We Greens should be proud of what we’ve achieved in the last 12 months. But with the next federal election due by November 2013, we must be prepared.It’s been a productive year for the Greens in many ways. We have been working hard to deliver on the agreements we made with Julia Gillard after the last election, most notably delivering on the introduction of the price on carbon and the commitment to invest in the nation’s dental health.And as we stand on the cusp of welcoming in 2013, we are more prepared for a federal election at this point in the parliamentary term than we have EVER been.Many of our candidates in key seats have been preselected, and we are already working together across the country to implement the best online systems, recruit strong and enthusiastic teams of volunteers, and develop engaging and informative advertising campaigns. In the 2010 federal election, over 1.5 million people like

you and I voted Green. Our research indicates that 2 million votes at the next election is achievable. To reach this goal, we know that mass advertising supports our effective grassroots campaigning. It also means we can reach the largest audience possible. With this in mind, we are working hard to achieve a national fundraising target of $3million – and the good news is that supporters have already contributed over $130,000! This is an ambitious target, but if we can reach it, we can build on the progress we have already made, increase our number of representatives in the Senate and retain the balance of power. RESpONSES TO ‘DOES ThE plaNET NEED ChRiSTiaN STEwaRDS?’ (ISSUE 37: September 2012)

I was greatly impressed by the article written by Dr Vicky Balabanski in which she explores the entwining of Christian principles with sustainable ecological principles. Christianity is indeed one of the three major religions in the world. Bringing such values to the forefront of such a dominant faith, will undoubtedly help to change the practices of many people globally, and therefore help to create more sustainable ways of being.

However, one must not be dismissive of Eastern philosophies that revere nature as the very embodiment of God. Their religious practices prior to colonisation and globalisation meant that they lived in sustainable ways, and still do, as in remote parts of North India and other parts of asia, unless of course their ways of being are threatened by outside influences.

Caring for the Earth is a global commitment. Indigenous people of multiple faiths and religious persuasions, in diverse continents such as South america and africa, are risking their very lives in order for this to happen. One can not therefore assign a single religion or single religious institution to oversee this. It has to be a multi-faith approach where all views are equally embraced for a greater truth: the creation of a sustainable future, not only for human beings worldwide, but also other creatures, through conservation and sustainable practices.

Moreover, it requires us to treat the planet as a living being: Mother Earth or Bhoomi Devi as she is referred to by Hindus worldwide, not exploit it for our selfish purposes. It requires us to give thanks to what has been given so freely, and give back more in return through gratitude.

For the first time in many years of receiving the Greens magazine I have felt compelled to write as a response to your article “Does the planet need christian stewards?”

The author of this article explains how the christian bible encourages human-kind to subdue and have dominion over

all other species, and acknowledges that this message has been used for centuries to justify exploitation and destruction of other species and the delicate web of life on this planet. Remarkably, she then goes on to state that the very bronze age philosophy that caused this righteous destruction is the very tool we need to set things right.

I would argue that only a fool would seek to divert a crisis by employing the exact same set of values which caused the crisis in the first place. In order to appreciate and respect the finely tuned ecology of this planet, we must turn to science rather than myth. Science opens our eyes to the elegance and inter-connectedness of reality, demonstrating with beauty and clarity that human beings are not the pinnacle of evolution and that we do not have a mandate to dominate and subdue other species in accordance with the values of a bronze-age myth. I am both surprised and deeply disappointed that this article should appear in a Greens magazine. The religious have contested science for centuries and we can see the results, particularly in modern day america, where christian myth reigns supreme while science is denied.

Rather than further retreating into fantasy, it is time to accept reality, and look to testable scientific evidence. Only through evidence based knowledge can we hope to finally accept our place, not as children of the gods, but as responsible and humble stewards of this planet.

RESpONSE TO ‘OuR bORDERS aRE SECuRE...’(ISSUE 37: September 2012)

Giovanni Torre’s article on our treatment of asylum seekers leaves little more to be said as it was a clear exposition of Greens policy and a basic criticism of the bipartisan policy of the aLp and the opposition coalition.

What still needs to be said is that the term ‘border protection’ is a euphemism that should be exposed as a cover for a prejudice against people whose skin is darker than those of us of European extraction and who profess a religion other than Christianity.

The real problem is not the number of refugees who want to come to australia but that so many of them are drowned before they get here. There is no point in blaming the people smugglers who are the only hope of those who are so desperate to get here that they are willing to pay large amounts of money in the knowledge that they will be risking their lives in unseaworthy boats.

For those who do manage to arrive in australia, the government has plans to fly them to Manus Island or Nauru. I don’t see how this is going to solve any problems or save any money. Surely it would be cheaper and certainly safer to fly them to australia from Indonesia, Sri Lanka, africa, afghanistan or anywhere else. They could be expected to pay for their passage on a chartered flight or even be transported by the RaaF.

This would require a greater effort at diplomacy to achieve cooperation by other countries, but in the long run would result in a more humane treatment of refugees and a corresponding enhancement of our reputation.

If we like to think of ourselves as being a Christian country, it’s surprising how many of us seem to have forgotten the parable of the Good Samaritan.

we can achieve from sustainable waste productssuch as sugar cane bagasse. But we’re a big countrywith not many people so it makes no sense for usto be importing biofuels from other countries whenthataddstoglobaldemandforaresourceevenmorescarcethanoil,andfrequentlymoreenvironmentallydamaging as well. So let’s start by banning biofuelimportsandjustdowhatwecanathomewherewecankeepacloseeyeonhowitisdone.

‘Nextgeneration’biofuelsarerepeatedlystrugglingtomatchmarketinghypeandperformanceinthelabwith real world results when applied at large scale.Butthesimplefactiswecan’taffordtoallocategoodagricultural land to fuel for our cars. And marginalland is called that for a reason.There may be somebiofuel crops that can be grown on such land, andperhapsevenmakeacommercialreturn,buttheywillnotmakeforcheapandabundantfuel.

natUral gaS and coal-to-lIqUIdSAustraliahasalotofgasandalotofcoal.Ifoursoleinterest was in reducing our reliance on oil imports,wecoulddomorewithliquefiednaturalgas(forheavyvehicles like trucks and buses) and coal-to-liquids.Thelatterisparticularlyintensivefromanemissionspoint-of-view.With so much energy sacrificed in theconversion of coal-to-liquids, there is even less netenergy available for carbon dioxide sequestration,itself an energy intensive process with many of itsowndauntingchallenges.Thankfully,buildingacoal-to-liquidsplantishideouslyexpensive(evenbyoilandgasindustrystandards)sothemarket,lefttoitsowndevices,isnotlikelytoproducemany.

avoId and rEdUcEDrivingthekidsallovertownforschoolandfootballseems normal today, or living on one side of townand working on the other. But such extravagant useof energy might not always come so cheap. Perhaps

SharIng rIdES WIth yoUr SMartphonELet’s face it, car-pooling is not cool. There’s a

culturalstigmaagainstsharingaridewithastranger,and even car-pooling with office colleagues is notflexibleorconvenientenoughforittohavetakenoff.

But picture yourself standing beside a busy road,knowingthateveryfewminutessomebodywillpassby that is goingwhereyouneed tobe.What if yoursmart phone could connect the two of you, handlepayment of a fee for the ride and make sure thatyou’reonlybeingpairedwithsomebodywhohasbeenratedhighlybyothers?

This requires no new infrastructure or significantexpenditure, just enough people downloading andusinganewapp. It could increase theoccupancyofcars on the road, reduce traffic and congestion andevenreplacesomepublictransportservices.

High-tech hitchhiking (www.theoildrum.com/node/4406)couldberevolutionary,butonlyifwewantit to be. The barriers are social and cultural, ratherthantechnicalorrelatedtolackoffunding.

“Okay, maybe we should be reducing carbonemissions.Butit’llcostus.Higherprices,moretaxes,extra regulations, inconvenience, things we can’tdo any more. And Australian business will be lesscompetitivetoo.”

That seems to be the attitude of a great manyAustralians on the question of reducing our carbonfootprint – and they’re just the ones who supporttaking action. How we view a low carbon future isextremely important, because we humans tend toput off necessary actions if we expect them to beunpleasant.

