    Europe in a changing world - Inclusive, innovative and reflective societies

  • Reducing inequalities, social exclusion and discrimination in Europe are among top EU priorities. By exploring new forms of innovation, strengthening the evidence base and engaging citizens, research is a powerful tool to address these challenges.

    Horizon 2020, the EU’s €77 billion research and innovation funding programme for the 2014-2020 period, sup-ports projects working on new solutions in this area via its Societal Challenge 6 ‘Europe in a changing world - In-clusive, innovative and reflective societies’. The challenge is dedicated, among other topics, to innovating public sector in a context of unprecedented transformations and growing global interdependencies.

    The EU is supporting projects working on these three priorities.

    So far, ICT-enabled projects have received over €110 million in EU funds to advance the public sector innovation.

    Projects funded in 2014 and 2015 focused on developing open, reusable service components and stimulating the use of open data, thus helping to shift to an open, digitally-driven collaborative public administration that is ready for the 21st century challenges.

    In the 2016-2017 period, 13 projects received nearly €49 million EU funding via four calls for proposals:

    • Applied co-creation to deliver public services (CO-CREATION-04) – the CoSIE and SoCaTeL projects are piloting the co-designing and co-creation of public services, using ICT and relying on open data or open public services.

    • Co-creation between public administrations: once-only principle (CO-CREATION-05) – the TOOP and SCOOP4C projects are working on solutions to provide key data to public administrations only once, while advancing personalisation, improving user experience, as well as increasing digitisation of public services.

    • Policy-development in the age of big data: data-driven policy-making, policy-modelling and policy- im-plementation (CO-CREATION-06) – the Co-Inform, CUTLER, PoliVisu and Big Policy Canvas projects are ex-perimenting with the possibilities that big data offer to public administrations, such as policy modelling, mon-itoring, enforcing, simulation, testing, analysis and policy compliance.

    • Among other topics funded under the Cultural cooperation calls for proposals, Understanding the trans-formation of European public administrations (CULT-COOP-11) supported the CITADEL, COGOV, Co-VAL, TROPICO and ENLARGE projects. Their aim is to explore and analyse how the public administrations could become open and collaborative, encourage the engagement and participation of public, private and civil soci-ety stakeholders for effective, appropriate and user-friendly public service design, delivery and policy-making.

    ICT-enabled public sector modernisation is one of the key pri-orities of the Societal Challenge 6. The open government par-adigm composed of three axes - open data, open services and open process – is at the heart of this effort.

    Two research and innovation topics supporting ICT–based solutions for migration and transformation of gover-nance in 2018 have backed six more projects with €21 million in EU funds:

    • Addressing the challenge of migrant integration through ICT enabled solutions (DT-MIGRATION-06) – the MICADO, MIICT, NADINE and REBUILD projects are facilitating the management of the integration, providing better and customised services matching the needs of migrants or implementing more efficient integration strategies at local level.

    • Transformative impact of disruptive technologies in public services (DT-TRANSFORMATIONS-02) – the CO3 and QualiChain projects have been researching the impact of blockchain, big data analytics, Artificial Intelligence and similar topics.

    These projects will have an impact on the public service provision, boost public engagement and enable evi-dence-based decision-making.

    The DT-MIGRATION-06 and DT-TRANSFORMATIONS-02 calls for proposals launched in 2019 will fund four projects addressing the challenge of migrant integration through ICT enabled solutions and the transformative impact of disruptive technologies in public services. In addition, three projects will work on delivering public goods and inclu-sive public services and piloting the use of the European cloud infrastructure for public administration resulting from the DT-GOVERNANCE-05 and DT-GOVERNANCE-12 calls for proposals. In total, the EU will invest around €31 million in these projects.

    Next calls for project proposals in ICT-enabled public administration will open on 5 November 2019. They will offer a budget of €42.5 million under the Transformative impact of disruptive technologies in public services (DT-TRANSFOR-MATIONS-02), New forms of delivering public goods and inclusive public services (DT-GOVERNANCE-05) and Piloting the use of the European cloud infrastructure for public administration (DT-GOVERNANCE-12) topics. A new call for addressing citizen-centric public services in local and regional administrations (DT-GOVERNANCE-22) will also open.

