BROADMEADOWS Magis-trates Court is one of Victoria’sbusiest and most diverse centresof justice.
And it’s only going to getbusier and more diverse when anew specialist children’s courtopens. Preparations are in fullswing, with construction to beginearly next year, the Weekly learntlast week.
The children’s court is part ofthe state government’s overhaulof Victoria’s child protection sys-tem, instigated in response to theProtecting Victoria’s VulnerableChildren Inquiry and the recentrelease of a new 10-year strategy.
Community Services MinisterMary Wooldridge said thewhole-of-government strategy,dubbed Victoria’s VulnerableChildren – Our Shared Responsi-bility, would drive broad-basedchange across government andthe community sector over thenext decade.
‘‘To achieve this, the strategyhas three main goals: preventingabuse and neglect, acting earlierwhen children are vulnerable,and improving outcomes forchildren in state care.
‘‘We are already making signi-ficant progress, underpinned by$434 million in new funding.’’Part of this funding will realise achild-friendly court alongside theexisting Broadmeadows Magis-trates Court.
Architects have been appoin-ted to develop a plan, which willadopt less adversarial processesfor decision-making in the bestinterests of children, the ministersaid.
COURTING LAW
LAW Week in Hume showcased theinner workings of Victoria’s justicesystem at an open day at Broad-meadows Magistrates Court last week.
Victoria’s deputy chief magistrate,Robert Kumar, greeted representativesof various community groups andagencies, including Arabic Welfare andthe Australian Migrant EducationService (AMES), as well as people whowalked in off the street.
Mr Kumar’s address was translatedinto Arabic for the benefit of many ofthose attending, including FawazChawk, editor of the bilingualAustralian Muslim newspaperAl Wasat.
Mr Kumar pointed out the diversefacets of the court system and its manyfree services, most of which hadrepresentatives available on the day totalk to the more than 80 people.
Services represented includedConsumer Affairs Victoria, theCommunity Corrections Service, theDispute Settlement Centre, WhittleseaCommunity Connections, theBroadmeadows Family RelationshipCentre, the Koori offenders supportand outreach service, BroadmeadowsLegal Service, the regional AboriginalJustice and Advocacy Centre, theSheriff’s Office, the Koori Court, theSalvation Army, the Court Network,Victoria Police, the Credit Bail Supportprogram and Hume Council.
Among those who attended was AMESmanager and Craigieburn resident DrMelika Sheikh-Eldin. An Eritrean with arefugee background, she now helpsrefugees settle into new lives.

become a regular weekly event for

The free, timed, five-kilometre running

Reckoning for ‘short cut’ truckiesBY HELEN GRIMAUX
A CRACKDOWN on truckies on the Hume andWestern freeways got under way yesterday as policelaunched the 13th annual Operation Austrans, amonth-long campaign on heavy vehicles.
The campaign targets fatigue, speeding, drug useand other driver behaviour issues within the heavyvehicle industry on major highways connectingVictoria with capital cities.
The operation will be undertaken by Victoria’snew transport and investigations section of the RoadPolicing Command, which was set up to realign theHeavy Vehicle Unit with the Major Collision Invest-
igation Group. Superintendent Neville Taylor saidthe new command unit would focus on chain-of-responsibility offences in the lead-up to the introduc-tion of a uniform heavy vehicle national law acrossAustralia.
The new law, to be introduced this year, willreplace all separate and differing laws that now applyacross the country.
‘‘When we ran this operation in May last year, wedetected 665 fatigue-related offences and 135 chain-of-responsibility offences against company owners,operators and consigners,’’ Superintendent Taylorsaid.
‘‘We are continuing to work with our road safety
partners and an example of this partnership was thismonth’s Operation Trishula, which saw VicRoadsintercept 218 heavy vehicles and issue 182 defectnotices over a five-day period.’’
Superintendent Taylor said 44 people were killedin collisions involving heavy vehicles around Victorialast year, a decrease of 4 per cent from 2011. AcrossAustralia, 225 people died from 200 crashesinvolving heavy trucks or buses during the 12 monthsto last June.■ Hume Council has launched a four-week blitz onschool zones in the municipality. Council staff will bepatrolling about 80 schools to check whether driversare conforming to parking road rules.

