UDOT STRUCTURES DESIGN AND DETAILING MANUAL GUIDELINES FOR STRUCTURAL DESIGN REVIEWS

OVERVIEW

These guidelines provide directions for Structural Design Reviews and Oversight Reviews on projects. A

design reviewer and oversight reviewer are assigned to projects that involve structures. General

procedures are:

• The Structures Division assigns a design reviewer and oversight reviewer to each project.

• A task order (scope of work and cost estimate) is prepared and submitted to the Structures

Division by the reviewer for reviews performed by consultants. Specific responsibilities are

defined.

• The design reviewer evaluates the design deliverables and prepares comments on the Discipline

Review Comment Resolution Form as described in the UDOT Quality Control / Quality Assurance

(QC/QA) Procedures.

• The design reviewer submits the review comments to the oversight reviewer.

• The oversight reviewer examines the review comments for consensus, provides additional

comments if necessary, and returns the Discipline Review Comment Resolution Form to the

design reviewer.

• The design reviewer returns the completed Discipline Review Comment Resolution Form to the

structural designer for the project.

• The structural designer for the project responds to the review comments and returns the form

to the design reviewer.

• The structural designer and reviewers discuss comments and responses and agree upon a final

disposition.

• Once comments are addressed and incorporated, the final deliverables are provided by the

structural designer to the design reviewer and oversight reviewer for comment resolution

verification.

• The design reviewer will complete the Structural Review Completion Form and send the form to

the Structures Construction Manager for verification and final acceptance of the deliverables.

Activity requirements are described in the Project Delivery Network. All projects are required to use

ProjectWise to maintain a record of all structures submittals and to exchange comments and responses.

Local government projects are required to follow UDOT Structure’s plan presentation.

Review services are intended to provide a constructible set of plans that meet design requirements.

• Conduct all reviews with professionalism and tact

• Avoid comments that should have been/be discovered through the structural designer’s QC/QA

SCOPING (STAGE 1)

1S1 IDENTIFY PRELIMINARY STRUCTURE TYPE (MINOR & MAJOR)

UDOT Structures Project Manager reviews and accepts the Preliminary Structure Type Selection Report.

Design review and oversight review is not required at this stage.

GEOMETRY (STAGE 2)

3S1 DEVELOP TYPE SELECTION AND LAYOUT (TS&L) AND SEISMIC STRATEGY

3S2 DEVELOP S&L FOR MINOR STRUCTURES

3S3 DEVELOP S&L FOR REHABILITATION

A status Structure Type Selection Report, Seismic Strategy and structural plan package is submitted for

the 2V1 Geometry Review Meeting by the structural designer for the project. A formal review is not

required at the geometry stage. A courtesy review can be implemented depending on the project.

and submits the package to the design reviewer for comments. Design reviewer completes the

Structure Type Selection Report • Verify inclusion in package

• Review content for completeness

Preliminary Seismic Strategy Report

• Verify inclusion in package

• Review document and compare

description with design plans

Situation & Layout Plan Sheets

• Verify plan sheets meet all the

requirements of the Situation & Layout

Checklist

• Verify UDOT CADD Standards are followed

• Verify structures are constructible using

proven construction methods

• Spot check, cross reference, and look

through non-structural sheets to validate

information shown and impacts from non-

structural items are addressed

• Confirm plans represent acceptable UDOT

design practice and presentation

Railroad Company’s Review and Acceptance

(if applicable)

• Verify inclusion in package (if applicable)

Initial Design Exception, Design Waiver, or

3S6 S&L ACCEPTANCE

REVIEW TIME REQUIREMENT (3 WEEKS) – PRIOR TO PLAN-IN-HAND MEETING

Once all comments have been addressed, the structural designer prepares the Structural

Documentation Package and submits the package to the UDOT Structures Construction Manager for

acceptance.

INTERMEDIATE REVIEW (STAGE 4)

INTERMEDIATE REVIEW

An intermediate review is considered an over-the-shoulder review and will be included in projects as

deemed necessary during the Kickoff Meeting. Structure plan sets are reviewed to verify concept and

scope and identify design flaws that will significantly affect the design. This is not a detailed design or



drawing check, but a review to validate the design direction and verify that the design scope and intent

and all project design criteria and requirements are being met. This review provides an opportunity to

make changes in the design before it progresses to the point where design changes become prohibitive.

The structural designer prepares the following deliverables of the Structure Project Documents and

submits the package to the design reviewer for comments. Design reviewer completes the following:

Structural Plans

• Verify plan sheets meet all the

requirements of UDOT Structures Design

and Detailing Manual

• Verify UDOT CADD Standards are followed

• Verify structures are constructible using

proven construction methods

• Spot check, cross reference, and look

through non-structural sheets to validate

information shown and impacts from non-

structural items are addressed

• Confirm plans represent acceptable UDOT

design practice and presentation

• Verify all appropriate structural details are

included

• Verify dimensions and callouts are clear

and complete

• Verify plan sheet notes use active voice

• Verify plans clearly communicate the

intended design

• Verify all structures are identified,

reviewed and have a structure number

assigned



Calculations (upon request of Design Reviewer) • Compare design calculations with

information in the plan set (if applicable)

Structures Engineer’s Estimate • Verify quantities and unit costs for

structural items are reasonable

Specifications & Special Provisions

• Verify active voice is used

• Verify construction schedule is appropriate

• Verify specifications and special provisions

are clear and understandable

• Verify all required structural special

provisions are included

• Verify correlation between plans,

specifications, and special provisions are

complete

Measurement & Payment • Verify payment information for structural

items are complete and acceptable

Acceptance & Documentation • Verify structural items are complete

5S1 DELIVER FINAL STRUCTURE ACCEPTANCE

The structural designer addresses comments from the PS&E Meeting, prepares the Structural

Documentation Package, and submits the package to the UDOT Structures Construction Manager for

acceptance.

The UDOT Structures Construction Manager verifies completeness of package and provides Final

Structures Acceptance for advertising.