    Modernisation and digitalisation of public administration will also remain an EU priority in the future. The strategic orientation papers of Horizon Europe, the next EU’s research and innovation framework programme for the 2021-2027 period, put these topics under funding pillar II ‘Global challenges and industrial competitiveness’, cluster 2 ‘Culture, creativity and inclusive society’ of the intervention areas ‘Democracy and governance’ and ‘Social and economic transformations’.

    CoSIE: Co-creation of service innovation in Europe

    There is a growing consensus that public services can improve through experiments, which bring together service providers and their users. The CoSIE project is engaging diverse citizen groups, especially those that are hard to reach, and stakeholders, to co-create public services. By blending various data sources (open data, social media) with the innovative deployment of ICT (data-analytics, Living Lab, Community reporting) in nine pilots, the project is letting end-users and their informal support networks shape service priorities.

    CoSIE has six objectives:

    1. Develop practical resources grounded in asset-based knowledge to support new ways for the public service actors to redefine operational processes

    2. Carry out nine pilots to co-create a set of relational public services with various combinations of public sector, civil society and commercial actors

    3. Draw cross-cutting lessons from pilots, as well as share and validate new ideas and models of good governance using innovative visualisation methods

    4. Apply innovative approaches to local contexts and user groups to gather the user insight necessary for co-creating services

    5. Ensure sustainability by establishing local trainers for animating dialogue and collating user voice, embedded in community networks

    6. Mobilise the new knowledge by creating an accessible, user-friendly roadmap to co-creation for service providers and their partners

    SoCaTel: A multi-stakeholder co-creation platform for better access to long-term care services

    SoCaTel addresses the needs of the growing ageing population in Europe by improving the accessibility, responsiveness, efficiency and transparency of social and care services, with a focus on long-term care.

    The project is creating, implementing and piloting a multi-module/multi-stakeholder platform, which fosters ageing-in-place in a friendly environment and community. This platform, based on past project results such as OASIS and its open government platform Ozwillo, will facilitate end-users’ free choice of government and non-government long-term care services according to their needs, and will empower citizens’ voices and their representatives to champion their causes. Users, public services and innovators are collaborating throughout the process, from design to development and testing, and onto implementation – facilitating the co-creation of novel services to address emerging needs and opportunities, while encouraging bottom-up innovation.

    SoCaTel is using governmental and private data sources, via links to platforms such as UniversAAL and PERLIS elderly supervision system, thus also creating additional business opportunities.

    The SoCaTel approach and platform will be piloted in four countries, involving service users, government authorities, universities and the private sector - Spain, Finland, Hungary and Ireland - thus covering different welfare state models and addressing different challenges and cultural settings.

    The project puts forward solid frameworks for co-creation, impact assessment, ethics and change management, promot-ing a smooth introduction of co-creation approaches into public administration. The outputs of the project will be a range of services co-created during the pilots and ready to be deployed. The SoCaTel technological platform will be released as open-source, facilitating its uptake by public authorities across Europe, as well as creating business opportunities to the SoCaTel small and medium enterprises and to third parties.

    SCOOP4C: Stakeholder community for once-only principle: reducing administrative burden for citizens

    The SCOOP4C project investigated how to best implement the once-only principle (OOP) where public administration is col-lecting key data of citizens and businesses only once in order to significantly reduce administrative burden and simplify pro-cedures while reusing data among public administration with the control and consent of their users.

    The project collected and shared existing good practices of OOP implementation for citizens and established a body of knowl-edge in the area. It also identified challenges, needs and benefits of the OOP in co-creation and public service provisioning resulting in policy recommendations on the paradigm change to build trust in the OOP implementation.

    The project built and sustained a stakeholder community, as well as identified relevant stakeholders and drafted their engage-ment plan to ensure sustainable and wide OOP implementation.

