HUNSBURY MEADOWS PARISH COUNCIL Minutes of the Meeting of Hunsbury Meadows Parish Council held on Wednesday 4th November 2015 at 7.15 p.m in the CommunityRoom, Parsons Meade, West Hunsbury. Present: Chairman- Cllr Steve Jelley Vice Chairman- Cllr Debbi Hammond Cllr Alan Maskell Cllr Stephen Hiscock Cllr Stuart Hemming In attendance: PCSO Emberton, PC Parrot and three parishioners. 91 . APPOINTMENT OF PARISH CLERK- The Chairman thanked Vivian Hartley for her contribution to the council and accepted her resignation with regret. 93 Brief resume of prospective clerk, Lalitkumar Patel, was given by the chairman. The chairman proposed and Cllr Maskell seconded, La lit's appointment to the post of the parish clerk. The proposition was unanimously accepted by the council. Lalit accepted the position and resumed the duty. 92. APOLOGIES FOR ABSENCE- Apologies had been received from Cllr Sandy Hudson and Cllr Bottwood (NBC). 93. DECLARATIONS OF INTERESTS- Members were asked to declare any interest & the nature of that interest which they may have in any items under consideration at this meeting- None was declared. 94. RESOLUTION TO SIGN & APPROVE MINUTES of the previous meeting held 2 nd October 2015 -it was proposed by Cllr Hammond and seconded by Cllr Hiscock that the minutes be adopted as a true record. 95. CLERK'S REPORT- None 96. PUBLIC PARTICIPATION SESSION- residents were invited to give their views and question the Parish Council on issues on this agenda, or raise issues for future consideration at the discretion of the Chairman. Two police officers were present and reported: o Damage to the notice board at Pineham Lock Development. o Parents ofthe children who are known to get involve in 'troubles' are encouraged to keep them indoors at specific times like Fireworks night. This seems to have worked and except for a very small minority , parents have co -operated. o With residents moving in to Dragonfly Meadows and Pineham, more teenage groups are forming. With distinct lack of age related facility and organised activity, vandalism is the obvious consequence. o Street Watch in the Pineham Lock area is ready to be launched but funding is still an to be resolved.

Minutes of the Meeting of Hunsbury Meadows Parish Council held on Wednesday 4th November 2015 at 7.15 p.m in the

91. APPOINTMENT OF PARISH CLERK- The Chairman thanked Vivian Hartley for her contribution to the council and accepted her resignation with regret.

o Graffiti- The police is aware ofthis and is being dealt with. o Parking of the White Vans in Riverstone way is increasing the risk due to narrowing

of the road. Emergency vehicles may not be able to get by if required . The police recommended that 101 service should be used.

o The parishioner in attendance was concerned about the tree just outside the boundary pushing her wall and the unfinished path which gets very muddy.

o Play area at the end of River stone way-surface vandalised. o A map has been received from Northampton County Council showing the Parish

Boundary and confirms that the Southbound Motorway service area is part of the Parish.

o Booklet on LISP was given out to all councillors.

97. PlANNING-The Chairman reported that the application is submitted for the

development at Hunsbury Meadows and that Cllr Maskell and the Chairman are going to

have a meeting with the planning department of NBC, within a few days.

98. lOCAl MA TIERS-

o Parish Salt Bins (additional)- lt was agreed that the aspect of the ' location' of these within the parish should be discussed in the next meeting.

o Tree and hedgerow surgery and clearing of the Play area-In light of urgency relating to the overgrown paths, Cllr Hammond proposed a resolution that the provision made in the budget should be spent for the safety of the parishioners and the quotation from AMEY of £4500 for the paths plus £1100 for the play area be accepted. Cllr Hamming seconded it. The resolution was carried unanimously. The work to commence as soon as practically possible.

o Pineham Lock Children's Play Area- The chairman reported that the proposed area is used as storage of building materials by David Wilson(DW) builders and that Mr. Rockley of DW, had responded to his correspondence stating that the play area would be cleared by the beginning of December.

o LISP-The list of companies in the parish was obtained and passed on to the clerk to action.

o Parish Pathways- The Chairman reported that the adopted pathways (shown---- on a map) are maintained 2-3 times a year by the County Council. However, no one seems to be responsible for the remaining pathways. Long term maintenance issue to be tackled .

o Toe-path to the canal- Cllr Hammond to contact M V Kelly regarding rubble on the towpath .

o The clerk to communicate with the 'Canal /River' authority to establish the ownership (thus maintenance) of the land/path leading up to the canal from Banbury lane.

o Parish Bench at Ban bury Lane-Replacement for the vandalised bench with a robust bench was discussed. lt was agreed that the councillors will investigate into this and decision taken at January 2016 meeting.

o Pineham Notice Board- lt was agreed that the manufacturer of the vandalised notice board be contacted with a view to repair or replace .

o Management of the Mound-CIIr Mascall was to prepare a short contract to establish the scope of garden and planters' maintenance with NRP Gardens.

99.REVIEW AND CLARIFICATION OF PARISH BOUNDRIES-CIIr Maskell confi rmed that the

services areas are within the parish boundary and a map showing that is received from NBC.

100.COMMUNICATIONS- All relevant communicat ion was circulated by the retiring clerk.

ii) Reconciled bank balance at 30th October 2015 - £20,134.03. Cllr Maskell checked the

bank reconciliation and the cash book, as at that date.

iii) Banking Arrangements-it was agreed that the clerk should write to the Barclays bank to

change the correspondence address of the council's bank account to the clerk's address. it

was also agreed to request the bank for On line Banking facility .

102. NEWSLETTER- it was agreed that the next Newsletter can be published in March- April

2016. In mean time News items are published on the council 's website.

103. LITTER PICK ARRANGEMENTS on 24.10.15-The chairman reported that despite very

poor weather, 8 parishnors participated in the litter pick and 8-10 bags of litter were

collected . The chairman thanked everyone who participated.

104. FACEBOOK,WEB PAGES AND COUNCILLORS' EMAIL ACCOUNTS­

it was agreed to have a discussion about this in the next meeting.

105. PARISH PLAN- A sub committee of Cllr Hammond and Cllr Hemming was formed to

take this forward.

106. PARISH EVENT- Postponed until next meeting.

107. RECRUITMENT OF COUNCILLORS- lt was agreed to place an advertisement on the Face

book page of the council.
