been asked to act as co-hosts for the

event.

We should make the most of the readily

available programs, to shorten our

learning curves and stop ourselves from

repeating the mistakes that others have

already made.

Large companies and operations have

higher profile and easily recognized

brand names. When China f i r s t

opened its economic doors, it was only

natural for the first ones to enter China

to be large corporations with strong

support and vast resources.

However, we do not need much to

remind ourselves that, even today,

many of the very successful large

companies such as Microsoft, Apple

and Alibaba Group started as very

small operators, but were able to

seize the opportunities during the most

critical times of their corporate history

and succeeded.

Operating in China can also be very

daunting. In many ways, i t is an

even bigger challenge for small and

medium-sized businesses to operate

in China. This is especially true if we

do not have enough external business

Welcome to Horizons, magazine of the

Australian Chamber of Commerce

– South China. For this issue, I would

like to cover the subject of “Small and

Medium-sized Businesses”.

Most people find it challenging to work

in a foreign country such as China

not only because of the difference

in languages, but also the cultural

expectations. This is especially difficult

when our existing business operations

do not have the necessary infrastructure

and readily available resources to help

us deal with the problems as they arise.

Australian culture tends to be more

direct and transparent in business

dealings. The business environment

in Australia allows for this because the

required information is available and

this type of approach is considered

normal business practice.

Although it is true that information is

readily available and, theoretically, it

is easy for a business to be set up in

Australia, the practicalities of running

a business is not very easy because

the business world of Austral ia is,

generally speaking, dominated by a

small number of very large operators,

with either very little competition, or

Dear Members:

competition that is operating at much

smaller scales.

The main factor that serves as an

obstacle to advancement of any

business in Australia, especially smaller

businesses, is the small population

size and the distance involved in the

vast country of Australia, making it

very difficult for any small business to

operate in an efficient manner.

With many big players, it is necessary

for governments to help encourage

small businesses. In Australia, there

are various government departments

and measures in place to help small

and medium-sized businesses find a

footing, survive and grow.

The same can be said for China,

especially in Guangzhou, where the

Bureau of China International Small

and Medium Enterprises Fair (“CISMEF”)

is based and has been in existence

for over 5 years. The establishment

of CISMEF shows that the Chinese

government recognizes the potential

from smaller businesses.

To give it an international perspective,

many foreign countr ies, including

Australia two years ago, have already

connections or internal resources.

The economic condi t ions have become

increas ingly chal lenging in recent years

and perhaps months, and many businesses

are actively searching for opportunities and

alternatives to grow and succeed.

Membersh ip of the Chamber compr ises

individuals, large corporations as well as small

businesses. There are more smaller businesses

than large corporations. The smaller businesses

face similar problems and challenges, but each

member has its own strengths, resources and

connections that might be beneficial to others.

These strengths can be made available through

good networking.

The Chamber acts as a bridge or a platform

for our members to look for opportunities and

solve our problems. We look forward to more

opportunities to help serve the needs of our

members as well as the business community.

We believe in not only win-win situations, but

all-win situations, because, to make success

sustainable, success of one party should bring

benefits to others also!

On 22 February, Australia's Ambassador to China, Ms

Francis Adamson, met with Australian business and

community members in Guangzhou. Ambassador

Adamson, who was on her second visit to Guangzhou

since her appointment as Ambassador in late 2011,

held an engaging and lively dialogue with more than 70

Australian expats at a function hosted by Consul General

Mr Grant Dooley. While in Guangdong, she also met with

Guangdong Party Secretary Wang Yang, the Shenzhen

Municipal Government and Guangdong-based Chinese

enterprises with significant investments in Australia.

Ambassador Adamson told the Australian community that

the bilateral relationship was robust and healthy, both at

the political and economic level. She said 2012 marked

the 40th anniversary of the establishment of diplomatic

relations between Canberra and Beijing, and this offered

an excellent platform to grow the already strong trade,

investment and people-to-people links between Australia

and China. The Australian government had a particular

focus on growing opportunities for Australian enterprise in

China's services sector and advanced manufacturing and

encouraging Chinese investment in Australian agribusiness.