    Lastly, SCOOP4C developed a tangible R&I roadmap for wide and sustainable OOP implementation.

    TOOP: The once only principle project

    The TOOP project is testing and putting into practice the once-only principle that would allow innovative public administrations to collect data of businesses only once and share them with other public administrations at national and EU level in a secure way while respecting data protection rules. The project is carrying out three pilots, using a federated architecture at pan-Euro-pean scale, in order to identify drivers and barriers and to provide a basis for future implementation and wider use:

    1. Cross-border e-Services for business mobility2. Updating connected company data 3. Online ship and crew certificates

    The project’s main technological innovation is a generic federated OOP architecture that supports the interconnection and interoperability of national registries at the EU level. TOOP has the ambition to connect 59 information systems from 21 coun-tries in an innovative way and serve as an important learning environment for OOP in particular and European e-Government in general. The pilots will demonstrate time savings and cost reductions for businesses and administrations by reducing the administrative burden and will provide a basis for recommendations for future implementations and wider use of the OOP. The pilots are scalable and can be extended to all Member States later on.

    TOOP’s consortium of 51 organisations consists of 19 national administrations or authorised bodies from 19 different EU Member States and two Associated Countries.

    Big Policy Canvas: Needs, trends and ICT tools for advanced data-driven public sector

    The Big Policy Canvas project worked on transforming the public sector into an effective, efficient, precise, consistent, and ev-idence-based policymaking structure. The project’s mission called on understanding and exploring both the technological and the socio-economic landscape that will influence and will be influenced by advanced public sector performance. The findings of Big Policy Canvas would contribute to the sustainability and effective use of the solutions proposed, as well as nurture a more data-inspired, politically educated, smart and caring generation that will improve the public sector experience in Europe.

    Concretely, Big Policy Canvas assessed the public sector needs and trends, analysed and grouped emerging methods, tools, technologies and applications, in particular from the big data perspective, that holds the potential to disrupt the public sector’s way of working. The project set up the community and provided a knowledge base to be used by public sector bodies, practi-tioners and stakeholders.

    Co-Inform: Co-creating misinformation-resilient societies

    Misinformation generates misperceptions, which have affected policies in many domains, including economy, health, environ-ment, and foreign policy. The Co-Inform project is about increasing resilience to misinformation and achieving more informed behaviours and policies by empowering citizens, journalists and policymakers with co-created socio-technical solutions.

    The project is bringing together all stakeholders to detect and fight misinformation on social media and enhance misinforma-tion-resilient behaviours.

    Co-Inform is working on:

    • Forecasting the parts of network and demographic sectors likely to be hit by misinformation • Infiltrating echo-chambers on social media to expose confirmation-biased networks to different perceptions and

    corrective information• Providing policymakers with advanced misinformation analysis to support their policy-making process and validation

    To achieve these goals, Co-Inform has brought together a multidisciplinary team of scientists and practitioners, to foster co-creational methodologies and practices for engaging stakeholders in combating online misinformation, combined with advanced intelligent methods for misinformation detection, flow prediction, and real-time processing and measurement of crowds’ acceptance or refusal of misinformation.

    The project will make its open-source tools and platform freely available to maximise benefit and reuse.

    CUTLER: Coastal urban development through the lenses of resiliency

    Whether it is a bay, a river or a brook, every city that incorporates water in its fabric has to drive urban development, while balancing between economic growth, environmental protection and social cohesion. Urban resilience, the capacity of individu-als, communities, businesses and systems within a city to survive, adapt and grow no matter what chronic stresses and acute shocks they experience, is at the heart of this effort.

