It has come to our attention that your business, Weebly, Inc., has registered and is using thedomain name http://gulencharterschools.weebly.com/blue-ocean-construction.html (the“Domain Name”) as a World Wide Web domain name in violation of the AnticybersquattingConsumer Protection Act of 1999 (15 U.S.C. §1125(d)), which is embodied in the Lanham Act(15 U.S.C. §§ 1051-1127). The Domain Name is similar to our Trademark or a very similarmark and is being used in association with the marketing, sale, distribution or identification ofWeebly, Inc. products and/or services, and is thus trading on the name, goodwill and reputationearned by the Company. It is possible that you were unaware of this conflict and we believe itis in our mutual interest to bring it to your attention and resolve it.

Our Trademark provides us with certain proprietary rights, including the right to monitor andrestrict the unauthorized use of our Trademark, or confusingly similar trademarks, inassociation with non-Company products or services. We must exercise this right to protect thevalue of both our Trademark and of our business. Remedies for such infringement can includepayment of actual and treble damages, recovery of profits, reimbursement of attorney’s fees,and may also include injunctions against your further use of the Domain Name(s) and thetransfer of your Domain Name(s) to the Company.

These Gulenist construction vendors appear to be, in actuality, shell companies. Theytypically have no true physical plant, are in business for only a short period of time,and their corporate address is generally a residential house where one of the corporateofficers lives. Their "portfolios" and "satisfied client" references are typically made upentirely or almost entirely of jobs within the Gulen network. Bona fide non‐Gulenistlocal construction companies and contractors are generally hired to do the actualconstruction work. The Gulenist contractor can charge overhead, of course.

In the southeastern states of Georgia, Florida and South Carolina, the Gulen charterschools are under the control of Charter Educational Services & Resources, formerlyknown as the Grace Institute for Educational Research and Resources, Inc. Blue OceanConstruction and the closely‐related NOSS Construction are currently (as of August2014) the vendors for school facility construction and renovation for these schools. Blue Ocean Construction was founded by Mehmet Fahrettin Taskan, an individual withmultiple Gulenist affiliations including several Gulen charter schools.

Gulen Movement connections

Blue Ocean Construction has a number of ties to the Gulen Movement and Gulencharter schools (see chart below). Through Serkan Saglam, Blue Ocean Construction istied to NOSS Construction, which has contracted to the charter schools operated byFulton Educational Services in Alpharetta GA. A June 1, 2012 forensic auditcommissioned by Fulton Couty Schools that investigated vendor relationships withFulton Science Academy Middle School (a publicly‐funded charter school that lost itscharter and is now a private school) identified NOSS Construction as a contractor forthe three schools run by Fulton Educational Services. The name NOSS appears in aconnection chart in that audit, and it is not specified exactly which of the 3 schools itperformed construction for. However, the NOSS Construction website (accessedAugust 2014) listed the following as among the company's projects:

Note that the actual name of the first school is Fulton Sunshine Academy, and it is anelementary, not a middle school. It is located in Roswell, not in Alpharetta. It seemsdoubtful that NOSS Construction was truly unaware of this. The actual name of thesecond school is Fulton Science Academy Private School, and it is abbreviated FSAPS,not FSAP.

NOSS Construction's owner, Nabi Ozturk, has ties to the Gulen Movement through theCosmos Foundation of Georgia and the Turkish American Islamic Institute, bothGulenist organizations. In the chart below, MAFTAA, Orlando Turkish Cultural Center,the Nile Foundation, and the Turkish American Association of Kentucky are all Gulenistorganizations.

Stars Middle School, a Gulen charter school in Tallahassee FL, is located (as of August2014) at the 1500 Miccosukee Rd address, although this property does not appear tocurrently be under Gulenist ownership (the owner is apparently Tallahassee MemorialHealthcare, a neighboring hospital facility). As can be seen from the Buildzoomwebsite, Blue Ocean Construction nevertheless got a contract worth $87,500 torenovate the site for Stars Middle School.