But here’s the thing. A growing body of evidenceshows that, overall policies and practices that lowercarbon can actually enhance our wellbeing ratherthan diminishing it – even before we factor in thewellbeingbenefitsofabetterclimate.Thesepoliciesand practices can make us healthier, increase ourquality of life, and save us money.They can give usmoretimewithfamilyandfriends,makeourlocalitiesmoreattractiveandimprovebusinessproductivity.

Soit’simportantforpeopletoknowthattheycanliveagreatlifethatisalsoalowcarbonlife.Buttwofurther factorsmake thisevenmore important.Oneis that the adverse consequences of climate changeare seen to be so far in the future that they simplydon’t compete with more ‘urgent’ imperatives, eventhough our actions right now will lock in climaticconsequencesforcenturiestocome.Theotheristhatthose with small carbon footprints won’t fare anybetter(intermsofclimaticbenefits)thanthosewithlargecarbonfootprints.Infact,thelatterarelikelytobebetteroffbecausealargecarbonfootprintprobablymeansthey’reaffluentandthusbetterabletoshieldthemselvesfromclimatechangeconsequences.

These factors lead to procrastination and buck-passing;‘weneedtofixtheeconomyfirst’,‘we’reonlyresponsibleforatinyfractionofglobalemissions’,‘theChineseneedtoactfirst’andsoon.Thusit’surgenttoshowhowloweringouremissionscanmakeusbetteroffrightnow.

Moreover,gettingpeopletobelieveinanthropogenicclimate change is not the central task. Yes, it’sfrustrating when deniers blatantly disregard thescientificconsensusandcitetheirownshonky‘experts’instead, but we can overestimate the importanceof this. According to one US survey, people’s viewson the reality or causes of climate change have nosignificant effect on their carbon-related behaviour.AnddespitethefactthatnorthernEuropeanshaveacarbonfootprinthalforlessthanours,withbipartisansupport for carbon reduction policies, they havesimilar rates of climate change denial to our own.In one survey, only 44% of Australians thought thathumansalonecausedclimatechange,butsodidonly44%ofDanes,40%ofDutch,and48%ofSwedes.Butiflowcarbonpoliciesarebenefitingusinotherways-andthesecountriesareupthetoponqualityoflifeindices–thenwhatwebelieveaboutclimatechangebecomesmuchlesscritical.

Let’s look, therefore,atsomeof theevidence thatourwellbeingcanbeenhancedbylowercarbonliving,startingwiththeareaofhealth.

Thehighcarbonworld isanunhealthyworld. It’sestimated that moreAustralians die each year fromairpollutionthanfromroadaccidentsthroughlung,heart and nervous system diseases, chiefly fromtrafficandfossilfuelpowergeneration.Ofcourseroadaccidentsarealsopartofourhighcarbonlife,asisthestressofcopingwithtrafficcongestionasacommuteroraresident.Thehealthcostsoftrafficpollutionarearound$3.3billionayear,whilehealthcostsfromcoal-firedpowergenerationareabout$2.6billion.Ontheotherhand,exercisefrom‘activetransport’–walking,cyclingandpublic transport – reducesobesity,heartandlungdiseases,diabetes,breastcancer,depression,andsleepdisorders.

Morethermallyefficientbuildingsloweremissionsaswellasincreasethecomfortandhealthofbuildingoccupants, thereby reducing premature deathsand the incidence of heart disease, asthma, otherrespiratorydiseasesandstrokes.Lowerenergyusein

cities also lessens the ‘urban heat island’ effect andits associated health effects. Livestock are a majorcontributor to greenhouse emissions, but less meatconsumption reduces not only these emissions butalsoheartdisease,obesityandcolorectalcancers.Aswell, there are health benefits(discussed below) from strongercommunities, an indirect resultof low carbon living. Betterhealth means reduced healthcarecosts,butalsosavesmoneythroughlowerabsenteeism,higherworkproductivityand reduced need for sickness and disability benefitpayments. And despite claims of health risks fromwind generators, not one of the numerous scientificstudiesofthishassubstantiatedtheseclaims.

Shifting to renewable, emissions-free power ischeaperforhouseholds,businessesandgovernmentsalike once the transition is made and economiesof scale are realised, as costs from that point aremainly for maintenance of the systems. And it’s asimilar story for the switch to more energy efficientappliances and technologies. Australian businessesthatareslowtouseorproducegreentechnologieswillincreasinglyfindthemselvesataglobaldisadvantageas competitors reduce operational costs or take theleadinsupplyingnewgreenmarkets.

Active transport is much more practically andfinancially feasible in denser localities, becausethe trips people need to make are shorter andpublic transport providers have a larger populationcatchmenttodrawpassengers from(thus increasingearnings and making improved and more frequentservicesmorefinanciallypossible).Inturngreateruseofactivetransporthasbeenshowntofurtherreducethe distances people travel, as over time they domorethingslocally,includingworkingandshopping,and this in turn strengthens the local economy andthe local community. Research indicates that usersof active transport interact with neighbours more.In yet another study the health benefits of local

connectedness are highlighted; finding that if you’renotamemberofacommunityorganisationandyoujoinone,yourchanceofdyinginthenextyearhalves.

Support for sustainable transport and a compactcity is increasing. In Melbourne this March quarter

fewer detached houses werebuilt thanapartments,unitsandtownhouses for the first time.Australia-wide, car sales aredeclining and public transportuse is up as people seek a more

interesting and connected inner suburban lifestyle.It has to be done properly of course, with attractivepublic spaces, high quality transit and new ways toprovide greenery in a compact city. In this last areaexciting ideas are being generated by a movementcalled ‘biophilic urbanism’, as the video http://bitly.com/bcGpCc illustrates. These ideas include greenwallsandroofs, therestorationofwatercourses,andswales (natural drainage lines) instead of concretegutters. Cities like Paris, Barcelona andVienna showhow compact, transit-oriented cities can provide ahighqualityoflifewhilereducingemissions.

More compact cities also mean fewer kilometresofroads,paths,andthepipesandcablesrequiredforutilities,andthissavesgovernments,businessesandhouseholder’smoney.Andsocietieswithlesscaruseandmoretransit,walkingandcyclingalsospendlessontransportintotal.

Thereare somanyways inwhicha lowercarbonlife isahigherquality life. IfwewantAustralians toactonclimatechange,thisisthemessageweneedtogetacross.

founditandtoconsiderhowaplaceshouldfeelwhentheyembarkonanewproject.

Thegrowingtrendinahandfulofcitiestoprioritiseplace over passage is responsible for dramaticimprovements in urban liveability, social andenvironmental health, as well as a city’s economicprospects.Aprominentexampleofthistrendcanbeseen in NewYork’sTimes Square where road spacehas been converted to a people-place, with deckchairsandtables.Theemergingchallengesofclimatechange,peakoil,obesityandcongestionareactingasacatalystforsomecitiestobeginreversingthelegacyofauto-dependentcityplanning.

Asanyonewho’ssubscribedtoafederaltransportminister’s media releases will know, adding roadvolumetorelievecongestionisanimportantpoliticalpriority in Australia. This approach, of buildingadditionalroadcapacityinafutileattempttoreducetraffic congestion is not restricted to the federalsphere.VictorianPremierTedBaillieuhasrepeatedlyexpressed his support for the controversial roadtunnelbetweenMelbourne’swesternsuburbsandtheEasternFreeway.Onemightbeforgivenforbeingalittletakenabackatthis$9billiontollroadproposal,giventhefinancialdisasteroftheseschemesinrecentyearsand the state of the global economy. Coming in thesameperiodasthepassingofthefederalgovernment’sclimatechangelegislationandworldoilpricesatpre-GFChighsplacesfurtherquestionsonthefiscalandenvironmentalcredibilityofmajorroadproposals inAustralian cities.The 2008 Eddington Inquiry foundthe benefit cost ratio for thisVictorian project to benegative,meaningforevery$1invested,lessthan$1would be returned. Given that official figures showroad use flat lining in all Australian capitals (sincemid-2004),worldoilpricesnudgingtriplefigures,andaverypoorglobaleconomicoutlook it isdifficult tosee proposals for new road projects in our cities as

anythingotherthanirrationalexuberanceforapolicymindsetthathaswellpasseditsuse-bydate.

