7. PUBLIC CONSULTATION 7.0 Introduction

The Ministry of Environment, Forest and Climate Change, (MoEF&CC) Government of

India issued Environmental Impact Assessment notification S.O. 1533 dated September 16,

2006 mandating prior environmental clearance for manufacture of (Bulk drugs and

intermediates excluding drug formulations) industry under category ‘A’ for projects

located outside notified industrial area/estate. The proposed expansion project of Hazelo

Lab Pvt. Ltd (Formerly known as Venlar Labs (P) Ltd.) is located at Sy.Nos. 240, 242, 243,

247, 248 and 249, Dhothigudem Village, Pochampally Mandal, Yadadri Bhuvanagiri

district, Telangana. The proponents obtained the terms of reference from the MoEF&CC,

which mandated public consultation vide letter no. F.No. J-11011/19/2016-IA II (I) dated

31.03.2016. Accordingly the draft Environmental Impact Assessment was submitted to

Regional Officer, Telangana State Pollution Control Board, Regional Office Nalgonda

District for conducting public hearing. The public hearing for the proposed expansion of

bulk drug and intermediate manufacturing unit was conducted on 12.07.2017 at industry

site. The public hearing was chaired by Sri Ravi Gugulothu, Joint Collector & Addl.

District Magistrate, Yadadri Bhuvanagiri district and Sri P. Jawaharlal, Environmental

Engineer, Telangana State Pollution Control Board, Regional office, Nalgonda district.

7.1 Advertisement

Press notification regarding the date, time and venue of the Environmental public hearing

for the proposed expansion was issued in Eenadu (Telugu daily) and The Hindu (English

daily) newspapers on 10.06.2017. Copy of the advertisement is enclosed.

expressed by speakers during public hearing and responses of the proponent are

presented in table 7.1. Response to written representations is presented in Table 7.2.

He stated that the local industries were creating problems to the people and hence opposed the proposed expansion.


5 Sri K. Ramesh Goud, Mandal Vice President, Choutuppal

He stated that he carried out survey of the surrounding villages and obtained the views of the people. He felt that the industries polluted the area and opposed any further expansion.

He stated that Chinakonduru, Jublakpally and Anthammagudern were worst affected villages due to pollution. He further stated that the people would have to evacuate the villages due to adverse impact of pollution generated by the industries, He opposed the expansion.


They also informed that the plant management is taken over by Hetero Group which has experience in implementing effective pollution control measures.

He stated that the people of Dhothigudem, Anthammagudem and Jublakpally opposed to the setting up and expansion or existing industries. He has cited the example of Dubai and other gulf countries where petroleum is extracted from the wells but the wells in this region yields polluted water. He opposed the proposed expansion of the unit

He toured the area since one month to know the opinion of the local public. He stated that the Committee constituted by the District Collector concluded that the water, air, and land was totally polluted in the area. He alleged that the area is subjected to odor pollution, He sought shifting of industries to Mucherla. He alleged that the industries were dumping the effluents into Musi River thereby subjecting the lower reaches to pollution, The hope of people belied as the non-locals were provided employment and locals were neglected lot. He suggested that Common Effluent Treatment Plant / ZLD should be installed to control pollution. He opposed the expansion of the industry.

The proponent assured that industry will install latest pollution control equipment like double scrubbing system, double condensing system to control air pollution and odour nuisance, ZLD system for effluent treatment.

28 Sri. C. Venkat Reddy, Congress Party Mandal President, Choutuppal.

Water, air and land are totally polluted and people could not stay indoors. He opposed the expansion of the industry

She alleged odor problem during evening time and the people were subjected to pains to the legs and eye sores and stated that she incurred about Rs. 5 lakhs towards hospital expenses. She sought closure of industries, She opposed the expansion or the industry

33 Smt. V. Jangamma, R/o. Anthammagudem Village

She sarcastically remarked that whether to stay in these three villages or kill the people by burning. She appealed to the authorities to close the industries. She raised the issue of fertility by citing, the case of her brother and brides were not offered to the bridegrooms. She demanded the closure of industries. She opposed the expansion of the industry



34 Sri. B. Venkat Reddy R/o. Dhothigudem Village

He stated that the adjacent land is owned by him. The bore well water was polluted and the vegetable grown with that water also could not be sold. He alleged that entire agro-economy was affected and vehemently opposed the industries coming up in this area. He opposed the expansion of the industry.

