect of the market
entry and the Network infrastructure build/connection.