Tension in the Middle East, rising demand inemergingeconomiesandseriousoilsupplyconcernsarepushingpetrolpricesclosetothe$1.50markandAustralian motorists are once again beginning toexperiencethesocalled“pain at the pump”inamannernot experienced since oil prices hit record levels inmid-2008. Geopolitical tensions are a rising threatto the global economy. The Obama Administrationwarned that the surging price of oil might put thebrakestoanalreadysluggishUSeconomy.Indeedthe1973 Arab oil embargo, the 1979 Iranian Revolutionandthe1991GulfWarallcausedmajorjumpsinthepriceofoil,andsubsequentrecessions.Unliketheseprevious crises, today’s oil market is characterizedbyan inability tofindwhat the industry term ‘super giant’ oil fields to meet growing demand. In Spain,the brakes are being applied, literally, with thenational speed limit being lowered to conserve fuel.AWikileakscableinFebruary2011uncoveredseriousconcern regarding SaudiArabia’s oil reserves. In thecable,aformerSaudioilexecutivetoldaUSdiplomatthattheKingdom’ssupplyhasbeenoverstated,byasmuchas40%,equatingto300billionbarrels.

Theseleaksaddtoagrowingseriesofconcernsforthefutureofglobaloilsupply.Considerthefollowingfacts: oil discovery peaked in 1964. Since the mid-1960s, we have been finding less and less oil eachyear and this has now reached the point where weuse four barrels of oil for each new one discovered.Australianoildiscoverypeaked in2000andwenowimportapproximately50%ofouroilneeds.By2020,theAustraliangovernmentestimateswewillneedtoimport75%(mostofwhichwillcomefrompoliticallyunstable regions), leading to an oil trade deficit ofaround $10 billion.The CSIRO forecast we could bepayingupto$8perlitreby2018–costingover$450tofilltheaveragefamilycar.

thisisprojectedtoincreasetoover60%by2020;withtransportaccountingfor34%ofhouseholdemissions,and road building projects currently in proposal orconstructionpromisingtoblowoutouralreadyhighemissionlevels.

Politicalleadersneedtocautiouslyassesstherisksinvolved in undertaking hugely expensive, 1960sstyleroad-buildingexercisesthatevenoptimisticallyfail to provide a return on investment. In an era ofdeclining per capita car use, rising fuel costs, and apriceoncarbon,$9billionwouldbemuchbetterspentelsewhere.Whiletherearenosilverbulletstobeating

the pain at the pump and tackling climate change,some simple, practical steps could go a long way toreducingourvulnerabilitytohighpetrolcostsandoursurginggreenhousegasemissions.

Australiaisoneofthemostcardependentnationsonearth.AccordingtothelatestCensus,carsaccountfor some 90% of trips to work. Whilst we are a bigcountry, many of our trips are surprisingly short. InMelbournearound50%ofcar journeysare less than5km. Many of these trips could be done by bicycleand foot if appropriate infrastructure was provided.AustraliancitieslagbehindmostEuropeanandevensome US cities in terms of bicycle infrastructure.

Australian cities also sprawl and this acts againstwalkable, bikeable and public transport accessibleneighbourhoods.Thecarisusedforalmostalltripsinsomeouterareas.Thedaysofusingalitreofpetroltobuyalitreofmilkhasreacheditsexpirydate.Providingcompact development along public transport nodes,as promoted by Professor Rob Adams of the City ofMelbourne will help solve the housing shortage inaway thatboosts resilience tohigheroilpricesandemissions targets. Lower speed limits will help tolower fuel consumption and increase road safety,for all road users, thereby encouraging walking andcycling.Reallocating roadspace tocreatesegregatedtram and bus routes will speed up public transport,helpingtomakethesustainablechoicethepreferredoption. These ideas have all been implemented incities with superior transport systems to our own.Australiangovernmentscouldhelp leave their citiesand towns in a better place than when they cameto power, by building assets rather than liabilities.There’sneverbeenabettertimetostart.

The previous mining themedissue of Green magazine wasa great conversation-starter,

andnodoubtgotyouthinking–whataretherealbenefitsandcostsofthemining boom? How much mining istoomuch?Andhowmuchminingcanweafford?

Mark Parnell wrote a greatprofileon theOlympicDammineexpansionand itsimpacts, and I was heartened to read about JeremyBuckingham’s amazing work in protecting NSW’slandandwaterfromthedangersposedbycoalseamgas.Allover thecountry,Greensare reachingout tocommunitiesandtakingastandforamorebalancedapproachtomininginAustralia.

But what exactly is a balanced approach? TheminingboominAustraliahas longbeenreportedas‘you can never have too much of a good thing’, andhas been credited with employing half of Australia,saving us from the global financial crisis, and beingthe lifeblood of regional Australia. In this context,theminingboomhasthemomentumofatidalwave,with neither the ALP Government nor the Coalitiondemonstratinganyinclinationtoreigninthisrunawayindustry.

Butbeyondtheenthusiasticpromotionoftheboombymanymediaoutlets,acloserlookattherealitiesoftheminingboomtellsamuchdifferentstory.

InSenateEstimatesinFebruarythisyear,IaskedTreasuryofficialsiftheminingboomcouldbecreditedwithsavingAustraliafromrecessionduringtheglobalfinancialcrisis.TheirresponsewasthatminingdidnotplayamajorroleinavertingarecessionforAustralia.

Similarly, I was told that the mass job creationclaims, including the standard 1-3 jobs multipliereffectmuchtoutedbyindustry(thatis,foreveryonejobcreatedinmining,anotherthreeflow-onjobsarecreated in other industries) was a furphy. Dr DavidGruen, Executive Director of the Macro EconomicGroup,said“inawell-functioningeconomylikeours,with unemployment close to its lowest sustainablerate, it is not the case that individual industries arecreating jobs, they are simply re-distributing them...therereallyisn’tamultiplier.”

Driven by million-dollar advertising campaigns,mostAustraliansbelievethataboutoneinsixworkersare employed by this sector. However, research bythe Australia Institute revealed that mining directlyemployslessthantwopercentoftheworkforce.Withstronglocalcontentrulesforbigminingprojects,manymore Australian jobs would be created – however,wedon’thavetheserulesandsomostmaterialsaresourcedoff-shore.

The profits made from extracting the mineralresources which belong to all of us are enormous.Overall, mining has been forecast to make a mind-

boggling $600 billion in pure profitover the next decade. BHP posted aprofit margin of $22 billion in 2011,which is more than half the entireannual budget of my home state ofQueensland. This kind of revenue,boosting our local economies andflowingbacktotheAustralianpublicin taxes, really would be a great

benefittoallofus.Unfortunately,we’renotgoingtoseethathappen.

83% of mining operations are foreign-owned, andthese profits flow back overseas. After relentlesslobbyingbytheindustry,theALPGovernmentreplacedtheResourcesSuperProfitsTaxwiththemuchweakerMineralResourceRentTax,reducingourshareofthat$600billioninprofitfrom$200billiontolessthan$40billion.

This loss of revenue is a huge blow for all of us.$200 billion could have helped us to implement theGonskireformsandraiseeducationstandardsforourkidsineveryschoolacrossthecountry.Itcouldhavebeen spent on boosting health care, social supportsystems, light rail, and urban sustainability. Instead,most of this money will stay with the big miners,creatingorboostingbillionairessuchasClivePalmerandGinaRinehart.

If the benefits of mining are falling far short ofexpectations,thecostsarecertainlysubstantial.LikeJeremy,Ihavebeentravellingallovermystatetalkingtofarmersandtheirfamilies, locallandcaregroups,andbushcommunitiesabouttheirconcernsoverthedangersposedbycoalseamgas.

Queensland’sprimeagriculturallandisbecomingincreasinglypockedwithcoalseamgaswells,despiteboththeCSIROandtheNationalWaterCommissionsayingthattheydon’tyetknowthelongtermimpactsof CSG drilling on our groundwater resources.There

arestillnoindependentstudiesofthetrueemissionsprofileofcoalseamgasmining inAustraliaeither–taking into account fugitive emissions of methaneescaping from the well head or the pipelines, it’spossible that coal seam gas could be as emissions-intensiveascoal-firedpower.

In 2009, theWalloon aquifer in Queensland wascontaminated by a coal seam gas well. Last year, aspillofCSGwastewater inthePilliga inNSWkilledoffhectaresofnativeforests,andthisyear,methanewasfoundbubblingupthroughtheCondamineriverclose to a CSG drill site, although the company didnot take responsibility for this occurrence. Farmersand rural communities are becoming increasinglyconcernedthattheCSGindustryisgamblingwithourgoodagriculturalland,andyetlandholdersdon’thavetherighttolockthegateagainstcoalseamgas.