She is dependent on cattle rearing and for the last two years there was no yield due to adverse affect on cattle and making them unproductive. Marriages of people became difficult. Hence she opposed the setting up or expansion of existing units. She opposed the expansion of the industry



36 Smt. Shankaramma, R/o. Dhothigudem Village

She stated that the villagers own lands and constructed the residential houses at the cost of RS.12 lakhs. She raised the issue of rendering the facilities futile on account of industries. She sought that the people be compensated or close down the industries to enable them to go ahead with agriculture. She opposed the operation of industries. She opposed the expansion of the industry

Only pharmaceutical companies are coming up in Nalgonda District. He warned the Government if pharma companies only are permitted in this area, people became prematurely order at the age of 35 years. He warned that people would revolt, if the industries were established by disregarding their views. He opposed the expansion of the industry

He stated that people became agitated after seeing the Public Hearing notification. They are agitating against the industrial pollution for last six months and also submitted memorandum to tile District Collector. He opposed the expansion of the industry

She stated that water became polluted. She alleged that the nursery/seed beds were dried up. She dared the officials to drink the water and for the sake of 10 families, about 100 families were affected. She warned of adverse consequences. All factories in this vicinity should be closed. She warned that people would agitate against any permissions accorded against their wishes. She opposed the expansion of the industry.

The proponent stated that they installed Zero Liquid Discharge (ZLD) system, so that no waste is discharged on ground.

45 Smt. D. Padma, R/o. Dhothigudem Village

She alleged that people were suffering due to knee pains. She lost 4 cattle and the depth of ground water went clown to around 600 feet and crop production was almost nil. There was no possibility of growing up of crops using the polluted water and villages would become burial grounds shortly, if the present trend continued further. She alleged that people were purchasing water for bathing purposes. Water yield from the bore wells reduced. Even buffaloes could not survive on account of pollution. The quality of milk was not good. She opposed the expansion of the industry

The proponent stated that they installed Zero Liquid Discharge (ZLD) system, so that no waste is discharged on ground. The PCB was aware of the adverse impacts and knowing full well they permitted the industries in the area. He demanded the Central Government to examine and take necessary action. He opposed the expansion of the industry

He pointed out the discrepancies in EIA report wherein it stated that water table was around 25 m whereas the actual depth was 500 feet. The report described about the existence of forests within 2 km. He challenged to show the existence of the forests in the surrounding areas. He found fault with the report. The water levels are based on hydrogeological reports. The following forests are located within the impact area; Lakkaram RF at a distance of 1.2 km in south direction, Chauttuppal RF at a distance of 4.8 km in northwest direction, Malkapuram RF at a distance of 2.2 km in west direction, Hafeezpura RF at a distance of 7 km in southwest direction, Ailaupur RF at a distance of 6.7 km in southwest direction, Meharnagar RF at a distance of 5.3 km in northwest direction and Jalalpur RF at a distance of 6.7 km in northwest direction.

48 Sri. Chilkuri Prabhakar Reddy, MPP, Choutuppal

He stated that the people of Choutuppal and Pochampally Mandals were fighting against the pollution. The people were facing the problems of kidney, lung and abortions. He stated that all political parties came together due to his untiring effort to undertake the agitation against the new and existing industries. He requested the authorities to shift these industries to proposed Mucherla Pharma City. He opposed the expansion of the industry


49 Sri. B. Venkat Reddy, R/o. Dhothigudem Village

He stated that all surrounding villagers opposing the industries. He complained that the lung and other diseases were common among the people. He found fault with the PCB for not effectively implementing the rules. He sought that an enquiry committee under the chairmanship of High Court Judge to study the impacts be constituted. He demanded the officials to protect the people instead of supporting the





corporate houses. He demanded the TSPCB inform the setback distance from the habitations. The EIA report is particularly silent about mentioning of distance from the forests and not from habitations. No industry is following the norms. Hence, he unequivocally opposed the proposed expansion of the plant and requested the authorities not to permit the expansion.

They are suffering from various problems including problem of food. She is suffering from lung problems. The hospital expenditure would be around Rs.60, 000/- each time. She expressed her inability to survive in the present circumstances. She opposed the setting up of any industry including expansion of existing industry.



