Frank S. Chuang has headed numerous engineering projects in New York. He has
worked with Metro-North Commuter Railroad, New York. He has also headed projects
including Park Avenue Tunnel Rehabilitation Program, Grand Central Terminal Structure Evaluation, North White Plains Maintenance
Facility Upgrade, Maintenance Facility Upgrade and Track Relocation in Harmon Yard
and Port Jervis and Amtrak New Haven to Boston High-Speed Rail Construction
Management.

Frank S. Chuang performed the structural design of two approach structures, a 400 ft. - 4 span and a 200 ft. - 3 span on a radius of 70 ft.
This project was performed at T.F. Green Airport Approach Structures in Warwick,
Rhode Island. DESCUS I program was used for the analysis and design of the curved girder bridge. Steel girders were used for both the
structures. The superstructure rested on concrete abutments on one end and on Steel pier caps supported by concrete columns at
intermediate supports.

Frank S. Chuang has also worked with NYSDOT (New York State Department of Transportation), responsible
for the development and operation of railroads, highways, ports, aviation facilities in New York. He has worked on numerous projects such as New York Region 8 Bridge Replacement Route 213 Over Rondout Creek, New England Thruway widening and Improvements, Route 6/132 Interchange, Retaining Walls Design and
Layout, and more. He performed in-depth inspection of the bridges. He also prepared inspection reports as per
requirements of New York State Department of Transportation and even performed load rating analysis
for the inspected bridges.

Being the Principal of L-C Associates, Frank S. Chuang supervises the preparation of reports, feasibility studies,
detailed plans and specifications of projects. L-C Associates is a reputed engineering company that offers dependable services to transit, aviation, rail, port and
highway industries throughout New York and New England. He participated in Connecticut Emergency
Bridges Program whereby he reviewed shop drawings for several bridge superstructures and substructures. He has been working both as a Project Manager as well as a Project Engineer. He completed his Bachelor’s degree in Science from the National Taiwan University. He did his
MS degree in 1968 and Ph.D. in 1971 from the University of Massachusetts on a scholarship.
