    Dear Friends,

    Revolutionary greetings to you all

    We are in the midst of a historic agitation programme. Armed with the genuineness of our

    just demands and energised by the repeated efforts of IBA to snub our protests, we are

    getting stronger day by day. The more we are delayed of our genuine settlement, the more

    vigorous and empowered becomes our struggle.

    The unity of our members and the readiness with which you have all responded to the variouscalls of the organisation are exemplary. History shows that long drawn struggles could be

    sustained whenever the cadre leadership bondage and understanding are strong.

    AIBOC & UFBU gave the clarion call to intensify the agitation, with firm faith on the members.

    It is our privilege to be part of this agitation. In my three decades of career and trade

    unionism, I am very happy at this moment, that we could give our members regulated

    hours of working.

    The branches getting closed after office hours, family members happily receiving the Officers

    who return home earlier than usual, with surprise and joy, improved speed and efficiency to

    finish the essential works , improved prioritizing and planning are all possible now, because

    of YOUR incomparable commitment to the AIBOC call

    Friends, we have a long way to go in our agitational path. Our unity and sincerity will help us

    We are shocked by a recent news item that says the

    'successful' Axis bank is going to 'shed' 200 consistent non-

    performers. For these corporate kings, the life of an

    officer is a plaything. In our culture, the concept of

    employment is not just income for an individual. It is the

    very existence and survival of an entire family. Aged

    parents and children depend on the earning of anemployee. In most cases, we add dependent sisters,

    brothers or other relatives.

    This is not US where government takes care of the aged,

    the unemployed and the sick. Without the basic

    humanity, announcing the doom of some unidentified

    staff will only send panic waves.

    Corporate rat race, back stabbing, name calling and

    climbing the ladder on others' cost are pronounced in the

    financial sector

    Novels like The Incredible Bankerclearly shows how the

    money industry is artificially over heated for private

    gains. Credit card as a cheating tool, compulsory

    insurance purchase as a condition for loan facility, not

    showing any social concern by way of priority, education

    loans etc are the hallmark of new generation private

    banks.

    What right they have to brand an officer as non-

    performer, is a pertinent question that comes to everyright thinking citizen.

    We express our solidarity add and support to our brothers

    in the new generation private banks.

    Achievement of Regulated working Hours:

    As unanimously decided by the UFBU to withdraw all types of extra co-

    operation by workmen / officers with immediate effect and to boycott all meetings

    called for by the bank managements after normal office hours and also not working

    on Sundays & other holidays, the Work to Rule is being implemented by all our

    members in our bank both in Administration and Operations.

    Now, the Officers leave their Office after normal office hours, see the sunset,

    have some entertainment, reach home earlier and spend time with their family.

    By withdrawing of extra cooperation, we have automatically achieved our

    demand of Regulated Working Hours.

    Our recent monetary achievement:

    Reimbursement of JAIIB/CAIIB Exam Fees (50%) and cost of study materials (100%) arerevised as under:

    JAIIB: Exam Fees Rs.1349, Study Materials- Rs.1265 (Hindi), Rs.1095 (English)

    CAIIB: Exam Fees Rs.1517, Study Materials- Rs.1200- Rs.1350

    The above will be reimbursed for those who pass the JAIIB / CAIIB examinations in

    consecutive 2 attempts.

    Canara Bank Officers Cooperative Thrift and Credit Society Limited:

    The 31stAnnual General Body Meeting of the Canara Bank Officers Cooperative Thrift

    and Credit Society Limited was held on 19th October, 2014 at Society Premises in

    Chennai.

    The following amendments were proposed and approved by the General Body:-

    The Executive Management of the affairs of the Society shall vest in the Board

    of Directors consisting of 15 members (Earlier it was 11 members)

    Surety Loan raised from Rs 2,00,000/-to Rs 2,50,000/-

    The above amendments will come into force after getting approval from the Central

    Registrar of Co-operative Society, New Delhi.

    10% Dividendhas been declared & directly credited to the accounts of the members

    All the Banks providing cheque facility to their customers have beenadvised by RBI to issue only 'CTS-2010' standard cheques.

