Espinel, President and CEO, BSA, is a respected authority on the intersection of technology innovation, global markets, and public policy. She leads strategic efforts that help shape the technology landscape globally. Espinel also serves as the President of Software.org: the BSA Foundation, an independent and nonpartisan international research organization created to help policy makers and the broader public better understand the impact that software has on our lives, our economy, and our society. Espinel served for a decade in the White House, for both Republican and Democratic administrations, most recently as President Obama’s advisor on intellectual property and, before that, as the first ever chief US trade negotiator for intellectual property and innovation at USTR. She was appointed by President Obama and continues to serve on the Advisory Committee on Trade Policy and Negotiations (ACTPN), the principal advisory group for the US government on international trade. She holds an LLM from the London School of Economics, a JD from Georgetown University Law School, and a BS in Foreign Service from Georgetown University’s School of Foreign Service. Aaron Cooper, Vice President, Global Policy, leads BSA’s global policy team and contributes to the advancement of BSA members’ policy priorities around the world, including data privacy, cross-border data transfers, cybersecurity, digital trade, and intellectual property. Prior to joining BSA, Cooper served as the Chief Counsel for Intellectual Property and Antitrust Law for Chairman Patrick Leahy on the US Senate Judiciary Committee. Most recently, Cooper was of counsel at Covington & Burling, LLP where he provided strategic counseling and policy advice on a range of technology issues. Cooper has testified before Congress and is a frequent speaker around the world on data privacy and security, cross-border data transfers, and other issues related to emerging technologies. Cooper is a graduate of Princeton University and Vanderbilt Law School. He clerked for Judge Gerald Tjoflat on the US Court of Appeals for the Eleventh Circuit. Craig Albright, Vice President, Legislative Strategy, leads BSA’s engagement with the US Congress. Prior to joining BSA, he spent four years as the World Bank Group’s Special Representative for the United States, Australia, Canada, and New Zealand, managing relations with government officials, private sector executives, civil society leaders, and others. Before that, Albright spent more than 12 years in the US government. He served in the White House as Special Assistant to President George W. Bush for Legislative Affairs and Deputy Assistant to Vice President Dick Cheney for Legislative Affairs where he helped lead administration efforts to secure the May 10 agreement on a bipartisan structure for FTAs and the subsequent passage of the Peru FTA. In Congress, his positions included Legislative Director and Chief of Staff for former Congressman Joe Knollenberg of Michigan and Chief of Staff for Congresswoman Kay Granger of Texas. Albright is a graduate of Michigan State University.

Ha McNeill, Chief Operating Officer, helps design and implement strategies, operations, plans, and procedures to advance BSA’s strategic direction. Previously, McNeill was Chief of Staff at the Transportation Security Administration (TSA). She served as a key advisor to the Administrator of TSA on all agency security and workforce matters, and led the offices responsible for strategy, policy coordination, innovation, public affairs, and legislative affairs. McNeill has over a decade of government and national security experience, driving whole-of-government policies on topics including trade and intellectual property, supply chain and transportation security, commercial unmanned aerial systems, and research and development. She has served two tours at the White

House, first in the Office of the Intellectual Property Enforcement Coordination and subsequently on the National Security Council. McNeill has worked closely with international partners and global organizations to successfully advance joint security interests. McNeill is a native of Montreal, Canada. She holds a master’s in public policy from Harvard University’s John F. Kennedy School of Government, and bachelor’s degrees in international studies and music from the University of California, Irvine.

Tommy Ross, Senior Director, Policy, works with BSA members to develop and advance global policy positions on a range of key issues, with a focus on cybersecurity, privacy, and market access barriers. Prior to joining BSA, Ross served as the Deputy Assistant Secretary of Defense for Security Cooperation. He was the Senior Advisor for Intelligence and Defense to Senate Majority Leader Harry Reid, the Legislative Director for US Representative David Price, and a Research Assistant for Senate Majority Leader Tom Daschle. Ross is a graduate of Davidson College in North Carolina and Union Theological Seminary in New York.

