The Community Programme

Senegal has been selected to host the 15th International Conference on AIDS and STIs in

Africa (ICASA). This Conference will be held exceptionally for the second time in Dakar

on December 4-7 2008. It will be organized by S.A.A. (Société Africaine Anti-SIDA) under

the patronage of the Government of Senegal. The main topic is “Africa Response :

Facing Realities”.

The 15th ICASA will be a great moment of exchange and sharing of ideas and

experiences about the HIV/AIDS epidemic. Renowned scientists and community leaders

and members from all over the world and inside Senegal are expected to participate in

the Conference.

ICASA 2008 will be a forum of exchange and dialogue, will help various stakeholders to

round up the multi-facetted epidemic and lay the foundation to refocus the strategies on

the real challenges and realities Africa is facing, in an effort to bring about appropriate

responses to the issue of HIV infection.

Through its Community Programme, ICASA 2008 will provide community members and

leaders, network members and their partners with the opportunity to critically and

objectively share and analyze civil society contributions, level of involvement, and

responsibility for the sake of a rational, inclusive, and optimal response.

The most vulnerable populations (PLWH, LGBT, SW, disabled, etc.) have also a key role

to play in the Community Programme in terms of an open, free, and constructive debate

with African leaders and other stakeholders about the specific approaches needed for

their specific conditions in an African context marked by the HIV/AIDS epidemic.

The ICASA 2008 Community Programme aims at five key objectives:

1. Enhancement of community actions; 2. Strengthening dialogue between stakeholders of and partners in the community

response; 3. Creation of an idea and experience sharing framework about the civil society

contribution in the HIV response ; 4. Capacity and skill building for community stakeholders; 5. Opening of dialogue and exchange spaces for other stakeholders (Governments,

researchers, development partners, donors, etc.)

HIV/AIDS community response has been developed in Africa in various ways : chains of

support for families affected by HIV/AIDS (TASO in Uganda since 1985), prevention

campaigns earmarked for youths and general populations when the first cases of HIV

infection were identified in West Africa (ENDA campaigns in Senegal, Mali, Côte d’Ivoire,

and Burkina Faso as early as 1988). Nonetheless, the presence of community

stakeholders (NGOs and PLWA groups) in ICASAs was hardly significant at the

beginning. But, the 6th ICASA held in Dakar in 1991 was a turning point with regards

to the active involvement of the first civil society networks (SWAA, AfriCASO) at their

early years. Yaoundé 1992 and Marrakech 1993 have hardly seen any progress in

their involvement in the official programme. The Yaoundé Declaration, the first

contribution of the African civil society was developed by around fifty representatives

gathered off the conference site. A second turning point was Kampala 1995 with the

start of the Community Forum on the eve of the ICASA Conference. The concept will be

adopted during the following ICASA Conferences (Abidjan 1997, Lusaka 1999,

Ouagadougou 2001, Nairobi 2003, and Abuja 2005) to be the key activity of African

community stakeholders who often face real constraints in the integration of their

concerns in the official ICASA agenda.

Despite the integration of key community networks in the International Steering

Committee (AfriCASO, SWAA, NAP+, and youth networks), the preparatory phase with

the Organization Committee of the host country, access to scholarships, clean and

equipped spaces for the Community Village, and PLWH Lounge, there appeared long

conflicts with community participants expressing a lot of frustration, a fact criticized by

many support agencies resulting in gradual loss of interest by several donors.

Now, civil societies networks have ripen and learned to work together in a professional

and constructive way. They are helping mobilize resources for the community

components of ICASA Conferences. They are involved in a consultative process to bring

in significant inputs in terms of content like the African Community Platform (SWAA-

AfriCASO-NAP+) which supported the Community Programme in Abuja.

All these experiences and lessons learned combined with the open-mindedness and

constant support from the Chairperson of the 15th ICASA resulted in the full integration

of the Community Programme into the Conference and the potential success of this

ambitious, rich, and diversified programme.

The ICASA 2008 Community Programme

The 15th ICASA Community Programme includes five key components: pre-conference

specific activities, community contribution in the scientific programme, management

and organization of the Village, management of the PLWA Lounge, and special sessions

and events.