    Q:1. One Medium Branch of our Region headed by a Middle Management Grade Scale

    II Manager, has been upgraded as Large in May 2014. Whether the Scale IIManager heading the upgraded Large branch is eligible for Officiating

    Allowance?

    Q: 2. On promotion from JMG Scale I, one Middle Management Grade Scale II

    Manager has been posted to head a Large branch of our Region. Whether the

    Scale II Manager heading the Largebranch is eligible for Officiating Allowance?

    A: In terms of Regulation 23(vi) of Canara Bank (Officers) Service Regulations, 1979,

    Provided that, where an Officer comes to officiate in a higher scale, as a

    consequence solely of the review of the categorisation of posts under

    Regulation 6, he/she shall not be eligible for the Officiating Allowance for a

    period of one year from the date on which the review of the categorisation

    takes effect

    As such,

    1. The Scale II Manager heading a branch upgraded as Large in the current year,

    is not eligible for Officiating Allowance for a period of one year from the date

    of up gradation. In case, the Scale II Manager continues to head that Large

    Branch in the succeeding year, he will be eligible for Officiating Allowance.

    2. The Scale II Manager posted to head an existing Largebranch, is eligible forOfficiating Allowance.

    It is always better to get prior permission from the concerned Circle Office before

    officiating in a higher scale or exercising the sanctioning powers as applicable to the

    categorization of the branch.

    CATEGORIZATION OF BRANCHES:

    [

    In terms of Regulation 6 of Canara Bank (Officers') Service Regulations, 1979,

    categorization of branches has to be undertaken by the Bank, every year, in themonth of May, taking into account the Average Business position for the previous two

    years.

    The revised norms for categorization of branches are as under:

    DELEGATION OF POWERS FOR CREDIT SANCTIONS:

    In terms of Clause 1.2 of HO Circular 268/2014 dated 17.05.2014, some of the

    essential principles governing application of the scheme of delegation of powers for

    credit sanctions are as under:

    (xv) Branches are categorized as Small, Medium, Large, Very Large, Exceptionally

    Large and Premier branch for the purpose of exercising credit sanctioning powers.

    In case any authority in a higher scale is heading a branch, the official can exercise

    sanctioning powers delegated to his / her designated authority only on specific

    delegation accorded by the C&MD of the Bank. Till such time the sanctioning powers

    normally delegated based on the Branch category can only be exercised.

    [

    Similarly, in Circle Offices also, in case any authority in a higher scale is heading theCircle, the official can exercise sanctioning powers delegated to his/her designated

    authority/CAC only on specific delegation accorded by the C&MD of the Bank. Till

    such time, the sanctioning powers normally delegated to the respective CAC at Circle

    can only be exercised

    (xvi) In case of recategorisation to a lower category, till the higher designated official

    is withdrawn he / she shall continue to exercise the credit sanctioning powers

    delegated to him / her.

    (xvii) Credit sanctioning powers of the lower authority do not derogate the

    sanctioning powers of any higher authority. In other words, a higher authority can

    sanction loans/advances that fall under the sanctioning powers of a lower authority.

    However, the higher authority shall not exercise the sanctioning powers of a lower

    authority unless there are compelling reasons for such exercise and it is specified so

    while sanctioning.

    (xviii) A lower authority must not sanction any credit limit / facility even against 100%

    cash margin, when A lower authority must not sanction any credit limit / facility even

    against 100% cash margin, where sanction of other related facilities fall within the

    sanctioning powers of higher authorities and / or where sanction of such limits

    automatically or impliedly entails sanction of other facilities by higher authorities.

    (xix) The delegated credit sanctioning powers prevailing on the date of sanction shall

    be the criteria for determining the credit sanctioning powers of an authority. This

    stipulation will apply regarding any sanctions requiring ratification also.

    (xx) Consequent upon any revision in credit sanctioning powers, if the facilities earlier

    permitted by a higher authority fall under the revised sanctioning powers of a lowerauthority, further follow up of such borrowal accounts including exercise of

    sanctioning powers shall be by the concerned lower authority. Similarly, if any of the

    limits / sub limits exceeds the sanctioning powers of a particular authority, all further

    limits shall be considered by the competent higher authority and for follow up

    thereafter.