Joseph Whitlock, Director, Policy, develops and implements strategies that advance BSA’s international trade policy goals and objectives. He also works on patent policy matters. Whitlock was most recently Senior Director for Innovation and Intellectual Property (and, prior to that, Associate General Counsel) in the Office of the US Trade Representative, where he drafted provisions and managed US government deliberations related to several proposed trade agreements. Whitlock also managed teams in World Trade Organization (WTO) disputes and coordinated US trade policy processes. Previously, Whitlock was an associate at Covington & Burling, LLP where he handled matters related to international trade and IP litigation and advised clients on WTO matters.

Whitlock holds a JD from Georgetown University Law Center in DC and a BA in Comparative Literature (French, German, Japanese) from Columbia University in New York.

Leticia S. Lewis, Director, Policy, works with members to develop BSA’s policy positions and articulate them to policy makers in the United States and abroad. She works on issues including cloud computing, cybersecurity, market access, privacy, global trade policy, among others. Prior to joining BSA, Lewis was the Director of Government Relations in Latin America for BlackBerry. In this capacity, she helped develop and execute policy advocacy strategies targeted at removing market access barriers and facilitating the company’s operations in the region. She also served as Director of the US section of the Brazil-US Business Council at the US Chamber of Commerce in Washington, DC. Lewis

holds a JD degree from Universidade Paulista, and an LLM degree with a major in Intellectual Property Law from The George Washington University Law School.

Sarah Skaluba, Associate, Policy, provides policy support for the digital trade team, including research, writing, and project management. Prior to joining BSA, she was a Research Assistant at Crowell & Moring International where she advised and informed a Fortune 500 client on a changing global economic landscape by analyzing US-China trade relations. Skaluba has held several internships, most recently as the WTO and Multilateral Affairs Intern at the Office of the United States Trade Representative in Washington, DC, where she coordinated with industry representatives and multinational companies to prepare US trade concerns related to health and human safety, chemical

standards, and national security. Skaluba holds a BA in International Studies from the University of Michigan in Ann Arbor, Michigan, and an MA in East Asian Politics and Security from Georgetown University.

Brussels

Thomas Boué, Director General, Policy—EMEA, oversees BSA’s public policy activities in the Europe, Middle East, and Africa regions. He advises BSA members on public policy and legal developments and advocates the views of the ICT sector with both European and national policy makers. He leads on security and privacy issues as well as efforts to promote open markets, fair competition, and technology innovation in new areas such as cloud computing. Prior to that Boué worked for the EU office of the Paris Chamber of Commerce and Industry where he was responsible for the lobbying activities toward the EU Institutions in the areas of trade, education, and labor, as well as for the

organization and running of seminars on EU affairs for SMEs and business professionals. Boué holds a MBA from the Europa-Institut (Saarbrücken, Germany); a Certificate of Integrated Legal Studies (trilateral and trilingual master’s degree in French, English, German, and European Law) from the Universities of Warwick (UK), Saarland (Germany), and Lille II (France); and a BA in Law from the University of Lille II, France.

Isabelle Roccia, Senior Policy Manager—APAC, works with BSA members to develop and advance policy positions on a range of key issues, with a focus on data privacy and digital trade. Prior to joining BSA, Roccia served as Senior Policy Advisor at the US Mission to the EU in Brussels, where she focused on EU digital policy and conducted engagement at both the EU and regional level on a number of policy and regulatory issues, in particular on data privacy, cross-border data flows, and cybersecurity. Roccia holds a Master in Defense, Geostrategy, and Industrial Dynamics from Assas University in Paris, France. She speaks English and French.

