Carried MATTERS ARISING FROM PREVIOUS MEETING Review of Terms of Reference for meetings The decision was made to defer discussion on the current terms of reference of the health committee until Bill Boehm, General Manager of the council is able to attend a meeting. Information booklet for the community; letter to Gretchen Long and her response The Committee is unsatisfied with the absence of detailed accommodation information in the existing booklet published by Launceston General. Launceston General is not interested in publishing names of providers. The suggestion was made that a single page could be inserted by this committee. John is going to follow this up. Integrated Living Update from John about how an individual can apply for a home care package. There have been no changes, still only integrated living provided for. The Commonwealth only gives money through recognised providers. There are no providers of homecare on the Island, furthermore clauses in packages that people do have are also causing problems. Problems have been also been identified with the way financial allocations for homecare packages are made between actual service delivery and administration costs. through the MyAgedCare website or the 1800 number or can be referred by the community nurse. No further action required. Women’s toilets at Flinders Airport Carol Cox, mayor, advised that issues with the toilets at the airport have been fixed. No further action necessary. No further action required. Primary Health Tasmania tender for provision of funds. [Appendix III]. John explained that there used to be Commonwealth money through Council for Flinders & Cape Barren community nurses. This has changed as Council could not apply for same program money. Council applied for funding through RFDS consortium, and has now started to receive this, but this funding cannot be used for community health nurse. The new money now funds a rural health worker, mental health worker and exercise physiologist, this funding is for 18months. Now the Islands have to find funding for a community nurse, Tasmania Health is picking this up. The rural health worker has a focus more on health promotion, not nursing in the home. It was explained by John that in terms of mental health services on the Island, Robyn McKinnon fits well with existing services. The other practitioner Peter, is Commonwealth funded, and works at FIAAI and for the general public under Tas Reach. This funding is expected to continue. Therefore the new mental health worker will be complimentary to Peter’s service. RAW is losing it’s funding, but will be applying for more. These three services all provide distinct and complimentary services as such it is difficult to advocate for more services. No further action required. Permanent doctor A permanent doctor has been appointed. An appointment will be made of a permanent relieving doctor instead of different locums. No further action required. Protocols for transfers for patients returning to Flinders Island. Re: Letter to John Kirwan at RFDS, about the inconsistency in the charging of patient returns to Flinders Island. In relation to Air ambulance charging policy, there are three issues, the first relates to the decisions made on an ad hoc basis by the on duty officer at the time, the second relates to the type of transfer, whether from public hospital to MPC or private hospital to MPC, the third relates to transfers from hospital to patients residence. Transfers from hospital to Flinders are by air ambulance if Sharp can’t accommodate. If in public hospital and get transferred back to Flinders hospital, the hospital pays. If in a private hospital coming back to Flinders hospital, the private hospital has to pay but may refuse. There is a need for a protocol which is applied evenly. A decision was made for Gerald to follow this up with John Kirwan and Tas Ambulance and to advocate for a clear policy and for this to be applied equitably. Phil Edmondson, Chief Executive Officer, Primary Health Tasmania re rural health service commissioning. GENERAL BUSINESS 1. Visit by Commonwealth Department of Health to discuss funding Royal Flying Doctor Service to service Bass Strait Islands. Representatives from from KPMG who had been appointed as consultants to review Royal Flying Doctor Services visited to look at the Island health needs and check on use of monies by RFDS on Flinders. Problems/concerns have been identified over prompt patient retrieval. Furthermore, other benefits of Commonwealth money are not seen on Flinders island ie professional development. 2. Wheelchair access to beaches. Lyn, has been approached by local families, with a request for better access to beaches, ie. Trousers Point. There is a lack of steps or ramps, as in Victoria. This includes access to beaches by elderly residents where hand rails would be useful. There are a range of stakeholders with responsibility, Parks, Council etc. Decision made to determine Council policy on dealing with crown land and parks. Motion:Lyn Wilson; seconded David Gruetzner That the chairman discuss with the Council General Manager the MOU between Council and Parks in relation to the service provide by Parks for the community and disabled access to the beaches. Carried unanimously. 3. Moved Jane Bushby; Seconded Lyn Wilson That it be recommended to Flinders Council that Judy Clarke be appointed to the Furneaux Health Special Committee. Carried unanimously. 4. Tuesday the 2nd of May meeting with Gretchen Long. This is a chance for this committee to meet with that group. John recommended that at 2pm come along and combine with the auxiliary. The chairman is to let other members of the group know about this meeting. DATE OF NEXT MEETING