Mrs Muir’s career was celebrated bycolleagues and pupils at yesterday’sassembly.
The much-beloved character beganteaching at Carlton Primary School inRathdowne Street. She then taught atWest Preston, Coburg East, Moreland,Coburg North, Keilor Heights andGladstone Views, where her 31-yearassociation began with her appoint-ment as vice-principal in 1983.
The previous year, in 1982, MrsMuir was 37 when she faced major
challenges of her own after a strokefollowing a serious car accident. Leftparalysed down her right side, MrsMuir was told she would walk againonly with the aid of a stick andwouldn’t be able to work full time.
Testament to her resolve, she spent12 months doing intensive rehabilita-tion before taking up full-time work
again at Gladstone Views.‘‘I don’t give up easily,’’ she said.While managing the junior school
for 12 years, Mrs Muir was awardedthe Lillian Horner prize for teachingexcellence. She then taught middleschool and currently takes all studentsfor ‘‘the arts’’.
‘‘The one constant throughout my
career has been change,’’ she said,stressing the need for teachers [andstudents] to stay skilled and aspire tolifelong learning.
Now ready for long service leave atthe end of this term, Mrs Muirdescribes herself as ‘‘a very, very luckywoman’’, a wife, mother and grand-mother. — Helen Grimaux

Hume separates smoke and playBY TARA MURRAY
SMOKING will be banned at playgrounds, skateparks, swimming pools and children’s sportingevents in Hume.
Councillors last Monday voted for the banthat will lead to 367 areas being off-limits tosmokers across the municipality.
The council’s decision follows the state govern-ment announcement in February that it wouldlook at changing the Tobacco Act to bansmoking in these areas across the state.
Newly released state Health Department datashows that 24.5 per cent of Hume residentssmoke, ranking the city sixth-highest among thelocal government areas (LGAs) in the state.
Pyrenees shire has the most smokers, with
31.4 per cent of its residents taking a regularpuff, the data for last year shows.
In neighbouring Moonee Valley, 15.5 per centof residents smoke, ranking the municipality64th of the 79 LGAs.
Cr Drew Jessop said the move was a step in theright direction.
‘‘The proposed ban will apply to such areas asplaygrounds, skate parks, swimming pools, seabaths and children’s sports grounds.’’
He said the council needed to write to thegovernment to allocate funding for signage.
‘‘You have to educate people and it’s animportant next step to consider. We would hopethere would be some support from state govern-ment in extending those no-smoking areas overtime.’’
Cr Jack Medcraft, a non-smoker, welcomedthe council report. ‘‘The report says smoking is ahealth hazard. I do have concerns about thosewho do smoke cigarettes and it’s good, as a pro-gressive council, to try and do somethingabout it.’’
Cr Jack Ogilvie said he agreed with the idea ofbanning smoking but added the governmentneeded to help with funding signage, whichwould cost $110,000.
‘‘That’s a lot of money to put up some signsand there’s no enforcement actions in thisreport.’’
In May last year, Macedon Ranges shirebecame the second council in the state to bansmoking in outdoor areas. Baw Baw shire in EastGippsland was the first to impose the ban.
Living in acity of stressHUME residents are among the unhealthiest andmost stressed in the state, new data shows.
The annual Victorian Health Department’sLocal Government Area profiles, released thismonth, provide analysis of population, socio-economics, services and health data to the end oflast year, comparing the 79 municipalities in 140categories.
The figures show more than 22 per cent ofHume’s residents reported being in fair or poorhealth. The state average for this evaluation is18.3 per cent.
Nearly a third (32.2 per cent) of all Humeresidents, the fourth-highest in the state, say theydon’t meet physical activity guidelines, comparedto a state average of 27.4 per cent
The municipality has the highest number ofresidents (19.2 per cent) in Victoria reportinghigh or very high levels of psychological stress,compared to the state average of 11.4 per cent.
Hume residents also have a higher rate oftype 2 diabetes, smoking and sensitiveconditions.
They are also struggling when it comes tomeeting the cost of living, ranked in the top twofor both rental and mortgage stress.
One-third of Hume residents (33.4 per cent)reported rental stress, compared to the stateaverage of 25.1 per cent, and 18.6 per cent werefeeling mortgage stress.
The figures also show Hume has the 10th-highest unemployment rate at 7 per cent.
Craigieburn Salvation Army’s Pete Brookshawsaid many of the issues were tied in together.
Dianella Health’s Dr Ralph Audehm said hewas surprised to see that Hume residents made7176 visits per 1000 people to GPs — the highestnumber in the state. ‘‘Hume is traditionallyunder-doctored and it is pretty poor at themoment; we have 25 per cent fewer in our areathan the rest of Victoria. People who are identify-ing themselves as in poor health are at a greaterrisk of dying, which is concerning.’’