Religious Pre-Conference Event, organized by PACANET (Pan-African Christian

AIDS Network) from November 29 to December 2, 2008 the topic of which is

“Church and HIV”. This pre-conference event will gather over 200 religious

leaders in an effort to measure the impact and identify the gaps in the African

response.

Community Delegate Orientation Session, organized by AfriCASO. It will help

over 1,000 delegates understand the overall Conference programme and clearly

identify sessions in relation to their area of interest.

Social Mobilization or Community March in Town, organized by the African

Community Platform (SWAA, AfriCASO, NAP+) in partnership with YouthFront

and national and local organizations in Senegal (NGOs, CBOs, artists, religious

groups, PLWH, SW, MSM). It is expected to gather over 2,000 community

stakeholders on December 2nd, 2008.

The Youth Forum, organized by Youthfront from November 30 to December 2.

Almost 350 children and youths are expected to receive key updated information

and skills. The Forum will include workshops, debates, panel discussions,

roundtables, exhibitions, capacity building sessions with the youths as

facilitators, and training on communication skills (Media training). Young leaders

will be identified and trained to give interviews and speak in public press

conferences.

Mentoring Programme for the children and youths registered in the

Conference. It consists in putting young leaders in relation to adults with

professional legitimacy in their sector to share their experience through the

following activities:

• Providing training on writing abstracts;

• Identifying the youths whose abstracts are selected in collaboration with the

Secretariat;

• Providing support to the youths whose abstracts are selected in terms of

capacity building sessions at local level at pre-conference period;

• Providing information to youths and children prior to and during the

Conference and support on logistics and travel arrangements at international

level.

Community Sessions in the Scientific Programme

Presentations in the form of abstracts: 92 oral communications and 318 posters are selected for Component C (Epidemiology, Prevention, and Research) and Component D (Social and Behavioural Science). Most of these communications and posters are submitted by community stakeholders who if

supported will meet the participation challenges and share community experience within the HIV/AIDS response.

Non abstracts driven Presentations: Apart from the abstracts submitted in

Components C and D, 10 non abstract driven sessions are proposed by community stakeholders to enrich the Scientific Programme. Those 10 selected sessions which are part of the Scientific Programme will address various issues consistently with the realities of the epidemic in Africa. Each session will deal with a topic in the form of a panel discussion, talk show, interactive dialogue, or roundtable. In addition to the Chair and facilitator, 5 to 6 guests will be involved in facilitating the discussions. The 10 following topics are selected :

ó Stigmatization and Discrimination : facing socio-cultural realities;

ó Universal Access in Africa : review ;

ó HIV Response in Africa: involvement of children and youths ;

ó Taking into account the disabled in the HIV response ;

ó Rape as a weapon of war in the HIV context ;

ó Media and HIV in Africa : Role and involvement of the media in strengthening

the HIV response;

ó Funding the HIV response : involvement of the civil society ;

ó Human Rights and HIV in Africa ;

ó Positive Prevention : Restoring hope for communities infected and affected by

HIV/AIDS in Africa ;

ó LGBT community in African political, religious, and media environment.

Capacity Building Sessions (Skills Building) : A dozen of capacity building

sessions are submitted to the Scientific Committee by community organizations.

Initiatives to strengthen community participation in this area are in progress.

The PLWH Lounge

A lounge with the capacity of 350 places will be equipped and decorated to receive 800

delegates living with HIV. The Lounge situated in the ‘Palais des Congrès’ of “Méridien

Président” Hotel will be a place of rest and relaxation for all PLWH. Drinks and cookies

will be served and restaurant tickets provided for lunch. Medical assistance will also be

available throughout the day.

convergence of all community and scientific delegates, and leaders. It will shelter key

meetings such as Community Dialogues and Intergerational dialogues between

youths and leaders, and socio-cultural activities.

The Village will also be the venue for all activities planned within the framework of the

Red Ribbon and in particular ICASA 2008 Community Dialogue Space.

Community Dialogue Space : a meeting and dialogue space between community

leaders and stakeholders where they can exchange and share their views with

regards to the HIV/AIDS challenges.

