Opening and safety inductionRies Langereis welcomes everybody. Regrets received from Jerry Longmire (representing AWHEMS). Eric Wehner will represent AWHEMS this meeting. Maarten Kuipers co-ordinated the safety induction.

Repair and re-manufactureJonathan Jordan explained that because of US anti-trust regulations the OEM clause was pulled out of the API 6A back adoption of ISO 10423. API worked out a compromise clause, but the ballot failed. Same compromise is now offered to the ISO workgroup to consider for the next revision of their document. Issues to be resolved relate to:

Non-OEM repair and re-manufacturing shops having to obtain and work to OEM design specifications

Markings. Upgrading of designs (either by OEM or non-OEM companies). Document retention (currently 5 years, proposed to move to 10 years as

in other standards) API Monogram annex (any API adopt-back will include a Monogram

annex and it is noted that ISO 11960:2002 – Casing and Tubing has the API 5CT monogramming clauses included in the document)

Participants observed that most regulators and end-users would require repair and re-manufacture in accordance to OEM design specifications.Rick Faircloth remarked that for API 6D it was decided to publish a separate Recommended Practice, API RP 6DR, rather than including a repair and re-manufacture clause in API 6D itself. A similar initiative is launched to develop an API 6AR, because irrespective of the OEM issue, a repair and remanufacture document is needed for API 6A equipment in the US.AWHEMS – Northsea publishes a document on repair and re-manufacture on their website.APD-PSA in Norway also has a document on wellhead intervention that discusses repair and re-manufacture requirements. DNV has written an interpretation to this document recently.Ries Langereis concluded that the five documents discussed (current ISO, failed API compromise, API RP 6RD, AWHEMS-Northsea and APD-PSA/DNV) and the issues raised will be reviewed to identify possible improvements the current ISO annex J, but that the underlying principles driving the requirement for traceability of repair and re-manufacture certified by OEMs according to their endorsed design specifications remains unchanged.

New NACE implementationISO 15156 was published between ISO 10423 publication and API 6A adopt-back. The opportunity was taken by API to implement ISO 15156 in the regional annex O. Now that a few years of experience is gained with ISO 15156 in relation to Wellhead and Christmas tree equipment, it should also be considered to reference ISO 15156 in revision 4 of ISO 10423.

Derek Milliams chairs the ISO 15156 Maintenance Panel and he explained the maintenance process and demonstrated their public website http://www.iso.org/iso15156maintenance . Thierry Cassagne issued an enquiry to the end-user/manufacturer communities about their experiences with ISO 15156 implementation in API 6A.. To date, responses have been received by Mokveld, Shell, BP and Total. Vetco, Gray, FMC and Cameron as well as Exxon are requested to provide their feedback. No real problems have been reported. One finding is that it seems that the HRc option is used for CS under the condition of 2/3 SMYS + PWHT. Eric Wehner indicated that material class ZZ may no longer be needed in API 6A. He also suggested issuing material datasheets including maximum H2S partial pressure rating versus temperature.Derek Milliams will review annex O of API 6A Rev. 19 and provide comments. Jonathan Jordan will issue the electronic Word file to Thierry Cassagne and Derek Milliams.Ries Langereis concluded that there were no major issues preventing the implementation of ISO 15156 in the new revision of ISO 10423 in the same way as it is implemented in API 6A.

Current situation USA, AWHEMSA plenary review of the AWHEMS list of suggested changes was started. Suggestions either relate to errata, technical changes or improvement ideas. Only technical changes or improvement ideas will be reviewed in workgroup meetings. Ries Langereis and Eric Wehner will resolve the editorial comments/errata.

Portable Vickers would be acceptable if other methods are not practicable.

A work item needs to be opened to develop a more detailed pressure testing procedure

A resolution has to be found with respect to retesting after the tree has been disassembled for packaging/transportation

Marking issues require further thought Eric Wehner will request AWHEMS to include on their list of suggested

changes to ISO 10423 a request to drop some temperature classes, rather than reduce the number of materials classes as currently included in their list.

The process for closing out the AWHEMS list needs to be resolved next meeting.

Forgings vs. CastingsEnd users represented in the workgroup all have a preference for forgings in high-risk applications. Currently PSL 3 and above requires wrought material in ISO 10423. A company like Shell specifies forgings already at PSL 2. Key technical argument for the preference for forgings over castings for these applications is the problem associated with casting of the development of porosity, cavities and inclusions. NDE methods to detect defects all have their detection threshold and hit rate. Especially coarse-grained material or large

wall thicknesses present challenges to UT or RT examinations that may lead to undiscovered or undisclosed defects. Forgings tend to eliminate casting porosity and break up macro-segregation patterns.Maarten Kuipers stressed that size, complexity, or quantity sometimes demands castings and that a design based on finite element solidification modelling and properly engineered NDE can overcome many of the concerns. To meet objections raised by Mokveld whereby certain clients specify PSL 3 requirements for products that strictly fall outside the scope of ISO 10423, a compromise formulation is proposed to the workgroup limiting the requirement for forgings to applications above 15,000 psi or above 5,000 psi for gas or high sour oil wells. Other alternatives are to leave the current clause in ISO 10423 in tact, or to modify the NDE acceptance criteria (e.g. adopt and adapt the API 6A amendment on the subject).Jonathan Jordan invited the workgroup to present the case to the API SC6 winter meeting in Houston on the 1st of February 2007.

NOTE POST MEETING: attachment 1 contains the presentation as delivered in Houston.

Any other businessIdar Harneshaug mentioned that amendments to ISO 13628-1 should be considered for ISO 10423.

Next meeting

Next meeting will held on the 20th of March 2007 and will be hosted by Hydro in Bergen, Norway.