    (xxi) It is not permissible to allow customers to avail themselves of facilities in

    anticipation of sanction by higher authorities.

    (xxii) Branches / offices should not permit issuance of Letter of Guarantee taking for

    opening a revolving line of credit in favour of contractors without proper sanction.

    (xxiii) Wherever sub-limit is not indicated against a particular nature of credit facility

    the respective sanctioning authority can exercise the delegated powers within the

    maximum powers (per borrower) indicated at item I of the Charts.

    (xxiv) Discount / negotiation of bills drawn under FLCs of Prime Banks are subject to

    guidelines issued in this regard and the sanctioning powers are as indicated in the

    charts.

    (xxv) In case any type / category of credit facilities are specifically advised to be

    provided at specified branches the same may be adhered to.

    Circular No. 2014/63 Dated: 01/10/2014

    INCENTIVES TO OFFICERS POSTED TO NORTH EASTERN REGION REVISION

    We are very pleased to inform you that the Government has not only substantially

    enhanced the amount of incentives of Rs. 1,600/- per month, which was hitherto paid

    only to the officers from outside North Eastern States but has also permitted this

    allowance to local officers. The revised guidelines which have already been conveyedvide D.F.S Letter No. 4/4/2/2001-IR dated 26th September, 2014 (Copy attached) to

    all the banks is as under:

    i. The incentive shall be 20% of basic pay with minimum Rs. 3000/- pm and maximum

    Rs. 7500/- p.m.

    ii. Officers belonging to a State in North Eastern Region but posted in other States of

    North Eastern Region shall also be eligible.

    Circular No. 2014/64 Dated: 01/10/2014

    SCHEME OF APPOINTMENT ON COMPASSIONATE GROUNDS IN PUBLIC SECTOR BANKS

    Our members are aware that the scheme of appointment on Compassionate grounds

    was circulated by the IBA to the member banks on 11th August, 2014, after its

    clearance from the Government and was made applicable with effect from 5th

    August, 2014. With the implementation of the scheme of appointment on

    Compassionate grounds, the provision of payment of ex-gratia in lieu of

    Compassionate appointment was discontinued. On inquiry from many member banks,

    the IBA referred the matter to the Government to seek clarifications regarding

    disposal of applications pending under the old scheme i.e. ex-gratia in lieu ofCompassionate appointment.

    The department of Financial Services vide their Letter F.No.18/2/2013-IR dated 8th

    September, 2014, has advised the IBA that ex-gratia has been discontinued only from

    5th August, 2014, and all cases for ex-gratia pending before 5th August, 2014, shall

    not be affected by the new scheme. The Government has also directed the IBA to

    settle all those pending cases at the earliest.

    The decision / clarification of the Government has been conveyed by Indian Banks

    Association to all Public Sector Banks on 30th September, 2014.

    IMMEDIATE SETTLEMENT OF WAGE REVISION

    The details of the programme and the Statement of the case are furnished

    herein.

    STATEMENT OF THE CASE:

    DEMANDING IMMEDIATE WAGE REVISION SETTLEMENT:

    Wages and service conditions in the banking sector are governed by theindustry-level bipartite settlements signed between the Indian Banks Association (IBA)

    and the workmen unions and officers associations operating in the banking industry.

    All the banks which have given mandate to IBA to negotiate on behalf of them are

    parties to the settlements. United Forum of Bank Unions (UFBU), representing five

    workmen unions and four officers associations, is currently negotiating with IBA for

    revision of wages to bank workmen/officers.

    The wage revision for bank employees is due from 01.11.2012 subsequent to the

    expiry of the last Bipartite Settlement on 31.10.2012. The common charter of

    demands, separately for workmen and officers, were submitted by UFBU to IBA on

    30.10.2012 i.e., before the expiry of last bipartite settlement.

    UFBU has been requesting, since the start of negotiations, for a time-bound approach

    to hold the negotiations on its demands and for conclusion of wage settlement within a

    reasonable time. But the IBA has inordinately delayed the negotiation process and

    there is no significant progress in the wage negotiations despite a lapse of nearly two

    years time.