This Community Dialogue Space is open to all delegates. It will be an

environment suitable for highlighting stakeholders’ achievements and sharing

bets practices in terms of community responses. The issues which will be dealt

with include:

ó Financial Institutions : How can civil society’s access to resources be

facilitated ?

ó The United Nations System : How can the partnership with civil society

be improved ?

ó Scientists and community stakeholders : Why aren’t we working

together ?

ó Where are the youths in the HIV/AIDS epidemic in Africa ?

ó How can communication between key networks leaders and their

members be improved ?

ó Government-civil society partnership : Towards scaling up HIV

national responses.

ó What are the next steps for the youth in the aftermath of ICASA 2008 ?

ó How can African civil society organizations capacity be more

developed ?

For each issue the session will gather, in addition to the 3 guests from various

institutions and selected consistently with the topic to be debated, 2 discussants, and 1

moderator. The topics will be dealt with by the guests, the discussants will help explore

the issues by interacting with the audience who ask questions to the guests under the

facilitation of the moderator. Each session is expected to gather over 200 participants

from the community sector. (See Agenda at the bottom of the document).

Networking Space : A space for community members to meet.

Youth Pavilion (YouthFront) : A youth pavilion will be equipped within the

Community Village. It will be a convergence point for all registered delegates

(children and youths) and a networking and partnership development space

between youths and adults.

Within the pavilion, various activities will be implemented. They include: forums,

film projections, testimonies, games, art exhibitions, drama, reporting, and e-forums.

Daily orientation and debriefing sessions will also take place for young delegates to

fully participate in the conference and support advocacy efforts.

Exhibition Booths: 30 booths will be equipped within the Village for the purpose

of exhibitions. One part for organizations and another one for the community

market.

Socio-cultural activities: In addition to the booths, visual artists will be on site

on a permanent basis to exhibit their works of art and make before the

conference delegates new works of art. Renowned singers such as Ismael Lô,

Baba Maal, and others will produce every day after 6 PM.

Food in the Village: At the entrance of the Village, a space will be equipped for

participants to have their food. Delicious quality African food will be served at

affordable prices.

Special Sessions and Events

Community Celebration: At the 14th ICASA held in Abuja, the African

Community Platform (AfriCASO, SWAA, and NAP+) organized the first edition of

the African Community Prize awarded to around 50 stakeholders from various

categories. The prize is awarded to important African and foreign persons who

participated in the emergence, promotion, and strengthening of the African

HIV/AIDS community response.

The second edition of this prize award event will be organized during the 15th

ICASA in Dakar. In addition to those who will be awarded the prize, a joint

ceremony will gather African community organizations which have received the

Red Ribbon Awards 2008.

African Women’s Gala: The 15th ICASA will be an opportunity to organize the

first edition of the African Women’s Night. It will be an opportunity for SWAA to

celebrate the African woman and review its stand in the context of HIV/AIDS. The

ceremony will gather other stakeholders and partners involved in the issue of

‘Women and HIV’.

All arrangements will be made to ensure effective communication on the

community programme. The planned documentation will cover activities related

to the drafting, copying, and dissemination of the community programme report

in softcopy (DVD) and hardcopy (paper).

Added Value of the Community Programme In ICASA 2008

ICASA conferences are commonly seen as meetings between biomedical researchers dealing with aspects beyond the understanding of the general population.

Community participation in this conference will help shed light and mainstream the concerns of the general population as far as the HIV/AIDS epidemic is concerned.

In addition to the diversity, richness, timeliness, and relevance of the topics that will be addressed, the Community Programme will help meet the challenges of quality and excellence during ICASA 2008.

The Community Programme will be an opportunity of exchange between the various community stakeholders, mutual capacity building on current issues between community delegates, and direct interaction with other leaders in an informal way.

The role that community stakeholders (PLWA, LGBT, SW, disabled) will play at organizational and programmatic levels will help address real issues that have never been explored in African meetings, lay the foundation for a formal dialogue between the various stakeholders, and engage in advocacy during the Conference and in their respective countries after the Conference.

Mechanisms will be developed to monitor declarations and commitments between ICASA 2008 and the next one (ICASA 2011) in an attempt to assess the achievements.
