WHAT IS GOVERNANCE?

Defined by World Bank as:Governance consists of the traditions and institutions by which authority in a country is exercised.

– This includes the process by which governments are selected, monitored and replaced;

– the capacity of the government to effectively formulate and implement sound policies;

– and the respect of citizens and the state for the institutions that govern economic and social interactions among them’

GOOD GOVERNANCE?

The general characteristics of Good Governance include :1 Participation2 Concurrence3 Accountability4 Transparency 5 Responsiveness6 Efficiency and Effectiveness7 Equality8 Recognition of rule of law

1. PARTICIPATION: is the most important aspect of good governance. It could be direct or representative (indirect). Included in here is freedom of expression and association plus an organized civil society.

2. CONCURRENCE: Good Governance needs peaceful interaction of different parties concerned and decisions taken in the best interest of the people or the target group.

3. ACCOUNTABILITY: The State, civil society, NGO etc should be accountable in governance to the general public or partners in business.

4. TRANSPARENCY: The decision taken should be implemented in a manner that conforms to the rule of law. Information should be accessible and liberally available to the people or relevant group.

5. RESPONSIVENESS: The State, Company or NGO should necessarily serve the whole and not part or it.

6. EFFICIENCY AND EFFECTIVENESS: Good Governance needs that the activity and processes are carried out efficiently in time for use of the public. Sustainability of natural resources and protection of environment is important in governance.

7. EQUALITY: All people should feel that they are partners in the State or institution for the purpose of their well being, and any of them should not feel himself excluded.

8. RECOGNITION OF RULE OF LAW includes that Governance should be impartial and everyone feels himself protected and his human rights safeguarded. Independent judiciary and a police force of repute are also essential requirements. Recognition of human rights and civil liberties of countrymen is an important branch under the rule of law.

HOW DOES GOOD GOVERNANCE FLOURISH NATION & SOCIETY?

1. It boosts up the credibility of the Government.2. It creates various opportunities and employments.3. It creates a better image of a nation at International

level.4. It boosts up economy, GDP, living standards, etc.5. It eradicates corruption and makes the Government

more responsible, towards the citizens.

5. The basic problem of any system is not in its law making but in implementation of the same, and good governance helps in same.

6. The role of Government has increased manifold in this era of democracy. It is not only viewed as the protector of rights but also as a facilitator. So good governance helps the Government fulfil all its obligations effectively.

7. If some government taking positive steps towards health and women security then it flourishes the nation and reputation of country.

GOOD GOVERNANCE IN INDIA

India's best example of effective governance and impressive development is found in Gujarat (population 60 million), where controversial Chief Minister Narendra Modi has streamlined economic processes, removing red tape and curtailing corruption in ways that have made the state a key driver of national economic growth.

DIFFERENCE BETWEEN LEADERSHIP & GOVERNANCE?

• Leadership represents the organization of people into manageable groups and influencing them to a specific direction for the purposes of harnessing available resources (spiritual, mental, and physical) for the general good of all.

• Governance relates more with management, control, rule, etc. The significance of any government is to enforce order wherever it is located and to establish positive institutions that regulate and direct the actions of persons as well as the management of other resources for the general good of all.