Singapore

Jared Ragland, Senior Director, Policy—APAC, works with BSA members to develop BSA’s international strategies to open markets and promote innovation and digital trade in important foreign markets in the Asia-Pacific region, including China, India, Indonesia, Japan, Korea, and Vietnam, among others. Before joining BSA, Ragland served as the US Patent and Trademark Office (USPTO) Intellectual Property Rights (IPR) Attaché in the Shanghai Consulate General. Before that, he served as Director in the Office of Intellectual Property and Innovation in the Office of the US Trade Representative. From September 2005 to November 2007, Ragland served as the Science Policy Advisor to the

US Ambassador to APEC in the State Department’s Office of Economic Policy in the Bureau of East Asian and Pacific Affairs. Ragland received a Doctorate in Molecular and Cellular Biology from the University of Washington in 2004, a BS in Biochemistry, and a BA with a double major in East Asian Studies and Anthropology from the University of Arizona.

Bangkok

Varunee Ratchatapattanakul, Director—Thailand, leads BSA’s programs in Thailand including its policy work and government affairs initiatives. She also works with BSA teams, members, and stakeholders in Australia, China, Japan, Korea, Singapore, and Vietnam to support the programs in these countries. Prior to joining BSA, Ratchatapattanakul served for seven years as Legal Counsel, Intellectual Property (IP) & International Trade, in Tilleke & Gibbins International, focusing on promotion, protection, and enforcement of domestic and international companies’ IP rights and trade interests. In this role, she represented the law firm and clients in meetings with Thai government

agencies and in various domestic and international forums in Asia-Pacific, Europe and America. Varunee earned her law degree from Thammasat University and is qualified to practice law in Thailand. She also earned a BA in English and English Literature and a MA in Linguistics.

New Delhi

Venkatesh Krishnamoorthy, Country Manager—India, leads on policy issues around personal data protection, privacy, cybersecurity, cloud adoption, and emerging technologies in India. At BSA, one of his key focus areas is to promote cross-border data flows, enable data transfers, and pushback against data localization mandates. He has specialized in roles that play at the intersection of business, government, and society for a decade. He is an engineering graduate from the National Institute of Technology, Calicut, India, and is an alumnus of the Indian Institute of Management, Bangalore.

Antonio Eduardo Mendes da Silva, known in the market as Pitanga, Country Manager—Brazil, works with members to develop BSA’s policy and government affairs initiatives on a range of regulatory and legislative issues including privacy, cybersecurity, copyright, and digital trade. Pitanga has more than 28 years’ experience in the software market and worked for many years at Microsoft and Autodesk. He is also a board of advisors’ member of ABES (Brazilian Association of Software Companies). He holds a degree in electronic engineering from the São Paulo State University, a postgraduate degree in marketing from Fundação Getúlio Vargas, and an MBA from Fundação Dom Cabral. He also concluded a

policy course, Strategy Beyond Markets (Building Reputation and Competitive Advantage), at Stanford University Graduate School of Business.

Seoul

Geun Kim, Country Manager—Korea, works with BSA members to develop BSA’s Korea strategies to open markets and promote innovation and digital trade, as well as Cloud Computing, AI, and Data Flow business in Korea. Before joining BSA, he served as Financial Business Unit Director at HP APAC, as Director for APAC Marketing at Microsoft, as CEO at Hancom, as Country General Manager at Redhat Korea, and as VP for Alliance and Channels at Oracle Korea. Kim holds a BA from Seoul National University and an MBA from The University of Chicago.

Tokyo

Tomoko Naoe, Country Manager—Japan, works with BSA members to advance positions on key policy issues including privacy, cybersecurity, digital trade, and emerging technologies such as artificial intelligence, Internet of Things (IoT), and cloud computing in Japan. She has organized and developed a series of BSA-hosted international conferences involving policy makers, industry associations, and academics in Japan and abroad to advocate the views BSA members, encouraging policies that drive technological innovation and digital implementation in society. Prior to joining BSA, she worked at Warner Music, leading strategic planning to market and license music of

international artists in Japan, US, and Asia. She holds a BA from Aoyama Gakuin University.