51 Sri. Jitta Balakrishna Reddy, R/o. Bhuvanagiri

He stated that the Hazelo industry proposed to expand the industry over an area of 30 acres with an investment of Rs. 45 crore. He questioned the TSPCB for conducting the Public Hearing since the area is already polluted. He alleged that there is no drinking water and people were not willing to consume even milk of cattle from this area. People were also not willing to bathe in the water drawn




from the bore wells of polluted area and started to purchase milk and water from other areas for fear of contamination. He cautioned that expansion of the existing plant was opposed by the people at large and hardly found any supporter. He opposed the expansion of the industry and the public hearing

52 Sri. G. Peddi Reddy, Raithu Sangam President, Dhothigudem Village

He stated that they are fighting against pollution since six months, He requested to cancel permissions to all the industries in tile area. He expressed his opposition to the proposed expansion of the unit


53 Sri. P. Revender Reddy, R/o. Dhothigudem Village

He questioned the availability of water which would adversely impact the farmers. Daily 100 tankers of water are required. Dhothigudem would become people-less village after some time. He questioned the purpose of separate burial wound as the industries were turning the villagers into burial grounds. He cited the huge amount of bills incurred on medical grounds. He demanded not to expand the industry. He wanted tile environment existed in the area before 2007.He opposed the expansion of the unit. Demanded to conduct enquiry with sitting judge


They also informed that the plant management is taken over by Hetero Group which has experience in implementing effective pollution control measures. The total water requirement is 486.3 KLD consisting of 298.27 KLD of freshwater drawn from borewells and 170 KLD of reuse of treated wastewater.

54 Sri. C. Sandeep Reddy, R/o. Dhothigudem Village

He opposed the proposed expansion. He opposed the NGOs and others if any supporting the expansion. He thanked




all who agitated against the pollution effluents by adopting latest technology using condensers, scrubbers, zero liquid discharge based effluent treatment system, closed operations etc., without causing any pollution problems to the surroundings area.


55 Sri. M. Shekhar, R/o. Dhothigudem Village

He opposed the proposed expansion and requested the authorities not to continue the public hearing further. He requested the authorities to examine the water collected in the bore wells to ascertain the fact about contamination of water.



56 Sri. K. Venkatesh, R/o. Jublakpally, General Secretary, Kalushya Porata Samithi.

He owns 4 acres of cotton land. Laborers were not forthcoming to work in the fields. His sons were admitted to Owaisi hospital who diagnosed the disease that was attributed to pollution. He alleged that the industry discharged the effluent during the night time; consequently the land is subjected to pollution. But Hazelo industry is in the distance of only 400 mtrs in the limits of Choutuppal mandal revenue. Similarly on 11.4.2017 vide Lr.No.A-397/2017 the Regional Mandal Officer, Choutuppal in Dothigudem G.P. limits only 7 chemical industries management are not following the pollution control mandal, running the industries as informed. The hazelo industry management paying the security deposit to the pollution control board

He informed that in EIA report it is shown that this Hazelo lab is at a 49 kms from airport but these industries existence were not shown. 2. He informed that in EIA report it is given that no pond, kuntalu were present. He informed that on east side of the industry in the distance of 0.9 kms in Choutuppal mandal the biggest Lakkaram pond, in the distance of 4 kms Khaitapuram pond, in the distance of 2 kms Siddppa pond, in the distance of 5 kms Choutuppal big pond, in the distance of 7 kms Thalla Singaram Divi pond, in the distance of 2.5 kms Jiblakpalli village ponds are present. In Lakkaram pond water is there, Choutuppal population about 50,000 for drinking water big pond will get polluted. 3. He informed that Dothigudem village existing 7 chemical industries in Choutuppal mandal having 2 chemical industries are completely depending underground water only. These industries are using of underground water the water completely got over, due to pollution they are not useful for drinking and agriculture as given reports by PCB, and Agriculture dept. People has filed a case against the Hetero in Supreme court at Green Tribunal, at Appellate authority and at present case is going on. Hetero industries surrounding village people to restrict the industry pollution as the people, farmers lodged the complaints. He informed that YadadriBhuvanagiri Dist. Pochampalli – Choutuppal area people completely facing problems with pollution. He informed that in this area the Pharma industries are illegally transporting the waste during nights through tractors and discharging into borewells thus polluting the ground water. Farmers are facing problems and falling ill He stated that Dharmajigudem, Lakkaram villages farmers are facing much problems Pochampally – Choutuppal areas people facing severe problems and the Mandal Parishat

Hence kindly the arrangement making by Hazelopharma industry as the govt. is arranging in pharma city as it has to be made arrangement kindly initiate action as I am hoping for it in any circumstances environment permissions should not be granted.

He extended his full support to the expansion of the industry and informed that about 300 Mandal unemployees may get job. He advised to run the company acoording to government rules, about 2% should be allotted for CSR.
