Alan Buckley Clerk: Lalitkumar Patel In Attendance: County Councillor Jill Hope Borough Councillor Brian Sargeant 1.Apologies for Absence: Cllr Bottwood was unwell thus could not attend the meeting. The Chairman noted that Cllr Garlick has now missed six consecutive Council meetings, without sending in an apology. The Clerk was instructed to initiate.the normal LGA procedure in this case. 2.Declarations of Interest: None. 3.Resolution to approve and accept minutes: Cllr. Hudson proposed and Cllr. Hemming seconded that the minutes of the meeting of 2 nd November 2016 be accepted and signed. This was unanimously approved. 4.Public Participation: None. The police sent in a report saying that there was nothing specific that they needed the Parish to be aware of. The Council acknowledged the efforts of one of the founder members of the Council David Hugheston-Roberts who passed away recently. 5.Principal authority Reports: Cllr Hope reported that the County Council's finances are in a very poor state. Cllr Sargeant reported that he is continuing with his effort to get the Pineham Lock's 'Children' Play Area' fenced by David Wilson Homes. He also reported that the new road sign was now installed. Minutes of the Meeting held on Wednesday 7th December 2016 at 7.15pm in the community room at Parsons Meade, West Hunsbury.

6.Parish Council Vacancy: Cllr Hemming presented a proof copy of the Christmas card advertising the vacancy on the Parish Council. Cllr Hudson proposed and Cllr Buckley seconded the design, which was approved. It was agreed to get these printed and distributed before the 20th December.

7. Planning: No further progress on the application N/2015/0872-34 dwellings was reported. Planning application N/2016/1514-8 Dapplestone, Hunsbury Meadows was discussed. Cllr Hudson proposed, Cllr Hiscock seconded its acceptance without change; which was approved.

8.Pineham Barns School: It was agreed that the Clerk should monitor the planning applications of Upton area since the development falls within that parish.

9. Finance: A list of payments for September 2016 was circulated and presented for approval (below).

It was resolved to approve the list. A reconciled bank balance at 30th November 2016 of £22,879.27 was accepted.

10. Proposed Budget 2017-18: It was agreed to defer the discussion and acceptance after the information on the 'Tax Base' is received from the Borough Council.

11. Council's Website: The Chairman reported that he had received an outline of the website from 2 Commune and a training date is fixed. He was hoping to get it up and running by mid- January 2017. It was agreed that every councillor and the clerk to provide a short resume to be added onto the website. The Clerk to purchase a Post Box Number for all council c rrespondence.

The grant-application under Transparency Fund(circulated) was unanimously approved.

12. On-line Banking: Cllr Hammond reported that online payments are being made now without difficulty, but there is only one councillor at present mandated by the bank to authorise the payments. Cllr Jill Hope, in her capacity of a manager with Barclays Bank, agreed to help to remedy this.

13.Local Matters

a) Paths to the canal: Cllr Buckley reported that this was completed. The Chairman thanked him for his effort.

b) Additional dog waste bin on towpath: The Chairman reported that the council had received a quotation for 4Slt and a 601t bin. It was resolved to order a 40 Lt Red bin with anchor.

c) Safety fence to Pineham Lock children's playground: There was no response from the developer DWH. Cllr Sargeant undertook to pursue the matter.

d) New Foot Path to the Bridge on Banbury Lane: The Chairman reported that Helen Howard from Highways department had a site meeting with him. She agreed that the footpaths are essential and she will obtain engineer's report for these. However, the work would likely to be costly and there is only a limited budget for such works and it would have

to be justified against other competing uses of funds

e) Children's play area access: Cllr Hudson presented a quotation of £565+VAT for the gates. It was agreed that additional quotations could be obtained from JJ Groundworks Ltd.

f) Basketball hoop, hard standing area and maintenance of Banbury Lane play area: Cllr Hemming reported that he is still waiting for some more quotes and will try to present his findings at the January meeting.

g) Further Tree and Hedge Maintenance: The Chairman reported that he is still waiting for a quote from AMEY for further work and a date when they will cut the Willow tree surveyed about 8weeks a go. The clerk to chase these matters.

h) Speed Watch: The date and time for the training were confirmed again by Cllr Buckley. To generate support from the residents, it was agreed that the 11Speed Watch" should be included in the Christmas Card also. The scheme will go live on the 11 th February 2017. It was also agreed that the Clerk will write a formal letter and book the equipment for the 2017-18 sessions.

i) Date of Litter-Pick: Saturday the 8th April 2017 was agreed. j) Newsletter: It was agreed to publish the next Newsletter in March 2017. k) Summer Fun Day: It was agreed unanimously that the next Parish Fun Day

be planned for 2018. I) Delays on Bus no 87: It was agreed that the contractual arrangement for

the bus service is between the Borough Council and the private bus company and that Parish Council has no influence over it.

m) Traffic lights at Banbury lane Junction: The councillors using that junction discussed the issue and concluded that there was no significant change it the timing. To check with the Highways.

14. Correspondence: The clerk presented an email from Ms Liane Line enquiring if a pedestrian crossing can be provided across Banbury Lane. It was concluded that:

This issue has been raised before and enquiry made with Highways Authority. The cost of its installation was prohibitively high for the Parish Council. There is a possibility of a crossing when the new development at the begin,ning of Banbury lane is built.

15. Date of Next Meeting: It was agreed to hold the next meeting on the Wednesday, 4th January 2017 at the Parsons Mead Community Room.