    In developing policies that add value to the resilience of a city, the CUTLER project shifts the existing paradigm of policymaking largely based on intuition, to an evidence-driven approach enabled by big data. The project focusses on policies related to the water element, taking as basis demographic data, statistical information, sensor readings and user-contributed content form-ing the big data layer. CUTLER uses methods for big data analytics to measure the economic activity, assess the environmental impact and evaluate the social consequences. The collected evidence is used to inform, advise, monitor, evaluate and revise the decisions made by policy planners. Lastly, the project is developing effective policies for:

    PoliVisu: Policy development based on advanced geospatial data analytics and visualisation

    The PoliVisu project is redesigning the traditional public policy-making cycle using big data. It aims to enhance an open set of digital tools that will help public sector decision-making become more democratic by experimenting with different policy options through impact visualisation and harnessing the collective intelligence of policy stakeholders for collaborative solution development.

    Working with three cities to address societal problems linked to smart mobility and urban planning, the intention is to enable public administrations to respond to urban challenges by enriching the policy-making process with opportunities for policy experimentation at three different steps of the policy cycle - design, implementation and evaluation. Experimentation of policy options will enable the cities to tackle complex, systemic policy problems that require innovative thinking to develop transfor-mative solutions.

    CITADEL: Empowering citizens to transform European public administrations

    Demographic change, as well as the quest for steady economic and social development that is compatible with competitive globalised economy are key challenges of the public service. In order to adapt, public service must innovate, as well as become more efficient and productive.

    The CITADEL project created a transformative ecosystem of best practices, tools and recommendations for public administra-tions that enables more efficient, inclusive and citizen-centric services. The ecosystem allowed public administrations to use what they already know and create new data to implement what really matters to citizens in order to shape and co-create more efficient and inclusive public services. For instance, CITADEL identified why citizens are not using a given public service (due to affordability, accessibility, lack of knowledge, embarrassment, lack of interest, etc.) and, where appropriate, used this information to make public services more attractive, so they start using the services.     COGOV: Co production and co governance: strategic management, public value and co creation in the renewal of public agencies

    Taking a strategic approach to the renewal of organisation and management of European public administrations is a key re-quirement for improving public governance and citizens’ participation across Europe.

    The COGOV project is exploring and diffusing leading-edge experiments in new and more participatory approaches to public administration across various countries in Europe. The project is preparing applicable knowledge about the dynamics and de-velopmental patterns of longitudinal, emergent strategy formation processes and the dynamics leading to strategic renewal and community engagement.

    COGOV bases its work on the public value creation models, used in combination with co-creation and co-governance ideas, as well as digital era governance inspirations that bring more participatory approaches to e-government.     Co-VAL: Understanding value co-creation in public services for transforming European public administrations

    The main goal of Co-VAL is to discover, analyse and provide policy recommendations for transformative strategies that in-tegrate the co-creation of value in public administrations. The project aims to accomplish these objectives by conducting research on the paradigm shift from the traditional top-down model to demand and bottom-up driven models where citizens, civil servants, private and third sector organisations voluntarily participate in the development of transformative innovations addressing changing needs and social problems.

    The project is pushing the boundaries of both research and practice by delivering:

    • A comprehensive and holistic theoretical framework for understanding value co-creation in public services from a service-dominant logic and a service innovation multi-agent framework

    • Measurement and monitoring of transformations in the public sector by using both existing data and new metrics (large-scale survey)

    • Study of four co-creation areas related to public service transformation : digital transformation (including open platforms, big data, and digital service delivery), service design (including service blue-printing), government living labs, and innovative structural relationships (public-private innovation networks and social innovation)

    • Actionable policy recommendations that build on the research findings

    Co-VAL is a consortium of 13 teams from 11 EU countries formed by leading experts in public administration, co-creation and open governance, digital economy and service innovation. The consortium collaborates with stakeholders representing central, regional and local administrations.

    ENLARGE: Energies for local administrations to renovate governance in Europe

    Co-design and co-production processes are promising horizontal governance tools to innovate public administrations and the public sector in general. In particular, co-design processes can improve policy effectiveness by including a wide range of view-points in its design, while co-production processes involve responsible citizens-users in the policy implementation, thus helping to maintain public services during austerity periods.