I have two bills currently before the Senate –one, to give landholders the right to say no to CSGdrilling on their land, and the second to give thefederalEnvironmentMinisterthepowertohaveasayabout major mining developments that significantlyimpact on water, one of our most precious nationalresources.Sofar,theGreensremaintheonlypartyinthe Australian Parliament to take action to reign intherunawayCSGindustry.

In a recent speech to the National Press Club,Australian Greens Leader Christine Milne spokeeloquentlyoftheneedtomeasureourprogressasanation by more than the standard economic growthindicators – to measure our progress by the healthof our people and our communities, our levels ofeducation, the disparity between rich and poor, ourcapacitytofeedourselvesintothefuture,ourwealthofbiodiversityandthehealthofourenvironment.

Andonthesemorefulsomemeasures,theminingboom is having a significant cost. The number ofspecies on the threatened species list has nearlytripled in the last twenty years. The Great BarrierReefisindangerofbecomingacoalandgashighwayfortheboominfossilfuelexports,andUNESCOhaswarneditcouldbeplacedonthe‘WorldHeritageSiteInDanger’list.Weareseeingmoreandmorenegativeimpacts of a fly-in fly-out workforce; drasticallychangingruralcommunitiesandstrainingsocialandfamilyrelationships.

Sacrificing everything for a mining boom thatisn’t delivering a fraction of what it’s promising iseconomically, socially and environmentally foolish.Miningshouldbe justapartofastronganddiverseeconomy with good focus on sharing the wealth itcreates, avoiding negative environmental impacts,and properly managing the social impacts. TheGreenswillcontinuetoworktowardsamorebalancedapproachtomining,onethatrecognisesthevalueofwhatmakesAustraliaauniqueandamazingplacetolive.

Congratulations on the inauguration of the Green Party of korea on 13 October! This must have been a significant event after the deregistration of the party in April this year?

Thank you, yes we had a small, successful eventwith about 120 members. I think it was an excitingtime and means we are moving forward.The venuewas the agricultural village of Hongsung, about twohoursawayfromSeoul.Ithinkwearethefirstpoliticalparty toholdour inauguration ina ruralarea,sowehad many members from rural areas attending andalso some from other provinces.This (location) wasimportant because the social and political systemis Seoul-oriented and we think it is one of the mainissues for the country; reducing the agriculturalland and depending too much on imported goods,and the inequality between Seoul and local areas.

I hear that you also had some guests from around the region?

Wehadoneoftheco-representativesfromthenewJapanGreens(MsUikoHasegawa)andalsoamemberoftheSteeringCommitteefromtheTaiwaneseGreens(Mr. Han-shen Pan). This gave us an opportunity todiscussthenuclearissueintheEastAsiaregion.Atthepublicforumheldbeforetheinaugurationwesharedinformation about how to work together to solvethis issue; Japan presented their nuclear policy andTaiwansuggestedworkingtogethertobuildawebsiteonnuclearissuesinEastAsiatoshareinformationonpolicyandfutureplans,weallagreedonthis.Thisisjustourinitialregionalplananditwilldevelopinthefuture.

The nuclear issue is GPKs top priority; we haveproposedabasic law inour‘nonuclearenergyplan’wherewestatethatweshouldshutallnuclearplantsand change our energy system into a renewableenergy-based one by 2030. We have a Presidentialelectionattheendofthisyearandwewanttoinvolvethis policy in this election. In the election there willbethegoverningpartycandidateandtwooppositioncandidates. The governing party don’t have anyinterest in a ‘no nuclear’ policy, the two oppositioncandidateshavesomepolicybutitisnotverystrong.

GPk has done some amazing work to come back from being deregistered earlier this year and already be working on important issues again. Why was the party deregistered?

Here in Korea we have the Political PartyAct thatregulatespoliticalparties,andifyoufailtoget2%ofvotesinfederalelectionsyouwillbede-registered.ThislawwascreatedbyaformerPresidentinthe80swhentherewasmilitaryrule.ButrightnowSouthKoreaisdemocratisedandhasnotbeenmilitaryrunforover20years.Webelievethislawisanachronisticandwefiledalawsuitthatitisagainsttheconstitutionofthisnation, and against the right of freedom of politicalassociation.

After we were deregistered we fought hard torebuildtheparty.Butthiswasnotdifficultcomparedtoourfirstregistration!Ourmembers,theystayedwithus.Beforederegistrationwehadabout5000membersandnowit’sover7000–somepeoplewereencouragedtojoinafterderegistration.Duringderegistrationourmembersevencontinuedtopaythemembershipfeeof about $5 per month so the party could continue.Theirloyaltyisveryhigh!

And since re-forming, what have been some of the successes of GPk?

Ourmembers’ loyalty isoneofourbigsuccesses.During the six months we were deregistered wecontinued normal activity, like solidarity activities.Our most important activity in this time was toprotectorganicfarmlandfromtheFourMajorRiversProject.The government decided to implement thisproject at the beginning of its administration, eventhough there was a lot of opposition. There were

two major problems with the project.The first wasenvironmental;theconstructionofthedamsandthedredgingwouldchangetheflowofriversanddestroynatural environment and farming land. Second, theproject kicked farmers off their land; over 24,000farmers have been kicked away from their land.Therewasasiteremainingwhereonlythreeorfour

farmers remained and one of these farmers was aGPKproportionalrepresentativecandidateatthelastgeneralelectionandtheGPKhad joinedthefight toprotectthisareaforalongtime.Onthisfinalpartofland, the government wanted to build bicycle roadsand entertainment facilities. The farmers proposedbuildinganeco-educationparkthatwouldalsoincludeorganic farms instead.Thiswasaconcessionby thefarmers and the government rejected the proposalatfirst,but thenfinallygave inanderadicated theirinitialplans.Finally,thefarmerswon!Wethinkitisapartialsuccess;asymbolicwinperhaps.Theycannotrun theirorganic farm landas itwasbeforebut thegovernment accepted the opinion from farmers andcivic groups and we saw that we could change theprojectbythepowerofgrassrootsaction.

Can you tell me more about another campaign you are currently running against a military base that is being developed?

This one is still happening.The government hasstarted the construction of a naval base. At firstactivistsmadeahumanbarricade,butthegovernmentjust pushed ahead.Then the activists came up withan idea of a Grand March from the location of thenaval base to Seoul on foot.They started marchingin August and they will reach Seoul in November.They are now in the southern peninsular and thereareabout40activistsremainingbutastheyapproachSeoul they will gather more and more numbers.

What will be the focus of GPk in 2013 and beyond?

OurtoppriorityisournuclearplanandshuttingKorean nuclear plants, to eradicate all plans tobuild new nuclear power plants, and transfer to anew energy system based on renewable energy by2030.Theyareout-datedandstilloperatingintheiroriginal condition.They are dangerous; there havebeenover600powerplantaccidentsbutbecauseoflowpublicawarenesspeopledon’t feel thisdanger.South Korea already has 21 plants and there areplanstobuildeightmore.ThisdensityisthehighestofanycountryacrosstheworldI think.Oppositionis mainly from GPK and civil society. Some MPsagree to a ‘no nuclear’ policy but their voice is notstrong enough. Our most significant success so faris making this issue public and putting it on thepoliticalagenda.

Alsoin2014wewillhavelocalelectionshere,sowewillhaveafocusonlocalissuestoo.Beforethistime, local Green parties need to be strengthenedand their activities prosperous and we need todevelop policy. So far the nuclear issue is leadingpolicydiscussion,butpolicyaboutotherissueslikeanimalrightsandagriculturalproductionalsoneedstobedeveloped.

Somethinghasgonebadlywrong in thehousingaffordability debate in Australia, even as ourcitiescontinuetobreaknewrecordsforextreme

housing stress. The conventional wisdom has thedefinitionof‘affordable’restingoncheaplandatthefar periphery of our great cities. Even if this wasn’twiping out extensive tracts of urban bushland andperi-urban farming country at an accelerating rate,the fact that sandlots far over the horizon are theonly places that even vaguely fit the definition of‘affordable’ show how dysfunctional the Australianhousingmarkethasbecome.

Inanincreasinglycruelhoaxplayedonfirsthomebuyersandrentersfleeingunaffordableinnercityandmiddleringsuburbs;thestereotypeof‘affordable’hasbeenlimitedtohowmuchitcoststogetthroughthedoorofabrick-and-tilefittedwithbigairconditioningunitsandamandatorycarperworkingadult.

