NOTES ON SUMMARY OF SUBMISSIONS: 1. The Hamilton Airport extension includes changes to the Waipa District Plan, Proposed Waikato District Plan and the Hamilton City

Proposed District Plan. The application and submission process is being jointly managed by the respective councils. The hearing of submissions and consideration of the Plan Change, Variations and designations will be conducted at a joint hearing.

2. In cases where a submission is recorded as a Late Submission, a decision will be made by the Independent Hearing Commissioners as

to whether the submission will be accepted. These parties may provide evidence or reasons to support the late acceptance of their

submission as part of the hearings process.

3. There are statutory limitations on parties making further submissions. If any party has questions on whether they are able to make a further submission, then they should seek advice from a professional planning or legal representative. Supports measures that will safeguard and provide for the Airport‟s long-term operation.

Supports the implementation of noise contours, obstacle limitation surfaces and other land use restrictions including controls on the types of development permitted within the vicinity of the Airport.

State Highway 21 (Airport Road), State Highway 3 (Ohaupo Road) and the Southern Links roading project will be directly affected by the NOR and plan changes.

SH 21 is a regionally significant transportation route linking SH1 to SH3 and providing access to the airport and Mystery Creek area. SH 21 is affected by the NOR due to:

The need to lower the SH21 carriageway by up to 5.5m to ensure sufficient vertical clearance between the highway and high intensity airport lighting (HIAL) bank and obstacle limitation surface at the southern end of the main runway.

The southern HIAL bank will bisect SH 21 and it is likely that physical works and permanent structures will be required within the existing designation for SH21 to facilitate the HIAL bank.

NZTA have an interest in the northern HIAL bank and obstacle limitation surface in terms of its interaction with the existing and future arterial roading network to be established by the Southern Links.

Consider that the matters of interest can be adequately addressed through:

Early engagement by WRAL with NZTA during detailed design phase of the project.

Regular dialogue with information provided to NZTA by WRAL with regards to timing of construction and construction programme for the WRAL works.

Support is conditional upon appropriate measures being identified and implemented to mitigate actual and potential effects on the safety and efficiency of the existing and future State highway network and the existing and future arterial roading network.

These include:

Liaison with the NZTA during the design phase of the project where any part of the works within the designation may affect existing and/or future state highway and arterial roading infrastructure and make consequential and reasonable and relevant changes to the relevant design plans, methodologies.