During Law Week, which ended on Sunday,Broadmeadows Magistrates Court’s SalvationArmy chaplain, Michelle Davies-Kildea, andcredit bail case manager Marie Ianni stressed theimportance of accurately assessing social dis-advantage and contributing factors in determin-ing how justice can best serve people who findthemselves before the courts.
This weekend, May 25-26, volunteers aroundthe country will doorknock for donations to theSalvation Army’s Red Shield Appeal, which helpsAustralians in need.
Each year, more than one-million Australiansaccess Salvos’ services, including emergencyrelief, aged-care and children’s services, andhousing for women and children affected bydomestic violence, while more than 2250 peoplerely on the Salvos for a bed and a roof over theirheads every night.

HUME councillors are ‘‘frustrated’’ and ‘‘disillu-sioned’’ by the state government’s decision to axefunding for the Access for All Abilities program.
From June 30, the Department of Sport andRecreation will no longer provide the council the$63,894 a year to fund activities such as basket-ball, swimming, community dancing, cheerleadingand services to provide information and support toindividuals and clubs.
Cr Helen Patsikatheodorou said she was baffledas to why funding was pulled.
‘‘We received notification nine weeks before theprogram was meant to finish to say we won’t befunded any more.
‘‘Who does that? It’s a program the communityhas relied on.
‘‘We [the council] establish different programs inour community and you want to continue them,especially the ones which are successful.
‘‘When they are successful programs and thenthey cease to exist, what happens with the membersof our community?
‘‘We need to continue to advocate to the govern-ment [for funding] no matter who they are; we
need to support our community,’’ Cr Patsikath-eodorou said.
Cr Jack Ogilvie said he remembered launchingthe Access for All Abilities program in one of histerms as mayor in 1999-2000.
‘‘This is a disappointing thing as the governmenthas taken a miserly $64,000. It’s not just all aboutmoney when it comes to people with disabilities.We have to stand up and challenge this.’’
Cr Ann Potter said councils were better equippedto deal with handling these programs than somesporting groups, which did not have the time tofocus on them.

THE countdown is on for 14 local primary schools entered in Run Around Australia, a
healthy eating competition that wraps up this Sunday. Pupils accumulate ‘‘kilometres’’
for their schools each time they buy healthy food at the Broadmeadows shopping
centre. Every dollar spent earns kilometres, and students get double kilometres when
they buy fresh food. The more kilometres the schools receive, the further around