Attherightscale,thispatternofurbandevelopmenthasalotgoingforit:peaceandquiet,placesforkidstostretchtheirlegs,roomforabackyardgarden,andplenty of unpaved permeable ground for rainfall torechargethewatertable.Theproblemisthatwe’renotdoingitattherightscale.Publictransporthassuffereddecadesofneglectandnowmainlyserves the innercityareas,meanwhilehundredsofthousandsofpeopleare finding themselves suffering long commutes inparalysedtraffic,farfromjobsandservices.Aspetrolpricesrise,thevulnerabilityincreasesandpeoplearefinding themselves living on finer margins, even astrafficcongestiondevoursmoreandmoretime.

Implantingmonolithichigh-riseswithinsuburbanareas isn’t the answer either: ‘infill’ now has a badnameinmanyplacesasithascometomeandeveloper-drivenwhitecubesloomingoverpeoples’backyards.Is there a middle way somewhere, a template for

reclaimingthebestourcitiescanbe?I’ve become increasingly interested in the model

sketchedbyRobAdams,aMelbourne-basedresearcherwhoundertookthefirstdetailedstudyofthepotentialof a mild increase in density along Melbourne’sforeseeablyexpandedtramnetwork.Outofthisstudy,some intriguing conclusions emerge: the possibilityofdiverse,affordablehousingclusteredalongtransitrouteswoventhroughoutthecity,leavingmostoftheurbanfabricuntouchedbutbringingjobsandservicesouttowardswheremostpeoplelive.Dothiswell,andcities can grow without expanding. Ultimately thisrecreatesthekindof‘networkcities’thatprevailedintheearlyyearsofthe20thcenturybeforeubiquitousprivatetransport,butinthe21st,itwillbeaugmentedwith rapid transit, broadband and the best of urbanagriculture.Linkingcitiesandmajorregionalcentreswithrapidrailconnectionsandfastdataconnectionsbrings the picture into focus: affordability doesn’thavetocomeatthecostofsustainability.

There are enough examples of this working ata small scale in Australian cities to provoke thequestion: what would happen if local, state andfederalgovernmentsworkeddeliberativelywithlocalcommunities to shift infrastructure spending andplanningprioritiestothismodelinasystematicway?

Formore thanadecade, theHowardGovernmentstayed out of city policy and no formal mechanismexisted for national funding of urban infrastructure.We’ve also had twenty years of capital gains taxexemptions, absurdly generous negative gearingprovisions,andtheutterlymaladaptiveandinflationarycashhandoutknownas thefirsthomeownersgrant.Notonlyhavethesepoliciesnot increasedsupplyofaffordablehousing;they’veactivelyinflatedapropertybubblecheeredonbytheinvestmentcommunity,now

wHy did you join tHe greens? I joined theGreensbecause I felt that theywere theonlypolitical party willing to stand up for what they believeinandtotrulylistentowhatthevoterswant.TheGreensare grassroots focused, and so am I. I feel very stronglythattopdownimposedinitiatives,particularinrelationtosocialandenvironmentalissues,don’twork.Theyneedtobe community driven and the community needs to valuethem,inorderforthemtobesuccessful.

wHy do you continue to be a member? TheGreenscontinuetoreinforcetomethattheyhavemybestinterestsatheart.Theyarefightingformybasicrightsas anAustralian and particularly as a woman. “We are asociety, not an economy”.That catch cry really resonateswith me and, I know, with many others. Our economyshouldexisttoserveAustraliancommunitiesandservices,NOTtheotherwayaround.

wHat is tHe number one issue for you?Theone that issoclose tomyheart is thecurrent threatto our magnificent South West forests, through not justcontinued,butcontinuallyescalatingratesoflogging,undertheauspiceoftheWAStateGovernment.FromthekarriinWalpole and Denmark, to the marri/jarrah complexes ontheDarlingScarp,theyareallatperil.TheStateGovernmenthasjustreleaseditsDraftManagementPlananditisveryconcerningfromaconservationpointofview.Theseforestsare vital to the South West, not just environmentallyand ecologically, but they are one of our biggest touristattractions. One of our biggest assets is currently beingdevastated,andIamconcernedthatthepublicat largeissimplynotawareofit.

HigHligHt / biggest cHange you’ve seen?That’seasy.TheGreenswinningthebalanceofpowerinthelastFederalelection.ThisoverwhelmingdemonstrationfromtheAustralianpublicthattheywantedchangereallymovedme.Itfeltwonderfultobepartofsomethingsopositiveandgavemesuchhopeforthefuture.

wHat Has your role been in tHe greens? My involvement with the Greens has gradually increasedover the years. I joined as a passionate environmentalistandruralcommunityadvocate,thenstartedhelpingoutatpollingboothsandGreensevents,andnow, IamrunningfortheLowerHouseSeatofWarren-Blackwood,inSupportofGizWatsonasourSouthWestUpperHousecandidate.IbelieveverystronglythatfortheSouthWesttosurviveandthriveinfuture,weneedherinGovernment.Weneedthatthirdvoice,thevoiceofreason,thevoiceofpositivityandthevoiceofthepeople.

wHat is your favourite song and wHy?At the risk of sounding very cliche, I do love Stairway to HeavenbyLedZep.TheyareoneofmyfavouritebandsandIlovethissongbecause,one,itsjustawesome,andtwo,itsgotsuchanimportantmessage.Youcanttakealltheshinystuffwithyouwhenyougo.Allthatmattersiswhatyoudowhenyouarehere.

The tide on infrastructure spending may at leastbeontheturn.Thenewelectrified lightrailsystemsareunderconstructionorinadvancedplanningstagesaroundAustralia, the halting transition from road torail freightnetworks isnowmovingbeyondrhetoric,and there is a growing interest in a high speed railcorridor linking the major population centres of theeast coast. Even the humble bicycle is reclaimingits place in the transport ecosystem, with a growingcampaign for Commonwealth cycling funding tosupporttransportplansinwhichwalking,cyclingandpublictransportreclaimcentralroles.

If its rollout is not sabotaged by a change ofgovernment, the ubiquity of the National BroadbandNetworkwillalsohaveprofoundconsequencesfortherenewalofregionaleconomiesandtheabilityofsmall-scalestartupstoplaytoglobalmarkets.

‘Transitioning to a zero-carbon economy’ soundssimple if you say it quickly, but it’s going to takeunprecedented collaboration between business,civilsocietyandall threetiersofGovernment.We’vebeenvictimsofourownprosperityover the last fewdecades,inthesensethatthereisverylowcommunityunderstanding of the vicious consequences ofunrestrained growth in material consumption, andjust how close these threats are. So while we stepup our advocacy for the solutions, it’s important notto sugar coat our message or pretend that there aredecades more of ‘business as usual’ ahead of us. Ifwewantthethingsweholdmostprecioustostaythesame,we’regoingtoneedtochange.

The idea of politicians thinking and actingindependently, rather thanasmindlesscogsin a political machine, is appealing to many

people.As a Greens member, I am active in a seat with

a sitting Independent MP and sometimes haveto justify my membership of a political party toprogressive and environmentally aware friends.Youngerpeopleespeciallyoftenfeelthatorganisingin groups somehow makes politics cynical andunworthy. Even the Greens are accused of being‘greedyforpower’,simplybyrunningforelection.

Thisviewcanundermineourdemocraticprocessbydiscouragingpeoplefromvotingatall.Butmostlyit can influence political outcomes by makingIndependents seem a more attractive option –perhapsremovedfromthe‘taint’ofpoliticalparties?

RecentlyinAustralia,JohnRalstonSaulmadehisviewknown.Heurgedpeople to joinand influencedemocratic political parties, particularly youngpeople.Heassertsthatpoliticalpartyorganisationsare themostdirectpath for social reform:“changeismadebythepeoplewhoholdpower…ifyoudon’ttake power in the legislature, you can’t changepolicy.”

ThisisarefreshingmessageforAustralia,whereweregularlyhearaboutthetrendtokeep‘politics’atarm’slength.Adripfeedofmediareportsexpandonthe theme that“political parties have a bad name;they’ve become a turn-off for the young, many ofwhomwant toengageonlyonanadhoc issue-by-issuebasis.”

