ORDER
WHEREAS, in exercise of the powers conferred by sub-section (2) of Section 32 of the National Council for
Teacher Education Act, 1993 (73 o[ 1993) and in supersession of the National Council for Teacher Education (Recognition
Norms and Procedure) Rcgulations, 2009, the National Council for Teacher Education has notified the Regulations, 2014 on0I.J2.2014 ..
.2. AND WB EREAS, the recoghition was granted by NRC to Shree 'Balaji, Academy, 81h KM Stone, Sambhai
Hond, District - Moradabad, Stlltc - Uttar Prlldcsh for B.Ed. Course vide order No. F. NRC/NCTE/F-7/S308-S331dated 01.09.2006 with an llnnual intake of 100 sellts w.e.r. the session 2006-2007 .
.\. AND WHEREAS, the institution Shl'ee BlIlaji Acad~II1Y, 8th KM Stone, Sambhai ROlld, District - MOl'lIdllblld,
~)t:tte _ Uttar Pradesh has by affidavit consented to come under New Regulations and sought [or two basic units in' B.Ed.,
.. which require additional facilities.
,.[. AN 0 WHEREAS, it has been decided to permit the institution to have two basic units of 50 studcnts each subject [0
the institution fulfilling following conditions namely.
(i) The institution shall create additionallaciliti~s that include (a) additional built-up-area, (b) additional infrastructure,(c) additional funds, (d) adhere to staff norms as pCI' Regulations, 2014 and inform Regional Committees with
requircddocuments by October 31, 2015.
(ji) The application-Institution for additional unit will be required to submit the required documents such as 1~11lddocuments, Encumbrance Certitlcate (EC), Land Use Certificate (LUC) and the Building Plan (SP) in the specified
proforma available on the 'vvebsite to the Regional Committee in proof of having provided additional facilities belal'eOctober 31. 2015. Building completion Certificate (BCC) may be given along with other documents if available,
otherwise it can also be given to the Visiting Team at the time of inspection.(iii) The Regional Committees shall arrange for verification of documents, inspection of these premises and check
adherence to these condition by 20 February, 20]6. ]f it is found by the Regional Committee that the institution fails
to comply with these requirements, the institutions shall not be permitted to admit students 'for the academic year2016-2017.
(iv) In casc any existing institution's matter is sub-judice under court direcliun/SCi-l under s;:.c:ci0;' 17 C:;'th8 'NCTE I-.cl/Complaint etc" the institution shall be 'required to submit a copy of the Hon'ble Court orderlreply toSCN/complaint/already submitted alongwith the documents, if any together the documents referred above. In cascthe institution's request for shirting of premises is pendi.ng, such institution shall be required to submit the requisitc
documents as per pr()vi~~ions of the NCTE Rcgulations, 20]4 with a copy of the orderlNOC of the affiliating
body/State Govt. and sueh~ther documents as indicated in thc rcvised format recognition order. .The tinal decisionshall be subject to the directions given by the Hon'ble Court in the Writ Petition/case decided by thc Northern
Regional Committee in respect of Section] 7/complaint cases etc.
5: No," therefore, in the light of the above, the Northern Rcgional Committee, NCTE hereby issues the revised
Recognition Order to Shrce BlIlaji Academy, 8111 KM Stlllle, Sambhai Road, District - MOl'adablld, Stllte - UttarFrlldesh for conducting B.Cd. programme of two years duration with an annual intake of ]00 for two basic units of 50students each /I'orn the academic session 2015-20 J 6 subject to rul IiIIment of the conditions mentioned herein belarc31.10,2015.
6. Further, the recognition is subject to fulfillment or all sueh other mqllircments as may be prescribed by other
regulatory bodies like UGC, nffiliating University/ Body, State Uovernment etc. as applicable. The amliating body(University/State Govt.) shall also be required to verify the aL\thenticity of the land & building documents as well asappointment of requisite teaching & non-teaching. stall as pej' pI:ovisions of the NCTE Regulations, 20]4 by the concerned;n<;ti11llioll before grfl.nt of affiliation to an institution.7. The institution shall submit to the Regional Committee a Self-Appraisal Report at the end of eaen academic year
along with the statement of annual accounts duly audited by a Chartered Accountant.

As per provision of clause 7(13) of the NCTE Regulations, 2014, the process of appointment of qualified staff as perpolicy of State Govenunentor University Grant Commission or University or Aftlliating body may be. initiated by theinstitution. The affiliating body will provide all assistance to the institution to ensure that the staff or 'facultyi~ appointed asper National Council for Teacher Education norms within two months. The institution shall submit the list of faculty, asapproved by the affiliating body, to the Northern Regional Committee, Jaipur.
3. Tn this regard as per decision taken by NRC in its 199th meeting, it is clarified that the above implies that wherethere exists a provision of nomination of expert/experts for the Selection Committee by the affiliating .~ody, the same beadhered to. In the absence of such a provision in the Act/Statutes of the affiliating body, the institution shall select facultymembers by employing a transparent, objective and judicious process and shall get the list of selected faculty approved by theaffiliating body This approved list, along with details of educational qualifications and teaching experience, shall besubmitted by the institution to the Regional Committee ..
'1. As per Regulations, 2014 an in~,titution can be given Maximum Two units for D.El.Ed. & B.Ed. programme ... .5. In view of above, before grant of formal recognition under Regulation 7(16) of the NCTE Regulations, 2014 iscOllsideJed, the following documents are requiJed to be submitted by the institution:-
a: The copy of letter issued by the affiJiating body to 'approve the faculty.b. Advertisement given for invitirlg application for appointment of faculty and staff.
c.. An affidavit on Rs. 100/-statnp paper to the effect that the institution has selected staff as perNCTE/State/Universityl Aftlliating body norms.(format Enclosed).
d. Copies of cducfltiOId & professional qilalification certificates ofail teaching staff showing their eligibility forappointment as per the NCTE norms and experience certificate of the Principal/HOD ..
e. Downloaded copies of the website of the institution with the hyperlink of the same as per provisions of clause7(14) ofthe NCTERegulations, 2014~
f. The institution shall create FDRs of Rupees Seven Lakhs and Rupees Five lakhs in respect of EndowmentFund & Reserve Fund as per clause 10 of NCTE Regulation 2014. The FDRs should be in the name of theinstitution/society and Regional Dire.ctor, NRC, Jaipur. The copies &FDRs alongwith Form "A" showing thedetails of the FDR Account No., Name of the Bank and address, Phone No. of the Bank, Branch Code, IFSCCode, Signature 10 Code of the issuing authority ofthe FDR shall be submitted by the institution (Form "A"copy). As per provisions of the NCTE Regulations, 2014 followed administrative guidelines issued by the
NCTE Hqrs., the FDRs of Rs. 7 lakhs and Rs. 5 lakhs are required for programme and ~t per unit.G. This letter of intent is subject to the following conditions:-