TWO budgets brought down within as manyweeks have only served to divide opinion overpriorities for making life better in Melbourne’sfast-growing north.
Last week’s federal budget took on thenational job of providing for better schools andmedical cover for people with disabilities.
But, when pared down to nuts and bolts,infrastructure allocations do little to alleviatetraffic and congestion problems in the north.
The federal budget’s $8.2 million allocationas Roads to Recovery and Black Spot fundinghas identified Roxburgh Park Drive, RavenhillBoulevard and Donald Cameron Drive asRoxburgh Park black spots. About $206,000will be used to modify existing roundaboutapproaches and install extra public lighting.
Upgrades to the Western Ring Road, M80,from Sydney Road to Edgars Road, and patch-ing a few traffic blackspots at Roxburgh Parkare in, but there are no signs of action yet on anOuter Metropolitan Ring Road proposal. The
proposal includes a Bulla bypass along theairport-Sunbury road and aims to divert freightbefore it hits the city’s northern limits towardsthe west then on to Avalon airport and the portof Geelong. The federal budget allocated$525 million to continuing the M80 (Westernand Metropolitan Ring roads) upgrade.
But confusion reigns over where big infra-structure dollars should be spent first. The pre-vious week’s state budget proposed an east-west road tunnel under the city, while thefederal budget has made a $3 billion offer toVictoria to build the Melbourne Metro railtunnel first. But Victorian Treasurer MichaelO’Brien allocated just $10 million to the railtunnel in the state’s 2013-14 budget, comparedwith almost $300 million over two years for aneast-west link.
Adding to the confusion, Victorian RoadsMinister Terry Mulder last week kickstartedformal planning processes, including publicconsultation, for the east-west road project,even before a business case has been made toInfrastructure Australia.

THE struggle of refugees to build new lives inAustralia is a cause close to the heart of last year’sHume young citizen of the year.
Nadine Kotop was therefore less than pleasedwhen she found a Liberal Party flyer in her mail-box blaming Prime Minister Julia Gillard for therising number of refugees seeking asylum.
‘‘I was not happy,’’ said the Craigieburn residentwho graduated in media and criminology atMelbourne University last year.
Ms Kotop is group convener for the HumeAction Group for Amnesty International and anactive member of RISE, a non-profit organisation
run by refugees, asylum seekers and ex-detaineesin conjunction with local communities.
‘‘RISE helps refugees find work,’’ Ms Kotopsaid. ‘‘It was started by a man, an ex-refugee, whobecame an RMIT student and went on to create amusic and arts festival.’’
McEwen federal MP Rob Mitchell said the flyersignalled ‘‘a low, crass and bitter start to the[federal election] campaign’’.
‘‘It’s a nasty example of the Liberals playingwedge politics,’’ he said. ‘‘This is an appalling anddegrading flyer and I can understand why manypeople in our community are disgusted with it.’’

SIX large sand filters are part of an eight-month,$2 million project to improve the qualityof recycled water used at Craigieburn golfcourse to keep the greens green, no matter theseason.
Managing director Tony Kelly said thetreatment upgrade would also ensure waterdischarged into Merri Creek would maintainhealthy stream flows while conserving theriverine environment.
‘‘Running our operations in a way that pro-tects and enhances the waterways we extractfrom and discharge into is at the forefront of howwe run our business,” Mr Kelly said.
‘‘The new filters help make the water we areputting into the Merri Creek from the treatmentplant even cleaner.’’
The sand filters form part of the final stages oftreating sewage water, removing phosphorousand suspended solids prior to ultraviolet treat-ment in accordance with Environment ProtectionAuthority standards.
Mr Kelly said the new filters would reduce theamount of phosphorous being discharged fromthe Craigieburn treatment plant by up to70 per cent.
The new sand filters now form part of arecycled water service connected to about100,000 homes in the north, and YVW hasinstigated an extensive infrastructure program tosupply water, recycled water and sewerageservices to the rapidly expanding northern urbangrowth corridor.
Construction of the Kalkallo stormwaterharvesting and reuse project and the Wallanrecycled water treatment plant developmentare under way, both of them intended to increasethe use of alternative sources of water inthe area.
