I. Two partiesA. The two party system started

with Alexander Hamilton and Thomas Jefferson

1. Both supported ratifying the Constitution

2. Both served in Washington’s cabinet

honor bonds sold during the Revolution

b) Most of the people getting paid would be “cheating” the government

2. Northern states said yes b/c they owed a lot of money

3. Southern states said no b/c they had already paid off much of theirs

4. Compromise reached said federal gov’t would assume debts AND capital would move south (Washington DC)

5. North liked debt reduction and South liked national capital closer to them

national bank to hold revenues and a source of loans to spur growth

1. Jefferson & Madison said the Constitution didn’t specificallyallow Congress to do so

2. Hamilton pointed to the “necessary and proper” clause

3. Congress and George Washington said yes to Hamilton