But where’s the substance behind this negativeperception? Is there any evidence that anIndependentdeliversmoreforhis/herelectoratethana representative from a political party? And whatabout the reformandchange thatenvironmentallyawarevoterswant–whocanbestdeliverthat?

To find out, I compared the Parliamentaryperformance of Adam Bandt, Green Party MP forMelbourne, with Andrew Wilkie, Independent MPfor Denison. In September 2010, they were bothelectedforthefirsttimeasmembersoftheHouseofRepresentativesinthe43rdFederalParliament.

On several measures, I found significant differences in their Parliamentary performance from September 2010 to June 2012:• Total number of speeches made in Parliament:

opportunityforMPstomakepolicystatementsonproposedlegislation):Bandt42,Wilkie6

• Numberofamendmentstolegislationproposed: Bandt proposed 16 packages of amendments –

includingGreens’changestosocialsecurity laws,workhealthandsafetylaws,acoalseamgasbill,andimprovementstothecoverageandimpactofthe mining tax;Wilkie proposed two packages ofamendments – one of which was to reduce thenumber of mining companies that have to paythemining tax,even thoughtherearenominingcompaniesinhiselectorate.

ThesefiguressuggestthatintermsofParliamentarywork,theIndependentistotallyout-performedbytheGreensMP.

Importantly, the figures also indicate that theIndependent has a narrower policy scope, and areduced ability to influence a range of nationaldiscussionsintheParliament.OfWilkie’ssixSecondReadingspeeches,halfweresimplytoutterasentenceinsupportofamendmentsbyothers.

Incontrast,thescopeofBandt’s42SecondReadingcontributions is very broad – the topics covered hisGreenspartyportfolioareas,andalsodebatesaroundclimate change, social security, schools assistance,telecommunications, migration, higher education,cybercrime,andfamilyassistance.

InsomeofthemajorParliamentarydebateswheremany MPs spoke, Wilkie chose not to speak at all.Forexample,140MPsspokeaboutthehistoricCleanEnergyBill,yetWilkiemadenospeechtoexpressthe

viewsofhisconstituencyaboutanyofAustralia’snewclimate change policy. In a green-leaning seat likeDenison,thiswouldbeextremelydisappointingtohiselectorate.

The content of Constituency and Member’sStatementsmakesitclearthatBandtconsultswidelyin his electorate to addressissues such as withdrawal offunding for adult education andneighbourhoodhouses,theneedsofmigrantgroupsforrecognitionand support, the local impact ofhigh voltage transformers, andemploymentissues.

Wilkie on the other handappears less concerned with issues in his ownelectorate,butratherreferstomoregeneralTasmania-wideissuessuchashealthcareorthepulpmill;andconspicuously uses his Federal platform to criticizetheStategovernment.

Thequantitativeandqualitativedatasuggestthatanelectoratemaybebetterservedbyahard-workingMPwhoispartofanactivedemocraticparty,thanbyan Independent (no matter how hard-working) withnoparliamentaryteamorpartystructureassupport.

Resourcing of individual MPs is not at issue – allhavethesamenumberofstaff.However,aGreensMPhasaccesstopartyroomdiscussionsandtheabilitytosharetheexpertknowledgeandwideexperienceofanothernineGreensparliamentarians.

This is by no means a comprehensive analysis– other Independents compared to other partyrepresentatives in other jurisdictions may reveal adifferent story. However, these data do suggest thatan Independent representative may be significantlyless able to cover not only the electorate’s specificconcerns, but also a wide range of issues at thenational level.Bothmeasuresshouldbe regardedasimportantindicatorsofdemocratichealth.

Thisinturnsuggeststhatvoters,ourdemocracyand

ourchanceofcreatingreformforamoresustainableAustralia, will be better served by electing a GreenthananIndependentwherethechoiceisavailable.

ThosewhoromanticisetheroleofIndependentsareindangerofendorsingan‘anti-party’politicalsystemwhichwouldhavenopoliciesapartfromtryingtoget

acandidateelected,andfavouringissues with simplistic popularappeal.

Political parties are easyto blame for a range of ills,but they actually perform theessential democratic function ofcreating the connection betweenpolitics and society. They pick

up demands from society, evaluate the issues, andshapethemintopolicyalternativesthroughaprocessof extensive discussion by party members and theirrepresentatives. This ensures there are differentchoices in the political ‘marketplace’ – an essentialcharacteristicofdemocracy.

Of course, Independents also make an importantcontribution to the marketplace of political ideas,butarelessabletoprovidedemocraticinputtotheirworkandcreaterobustpolicyalternatives.InthenextParliament,whereitislikelythatIndependentswillnolongerholdthebalanceofpower,theycouldeasilybeexcludedfromlegislativepoweranddecision-making.

Green-mindedvoterswanttheirMPstoimplementprogressiveandecologicallysustainablepolicies,andcounter-balancethegroup-thinkofthemajorparties.Their choice is clear. Expanding the Greens teamin our Federal Parliament will deliver more than anassortmentofisolatedIndependentsevercould.

When governments decide to hand to theprivate sector the job of constructingmotorways and building and operating

publictransport,historyshowsthepubliccanreceivesomeunexpectedandunpleasantsurprises.

My home state of NSW provides some tellingexamples.

Forinstanceintheearly1990sacontractwasdrawnupbetweentheNSWRoadsandTrafficAuthorityandtheprivatebuildersandoperatorsoftheM2motorwayinSydney’sNorthWest.

A special clause allowed the motorway operatorstoclaimcompensationfromthepublicpurseiftheirprofits were dented by new and competing publictransportprojects.

This clause was repeated in the case of Sydney’scontroversial Cross City Tunnel project, requiringthe private operators to be compensated if publictransportupgradescausedadecreaseintunneltraffic.

The end result is that if the motorway operatoractivates this provision, designed to protect privatesectorprofits,thepublicwearsthecost.

Thisexperienceshowsthatwhenbigcorporationsaregiven the runningofpublicandactive transportprojectstheprimaryinterestbecomescompanyprofitnotwhatisbestforthepublic.Servicesoftendeclinewhilstcoststocommutersrise.

InNSWtheGreenswereabletoexposeanumberof themotorwayscandalsaswesuccessfullymovedin the NSW Upper House for the public release ofmotorway contracts. What we uncovered revealedhow governments have effectively privatised theprofitswhile‘socialising’therisks.

ThecyclingcommunityhasbeentheloserwiththeconstructionofSydneymotorways.UndertheformerNSW Labor government, motorway projects were

requiredtoincludebikelanestogainprojectapprovalhowevertherulesdidnotrequirethebikelanestoberetained.

The NSW government agreed to the privateoperators of the M2 and the Cross City Tunnelremoving bike lanes on their motorways in order toexpandthenumberoflanesforadditionalcars.

TheM2bikelanewasremovedtoavoidapredictedtrafficcrisisdamagingthegovernment’sstandingandtoincreasetheprivatecompany’scashflow.

NSW residents were also left carrying the canwhentheCrossCityandLaneCovetunnelswentintoreceivership.

The NSW government was forced to fork out $25millionincompensationtotheprivateownersoftheLaneCoveTunnel.

A$13millioninpenaltypaymentwasalsohandedover to the private operators of Sydney’s M5 Easttunnel.

TheNSWAuditor-Generalhaspredicted$1.1billionofpublic fundingwillbe spentonSydney’sHarbourTunnelby2022toensureviabilityforitsprivatesectorowners.

Private sector road projects in NSW haveconsistently lost operators money and cost thepublic purse.As recently pointed out by Dr MichelleZeibotsofSydney’sUniversityofTechnology,buildingmotorways has neither solved Sydney’s trafficproblemsnorprovidedfinancialreturnstoinvestors.

The private sector has also been given control ofsomekeySydneypublictransportprojects.

The Sydney airport rail link turned out to be anexpensive lemon. Developed as a public-privatepartnership, it flunked and the NSW governmentendedupoutlaying$800millionfromthepublicpurseasaresult.

Undoubtedlythisisnotwheremostvotersexpecttheirtaxdollarstogo.

TheGreensbelievepublicownershipoftransportisimportantinitsownright.

Transport is core infrastructure. It is critical tobuilding cities and towns that people are happy tolivein,creatingagreenerenvironmentandpromotingsocial well-being. Public transport is a social equityissueasitenablesdisadvantagedpeopletoengageinthewidercommunity.

Public transport infrastructure has been built upovermanyyears.Itshouldbeheldintrustforfuturegenerations, not sold for short term political orfinancialgain.

