IntroductionHeritageNL’sprogram“People,Places&Culture”isdesignedtoassistcommunitiestoidentifytheirculturalassetsandtoconsiderwaystoprotectanddevelopthem.Itisbasedonarecognitionthatheritage/culturalassetsaresomeofthestrongestelementsthatacommunityhasto:defineitsuniquecharacter;createneweconomicopportunities;andenhancethequalityoflifeforresidentsandinstilllocalpride.Thisreportrepresentstheoutputofa“People,Places&Culture”WorkshopfacilitatedbyHeritageNLinHarbourGraceinNovember2018comprisingtwoparts:I)aculturalmappingactivitythatconsideredthecommunity’stangibleandintangibleculturalassets;andII)asessiontoexploreopportunitiesforprotecting,safeguardinganddevelopingtheseassets.WorkshopSessionI:HeritageAssetsWhatParticipantsWantfromtheWorkshopWorkshopparticipantsexpressedthattheywereattendingthesessionbecausetheywantedtohelprealizethepotentialofHarbourGrace’sheritage,muchlikeothercommunitiesintheprovincehavedone.Adiscussionwasheldatthestartofthesessionaroundwhatparticipantshopedwouldcomeoutoftheworkshop.Threekeyareaswereidentifiedbythegroup:A.InventoryingourHeritageThegroupidentifiedaneedtoidentifyandcataloguewhatexistsinthecommunity,sothereisagoodrecordofassets.Thereisasensethatthereisalreadygreatmaterialoutthere,basedonpreviousresearch,collections,andoralhistories,bothpublicandprivatelyowned.Howdowefindthisinformationandmakeitusefulforourtown?Andthenhowdoweidentifythemesorareasoffocus(church,courthouse,familyhistory,etc.)andundertakenewresearch,suchasoralhistories,tofillinthegaps?B.PlanningfortheFutureofOurHeritageTheotherneedidentifiedwastoidentifyprioritiesandplanaccordingly,andtodevelopapreservationstrategythatwillfosterbusinessandeconomicgrowth.Localpeopleneedtoknowhowtoaccessfundingandgetinformationaboutfundingagencies.Itwas

Recommendations/ObservationsfromHeritageNL1.ThecommunityofHarbourGracehastakenanimportantfirststepinidentifyingopportunitiesandprioritiesfordevelopingitsheritageresources2.Developingalong-termplanisanimportantearlysteptoguidetheoveralldevelopmentprocess.Thiswill:

Considerationsforadevelopmentplaninclude:

ensurecommunityownershipandbuy-in.Traditionaldevelopmentstrategiescreatedbyconsultantsdon’talwaysensureahighlevelofcommunityinput,duetothetimerequired.Perhapsacommunityconsultationprocess/needsassessmentcouldbeundertakenpriortoengagingconsultantsbyworkingwithpartnerssuchasACOA,HeritageNL,TCII,MemorialUniversityandregionalstakeholders

3.Thedevelopmentofacommunicationstrategyshouldbeahighandshort-termprioritytoensurethatallstakeholdersinthecommunityareinformedofthedevelopmentprocess.Withoutthis,thereisarealriskthattrustandeffortswillbreakdown.Itcouldtaketheformofaregularprintedoronlinenewsletterand/oruseofsocialmedia.4.Thedevelopmentofthetown’shistoricwaterfrontanddowntownwillrequireaneffectiveorganizationtodriveitforward.Suchagroupwillneedtohaveaclearfocusandmandate–ideallywithabroaddevelopmentmandateofwhichtourismisapart–andwillhaverepresentationfromkeycommunitysectors.Seriousconsiderationshouldbegiventoestablishinganindependentdevelopmentcorporationinthecommunity

thathaspowerstoacquire,developandmanageproperties,althoughthismayevolveovertime.ThismodelhasworkedwellincommunitiessuchasPortUnionandBonavista.Itsadvantagesinclude:

• Agroupdedicatedsolelytothetown’sdevelopment• Amulti-yearfocusthatisbeyondthe4-yearpoliticalcycleofalllevelsof

government• Theabilitytomanagepropertiesandundertaketheirdevelopmentin

situationswhereitmaynotbepossiblefortheprivatesectortodoso.Italsoallowsforpublic-privatepartnerships

• AnabilitytoaccessavarietyoffundingsourcesThatbeingsaid,themunicipalitywill,ideally,berepresentedandhaveastrongliaisononsuchanentity.Aswell,keystakeholdersshouldberepresentedsuchas:thebusinesscommunity,heritagecommunity,andagencieswithamandateforsocial,economicandculturaldevelopment.Regionalorganizationsandgovernmentagenciescanplayex-officio,advisoryroles.

