1.0 INTRODUCTION
This report presents the functional servicing and stormwater management brief for a
proposed condominium development within the Town of Oakville. The site has an area of
0.38194ha (3,819.4m2) is located at 157 Cross Avenue as shown in Figure 1. The site is
within the Lower Morrison Creek watershed in Midtown Oakville.
The existing site consists of single detached commercial building and is almost entirely
impervious. The proposed development will consist of mixed-use development comprised of
a 12-storey and 26-storey tower with a common podium and 5 levels of underground parking.
The proposed development type will consist of residential, retail and office.
The subject site is within the study area of the Midtown Oakville Class Environmental
Assessment (Oakville EA), where several studies have been completed by the Town of Oakville
and the Region of Halton within the last few years. These studies describe future development
plans including future municipal servicing and will be referenced specifically in this report.

2.0 STORM
There is an existing 1050mm concrete storm sewer which runs along Cross Avenue and drains
in a southwest direction. It will be proposed that the site be connected to this storm sewer.
Existing Site
At present, the existing site drains in a south easterly direction toward Cross Avenue. It has a
shared driveway with a commercial site abutting it to the northeast. The site is predominantly
impervious and has an on-site storm sewer system.
Proposed Development
As mentioned previously, this site is located within the Lower Morrison Creek watershed, refer
to Figure 2. The Town of Oakville was contacted to determine the specific stormwater
management (SWM) requirements for this watershed, refer to the Stormwater Management
Memo (SWM Memo) in Appendix A.

Stormwater Management
The proposed subject site will consist of a condominium development as shown on Plan A-
202. The SWM requirements for the subject site are stipulated by the SWM Memo in
conjunction with the Oakville Part III Midtown EA, Town of Oakville – Stormwater Management
Report, June 2014 (Oakville SWM Report). The Oakville SWM Report established future
development target flow rates to match and minimum unit storages to be provided. The
respective requirements are summarized in the following sections.
2.3.1 Quantity Control
The minimum storage to be provided is 280.9m3/ha in order to comply with the Lower
Morrison Creek SWM requirements identified in the Oakville SWM Report, refer to the SWM
Memo in Appendix A. Based on the site area, the minimum storage to be provided is
determined as follows:
0.38194ha x 280.9m3/ha = 107.3m3
The target release rates for the site will be achieved through the implementation of features
such as:
► Rainwater harvesting;
► Green roofs;
► Rooftop controls;
► Infiltration trenches;
► Bioretention;
► Permeable pavement.
2.3.2 Quality Control
It is required that this development achieve Enhanced Level 1 protection, which implies 80%
removal of total suspended solids (TSS). This will be provided my means of an oil grit separator
(OGS) sized accordingly for the development. Further details will be provided during the
detailed design.

2.3.3 Water Balance
It is required that the development provide retention of 5mm over the entire area of
development. Based on the development area, the minimum storage required is determined
as follows:
3,819.4m2 x 0.005m = 19.1m3
The required water balance volume will be collected and reused by means of irrigation or other
uses such as the features listed in Section 2.3.1. These will be further detailed during the
detailed design.
2.3.4 Erosion
As per the Oakville SWM Report, there are no specific erosion requirements for this area.

3.0 SANITARY
Downstream Sanitary Sewer Upgrades Required
At present, there is an existing 300mm PVC sanitary sewer fronting the subject site under
Cross Avenue. The Region of Halton completed a Water and Wastewater Master Plan (Halton
Servicing) which identifies the preferred servicing strategy for sanitary infrastructure. The
Halton Servicing Plan identifies all proposed upgrade works within the Region of Halton. As
per that Plan, there are sanitary sewer upgrade works that are recommended downstream of
the subject site.
The Region of Halton was contacted regarding the existing sanitary sewer plans and capacities
to support this proposed development, refer to Appendix A for a copy of the email. The Region
advised that there are existing downstream capacity constraints that will impact the proposed
development of the subject site.
As such, there two sanitary upgrade projects which must be completed prior to the completion
of the proposed development, as per the Halton Servicing Plan. Refer to the Figure 3 on the
following page for a magnified excerpt of Figure 29 – Preferred Sanitary Servicing Strategy,
from the Halton Servicing Plan. Refer to Appendix B for the original Preferred Sanitary
Servicing Strategy Figure.
The two sanitary upgrade projects which much be completed are summarized in the table
below. The data shown was obtained from Table 46 – Wastewater Capital Program, provided
in Appendix B.

Downstream Sanitary Upgrade Options
The option of front ending the cost of the downstream upgrades is an option that could be
pursued with the Region of Halton. In this manner, the downstream works could be expedited
with the developer potentially being partially compensated for this through applicable
Development Charge Credits. However, the Region must be consulted regarding this option to
reach an agreement.
The balance of the repayment to the developer for the front ending of the cost would occur as
the applicable development charges are collected in the future.
Proposed Sanitary Flow Rate
The design flow for the site, based on the site area of 0.38194ha and using the Halton Region
Water & Wastewater Linear Design Manual (May 2014), is calculated as follows:

4.0 WATER
There is an existing 300mm watermain fronting the subject site under Cross Avenue. The
Halton Servicing Plan also identified that there is proposed upgrade works to a watermain
under Cross Avenue. Refer to Figure 4 on the following page for a magnified excerpt of Figure
28 – Preferred Water Servicing Strategy, from the Halton Servicing Plan. The original Preferred
Water Servicing Strategy Figure is provided in Appendix B.
The watermain project which is proposed under Cross Avenue is summarized in the table
below. The data shown was obtained from Table 45 – Water Capital Program, provided in
Appendix B.

Water Demand
The design water demand for the site, based on the site area of 0.38194ha and using the
Halton Region Water & Wastewater Linear Design Manual (May 2014), is as follows:
Maximum Daily Demand (based on Apartments over 6 stories high)
= 78.375m3/ha/day x 0.38194ha
= 29.9m3/day
= 20.8l/min
= 5.5USgpm x 4.00 (Residential Peaking Factor)
= 22.0USgpm
The fire flow demand will be provided during the detailed design.
Water Supply
Fire flow tests were performed in order to determine if there is sufficient pressure in the
existing system to satisfy the minimum Halton Region requirements for the site. The results
of the hydrant flow test are provided in Appendix A, and the available flow at 20psi is
determined using the larger of the flow tests as follows:

5.0 CONCLUSIONS
► The site will meet the SWM Lower Morrison Creek SWM criteria identified in the
Oakville SWM Report by providing on-site SWM features for peak flow control and
detention storage.
► There are existing downstream sanitary capacity issues in the Region of Halton sewer
system. Two sanitary upgrade projects must be completed prior to the completion of
this proposed development.
► A fire flow test was performed and showed that there is a high amount of flow available
at the street at 20psi.
► There is a Region of Halton watermain upgrade project that is proposed on Cross
Avenue but should not impede the proposed development.