Shifting responsibility for essential services liketrains, ferries, buses and roads to the private sectorundermines the public’s capacity to ensure theseneedsaremet.

Giving the private sector the job of operatingservices,likeSydney’siconicharbourferries,alsorisksthat they will ‘cherry pick’ the more popular routesandleavecommuterswithfewerservices.

Private builders and operators of the transportsystem are less accountable than governmentdepartments. And getting to the bottom of whathas happened when a privately built or operatedtransportprojectgoesbungisextremelydifficult.Thecontracts governing them are stamped ‘commercialinconfidence’,makingthemnear impossibleforthepublictoproperlyscrutinise.

While a campaign to resist the push to privatisepublictransporthasbeenactiveinrecentdecadesinNSW, the government’s real preoccupation has beenwithusingprivatecompaniestobuildnewmotorways.

Expert advice from transport planners thatnew private sector built roads are no panacea forcongestionhasbeenignored.

Instead the ears of politicians have beensuccessfullybentbythelikesoftheNRMA,theroadandtruckingindustryandconstructioncompanies.

CompanieslikeJohnHolland,Leighton,ThiessandMacquarieBankhavegivenbigdonationstothemajorpartieswhichmanysuspecthasgreased theprivateroad building business, at the expense of publictransport.

Theresulthasbeenmore thanadecadeof roadsspending that far outstrips the public transportbudget.

OvercrowdedtrainsandbusesareunabletoserviceSydney’ssprawlingpopulation.

Thereisaclearmismatchbetweenwhatthepublicwantsandwhatisbeingdelivered.

Whilea2011UniversityofSydneysurveyconcludedthatmore thanhalfofNSWresidentsbelievepublictransportwas thehighest-priority transport issue inAustralia,federalspendingonroadsbeatspendingonrailbyaratiooffivetooneduring2011/2012.

And when it comes to bicycle or active transportspendingthecupboardisvirtuallybare.

The era of motorways should be left in the 20thcentury,consideringthechallengesofclimatechange,peakoil,airpollutionandcongestion.

Butinsteadofthe21stcenturybeingaboutpublictransport, spending looks to stay skewed towards

privateroadandmotorwaybuilding–starvingothermasstransitsolutions.

TheNSWPremier,BarryO’Farrell, justannounced$1.8 billion to build the 33 kilometre WestConnexMotorway.

The National’s leader, WarrenTruss, has recentlypromised a Coalition government would cancel $2billionallocatedfortheParramattatoEppingraillinkandspenditonthePacificHighway.

Opposition leader, Tony Abbott, has earmarked$3 billion towards Melbourne’s East West Link andSydney’sM4East.

AndTransportMinisterAnthonyAlbanesedeservesthetitle‘MinisterforMotorways’,asheisbackingtheconstructionofSydney’sM4East,M5EastduplicationandtheF3toM2tunnel.

Privatisationoftransportplacesatriskthequalityofpublictransport,environmentalprotection,andinsomecases,revenuestreamsforgovernments.

It’s time to end governments dancing with theprivatesectorandlettingtheirprofitmotiveslead.

Borrowing to build key public transportinfrastructurethatAustraliasodesperatelyneedsisasmartsolutionforthefuture.

Thisistherealpanaceaforcongestionandpollutionandtheirassociatedsocialandeconomiccosts.

by the Tasmanian Young Greens. At the conferencewewere joinedby inspirational representatives fromthepartyincludingChristineMilnewhospokeofthechallengesfacingoursocietyandtheplanetincomingdecades, including food production and access towater.TheseareissuesthatweasyoungGreenswillneedtofindwaystorespondto,alongwithensuringthat social, environmental and economic aspects ofsociety are embedded into our system in a way thatwill enable our society and planet to support futurepopulationforecasts,withparticularconsiderationofclimaticchanges.

The conference provided an opportunity to shareour own stories about what motivated us to getinvolved with the Greens and to discuss what ourvisionforthefutureis-fortheplanetandfortheparty.Wewantedtofocusonthefutureasawayoffosteringacollectivecommitmenttothechallenges,aswellas

ensuringwecontinuetofindstrengthinourdiversity.Tohelpframeourvisioningexerciseweheardfromarangeofspeakersandlong-timeactivists.TasmanianGreens MP Nick McKim shared the story of how hegotinvolvedintheenvironmentalmovement,RodneyCroomesharedhispersonalfightforequalrightsforsamesexrelationships,Anna-Rosegaveheraccountofworking tirelessly for progressive environmental andsocialchangethroughAYCC,andTomBaxterspokeoftherealityofwhat’shappeningontheenvironmentallegislativefrontinAustralia.

Their stories, and those of others, acted as aspringboard for personal and group reflection onhowweasyoungGreenscangetinvolvedincreatingpositive and progressive social and environmentalchange.

Through discussion we found that while our ownvisions for the future were diverse there were alsomany commonalities. Our visions included: a moreequal and democratic global future, a society thatthrives within planetary limits, recognition of past

Over the last two years, electoralsupport of the climate movementhas been stunted. The reality that

we have allowed our political mandate toslip away unnoticed calls for some deepreflection as a movement. Pondering howwecanactonclimatechangeinawaythatgalvanises the call for action and engagesbothprogressivesandconservativesshouldbeoneveryone’s‘todo’list.However,therealityisthatunlessweasamovementcanphysicallymovebeyondthegreenenclaveswhereourvaluesarestrongest,tonewconservativefrontlineswewillstruggletoachievethis.

GrowinguparoundNimbininNorthernNSWmademeaferventbelieverintheneedforourmovementtoavoidculturalstagnationandinsteadfocusongrowth.ManyjudgeNimbinpurelyonthetowns’strongdrugculture,howeversomeknowthatifyouscratchdeeperyouwillfindaremarkablecommunitythathasbeenattheepicentreoftheenvironmentalmovement.It’stheplacewherepermaculturefirstflourished,thefirstsolar panel shop started, and where the first forestblockade in theworld tookplace.The localeconomyworks to have a restorative environmental benefit,while collectively the community imagines diversepossibilitiesforasustainablefuture.

Despite the idyllic description I give my belovedhome, it isnotaplace Iwouldrecommendformore

than a visit. Many people have moved toNimbinovertheyearstoescapetheoftenscary modern world, in exchange for aplace that is more nurturing, beautifuland balanced. Growing up as a frustratedactivist,Ibegantofeelthatmanyofthesepeoplehadunknowinglyturnedtheirbackon all the work that needs to be done inthelessidyllicpartsoftheworldandgiven

upontheirresponsibilitytosearchforandguideourbrothers and sisters who are lost in the fog of thesocial,economicandenvironmentalcrisiswearein.

Nimbin, like many other rural and urban greenenclaves around Australia has become a place ofcultural propagation but is also a refuge for ourmovement.Inawaytheseplacesareourhearts,wherewegrowstrongest,andwhereourbloodalwaysflowsto.Buttoday,after40yearsofalternatecultureweneedtobuildacultureofoppositionandgrowth thatwilltranscendthegeographiclimitationsofourescapism.

Movementandactivistmobilityhasbeenacrucialpart of social movements throughout history. Manystudent activists in the US civil rights movementdropped out of university and moved to a south-western townwhere racialoppressionwasstrongestinordertoconfrontit.EquallyinAustralia,thousandsofactivistshavetravelledtoplacesofsignificanceformonths on end such as the Franklin River, Daintreeand Jabiluka to protect these threatened places.Throughout history there have been times whenmovementshaveneededtotranscendtheirheartlandandmove to the front linewhere thepoliticalbattlewasbeingfought.

Paul Gilding wrote in ‘The Great Disruption’ thateachnationwillneedtobeputona‘warfooting’anddedicateitsfulleconomicmighttoreducingemissionsif we are to mitigate climate change.This raises animportant question: how do we expect to get ourcountryona‘warfooting’totackleclimatechangeifourmovementcannotshowthatsamecourage?LiketheANZAC troops who travelled toTobruk, we needchange agents in the thousands who are willing torelocatetheirenergytothefrontlinesoftheclimatemovement.