Blue Ocean Construction and Broward Math and Science SchoolsBroward Math and Science Schools is a Gulen charter school that opened in early August2014. It occupies a site at 6101 NW 31st St, Margate, Florida. Gulenist ties of Yazan Khatib, charter school landlordYazan Khatib, apparently the landlord for River City Science Academy, and also, asowner of Pelham Oaks Plaza, LLC, the landlord for the GREEN Charter School, has ties tothe Gulen Movement. Khatib has written an article for Today's Zaman (link(http://www.todayszaman.com/news‐248228‐problems‐with‐coverage‐of‐events‐in‐syria‐by‐yazan‐khatib.html)), the flagship Gulen Movement propagandist newspaper. He is on the advisory board of the Istanbul Center (as of August 2014), an organizationknown to be affiliated with the Gulen Movement. The Amity Turkish Cultural Center (ATCC) is a Gulenistorganization; its official legal name is the Atlantic Foundation of North Florida. ("Amity" and "Atlantic" are both favored by Gulenists in naming their organizations orschools.) Another website of unknown ownership called "mydigitalpublication.com"has an article on Khatib stating that he "supports" the Amity Turkish Cultural Center.

Strategic Ambiguity

The searching required to ascertain that the Gulenist businesses Blue OceanConstruction and NOSS Construction contracted to several Gulen charter schools is anindicator of Gulenist "strategic ambiguity." The website of Blue Ocean avoids namingthe schools, and, in the case of NOSS Construction, the school names are altered,almost certainly with intention to obscure them. As noted earlier, the NOSSConstruction website incorrectly uses the names "Sunshine Academy Middle School" forFulton Sunshine Academy school, and "Fulton Science Private School(FSAP)" for Fulton Science Academy Private School (FSAPS). Such seemingly "minor"alterations in names can make web searches more difficult.

While photos of the GREEN Charter School shown on the website of AccentPhotography are identical to those shown on the website of Blue Ocean Construction,the Accent site captions refer to "Construction and upfitting by Unique Builders" anddo not name Blue Ocean. Unique Builders (http://www.unique‐builders.net/), alicensed general contractor in Greenville SC, has been in business for over 20 years (incontrast, Blue Ocean Construction was created as a Florida corporation in 2012), andmentions the GREEN Charter School by name in its website portfolio (link(http://www.unique‐builders.net/pages/portfolio_commercial.html)). It is a goodassumption that Unique Builders did the actual work, while Blue Ocean Constructioncollected overhead and took credit for it (albeit without naming the school) on its ownwebsite. (As an aside, Unique Builders mentions an "extremely aggressive constructionschedule," again fitting a pattern seen repeatedly in construction jobs for Gulencharter schools in other states.)

Blue Ocean Construction is also the name of an unrelated, non‐Gulenist corporationregistered in North Carolina. A number of Gulenist entities have been found to usenames identical to those already registered in other states by unrelated organizationsor businesses, or names that are easily confusable with other corporations in the samestate. As this is a recurring pattern, it is believed to be another manifestation ofstrategic ambiguity.

H‐1B Visas

In common with numerous Gulenist enterprises operating in the US, Blue OceanConstruction has applied for and obtained H‐1B visas. Such visas are intended to be forspecialty occupations where there is a shortage of qualified US workers. In 2012, itsapplication for a Construction Project Engineer in Jacksonville FL was denied, butanother application for a Project Engineer in Orlando FL was certified (link(http://visadoor.com/h1b/index?company=blue+ocean+construction&case_no=&city=&state=&year=2012&case_status=&submit=Search#.U_s3T6OwRnU)In 2014. two H‐1B visas for Project Engineers in Alpharetta GA were certified (link

Copy‐paste: an economical way to produce websites

A pattern has emerged from observations of websites of numerous Gulenistbusinesses. Text on the websites matches verbatim or near‐verbatim text fromsimilar, non‐Gulenist businesses. Because this is a recurring pattern, it appears likelythat it is the Gulenist businesses who are doing the copy‐paste.