Ambassador Adamson said that she had been struck by

the enormous goodwill that exists in China towards Australia.

She toasted those present and said she looked forward

to working with the Australian community in Guangzhou,

individually and collectively, in contributing to boosting

trade, cultural and business links.

Zhongshan is situated in the Pearl River Delta Region of Guangdong Province, on

the west bank of the estuary of the Pearl River. It is geographically connected with

Guangzhou(capital of Guangdong Province) on the north and in vicinity to Hong

Kong and Macao. The total mileage of the city reaches 1,665.8 km. There are three

foreign trade ports within the city and five airports around. Railway transportation to

other parts of the country is also convenient with the railways starting in the nearby

Guangzhou.

Zhongshan covers an area of 1,800 sq km and has a permanent population of

some 1.4 million. The city is located in a subtropical humid zone with an annual

average temperature around 23.0°C.

Zhongshan has nurtured numerous prominent historical figures throughout its history.

On November 12, 1866, Dr. Sun Yat-sen (also Sun Zhongshan,) the great forerunner

of China's democratic revolution, was born at Cuiheng village of Zhongshan. In

memory of him, the county of Xiangshan, which was set up in 1152, was renamed

after Dr. Sun as Zhongshan in 1925. Now, Zhongshan is China's only city that is

named after a great historical figure. The Zhongshan Municipal Government is now

working hard to serve the people and be responsible for the people.

The Association of Corporate Travel Executive

(ACTE) is a non-profit association dedicated to

providing education and networking opportunities

to over 30,000 business travel professionals

from over 100 countries worldwide. For more

than twenty years, ACTE has continued to fulfill

its vision of uniting travel executives around the

world, providing them with up-to-date news,

knowledge, beneficial research findings and

benchmarking. ACTE has representatives around

the world including Africa, Asia, Australasia,

Canada, Europe, Latin America, Middle East

and the United States. For the past 12 year ACTE

members in Asia have enjoyed numerous events

in Singapore, China, India and Japan.

New Era of Business Travel Management

With the appointment of Peter Koh, Global Travel

Manager of Standard Chartered Bank based in

Singapore, as the Regional Chair of ACTE Asia,

and Benson Tang (former Goldman Sachs Asia

travel manager), as the new Regional Director of

ACTE Asia based in Hong Kong, ACTE is excited

to advance the business travel management

industry throughout the region. With these new

appointments, ACTE is poised to launch a

targeted approach to growing its presence in

the region, specifically in India and China.

Business Travel Management in China

Today, most Chinese firms are not proactively

control l ing business t ravel. According to

data gathered for the “China Business Travel

Barometer,” from the “China Business Travel

Forum 2011,” (hosted by CITS American Express

Travel), only about 20% of companies in China

have someone designated to handle business

travel arrangements. What ’s more, 26% of

companies surveyed had no contract with a

travel agency at all, and only 26% used three

or more travel agencies for all of their business

travel needs. Just 25% considered business

travel as an investment for the firm – a number

that is very low compared to the international

standard.

39

The China Business Traveler Barometer surveyed

286 companies, including 17% based in

Guangzhou, 39% based in Beijing and 44%

based in Shanghai. Of those, 59% were

companies with 500 employees or less, while

41% were larger

companies with more than 500 employees.

Seventy-seven percent of the participating

companies were exclusively Chinese-owned.

What does this all mean? Based on the data

from the Barometer, it seems that Chinese

companies view business travel only as cost

control. The fact is, business travel management

can have further implications for the organization

as a whole. In the West, companies view all

aspects of management to determine whether a

business is healthy. If there is no administration of

business travel, the management of the overall

company is perceived as incomplete. While the

unique Chinese ways of conducting business

are surely efficient, we feel there is something

that can be learned from the Western model of

business travel management.