    IBA is quoting the reason of non-affordability of banks and is stubborn in its offer of11% increase in pay slip components, as against the demand of UFBU for a

    respectable settlement with due consideration of the difficulties that are faced by the

    employees on account of high rate of inflation, which has eroded the salaries of the

    employees to a great extent.

    Bank employees, workmen and officers, have been performing well despite severe

    stress due to substantial increase in workload in the banks due to inadequate staff

    strength and on account of opening of many branches under Financial Inclusion and so

    on. Bank employees never lagged behind in the successful implementation of all

    Government sponsored programmes/schemes, including the recently implemented

    Prime Ministers Jan Dhan Yojna. However, the bank employees are not being paidadequately.

    HENCE, THIS DEMAND FOR IMMEDIATE SETTLEMENT OF WAGE REVISION.

    JOINT FORUM OF OFFICERS ORGANISATIONSOF CENTRAL PUBLIC SECTORUNDERTAKINGS JOINT RALLY / MARCH TO PARLIAMENT ON 9TH DECEMBER, 2014

    Please refer to our communications advising you about formation ofCoordinationCommittee of Public Sector Undertakings on 7th June, 2014, holding oftwo days workshop on 16th & 17th August, 2014 at New Delhi, which was attended by10 office bearers of AIBOC, and organizing seminars at six different centres duringOctober and November and also to organize a March to Parliament in the month ofDecember, 2014.

    A meeting of the Joint Forum of Officers Associations of Public Sector Units was heldin the Central Office of AIBOC on 22nd October, 2014 to review the progress of thedecisions taken by the committee. The meeting which was held under the

    convenership of Com. K. Ashok Rao, Chairman of NCOA and also representing AIPEF,Com. Harvinder Singh, General Secretary, AIBOC, Com. K. Sebastian - representingSNEA and Com. V.K.Tomar - representing NCOA and MTNLEA.

    The undersigned welcomed the members as host and expressed his satisfaction thatthe idea of forming a Joint Forum has been well received by the members of theconstituent Federations. He also informed that Seminar organized by AIBOC TamilNadu state unit at Chennai was a grand success and preparation of holding jointconferences and seminars by Andhra Pradesh State Unit are in process.

    Com. K. Ashok Rao briefed the meeting about the progress of implementation of the

    decision taken to hold Joint Seminars in various cities. He informed that Chennai AIBOC had organised a Joint Forum Seminar at the SBIOA School, Anna Nagar on the5th Oct. 2014. It was addressed by Shri Venkatesh Attreya former Vice ChancellorBharti University, Tiruchi and representatives of NCOA, AIBOC, AIPEF, SNEA, NABARD,RBI regarding the state of the Indian Economy and the various sectors as well as thestatus of the public sector units.

    A preparatory meeting held on the 19th October, 2014, at Bangalore decided to holdthe Joint Forum Seminar on Saturday the 22nd November, 2014, subject to availabilityof auditorium. Preparations for Seminar on Sunday the 23rd November are in fullswing and its progress was reviewed in a meeting of joint forum held on the 20thOctober 2014. It was also informed that programme in Lucknow shall be finalizedafter return of Com. Shailendra Dubey- AIPEF in the first week of November and

    tentative schedule for the Joint Forum Seminar was decided for Second or Third weekof November 2014. Com. V.K. Tomar informed that Joint Forum Seminar in Mumbaican be organized on Sunday the 29th Nov. 2014.

    It was decided to hold a Joint rally of the Forum at Jantar Manter/ Sansad Marg onthe 9th December, 2014 i.e. during the winter session of the Parliament. Thepreparations required for the rally were also discussed.

    Meeting also deliberated on the requirement of permission from the Police Authoritiesfor the proposed March, the names of the Trade Union leaders/ MPs who should beinvited to address the rally, Issues to be included in the Memorandum to the Prime

    Minister and the Press Statement, Slogans to be raised at the rally and otherarrangement to be made for the rally.In order to enable all our office bearers to participate in the historical March, wepropose to hold working committee meeting of our Confederation on 8th December,2014.

    However, the notice will be issued after finalisation of the date and arrangements forthe March, in couple of days. We seek your suggestions about the speakers and issueswhich should be included as a part of the programme, from the point of view of ourConfederation.

