3.2 CUR 1790

The design concerns the realization of a new access gate to HLZ more than 4,00 meters net height in order to allow prompt access of firefighting trucks in case of fire on the HLZ, plus a new fire extinguisher, relocation of existing Fire Fighting container inside the HLZ area in convenient easy operational position and other minor firefighting implementation interventions.

New metal sliding portal (about 6,15x4,00 meters) will be installed on a reinforced concrete slab and will be provided by an automatic control system including safety devices, composed at by electromechanical gear motor, warning flashing light, key switch, photocell and antenna. In order to ensure vehicle clearance requirements are met (crash fire vehicle is 3,90 meters), new sliding portal will be at least 4,00 meter high.

IAW firefighting safety requirement, sliding portal will be moved manually to guarantee prompt fire intervention. Further, new access gate will be blast protected.

4. BACKGROUND

The NATO continues its work to stabilize Afghanistan. In order to better support military operations, NSPA as Host Nation is tasked to construct and relocate a passenger terminal and office for the HLZ (ref. CUR 1803) and upgrade firefighting capability at Camp RS HLZ (ref. CUR 1790), in HQ RS, Kabul, Afghanistan.

The RS HQ HLZ location is next to the ECP in the western part of the camp.

Due to increased insurgency attacks on the road between BAF and Kabul, decision was made to use rotary wing for all such personnel transportation. Flights have increased over the last year from 1-2 per day to over 100 movement per day. Average passenger count per day is 268 personnel (inbound and outbound) and the current PAX terminal is a temporary facility with a limited capacity and not fit for purpose after this change of mode of transportation.

5. PROJECT SCOPE

The proposed project will deliver a fully functional helicopter firefighting capability that can apply ample foaming agent providing a minimum 2’597 liters of water at a rate of 750 liters/minute on to aircraft within three minutes of an emergency; other vehicles should arrive no more than 1 minute (1’) after the first responding vehicle to provide continuous agent application. Thus the scope pursuit to guarantee a more affective and prompt intervention in HLZ in case of fire by Fire fighting trucks and personnel.

6. OVERVIEW

Camp RS has one HLZ with four landing points contained within a walled sports field. The field has one vehicle gate located outside of Camp RS under Afghan control and two pedestrian gates inside of Camp RS. Camp RS HLZ is not part of the land that is directly under control of HQ RS and is controlled by ANA, so any modifications to the sports field or its walls would need to be coordinated and approved by GIRoA.

There is a Fire department water truck positioned outside of the HLZ wall within an 800 liters/minute pump, a 20’000 liters capacity (additional 215 AFFF agent) and two hoses that are pulled from a staging area onto the HLZ to fight a fire. Additionally, there are eight fire extinguishers with 100 liters of AFFF. Camp RS has other firefighting vehicles, but they are not specifically designed for ARFF and have difficulty accessing the HLZ.

Only one access point is currently available for fighting a fire. If a crash were to occur in front of vehicle gate, then there would be no possibility of back-up ARFF vehicle support. Additionally, the configuration of the landing pads on the sports field accompanied with the arrival of two helicopters with each flight and often times four helicopters on the ground increases the probability that an accident will involves two or more aircraft.

7. REQUIREMENTS

NATO requirements for HLZ firefighting protection for helicopters the size that frequent Camp RS are: AFFF using 5,5 application rate using 2’597 liters of water on scene, discharge rate of 750 liters/minute and one ARFF vehicle.

The RS HLZ should receive consideration to meet higher standards due to the small size, multiple obstruction and frequency of flights. For this reason, two access points1 for firefighting personnel are required, including new vehicular access gate in existing mitigating blast wall.

The existing hose in the corner of Fire Department Building (n. 712) will be relocated inside the HLZ area in a convenient easy operational position.

Existing Firefighting Container, including connection with Fire Department Building alarm system, will be relocated in a convenient position in HLZ area.

8. DESIGN

The design concerns the realization of a new access gate to HLZ more than 4,00 m height in order to allow prompt access of firefighting trucks in case of fire on the HLZ, and other firefighting implementation interventions.

8.1 DESIGN SOLUTIONS

Two 6 meters Blast Mitigating Wall units will be removed and internal wall to HLZ (composed by pre-fabricated panels and vertical steel structure) will be demolished2 creating a 4,20 m net width gate IOT provide the new access gate to HLZ. Existing electrical lines over the wall will be removed by Military.

New Sliding Portal (about 5,80x4,00 m) will be welded frame, bottom tracked and it will have metal sheets on both sides. Safety edges are required. Its external metallic structure will be founded in a reinforced concrete slab and it will be anchored to Blasting mitigating wall. Furthermore, to avoid gate going off the rails, it will be sufficiently recessed inside concrete slab.

The Sliding Portal will be provided by an automatic control system including safety devices, composed by at least following items:

- Electromechanical gear motor (over 2’500 kg) with control panel, receiver on board and

power supply, including metal rack gate mounted (gear motor power will be properly sized

in according with final effective gate features);

- Wall mounted warning flashing light;

- Wall mounted key switch; 2 Internal wall demolition must be approved by GIRoA Authority.

New concrete pavement3 in the entrance of the HLZ area (about 8x25 meters) for trucks will be provided.

The design propose an Overhead chain link fence with dark screen layer (anti-observation screen) over the sliding door, between 6 meters Blast Mitigating Wall units and internal HLZ wall, to avoid entrance in buffer between wall and to ensure any gaps are protected.

The existing hose in the corner of Fire Department Building (n. 712) will be preserved. For higher safety standards (considering that new sliding portal will normally kept closed) and considering minimum cost of intervention, inside the HLZ area in a convenient easy operational position, close new access gate, a new fire hydrant UNI 70 with hose cabinet will be provided.

The design includes connection to existing firefighting system. New fire-hydrant and the one existing (ID number: 02) will not work simultaneously, without compromising hydraulic functioning.

The relocation of the existing Fire Fighting Container (on a new concrete pad) to a convenient position inside HLZ will be provided, close to new access gate. Demolition of existing concrete pad is included in the design.

Container Unit will be connected with firefighting system by an emergency button which will be stoppable only by Fire Team.

Whether strictly necessary, relocation or removal of the trees in HLZ will be provided.4

8.2 VALUE ENGINEERING (VE)

IAW Firefighting safety requirement, the sliding portal shall be moved manually to guarantee prompt Fire intervention. IOT operate on the HLZ with the fire truck, the new access gate for the firefighting capability becomes a weak point in the mitigating blasting wall, and thus sliding portal shall be blast protected.

In case of engine failure of power supply, sliding gate shall be operated manually (opening direction only) with a slight slope of about 0,5% in the rail system, to allow easy movement with at least two people and one minute (1’) of duration can be considered for closure.

IOT fulfill gate anti blast requirement5, the design provides gate metal structure (anchored to Blasting Mitigating Wall), with iron sheets and concrete foundation, at least contrasting PBIED attacks. The gate structure can be modified in order to comply with anti-blast requirement. Furthermore, also the thickness of sliding gate metal sheets can be increased IOT improve safety requirement.

Further, IOT reduce damage caused by blasting attack, last Blast Mitigating Wall units will be anchored, each by a steel strand fixed in a foundation slab located in HLZ.

5 Anti-Blast requirement has not been defined. It is suitable and highly recommended that the gate will be blast-resistant because of its location inside a defensive blasting mitigating wall.