Suchcourage isneededmore thananywhereelsein Queensland. Our favourite buddies; Joh Bjelke-Petersen,PaulineHanson,ClivePalmerandBobKatter,all come from the sunny state and more recentlyQueenslandhasconsolidateditselfasthestrongholdofLiberalpower.TheimmenseconservativepowerisalsobeingwieldedinoutbackNorthQueenslandwherethelargestexpansionofcoalminesintheworld’shistoryistakingplace.Itisestimatedthatthetotalemissionsfromthecoalinminessuchasthe‘ChinaFirstProject’

Butwitheverycrisis there isanopportunity.Asaplacethathasbeen,andwillcontinuetobe,ravagedbynaturaldisastersQueensland isanopportunity. Itallowsustostart talkingaboutthedirect impactsofclimate change because people here are living andfeeling those impacts. Recently in the US, polls haveshown that belief in climate change has risen to ashighas67%becauseofextremeweatherandtheworkofclimatecampaignerstoconnectthedots.Wehavethesameopportunitytotranscendideologicalbarriersby demonstrating the impact of climate change onpeople’shealth,livelihoodsandfuture.

The theory behind such strategic opportunities isexplained in the ground-breaking book ‘OrganisingCools the Planet’ by Joshua Kahn Russel and HilaryMoore. The book talks about how we can better‘align our frontline’ and has become a seminal textthroughouttheyouthclimatemovement.RusselandMooredescribeafrontlineas“whereanissueisfoughtandwon,andcanbeseenasaplacetocampaigninaswellasasetofissuestobuildpoweraround-themore appealing your frontline is to a broad range ofpeople,themoresupportyourissuegets”.Thestrategyis to bring together issues that a number of peopleare talking about, and build power out of commondemands.ThefrontlineinQueenslandandaroundthecountrypresentanopportunityforourmovementtoalignwithcommunitiesthataredirectlyimpactedbytheclimatecrisis.

Therewillprobablybenobettertimethannowifamovetothesunshinestatewaseveronthecards.Thereare somany frontlines ripe for thepicking: coalandgas proposals everywhere, multiplying conservativegovernments,someoftheworld’snaturalwondersinjeopardy,andawholelotofpotentiallyangrycitizensstandingup.

Forme,growingupinthehippiesttowninAustraliahas made me want to run far away from it so I canwork with all the people who never experienced thevisionfortheworldIwasgiven.Ihaverecentlymovedto Mackay and am trying to put these beliefs intopractice. And after one month I am feeling like oneveryoutofplacehippykid,butgivingitmybest.

High speed rail was a key part of the agreementbetween the Australian Greens and the GillardGovernment, and included a promise from thegovernment to undertake an implementation studyintohighspeedrail.

ThefirstphaseofthatstudyhasbeenreleasedanditclearlydemonstratesthatahighspeedrailnetworkontheEastCoastofAustraliaisachievableandaffordable.

Many countries around the world have beenoperatinghighspeedrailformanyyears.Japanopeneditsfirsthighspeedraillineinthe1960sandFranceinthe early 1980s. These European and Japanese highspeedrailnetworkshaveterrificrecordsofsafetyandreliability.

In Spain the route between Madrid and Sevillecarries more people between those cities than carandairplanecombined.AndtheSpanishGovernmenthas a plan to have 90% of the population within 50kilometresofahighspeedrailstationby2020.

South Korea’s KTX, has reduced the journey timefromSeoultoBusanfromoverfourhoursto2hoursand40minutes,andplansareunderwaytoextendthelineto80%ofthecountryby2020.

The faster journey times have changed people’sworkingliveswithmanyworkerswhousedtoliveneartheirworkplacenowabletolivefurtherafield.

In the United States, the Obama administrationwants$53billionoveraquarterofacenturyspentonanationalhighspeedrailnetwork,withagoalof80%accesstohighspeedintercitytrainsby2020.

The UK Government has published its preferredrouteforthefirstphaseofhighspeedrailfromLondontotheWestMidlands.TheroutewouldconnecttotheChannelTunnel and Heathrow Airport, providing analternativetoshort-haulaviation.

WhilethefirstphaseofourAustralianstudymakesclearthecaseforhighSpeedrailontheEastcoast,theMinister has not yet committed the government tobuildingandconstruction.

The government needs to commit to a whole ofeastcoastnetworkwithapriorityontheMelbourne-Canberra-Sydneylink,andnextyear’sBudgetneedstoallocatethefundingnecessarytoprogresstheprojectbeyond the ideas set out in the study. In particular,it is vital the government commit adequate fundsto establish an organisation or corporation that willimplementtheplanforhighspeedrail.

The government must also work with Stategovernments to secure the corridors that will beneededparticularlyincitiesandregionalcentres.

Phase 2 of the implementation study is due to bereleased by the end of this year.This second phasewillconsider inmoredetail thepreferredroutes, theprogram for constructing the system, the financingneeds,governancearrangementsandimplementationplans. It will also provide advice on the specificenvironmental,social,urbanandregionaldevelopmentand economic impacts of the recommended highspeedrailprogram.

High speed rail will transform our regional townsand our cities; bringing economic development andpeople closer together. Combined with investmentsin clean energy, high speed rail can be a key part ofourstrategyfortacklingclimatechangeandcancreatejobsandinvestmentinourmanufacturingindustryatatimewhenitisunderpressure.

At the speech to the National Press Club I argued

“The economy is a tool; a tool we humans invented - like democracy and politics - to help govern our relationships between each other, and between ourselves and the world we live in. If our economic tools are not getting the outcomes we want, making us happy, safe, healthy, better educated and fulfilled, and protecting and preparing our country for an increasingly uncertain future in a world on track to be 4 degrees warmer, then it is time our economic tools changed.”

The Australian Bureau ofStatistics released a report earlierthis month that showed thatwhile we are improving healthand education, our indicatorsfor productivity, biodiversity andatmosphere are going backwards,and we’ve made no progress onhousing.

Only when we start paying asmuch attention to how well weeducateourchildren,howhealthyweare,howhappyweare,andhowcleanourenvironmentisaswedotoourGDPnumberswillwehaveaneconomythatservespeopleandnature,nottheotherwayaround.

Speech to the Sydney InstituteDuring a recent night at

the Sydney Institute, I had theopportunity to meet a dynamicgroup of 25 young professionalsatdinner.Itwassuchanengagingand stimulating discussion, andthey were especially interested inlearning about how we use socialmedia.

However the topic of thespeech I delivered that night wasonasaddersubjectandonethatIfeelpassionatelyabout-theneedto bring our troops home fromAfghanistan. Before my speech Iread Major John Cantwell’s bookExit Wounds, which I thoroughlyrecommend as a courageous andwell-arguedbook.

“I know, absolutely, that the men who died in Afghanistan were doing what they loved, with mates they respected, for a cause - rejecting extremism, denying terrorism, helping a needy people - which is honourable.” “But will our efforts, no matter how impressive locally, significantly influence the myriad problems afflicting the government and people of Afghanistan?”

It is hard to withdraw from awar where so much abuse andterror,especiallytargetingwomenandgirlsisrampant.

Weneedtolistentothewomenin Afghanistan who say, in thewordsofAfghanMPFawziaKoofi,that“warbegetsyetmoreviolence”.Karzai’s government, which hasoursupport,lackscommitmenttoending violence against women.MsKoofiarguesthat:

“to reduce this kind of violence, we need to have strong commitments from the government, which is not there. We don’t see perpetrators of human rights violation being put on trial and receiving the required punishment they are supposed to receive.”

We are not abandoningAfghanistan, but want to workwith these strong women andcommunities to help build strongdemocraticinstitutions.

Sexismhasbeenamajorfocusofparliamentaryandpublicdebaterecently,andsadlysexistremarksand behaviour remain pervasivein the Parliament. We should begrateful however that we havereached a point where we candebatetheseissuesinparliament,unlike Malala Yousufzai, who isfightingforherlifeafterbeingshotby the Taliban for her outspokenadvocacy for the education ofwomenandgirlsinAfghanistan.

The Greens remain committedto making sure our aid budgetgoes to support the health andeducationofwomen,childrenandcommunitiesaroundtheworld.

The Australian Greens have repeatedly requested that cycling receive federaltransport funding. Last year, we made a budget submission for $80 million*,howeverthiswasrejectedbytheGovernment.

TheNationalCyclingStrategy,agreedtobyStateandFederalGovernments,setatargettodoubletherateofcyclingby2016-withnofundingattached.MeanwhiletheVictoriangovernmenthasslasheditscyclingbudgetandWAisbarelycatchinguptothefundinglevelsthatexistedinthemid-1990s.
