To keep this guide manageable it primarily includes sources of labor market data with a few exceptions. ;ata that measure inflation (such as the -onsumer9rice Index) are included because it is almost always desirable to ad+ust monetary trends (e.g. earnings) for inflation to obtain a more realistic perspective. The-ommerce ;epartment$s 3ureau of 1conomic Analysis (31A) state and local data are included because their statistics on personal income are dominated byearned income. 9opulation data are included because employment and training programs (and many other "ederal programs) base eligibility and fundingdecisions in part on population data.

The -ensus 3ureau uses a variety of online tools that can be used to find tabulate organize graph and'or map information. These are conveniently describedat ;ata Access Tools . <eference contacts for specific sources are listed in the table below but see -ontact 34, or -ensus 3ureau sub+ect'topic contacts for

general lists. The -ensus 3ureau can also conduct special surveys at the re%uest of a governmental unit except during the period immediately before and afterthe decennial census as part of its ,pecial -ensus 9rogram . Geo%rap+$'a! term&: A metropolitan area (of which there are three types) is made up of one or more counties and consists of a core area containing asubstantial population nucleus together with ad+acent communities having a high degree of economic and social integration with that core. 1ach metropolitan statistical area (:,A) must have at least one urbanized area of 0/ /// or more inhabitants and micropolitan statistical areas include between / ///*0/ ///population. ,ome :,As have subdivisions called metropolitan divisions. Areas outside of :,As are called non*metropolitan areas& given their smallerpopulation size there is much less data available for them (a good source is the American -ommunity ,urvey shown in the first row below). S*r)e" term&: Information is collected directly from the labor force through what are referred to as +o*&e+o!# or #emo%rap+$' &*r)e"& (the decennialpopulation census is the oldest household survey and the -9, is the oldest regular monthly survey). >ote that household surveys other than the -ensus3ureau$s American -ommunity ,urvey usually cover the civilian non*institutional population and thus exclude the homeless military personnel and those inprisons and mental health facilities. Information is collected from employers through what are referred to as e&tab!$&+ment &*r)e"& (the -1, is the oldestestablishment survey). An establishment is defined by 34, as ?an economic unit which produces goods or services such as a factory mine or store. It isgenerally at a single location and engaged predominantly in one type of activity.@ Thus a single business can be comprised of thousands of establishments. Wor(for'e term&

mployment : mployment refers to the number of individuals at work. mployees mean only wage and salary workers and excludes the self*employed. Thelabor force means individuals who are either working or not working but actively looking for work (the unemployed)& 34, classifies the remainder of thepopulation as out of the labor force. >ote that the employment counts differ between establishment and household surveys (defined above) primarily becauseestablishment surveys count the number of jobs while household surveys count the number of workers . I.e. individuals who hold two +obs would be countedtwice in an establishment survey (once for each +ob) but only be counted once in a household survey.

Compen&at$on: Compensation means all monetary and in*kind benefits (including health insurance sick leave etc.) that a worker receives. arnings meanall monetary compensation. !ages are monetary compensation paid by an employer (i.e. excluding self*employment earnings) and may exclude irregular paysuch as bonuses. answering the %uestions (employers or employees). 1.g. many government programs (but only some workforce statistical sources) reflect a count ofevery person served during an entire year. In contrast most employment survey counts reflect an average at a specific point in time (such as a singleweek). Therefore it may be inappropriate to use these two sets of information to calculate the percentage of the unemployed served (in addition to theproblem caused by the fact that programs often serve those who are out of work but not technically classified as unemployed).

workforce with the analogous external labor market within aspecified geography and +ob category (and therefore can beused by employers to develop and update their affirmativeaction plans).
