1. DSP Areas
1.1 Selection of DSP Areas The Development Servicing Plan (DSP) for stormwater covers five development areas. These are:
Bomen,
Estella / Boorooma,
Forest Hill,
Urban – East of Willans Hill, and
Urban – West of Willans Hill.
The development areas have been determined in conjunction with Council staff. Following calculation of the capital charges for each area, Wagga Urban – West of Willans Hill forms DSP Area A, Estella / Boorooma and Wagga Urban – East of Willans Hill were agglomerated into DSP Area B, Forest Hill forms DSP Area C and Bomen forms DSP Area D. The purpose of each DSP area is to arrive at a single set of developer charges for the provision of infrastructure to meet growth demands within that DSP area. The DSP areas are generally defined on a catchment basis, served by a distinct set of stormwater drainage assets.
The nexus between DSP area and stormwater drainage catchment boundaries have been explained in the definition of the DSP areas, with the focus on the inclusion of future developable land within the boundaries, rather than defining a DSP area on an entire catchment basis.
1.2 DSP Schedule 1 DSP Schedule 1 has been completed and is attached with plans of the DSP areas as Appendix A.

2. Growth Projections
2.1 Population Assessments The growth projections for Wagga Wagga have been based on historical data provided by Council staff. GHD were provided with details regarding the number of lots released each year since 1990, which have been used to establish the number of assessments up to 2006. Council growth projections were then used to determine the lot take up predicted to occur in each DSP area. Appendix B includes Wagga Wagga Population and Lot Projections for the period 2006 – 2016.
2.2 Rates Assessment Data Wagga Wagga City Council provided rates assessment data for its entire local authority area. The information relating to number of assessments and revenue is shown in Table 1 below.

2.3 Assumptions
2.3.1 Financial
Income for Wagga Wagga City Council from rates and charges information for 2006/2007 has been used, with Net Ordinary Rates of $22,521,710. The existing rating structure assumes the Minister’s approval of a 9.25% increase is finalised. Alternatively a general variation of 3% in Notional Income will be applied to all rating categories. Should the rate increase only be 3%, the net ordinary rates would be reduced to $21,209,576.
Of the total rates revenue, a budget of $530,000 allows for reactive maintenance of stormwater drainage assets. The application for special variation includes the allocation of an additional $100,000 for maintenance of the drainage network. These additional funds will allow for a proactive maintenance program. This budget does not however include any allowance for capital works.
2.3.2 Pensioner assessments distribution
Information provided by Wagga Wagga City Council states that the number of pensioner assessments in 2006/2007 was 3,477. The numbers of pensioner assessments in each Rating Category were calculated by distributing the known 3,477 pensioner assessments across the areas in proportion to the total number of assessments in each Rating Category.
2.4 Determination of assessments by area The number of assessments and financial data provided by Council has been used to calculate the equivalent number of tenements on the basis that one standard house represents 1 ET.

Rural Residential Assessment is equivalent to 1.43 ET
Non Residential Assessment is equivalent to 4.18 ET
The proportion of pensioners is assumed to be consistent with the total proportion of assessments between all DSP areas. The calculation of the ET figures for the development areas is included in Appendix B. Equivalent tenements can therefore be projected based on the projections of residential, rural residential and non-residential assessments.
2.5 Growth Projection Schedules The DSP Schedule 2 Growth Projections have been prepared for each of the DSP areas based on the above information. The schedules are included as Appendix C.

3. Existing Stormwater Drainage Infrastructure
Wagga Wagga City Council staff has provided GHD with existing trunk drainage infrastructure plans, which are included in Appendix D.
Trunk stormwater drainage has been defined as piped drainage systems with a pipe diameter of 1,200 mm or larger, open drains with an equivalent cross-sectional area or larger and associated structures, detention ponds, pump stations, etc.
Each existing asset is annotated on the drawings with the size, year installed and the length.