    AGITATIONAL PROGRAMME DHARNAS/RALLIES/DEMONSTRATIONS ON 30THOCTOBER 2014 ANOTHER MILESTONE IN THE STRUGGLE PROGRAMME

    Comrades, once again we convey our salutation for successful completion of anothermilestone of the struggle programme in an unprecedented manner. Our fraternity hasonce again proved their militancy, solidarity and commitment to the common cause.We have received reports from all corners of the country and the zeal and enthusiasmreflected are very encouraging and heartwarming. Reports have been received fromfollowing cities/ centres, which need special mention for your information.

    The historical place and hub of dharnas, Jantar Mantar right in the heart of thecapital of the country, Delhi, witnessed our massive show of strength exhibited byEmployees and Officers of Banking Industry. It was a colourful mixture of young andsenior, male and female, officers and workers of small and big banks, having gatheredto vent out their disappointment, anguish and frustration due to unjustifiably coldresponses and undue delay of IBA and Government on the long pending issues of

    Wage negotiation process. Apart from speakers of AIBOA, NCBE and AIBEA, the mainspeaker was Com. Harvinder Singh, the General Secretary of the Confederation. In hisshort address, he conveyed the salient and significant factors justifying our demands.He very vociferously elucidated the justification of our demands by highlighting thedisparity in pay scales vis-vis our counterparts in Government jobs. Amongst morethan 1500 members, largest proportion was that of our Confederation, including

    hundreds of lady comrades. The event was covered by the prominent news agencieslike PTI and UNI.

    The Commercial Capital of our Country, Mumbai city was another important centre,which saw passionate activities of Trade Union Movement. The Dharna organized byUFBU at Azad Maidan near CST Railway Station was a resounding success. It wasanother excellent show of unity and solidarity by constituents of UFBU. AIBOC leadersCom. Dilip Saha, Senior Vice President, Com. Sanjay A Manjrekar and Com. RamkumarSabhapathy along with 300 more members of AIBOC out of one thousand participants,sat for Dharna from 11 am to 5 pm.

    In another important cosmopolitan city, Bangalore, the protest / demonstration washeld at Sate Bank of Mysore, Head Office, which was participated by more than 700comrades. Prior to this, on 28.10.2014, more than 300 officers and award staffparticipated in Dharna organized at Vijaya Bank, Head Office, at Bangalore and waswidely covered by local news channels.

    The militant State for Trade Union activities, West Bengal arranged a demonstrationat Dalhousie, Traffic Island, Kolkata, where more than 500 members were present.The whole event was widely covered in almost all the local media. UFBU had alsoorganized a Press Conference on 29.10.2014 at Press Club, Kolkata which wasaddressed by Com. Sanjay Das, Secretary of WBSU of AIBOC. The demonstration was

    conspicuous with the hallmark of Trade Unions i.e. carrying of red flags by thedemonstrators.

    Demonstration at Chennai, another city known for its militant trade union activities,was equally massive and successful and more than 2000 members gathered atSyndicate Bank, Annasalai, near VGP Square to mark their protest.

    The State of Gujrat, which has off late gained an increased national importance forbeing the State of our present Prime Minister, Shri Narendra Modi, was nowherebehind in marking the presence with the strong protest organised. A massivedemonstration was held by UFBU at Vijaya Bank premises, Navrangpura, Ahmedabad

    in which more than 1000 members were present. After ranting of forceful slogans,leaders from UFBU addressed the gathering including Com. P.S. Jadeja representingAIBOC. He decided to hold the next demonstration on the strike date of 12thNovember, 2014, at OBC Bank, Ashram Road which is the heart of the city,Ahmedabad.

    At Thiruvananthapuram, the Mecca of Trade Union in India, a huge rally was organizedand despite bad climate, more than 1000 comrades from various constituents of UFBUparticipated in the rally, which started from Pallayam to SBT main branch nearSecretariat. The meeting was addressed by the prominent leaders includingCom. C. Rajkumar, Vice President, AIBOC and Com. Abraham Shahji John, the StateSecretary, AIBOC.