    Notwithstanding the high potential of these processes, practical evidence about their usefulness and sustainability for local administrators is still lacking, leading to slow take-up.

    The ENLARGE project shed some light on the ‘how and why’ issues of co-design and co-production processes through an in-tense dialogue between policy-makers, experts in participatory governance and civil society actors. The specific focus was on sustainable energy and in general all the solutions aiming to generate more efficiency and effectiveness in public services and public endowments.

    In detail, the project:

    TROPICO: Transforming into open, innovative and collaborative governments

    The TROPICO project aims to examine how public administrations transform to enhance collaboration in policy design and service delivery, advancing the participation of public, private and societal actors. It is analysing collaboration in and by gov-ernments, with a special emphasis on the use of information and communication technologies (ICT), and its consequences.

    Assessing the institutional conditions and individual drivers and barriers is crucial for understanding the transformation of gov-ernments towards greater collaboration. The state structures and administrative traditions provide different starting points of the public sectors in Europe. Likewise, individual attitudes, skills and expertise of officials play a decisive role in understanding this transformation.

    TROPICO is studying collaboration practices within governments and their interaction with public, private and societal actors across a variety of policy sectors. It is looking at the actors and means of innovative collaboration, including ICT, and their connections. The project is also assessing the effects of collaboration for legitimacy, accountability and government efficiency to provide a comprehensive analysis of the transformation towards open, innovative, and collaborative governments.

    TROPICO is following a truly comparative approach by studying ten countries representing the five administrative traditions in Europe: Nordic (Norway, Denmark), Central and Eastern European (Estonia, Hungary), Continental (the Netherlands, Germany), Napoleonic (France, Spain, Belgium - mixed), and Anglo-Saxon (United Kingdom). The project is combining rigorous quantitative and qualitative research methods, as well as putting a strong emphasis on the inclusion of stakeholders and users throughout the project to test the applicability of the key findings and policy recommendations.

    MICADO: Migrant integration cockpits and dashboards

    In the MICADO project experts from public administration, migration research and IT create an EU-wide applicable business intelligence solution in support of migrant integration, and pilot it in Antwerp, Bologna, Hamburg and Madrid. The solution leverages existing and new data to design attractive digital services for three user groups:

    1. Public authorities for labour, health, education and housing2. Engaged civic society 3. Migrants and refugees

    MICADO is delivering customised information and services via user-centric interfaces (dashboards, cockpits), as well as gath-ering data consensually provided by migrants and helpers in their cockpits. The project is creating strategic operational knowl-edge through data analysis and visualisation, and enabling direct communication and data exchange among stakeholders and institutions.

    Key technical innovations of the project are chatbot language interfaces and automatic translation services for the migrants’ cockpit, which facilitate access to integration services, communication with authorities and data acquisition. Besides the technical solution, MICADO creates in local co-design sessions a universal service package, e.g. location and activity mapping, personal profiling or matchmaking for mentors, jobs and education.

    The project ensures extensive demand analysis and co-creation with user groups in the pilot locations. This identifies common challenges for the concept convergence phase, which produces the requirements for technical design and development. A resulting universal MICADO solution has monitored pilot implementations in the four cities, results of which are fed back into final iterations of technical development of the project partners. In the final project phase, co-development activities with local communities and institutions ensure uptake and local adaptation of the basic MICADO solution, and initiate context-specific modifications.

    MIICT: ICT-enabled public services for migration

    The MIICT project is designing, developing and deploying tools that address the challenge of migrant integration through the co-creation of improved ICT-enabled services with migrants, public sector services and non-governmental-organisations.

    Previous research has established that issues of integration, discrimination, employment (and unemployment), incapacity support and education rank highly among migrants of varying demographics, including different age groups, gender, education levels and immigration status. Factors such as autonomy, perception, culture and history, as well as institutional constraints, shape the dynamics and experiences of migrants and highlight the complexity of the migration process. This complexity is also said to indicate diversity in the migration and integration process as a result of the almost infinite combination of factors that may impact upon migrants’ experiences, influenced by the relationships between the economic, social, political and cultural factors that exist across a given juncture.