5.Avaluableearlystepwillbetocollectandinventorythecommunity’sstoriesandtangibleheritageassetsthatmightcomprisethefollowing:

• Inventoryofhistoricbuildingsandplaces• Aninventoryofanycollectionsofhistoricalrecordsordocumentationthat

exist(publications,recordsheldbythemuseumandlibrary,oralhistories)• Anoralhistoryprojectthatcapturestheknowledgeofthecommunity’s

olderresidents• Identificationofresearchgapsanddevelopmentandimplementationofa

researchplanHeritageNLandtheAssociationofNewfoundlandandLabradorArchivescanassistwithdevelopingaplantoundertakethisproject.6.InHeritageNL’sopinion,theinitiativesthatwillhavethebiggestimpactintermsoflayingthegroundworkforfuturedevelopmentinthetowninclude:

• CreatingaplanforthedevelopmentoftheRegisteredHeritageDistrict,alongwithotherclustersofheritagebuildingssuchasVictoriaSt,thatconsiderssuchthingsas:publicimprovementsofinfrastructure;adaptivereuseplansforvacantorunder-utilizedbuildings.Anexampleofthelatter

istheRidleyHallsite,whichcouldbedevelopedasaruin/interpretivesite/park.Measurestostabilizetheruinsshouldbeundertakenwithinthenextyeartoavoidfurtherseriousdeterioration

• Creatingaplanforaharbourwalkthatidentifiesanumberoflookoutswithinterpretivenodes.Itcanincorporateexistingtrails(suchasthosethatexistatBearsCoveandFeatherPoint),roadwaysadjacenttotheharbour(WaterStreetintheHeritageDistrict)andboardwalksinkeyareas.Thiswillbeamulti-yearinitiativethatwould,ideally,startwithareasthataretheeasiesttodevelopintermsofinfrastructurerequirementsandavailabilityofland

• Thetwoinitiativesidentifiedaboveshouldbecloselyintegratedintoaplanformarineindustrialdevelopment.Thetwocanbeverycomplementary.Thehistoryofmarineindustriescanformanimportantthemeininterpretation.Newandexistingmarineindustriesbeanattractionforvisitors(boatbuildingandservices),possiblyintheformofeconomuseums.Considerationshouldalsobegivenforhownewmarineindustriesandinfrastructurecanbedevelopedinawaythatiscomplementarytosurroundingheritageassetsandallowspublicaccesstotheshoreline

• Theairstripcouldbegreatlyenhancedbybetterdirectionalsignageandbysiteinterpretationthatcouldincludesignboardsandinterpretiveapps

• ThekeytoenhancingHarbourGraceasatourismdestinationisconsideringhowitshistoryandheritagecanbedevelopedintohighquality,creativevisitorexperiencesthatcouldinclude:tours,festivals,food,thevisualandperformingarts,hands-onactivities.Ideally,thesewillbepackagedalongwithotherregionalattractionsandvisitoramenities(accommodationandfoodservices)andwillinvolvethelocalbusinesssector

7.Whilealong-termplaniscritical,thegroupshouldidentifysomeshort-terminitiativesthatwillbuildcollaborationanddemonstratetothecommunitythatpositivechangeispossible.OneofthesemightbetheutilizationoftheOtterburySchoolHousewhichiscurrentlyunused.Inthesummerof2019(whichmarksthe50thanniversaryoftheschool’sclosure)asessioncouldbeheldwithpastattendeesattheschoolinwhichtheyareinvitedtosharephotosandstories.Considerationmightalsobegiventousingthebuildingasavenueforcraftdemonstrations,whichcouldcomplementthenearbyvisitorinformationcentre.

8.Communityinputanddecision-makingiscriticalifaperception--heldinsomequarters--thatdecisionsaremadebyafewpeopleinthecommunity,aretobeovercome.Engagingthecommunity’syouthandnewresidentsisveryimportant.Thesegroupsbringfreshperspectivesandskillsneededbythecommunityasitmovesforward.Ultimately,HarbourGrace’smostimportantassetsaretheskills,energies,expertiseandcommitmentofitsresidents.