For example, business travel makes up a large

part of a company ’s travel and expenses.

Without management in place, the firm is

exposed to internal audit risk. Furthermore,

employees are one of the biggest assets to a

firm. Success often relies on having the right

people for the job. Without travel management,

travel security can become a huge concern,

and there is great potential for the company

to suffer if something should happen to an

employee during a business trip.

Similarly, travel data consolidation is an area in

which Chinese firms can improve. All business

judgments and decisions in this day and age

are based on data. Without consolidation

vendors, data cannot be vetted and examined

in order for companies to make the best possible

business decisions.

Business travel management can also lead to

additional benefits for an organization. Used as

a public relations or marketing tool, a company

can design their business travel program to build

an image for the firm (i.e. green initiatives) that

can then be used for vendor RFPs. Business

travel can also be used as a tool to trade for

other business opportunities when partnerships

are being negotiated.

As you can see, there is much room for the

business travel management industry to grow

and change in China, improving organizations’

bottom lines in the process. ACTE recognizes this

potential for growth, and our strategy for 2012

and beyond involves further expansion of our

own organization in two emerging Asian markets

– namely China, as well as India.

Partnership With Immense Value Addition

Our new expansion plans come on the heels

of the success of 2011’s ACTE Asia-Pacific

Education Conference in Singapore. The two-

day conference convened over 500 global

business travel buyers and sellers from more than

23 countries for educational and networking

opportunities. The conference specifically

created connect ions through interact ive

programming designed to foster partnership

discussions and share in-depth ideas.

ACTE ’ s commi tment to “ seek and f ind ”

opportunities, not just “show and tell,” engaged

attendees with industry thought leaders and

subject matter experts to resolve challenges

and discuss advanced developments within the

global business travel industry. Open discussions

like those at the 2011 ACTE Asia-Pacific Education

Conference, and also at a recent Executive

Forum hosted by ACTE in Singapore, will be the

gateway to the growth of the business travel

management industry in China.

Looking to the future, ACTE plans to continue

business travel education in the Asia-Pacific

region wi th programs l i ke the ACTE As ia

Educat ion Conference (15-16 August ) in

Singapore, Executive Forums and the Around

the World in 80 Hours, a traveling immersion

learning programme that kicked off last month

in Shanghai. Th is hands-on t rain ing and

development program, focused exclusively

on business travel management, is the only

certified global business travel program offered

by a travel association. Available for students,

professionals and aficionados of the industry,

participants may create a customized itinerary

to gain market knowledge within select cities

and regions, zero in on emerging business travel

markets or participant in the entire program.

Each week-long city itinerary includes economic,

industry and cultural briefings, industry updates

from key sectors of the corporate travel industry,

classroom instruction on global corporate travel

management and site visit and partner tours

to key suppliers of business travel products and

services.

Hosted at the Ibis Shanghai Yu Garden Hotel

and Sofitel Hyland Shanghai, the most recent

group of participants had the opportunity

to at tend sess ions such as The Myths of

Ground Transportation Operation in China,

The Challenges and Difference in Operation

of a 6-Star Hotel in China, Settlement Options

and Challenges in China Business Travel and

Managing a Multi-National Corporation’s Travel

Policy in China – A Story of Success of Microsoft.

At the conclusion of the program, participants

received the ACTE Accredited Global Travel

Executive Certification. Those who continued on

to the next destination enjoyed a trip to Mumbai,

India, for further educational sessions.

If you are interested in learning more about how

a business travel management program can

benefit your organization, I personally invite you to

join the Association of Corporate Travel Executives

to see what our education and networking

opportunities can do for you. To learn more,

please visit us online at www.acte.org, or on Twitter

内电话,1元新台币/1分钟;

卡,可在各当地火车站或便利商店购得;

Tips