    Using a co-design approach, MIICT is working on evidence-based and inclusive software solutions that address the manage-ment of migrant integration, the customisation of services to match migrants’ needs, as well as the need for sustained and improved inclusion of migrants. This solution aims to improve labour market access, matching individuals with jobs and devel-opment opportunities based upon their specific and unique contexts.

    NADINE: Digital integrated system for the social support

    The NADINE project is creating a novel way of integrating migrants and refugees through ICT-enabled solutions that will au-tomatically adapt to the specificities of each person. The consortium agrees that one of the main enablers of inclusion in the host societies is their ability to work. Hence, NADINE’s motto is “Give migrants and refugees their dignity back by giving them a decent job with a decent salary”.

    The project is working on an adaptable platform able to:

    • Provide functionalities for skill assessment• Dynamically create tailored suited training programmes to adapt existing skills to those needed in the host societies • Provide a digital companion that will suggest and assist the end-users through administrative tasks • Create a data lake available to public administration bodies for better organisation of migration flows

    REBUILD: ICT-enabled integration facilitator and life rebuilding guidance

    The REBUILD project addresses migrant integration by creating an ICT-based toolbox that will improve both the management procedures of the local authorities and the life quality of migrants. The design approach is user-centred and participative.Both target groups - migrants/refugees and local public services providers - will be part of the user requirement analysis and co-creation process organised in three piloting countries that give access to main migration routes to Europe: Italy, Spain and Greece.

    User and stakeholder engagement is a key success factor addressed in both the consortium composition and its capacity to engage relevant players that are external to the project.

    The key technology solutions of the project are:

    • GDPR-compliant migrants integration-related background information gathering with user consent and anonymisation of personal information

    • AI-based profile analysis to enable both personalised support and policy-making on migration-related issues• AI-based tool matching migrant needs and skills with services provided by local authorities and labour market needs

    CO3: Digital disruptive technologies to co-create, co-produce and co-manage open public services along with citizens

    The CO3 project is assessing the benefits and risks of disruptive technologies - blockchain, augmented reality, geo-located social network, liquid democracy tools and gamification - in the co-creation, co-production and co-management of public ser-vices with citizens as partners of public administrations.

    Augmented reality becomes a single shared layer on the urban landscape and part of public life. It enables manipulation of financial objects built on blockchains, information sharing on a map, online deliberations and so constitutes an infrastructure for service co-production by citizens.

    CO3 pilots an ecosystem of technologies in three sites – municipalities of Turin, Athens and Paris. It evaluates the outcomes of the new interaction model between public administrations and citizens under a set of metrics in three dimensions:

    1. Social and cultural: citizen engagement, change in relationship with public servants2. Economic: value of services produced, effects on workplaces, consumption and economic sustainability 3. Legal: implications for public administrations, including privacy and data protection

    CO3 is working on a business plan ensuring long-term sustainability for the public administrations based on metrics drawn from the pilots.

    This is a participative and interdisciplinary project involving universities and research centres, innovative small and medium enterprises, as well as municipalities serving as pilot sites.

    QualiChain: Decentralised qualifications’ verification and management for learner empowerment, education reengineering and public sector transformation

    The QualiChain project is creating, piloting and evaluating a decentralised platform for storing, sharing and verifying educa-tion and employment qualifications. The project is assessing the potential of blockchain technology, algorithmic techniques and computational intelligence for disrupting the public education, as well as its interfaces with private education, the labour market, public sector administrative procedures and the wider socio-economic developments.

    More specifically, the project is assessing the technical, political, socio-economic, legal and cultural impact of the platform. Its disruptive potential lies both in the exploitation of the innovative technologies and their unique combination in a new set of baseline services (archiving and verification of awards and qualifications; qualifications’ portfolio management), as well as in value-adding services (career counselling and intelligent profiling; competency management, including recruitment; evaluation and development of competencies; consulting and decision support).
