SUCCESS STORIES: JAIL SAKSHATKAR & TRIAL OF
PRISON INMATES THROUGH VC
Jail Sakshatkar A citizen can approach any BHQ for a 15 minute
video-conferencing session and talk to inmate of theJail at a service charge of Rs 10.
This service is an example of integration of availableState IT infrastructure, SWAN (JHARNET) and CSC(Pragya kendra) to provide Convenient service torural citizen through video conferencing, at hisdoorstep reducing urban and rural digital divide.
With advent of this service people will not have totravel from far off locations to meet their inmaterelatives in Jail. This will specially benefit femalefamily members of under-trial prisoners, who will beable to meet each other through video conferencingfrom the nearest block level CSC Coordination centre.
A web enabled scheduling software has also been putin place so that citizens desirous of availing theservice can get an appointment approved by the Jailadministration, as required under the Jail manual.

TRIAL OF PRISON INMATES THROUGH VC
Trial of prisoners is being carried out through video-
conferencing between Jails and Courts across the
State.
The video-conferencing is being done through the
SWAN (Jharnet) network.
The prisoners will not have to be taken to the courts
using transportation which will reduce the scope of
escape of the prisoners.
It also facilitates multi site meetings.
This facility is available across the state in all 29
jails.
BENEFITS
This saves time and resources required in
transportation of prisoners from jails to courts
It also mitigates security risks and concerns
It reduces risks of moving prisoners to the Courts
for hearings of a short duration
It helps in speedy trial of prisoners
It makes optimum use of Technology.
It enables hearings of more than 1000 under-trials
on an average in a day across the state.

(COMPUTERIZATION OF REGISTRATION PROCESS)
Registration Department is entrusted with the important work of registeringvarious kinds of documents. Societies, firms and marriage under RegistrationAct, 1908. Society Registration Act 1860, Indian Partnership Act 1932 anddifferent Marriage Acts. Its duty also includes solemnization of marriage underspecial Marriage Act. The department also acts as the custodian of variousregistered deeds and records. All these types of work comes underComputerization of the Registration Deptt. In the first phase a web basedapplication was developed for Registration of different types of Documentspresented before Registry office and digitization of Index Register.
DETAILED FEATURES
The Registration Application is aimed at computerizing the process of
Land Registration for different SROs in the state of Jharkhand to a
significant level.
E-Nibandhan Registration Application enables District Sub-Registrars
and his personnel to upload the relevant Registration Details in a
centralized database which facilitates high availability of data.
The Application also helps user to store the data in a secured manner.
To Access Registration related data of a particular SRO, one would need
to put the relevant credentials w.r.t to that particular SRO only. Also
storing the data in a centralized database enables centralized
management and maintenance of data and thus minimizes the chances
of mal-handling of stored data through un-authorized access from
distributed sources. This preserves Data integrity.
The Application also has provision for wide variety of report generation
with respect to Registration related data as per requirement. The Home
page provides Real Time data of that particular day‟s pending token
summary depicting the status of various things like whether the deed
has been executed, relevant fee details, photo/thumb impression scan
activity completed or not, etc.
DETAILED FEATURES
Also this page provides many useful shortcut links
relevant to the Registration Process like Token Issue,
Details Entry, Received Fee, Photo & Thumb and
Scanning.
In the Home page itself the user is able to view
important messages in the Message Board which
shows messages posted by other users in real time.
The support section provides link for downloading the
online electronic manual of the E-Nibandhan
Registration Application.
The Home page also allows user to change his login
password and allows user to post support messages
regarding any suggestion, problem, query, etc.
BENEFITS
Complete automation of land valuation system.
Information and services are delivered at a fast pace through
electronic media. This will help to achieve speedy, transparent
& accountable governance of the Department.
The broad benefit of this project is to redesign the existing
processes of Registration Department and to provide a
transparent, efficient and effective service delivery structure for
G2C and G2G services.
All the concerned reporting are on single interface via MIS.

backup of increasing huge database on daily basis.

(CITIZEN CENTRIC SERVICES)
A small step towards theGovernment services to thecitizen is being initiated in theform of a web-basedapplication to track theapplications of the citizenswho have applied for differenttypes of common certificates. Afriendly interface forsubmission, tracking andmonitoring of applicationssupplemented with necessaryform downloads, requiredenclosures, guidelines andutility like Generation ofCertificates after properverification by In charge ofconcerned certificates etc canprove to be a big leap towardsthe bigger goal of e-Govrnance.
DETAILED FEATURES
Citizen can apply for the issue of Certificates like: Income,
Birth, Death, Caste, and Domicile (Residential) at any of the
kiosks or the respective circle office.
The authority at the kiosk or concerned office will help in
generating the required application form and list of required
documents through the web downloads. After receiving the
application and the prescribed fees, a receipt with
acknowledgement number will be generated for tracking the
status of their application.
The application will be processed in the normal channel of
the office.
The concerned officer will update the status of application at
his end, whether Received, Ready or issued with remarks, if
any.
DETAILED FEATURES
The certificate, after it is processed at the office, can be generated
through the utility link at the web site. The designated operator will
enter the processed certificate parameters. The designated in charge
of the concerned certificate will verify the entry. Then it can be
printed, signed and issued. Subsequent modification / duplicate
printing is allowed through controls at in charge level.
The applicant can know the status of his application at the citizen
interface on the web. The grievance, if any, can be mailed to the
respective Deputy Commissioner through the web.
The whole operations are Role based and controlled through secured
encrypted passwords. The web Administrator at NIC is likely to be
the overall ADMINISTRATOR. It will create respective CIRCLE
ADMINISTRATORS. The CIRCLE ADMINISTRATORS will create
users under their domain to operate the system

home
He can track the status sitting at his home or at
nearby kiosk
He can know the shortcomings in the applications
when in process
He can receive the certificate through the kiosk
He can post his grievances
No more middleman harassments are involved
Citizens do not have to travel to the concerned
office for the required certificate, thereby reducing
time , energy and resources.