4. Asset Valuation
4.1 Valuation of Existing Assets
4.1.1 What is a MEERA value?
When valued on the basis of MEERA, an asset is valued as if it had been constructed at the time of the valuation, in accordance with modern engineering practice, and by adopting the most economically viable technologies available at the time.
A MEERA asset does not have to be constructed of the same material or even include the same components as the original asset being valued, as long as the MEERA asset provides the same level of service as the existing asset.
4.1.2 MEERA Rates
MEERA values have been derived for all assets shown. For large discrete assets, a unique MEERA value has been calculated for each asset. For common items a standard $/quantity MEERA rate has been used for the calculations, with all these figures applied equally across the assets.
4.2 Valuation of Future Assets The estimated value of future assets has been derived from sample industry contracts and quotations obtained for similar levels of works, with similar levels of complexity. In addition, indirect costs have been applied which account for land acquisition, contract contingency, design fees, project management and corporate overheads.
The cost estimates presented in this report have been provided by Council.
Based on information provided by Council, an allowance of $430,000 per hectare has been included in the estimates where land acquisition will be required.
All future assets have been valued at 2006/2007 dollars. 20% extra has been applied to the construction cost estimates to cover:
Project Management,
Design Fees,
Construction Phase Services and
Corporate overheads.

5. Standards of Service
5.1 Standards of service The stormwater system design and operation for the two DSP areas is based on provision of the levels of service outlined in Schedule 4, attached at Appendix E. Standards of service were developed with reference to the following:

6. Capital Works Plan
The Capital Works Plan is included as Schedule 5 for each area in Appendix F. Wagga Wagga City Council provided the listing of proposed works and assisted with identifying the basis of need for the works, i.e. improved level of service, growth or renewal. In addition, Council staff assisted with the cost estimates of the proposed works. The works were then spread over the next ten years to provide a reasonably uniform works program.

7. Operation and Maintenance and Revenue
7.1 Cost Data Current operations and maintenance costs and revenue information has been obtained from the 2006-2007 Draft Management Plan, Attachment 4: Infrastructure – Service Level Analysis and Works Priorities prepared by Wagga Wagga City Council. This document provides a summary of revenue and expenditure for the stormwater drainage network.
7.2 DSP Schedule 6 DSP Schedule 6 – Operations and Maintenance Costs has been completed and is included as Appendix G. The current costs have been extrapolated based on the existing cost structure with an allowance for data collection and analysis as an ongoing item.

The area is bounded by the levee bank generally to the north and east, the Olympic Highway and lots adjacent to Adams Street and Swan Street to the west, the ridgeline of hills between Red Hill Road & Dunns Road to the south, the ridgeline of Willans Hill generally to the east.
The area zoning includes residential (2a, 2b, 2c, 2d, 1c, 1e), General Business (3a), Neighbourhood Business (3b), Light Industry (4b), Special Uses (5a), Recreation (6a), Hillscape (7b)
DSP Area BEstella / Boorooma Includes suburbs of Estella and Boorooma. The area is bounded by Pine Gully
Road to the west, Old Narrandera Road and Olympic Highway (Colin Knott Drive) to the south, Amundsen Street to the east and Farrer and Estella Roads to the north.
The area zoning includes residential (2a, 2c and 1e), Special Uses (School and Community Buildings) and Neighbourhood Business zone.
Wagga Urban - East of Willans Hill Includes the suburbs of Kooringal, East Wagga, Tatton, Lake Albert and
Springvale. The area is bounded by Hammond Ave to the north, the ridgeline of Wilans Hill and the ridgeline of hills between Red Hill Road & Dunns Road and the western lots of Springvale generally to the west, lots south of Dunns Road, Lloyd Road and Gregadoo Road to the south, lots generally to the east of Mitchell Road and Tasman Road to the east. An area generally south of Copland Street, east of lots to the east of Kooringal Road and north of the east-west prolongations of Vincent Road and Blaxland Road are excluded from this area.
The area zoning includes residential (2a, 2b, 2c, 1b, 1c, 1d, 1e), Neighbourhood Business (3b), Industrial (4a), Special Uses (5a), Recreation (6a, 6b), Riparian (7a), Hillscape (7b)
DSP Area CForest Hill Includes the suburb of Forest Hill. The area is bounded by the Sturt Highway to the
north, Elizabeth Avenue and a future unnamed Road to the west, the RAAF base boundary to the east, and Don Kendell Drive and a future unnamed Road to the south
The area zoning is residential (1a Rural Living Area).
DSP Area DBomen Includes the suburb of Bomen. The area is bounded by East Bomen Road & Webb
Street to the north, the prolongation of Dorset Street to the west, large lots to the east of Byrnes Road and lots to the south of Bomen Road.
The area zoning includes Industrial (1g and 4a), Offensive or Hazardous Industry (4c) and Special Uses (5a).

Calculation of Equivalent Tenements Equivalent tenements were determined by first calculating the average rates charged per assessment for pensioner and non pensioner assessments in each Rating Category. The ratio between the pensioner assessments and non-pensioner assessments was calculated to be 0.73 for each Rating Category.
