    Senseofurgencyisparamount.Thiswillbeanexpedientbutthoughtfulprocess,notalong,drawnoutone.Immediateactionisneeded.

    Wewillbuildonexistingplansandworkunderway;thereisnoneedtostartover.PlanningPrinciples

    Focusoncosteffective,smartgrowth,takingadvantageofbothexistingpublicandprivateinfrastructurewheneverpossible.

    Embraceanauthenticurbanenvironmentthatsattractivetoworkersandbusinessesinthenewknowledgeeconomy.Youngprofessionalsandthecreativeclassareprimetargets.

    Incorporatesustainable,greenstrategiesinfuturedevelopment/reuseplans,withspecialemphasisonrecruitingandprovidingtrainingforgreenjobs(byproducts,windturbines,fuel

    cells,hybrid/electricalvehicles,etc.).UseobjectivenationalcriteriatorankDaytons

    green/sustainabilityscoreanddevelopanimprovementplan.

    StrengthenandimproveDaytonscorridorsandgatewayssovisitorsfirstimpressionsofDaytonandtheGreaterDowntownarepositive.ItsimperativethatDaytonscorridorsandgateways

    areattractiveandgivetheimpressionofacityonthemove.

    Bringourstreets,recreationalcorridors,parksandpublicspacesaliveagain,makingourcityapedestrianfriendlyenvironmentthatinvitesbusinesses,visitors,residentsandbicyclists.Our

    streets

    and

    public

    spaces

    should

    create

    and

    strengthen

    the

    unique

    sense

    of

    a

    Dayton

    place

    whereitisdesirabletolive,workandplay. Evaluateandmakearecommendationastothefutureoftheproposedstreetcarprojectin

    Dayton.Numerouscitieshaveembracedthestreetcarsystemandarereapingthebenefits.Isit

    rightforDayton?Incorporatedinthisevaluationshouldbethedevelopmentofatransportation

    planthatseekstostrengthenthewalkability,convenienceandattractivenessofthetravel

    experience,connectingjobcenters,institutions,housing,amenitiesandparkingsolutions. Increaseanddiversifyhousingopportunitiesthatareattractivetoalllifestyles,demographics

    andeconomicrealities.Wemustmakeaquantumleapinthenumberofpeoplelivinginthe

    GreaterDowntownarea.Morepeoplelivingandplayingdowntownwillcreateexcitementand

    leadtomorerestaurants,shops,qualityeducationoptionsandentertainment.Creativefunding

    strategiesmustbedevelopedtoencouragemoredowntownhousing.

    Removethebarrierstogrowththatstifletheflowofresidents,businesses,visitorsandinvestmentintotheGreaterDowntownarea.Thesebarriersincludeparking,decayofpublic

    infrastructure,perceptionofsafetyandothercriticalissuesthatliterallyblockfuturegrowth. Thedowntownofficemarketisunderperforming.Strategiesmustbedevelopedtostabilize,

    repositionand/ortransformthedowntownofficemarketsoitcancompete.Severalinitiatives

    arecurrently

    underway

    and

    should

    be

    incorporated

    ifshown

    tobe

    valid.

    Representing

    40

    percentoftheincometaxgeneratedtooperatethecity,theGreaterDowntownareaisthe

    economicengineforthecityandmustbestrengthenedandreenergized.Itshealthiscriticalto

    thewellbeingoftheCityofDayton.

    Buildacustomerfocusedbusinessenvironmentthatiswelcomingtosmallbusinesses,entrepreneurs,education,healthcareandothercorebusinesssectorsintheGreaterDowntown

    area.

    StrengthenandconnectcommunityassetsliketheOregonArtsDistrict,UD/SinclairandhealthcareinstitutionsintheGreaterDowntownarea.Connectionscanincludepublictransit

    (includingastreetcarsystem),marketing,publicinfrastructure,recreationalandtransportation

    corridors,and

    gateways.

    TheGreaterDowntownistheregionsculturalandentertainmentcenter.Theeconomicimpactoftheartsandculturalcommunity,acriticalassetunderpinningtheregionsabilitytoretainand

    attractatalentedworkforce,cannotbeunderstated.Theartsandculturalcommunitymustbe

    embracedandsupported.

    Theriverisacommunityassetthatshouldbecelebratedandutilizedasaprimedevelopmentstrategyforjobgrowth,residentialexpansionandrecreational/entertainmentopportunities.

    BuildonGreaterDowntownsexistingeducationalcenterofexcellence,whichincludessuchacademicinstitutionsasStiversSchoolfortheArts,theUniversityofDayton,WrightState

    University,SinclairCommunityCollege,theDaytonEarlyCollegeAcademyandothers.

    ThePlan Theplanwillbeactionableandresultsoriented. Whiletheplanmustberealistic,itmustbeboldandinstillacalltoactiontoallcitizens. Theendresultwillbeoneplanconnectingalldistricts,projects,villagesandpocketsofactivities,

    notlotsofdifferentplans.Theplanwillalignandintegrateindividualplans ofdistricts,

    neighborhoods,villagesandstakeholders intoonegreater,boldvision. ThefoundationfortheplanwillbeacompellingGreaterDowntownValueProposition. Theplanwillsetprioritiesandidentifypotentialfundingstrategiesandsources.
