Why have a local competition?
• The Continuum of Care (CoC) Interim Rule requires CoCs to design a process for the development of an application in response to a NOFA issued by HUD. As part of this process, CoCs should implement internal competition deadlines to ensure transparency and fairness at the local level
• CoCs should consider HUD’s policy priorities in conjunction with local priorities to determine the ranking of new and renewal projects requests.
• In order for projects to be considered for inclusion in Philadelphia’s CoCConsolidated Application, organizations must submit local CoC Renewal Application Proposals to the Office of Homeless Services

• The Roadmap to Homes Board will review all applications
• Each application will receive a preliminary score based on the average of reviewers’ scores.
• Housing First Assessment Tool score will be added to preliminary score to create a final score