    We are happy to share reports received from other important cities of the countrywhich are equally encouraging:

    Jaipur, another heritage city was also reflection of dynamism of members of variousconstituents of UFBU. The demonstration was held at Allahabad Bank Zonal Office,Ambedkar Circle, Jaipur, wherein more than 500 members participate. Thedemonstration was distinct because of participation of RBI and LIC young leaders aswell.

    The another bordering city of Rajasthan i.e. Ganganagar situated at the border of

    Pakistan, Punjab and Haryana had a unique way of lodging protest by organizing thecandle light march participated by more than 200 members.

    The only planned city of India, Chandigarh organized demonstration in front of Bankof India, Main Branch, Bank Square, Chandigarh, where hundreds of officers andaward staff were present apart from AIBOC State Secretary, State President of StateBank of India and AIBEA State Vice President.

    Goa, a city of international tourist attraction, hundreds of comrades assembled atAzad Maidan opposite Bank of India, Panaji Branch, Goa to lodge their protest.

    In Jharkhand, demonstration was held at all Zonal Offices of Bank of India after amammoth rally of UFBU at Firayalal Chowk. There were more than 500 participants inthe demonstration and although 30 minutes of time was given by administration, themain roads remained captured for more than 1.30 hours by the bankers to expresstheir agony and solidarity. The gathering was addressed by all prominent leaders ofUFBU. The common press release of UFBU was given in prominent newspapers ofJharkhand.

    The various centres in Maharashtra also witnessed the anger of Bank employees.Massive successful demonstrations were held at Bank of India Zonal Office, Pune andKolhapur Main Branch, Bank Street at Solapur, Ratnagiri Zonal Office of Bank of India,

    Sangli Bus Stand, Aurangabad Kranti Chowk and Nasik Main Street. UFBU leadersaddressed at all centres.

    At Jabalpur, a massive demonstration was organized at Civic Center, participated bymore than 300 members. We reiterate our affiliates to ensure implementation of theprogramme of withdrawal of extra cooperation which is part of agitation decided byUFBU. Not attending office on Sundays / holidays and not sitting late beyond working

    hours should continue till further decision. This call applies to IBPS tests, specialcamps organized for opening of accounts, official meetings etc. we must achieve ourdemand of regulated working hours through this agitation programme itself.

    Meanwhile, in the recent development, Central Labour Commissioner, has invitedUFBU for conciliation meeting with IBA on 5th November, 2014 in his office. This is a

    routine exercise which CLC undertakes to defuse the situation and always takes placebefore any strike call and call upon our members to continue with our struggleprogramme relentlessly. With the present attitude of IBA there is absolutely no hopefor any conciliation. March on comrades with the declared programme.

    Haridwar in Uttarakhand, 294.70 meters above sea level, issituated along the right bank of the sacred Ganga andcomprises one of the most popular Hindu pilgrimage sites.Haridwar or the 'Gateway to Gods' is termed Mayapuri, Kapilaand Gangadwar. The Ganga enters the North Indian plainshere. Hindu pilgrims and devotees assemble at Haridwar ofUttarakhand to offer prayers on religious occasions.

    Haridwar at Uttarakhand also serves as a venue for theKumbh Mela (every twelfth year) and Ardh Kumbh ( everysixth year). However, it is not only the haunt of ascetics andsaints, it is also a focus of arts, science and culture. It holds

    industrial importance as it contains one of the biggestindustrial clusters of Uttaranchal- SIDCUL.

    A trip to Haridwar is like venturing into a completelydifferent world, where the sparkling waters of the Ganga, thecalm environment, steep mountains, saints offering prayers inashrams, all form a wondrous panorama. Several temples andashrams dot this town.

    Pantnagar

    Pantnagar is presently famous for housing the first

    agricultural university of India. Initially, it was called UttarPradesh Agricultural University, but its current name isGovind Ballabh Pant University of Agriculture & Technology.Pantnagar is situated in the district of Udham Singh Nagar. Itstands at a height of 243.8 meter above the sea level.

    Rishikesh

    Rishikesh is located about 43 kilometer away from Dehradunand 245 kilometer away from Delhi. Rishikesh stands at aheight of 365 meter above the sea level. The Shivalik range ofthe Himalayas borders Rishikesh on three sides, which adds tothe scenic beauty of this sacred place. It is the beginningpoint of Char Dham Pilgrimage (Yamunotri, Gangotri,Kedarnath, and Badrinath).

