1. Implementing Development Program With Clean Heart And Mind, Especially During The

Implementation Of Poverty Countermeasures Program In Semarang City.

2. Good Idea, Implementing The Creative And Innovative Ideas In Poverty Countermeasures

Program, Both In Concept And Application.

BACKGROUND OF GERDU KEMPLING PROGRAM

As a complex problem, poverty problem needs an integrated and sustainable countermeasures program. This idea needs synergy and support from all participants between Central Government, Provincial Government, Local Government, Private Sectors, Stakeholders and Communities in implementing Poverty and Unemployment Countermeasures Program as an effort to increase the community welfare.

Therefore, strategic policy is needed in Poverty Countermeasures that appropriate with the needs and potencies of poor community as program target.

Semarang City Government implements the Poverty Countermeasures effort through many policies and programs based on community empowerment. In order to accelerate the Poverty Countermeasures, Semarang City Government has launched a Poverty Countermeasures Program called GERDU KEMPLING.

Hopefully, the poverty number in Semarang City could be decrease until 2% per year through Gerdu Kempling Program, as an effort to create an independent and prosperous community.

Therefore The Main Program Of Seven Programs Is Unemployment

And Poverty Countermeasures.

• The Government Develops The Strategy And Policy In Poverty

Countermeasures That Accurate, On Target And Useful Which Is

Accordance To The Profiles, The Needs, The Characteritics, And

The Potencies Of Poor Community.

• The Government Is Not Able To Handle The Poverty By Themselves

Householders, 448.398 Persons, Scattered In 16 Districts And 177 Villages, Consist s Of:

a. Vulnerable Poor Community In The Amount Of 80.328 Householders, 286.193 Persons

b. Poor Community In The Amount Of 48.257 Householders, 162.037 Persons

c. Very Poor Community In The Amount Of 62 Householders, 168 Persons