    The weather is clement throughout the year except winter,when it is quite cold and subject to snowfall. The climate ofNainital depends on the lake here, which causes rain nearly

    every afternoon. The most suitable time visit the place isApril to June and September October.

    Gaumukh

    Gangotri glacier protrudes into the Gaumukh. The BhagirathiRiver, which is a major tributary of River Ganga, hasoriginated from Gaumukh. Hindu pilgrims consider a dip intothe ice-cold water of Gaumukh very holy. Hence it hasdeveloped into one of the traditional Hindu pilgrim spots.

    The Gangotri glacier is 2 - 4 kilometer wide and 30 kilometer

    long. Gaumukh rresembles a cow's mouth and hence thisplace is called Gaumukh ('gou' means cow and 'mukh' meansface). Gaumukh is located close to the base of ShivlingMountain. In recent times, the glacier has been retreating atavery fast pace.

    The distance of 18 kilometer to Gaumukh from Gangotri is tobe covered with the help of ponies or on foot. The trek fromfrom Gangotri to Gaumukh is quite easy and one can returnthe same day to Gangotri. Ponies and porters can be availedat Gangotri.

    Auli

    Auli in Uttarakhand is situated on the peaks of GarhwalHimalayas and close to the Badrinath religious shrine. It issituated at an altitude of 2,500 to 3,050 meters above sealevel. Auli's slopes are covered by coniferous and oak forests,which offer a spectacular view of the Himalayas. The snowyand rugged terrain of Auli of Uttarakhand is a famous ski-resort and winter resort.

    October 2014

    Simplification of KYC Norms

    The Reserve Bank, on October 21, 2014, clarified to all scheduled commercial banks(excluding regional rural banks)/local area banks/all India financial institutions that:

    (i) Banks need not seek fresh proofs of identity and address at the time of periodicupdation,from those customers who are categorised as low risk, in case of no changein status with respect to their identities and addresses. A self-certification by thecustomer to that effect should suffice in such cases. In case of change of address of

    such low risk customers, they could merely forward a certified copy of thedocument (proof of address) by mail/post. Banks may not insist on physical presenceof such low risk customer at the time of periodic updation.

    (ii) If an existing Know Your Customer (KYC) compliant customer of a bank desires toopen another account in the same bank, there should be no need for submission offresh proof of identity and/or proof of address for the purpose.

    Fourth Bi-Monthly Monetary Policy Statement, 2014-15

    Dr. Raghuram G. Rajan, Governor, announced the Fourth Bi- Monthly Monetary Policy

    Statement, 2014-15 on September 30, 2014 in Mumbai. On the basis of an assessmentof the current and evolving macroeconomic situation, the Reserve Bank decided to:

    keep the policy repo rate under the liquidity adjustment facility (LAF) unchanged at8.0 per cent;

    keep the cash reserve ratio (CRR) of scheduled banks unchanged at 4.0 per cent ofnet demand and time liabilities (NDTL);

    reduce the liquidity provided under the export credit refinance (ECR) facility from32 per cent of eligible export credit outstanding to 15 per cent with effect from

    October 10, 2014;

    continue to provide liquidity under overnight repos at 0.25 per cent of bank-wiseNDTL at the LAF repo rate and liquidity under 7-day and 14-day term repos of up to0.75 per cent of NDTL of the banking system through auctions; and

    continue with daily one-day term repos and reverse repos to smooth liquidity.

    Consequently, the reverse repo rate under the LAF will remain unchanged at 7.0 percent, and the marginal standing facility (MSF) rate and the Bank Rate at 9.0 per cent.

    Export Credit Refinance Facilities

    The Reserve Bank, on September 30, 2014 advised scheduled commercial banks,

    excluding regional rural banks (RRBs) that the eligible limit of export credit refinance(ECR) facility has been reduced from the level of 32 per cent of the outstanding rupeeexport credit eligible for refinance as at the end of the second preceding fortnight to15 per cent effective from October 10, 2014.

    Free ATM Transactions on other Bank ATMs

    The Reserve Bank, on October 10, 2014 advised all scheduled commercial banksincluding regional rural banks / urban co-operative banks / state co-operative banks /district central co-operative banks that they have to mandatorily provide services totheir customers in other banks ATMs from November 1, 2014, as under:

    (i) Not to charge any fees to their savings bank account customers for five ATMtransactions (inclusive of both financial and non-financial) in a month carried out atother bank ATMs irrespective of the location of the ATMs;

    (ii) Three transactions (inclusive of both financial and nonfinancial) would be free ofcharge if carried out at other bank ATMs located in six metro centres, viz., Mumbai,New Delhi, Chennai, Kolkata, Bengaluru and Hyderabad;

    (iii) If transactions are carried out at both the six metro centres and other locations,the total number of transactions (inclusive of both financial and non-financial) free of

    charge at other bank ATMs would continue to remain at five;

    Banks are, however, free to offer more number of free transactions per month at

    other bank ATMs as well as own ATMs in any geographical location. Banks are also free

    to decide on the combination (for metro and non-metro locations) of free transactions

    while adhering to the minimum requirements.

    CTS - Government Cheques

    The Reserve Bank, on September 30, 2014 advised all banks that the date of

    implementation of the revised procedure of doing away with the requirement of

    returning paid government cheques back to Government Departments concerned, has

    been extended by three months to January 1, 2015.

    The Committee appointed by the Ministry of Finance to examine issues related to

    unclaimed amounts lying in various small savings schemes (Chairman: Shri Harun R.

    Khan, Deputy Governor, Reserve Bank of India), has invited suggestions/ideas from

    general public/senior citizens/welfare organisations and non-government

    organisations associated with welfare of senior citizens on appropriate use ofunclaimed amount lying in various small savings schemes in post offices and banks.

    Interested persons/organisations may submit their suggestions/ideas to the Joint

    Director, National Savings Institute, Government of India, Ministry of Finance, A

    Block, 4th Floor, CGO Complex, Seminary Hills, Nagpur440006 or email them to

    [email protected], latest by November 15, 2014. The National Savings Institute is

    providing Secretarial support to the Committee.

    The Reserve Bank has announced three topics for the interbank Hindi EssayCompetition to be held for 2014-15. These are:

    Participants may send their essay in Hindi on any one of the given topics. The lastdate for submission is December 31, 2014.

    Risk Management and Inter Bank Dealings: Hedging

    The Reserve Bank, on September 30, 2014 advised Authorised Dealers Category-I (AD

    Category-I) banks that importers are allowed to book forward contracts, under the

    past performance route, up to 100 per cent of the eligible limit. Importers who have

    already booked contracts up to previous limit of 50 per cent in the current financial

    year, shall be eligible for difference arising out of the enhanced limits.

    ECB in Indian Rupees

    The Reserve Bank, on September 3, 2014 advised Authorised Dealer Banks(Category

    I) that recognised non-resident External Commercial Borrowings (ECB) lenders may

    extend loans in Indian Rupees. subject to certain conditions.

    A gang of robbers tunneled their way into thelocker room of the Punjab National Bank's branch

    in Gohana town, emptied 89 lockers and escaped

    the same way they came. The tunnel was 125-feet

    long and seven-feet deep.[The robbery could be almost Rs.100 crore, claim

    customers whose lockers were broken into.

    The Police have registered two criminal cases:A

    case of burglary registered on a complaint from

    bank officials; another case registered against

    the bank officials by the owners of the lockers

    who alleged that the bank didnt construct the

    locker room as per norms of the currency chest;

    did not install a steel plate into the floor; and

    that the almirahs in the bank were also 60-70

    years old.

    The Hindu dated October 30, 2014:

    The owner of the abandoned house, through which

    a 125-feet-long tunnel was dug to the Punjab

    National Bank locker room in Gohana, committed

    suicide.

    Three days after the daring bank heist in Gohana

    town in Sonepat, police claimed to have cracked

    the case with the arrest of three persons andrecovery of jewellery weighing over 24 kg from

    them. Those arrested include Surender, son of Jagdish, Balraj, son of Dharampal and

    Satish, son of Ram Krishan, all residents of village Katwal, Sonepat.
